For improving ability to manage government data and achieving better consequence, after sorting definitions, catalogs and characteristics of government data in technology and science, using cases of Guangdong Province, we proposed a new model of Government Data Management to meet new requirement. Government data in technology and science could divided in 4 parts: data of technology management, science data, technology interacted data and decentralized public data in technology. We proposed a model adopted the “1+2+3+N” model to manage government data in technology and science, referring “middle-platform” mechanism come from “Internet Plus” mind. This model could be utilized to specially solve data decentralization and decentralization problem, disorder in resource coordination, resource mismatched and low-quality phenomenon appeared in such cases of Guangdong Province. We designed an approach to complement Government Data Management base “Middle-platform” mechanism, started from data cataloguing, data consolidation, data management, data opening and sharing, data application and other aspects. Eventually, we raised a kit of suggestion, including founding special organization, building consolidated platform for Government Data Management in technology and science, and assigning a Chief-Data Officer.
