Based on dissipative structure theory,established a measure model of running entropy and correlation entropy, then make an evidence-based analysis about running entropy and correlation entropy of intellectual property management system in China between 2008-2013, measure the operation efficiency and order degree of system and its subsystems. Empirical results show that: The operating efficiency of the intellectual property management system and its subsystems are rising in China between 2008-2013, however, the development trend of the order degree of system and its subsystems is deteriorating.
