Abstract:This paper introduces the theory of dissipative structure, analyzes the policy of science and technology talents from the viewpoint of system theory, and establishes a system entropy model. Using correlation entropy and operating entropy, an evaluation index system is constructed from the four elements of the system's resource input, conversion, output and external environment to evaluate the orderliness of the system's internal structure and system operation.. This paper selects Shandong Province to conduct empirical analysis. The research shows that during 2010-2019, the relevant entropy of the Shandong Province science and technology talent policy system first increased and then decreased, and the internal structure of the system showed periodic characteristics; the operating entropy decreased year by year, and the system operation showed continuous improvement. The state of development of order.On this basis, suggestions are made in the three aspects of scientific and technological talent development policy, scientific and technological system and mechanism, and implementation of scientific and technological talent policy.
