摘    要:【目的/意义】对突发公共事件政务微博回应内容的规律及特征进行分析,为政府网络舆情的应对工作提供理论参考。【方法/过程】选取影响力和网民认同度较高的政务微博,采用内容分析方法对政务微博的突发公共事件回应样本进行事件类型、回应议题、回应态度和回应语气等特征的分析,首先构建编码表,然后采用人工标注的方法对样本数据进行编码,最后对各类目的数量、分布、特征词进行统计分析。【结果/结论】政务微博在进行突发公共事件回应时多采用陈述语气,疑问和感叹语气在回应时也起到了引起关注和强调的作用;对不同的事件类型进行回应时,要掌握态度和议题的平衡,自然灾害事件多发布正能量信息转移公众的负面情绪,事件本身信息的发布和解释要相对减少。事故灾害类事件、社会安全类事件和公共卫生类事件要以解释事件进展为主,同时要发布对受害或受灾人员的关心和补救措施的信息。回应内容要注重措辞和词语的选择,态度和议题明确,防止产生误解。

Abstract:【Purpose/significance】This paper analyses the rules and characteristics of the content of government microblogs responding to public emergencies,and provides a theoretical reference for the government response to online public opinion.【Method/process】This paper chooses government microblogs with high influence and netizens'recognition and uses content analysis method to analyze the response samples of government microblogs.Firstly,coding tables including event types,re sponse issues,response attitudes,and response mood are constructed,and then we use artificial tagging methods to encode the sample data.Finally,statistical analysis is carried out on the number of different categories,the distribution among categories and the characteristic words of each category.【Result/conclusion】The study finds that the government microblogs often use the declarative mood in responding to public emergencies,while the interrogative and exclamatory mood also plays a role in arousing attention and emphasizing.When responding to different types of events,we need to balance attitudes and issues.More positive information should be released in natural disaster events to transfer the negative emotions of the public,and the content about information and interpretation of the event itself should be relatively reduced.Accident disaster events,social se curity events and public health events should mainly post microblogs about the progress of the emergencies and at the same time release information on the care and remedial measures for victims or disaster victims.Response content should focus on the choice of wording and terms,clear attitudes and issues,to prevent misunderstanding.
