Toward a spatial perspective on sustainability transitions   总被引:5,自引:1,他引:4  
In the past decade, the literature on transitions toward sustainable socio-technical systems has made a considerable contribution in understanding the complex and multi-dimensional shifts considered necessary to adapt societies and economies to sustainable modes of production and consumption. However, transition analyses have often neglected where transitions take place, and the spatial configurations and dynamics of the networks within which transitions evolve. A more explicit spatial perspective on sustainability transitions contributes to the extant transitions literature in three ways. Firstly it provides a contextualization on the limited territorial sensitivity of existing literature. Secondly, it explicitly acknowledges and investigates diversity in transition processes, which follows from a ‘natural’ variety in institutional conditions, networks, actor strategies and resources across space. Thirdly, it encompasses not only greater emphasis but also an opportunity to connect to a body of literature geared to understanding the international, trans-local nature of transition dynamics. Concerned with the prevalent lack of attention for the spatial dimensions of sustainability transitions in most studies, this paper seeks to unpick and make explicit sustainability transition geographies from the vantage point of economic geography. The paper argues that there are two interrelated problems requiring attention: the institutional embeddedness of socio-technical development processes within specific territorial spaces, and an explicit multi-scalar conception of socio-technical trajectories. Following these arguments, the paper concludes that transitions research would do well to take a closer look at the geographical unevenness of transition processes from the perspective of global networks and local nodes.  相似文献

In recent years, socio-technical transitions literature has gained importance in addressing long-term, transformative change in various industries. In order to account for the inertia and path-dependency experienced in these sectors, the concept of the socio-technical regime has been formulated. Socio-technical regimes denote the paradigmatic core of a sector, which results from the co-evolution of institutions and technologies over time. Despite its widespread acceptance, the regime concept has repeatedly been criticized for lacking a clear operationalization. As a consequence, empirical applications tend to depict regimes as too ‘monolithic’ and ‘homogenous’, not adequately considering persistent institutional tensions and contradictions. These are however crucial for assessing transition dynamics. In this paper, we revisit two concepts from institutional theory that enable an explicit identification of socio-technical regimes and more generally a specification of the ‘semi-coherence’ of socio-technical systems. First, we will show that ‘levels of structuration’ can be conceptualized as degrees of institutionalization, thereby treating institutionalization as a variable with different effects on actors, the stability of the system and thus the potential for change. Secondly, we draw on the institutional logics approach to characterize the content of various structural elements present in a system and to trace conflicts and contradictions between them. We illustrate this approach with an empirical in-depth analysis of the transformation of the Australian urban water sector since the 1970ies.  相似文献

A major proportion of the world’s population will be located in cities by 2030. With cities globally facing challenges due to the social exclusion of significant proportions of their populace, new thinking is needed on ways to correlate the competing socio-economic goals of various actors. This study sought to uncover the link between governance in cities as an innovation process and socio-economic regime transition towards a more equitable urban society. To do so, we draw on transition management thinking to consider urban regime transitions evolving in a temporal and incremental manner and in a multi-level context. We sought expansion from a delimited focus on socio-technical regimes in transition management literature to incorporate the notion of urban socio-economic regimes. This involved integrating aspects of reflexive governance and politics in a city context with a basic ontology of complex social systems and their evolutionary dynamics that underlies transition management approaches. Our focus is on learning by doing and experimentation as well as participation of citizens with other key city actors in a radically new process of mutual learning that creates social inclusion. The juxtaposition of national, city and community level interactions and their impact on socio-economic regime transition brings into sharp relief the issue of spatial scale and a lack of consideration in transition approaches generally. The study findings reveal a spatial orientation for creating new urban forms of reflexive governance as an innovation process taking place in transition arenas that can trigger new pathways to socio-economic change.  相似文献

In contrast to the US and recently Europe, Japan appears to be unsuccessful in establishing new industries. An oft-cited example is Japan's practical invisibility in the global business software sector. Literature has ascribed Japan's weakness - or conversely, America's strength - to the specific institutional settings and competences of actors within the respective national innovation system. It has additionally been argued that unlike the American innovation system, with its proven ability to give birth to new industries, the inherent path dependency of the Japanese innovation system makes innovation and establishment of new industries quite difficult. However, there are two notable weaknesses underlying current propositions postulating that only certain innovation systems enable the creation of new industries: first, they mistakenly confound context specific with general empirical observations. And second, they grossly underestimate - or altogether fail to examine - the dynamics within innovation systems. This paper will show that it is precisely the dynamics within innovation systems - dynamics founded on the concept of path plasticity - which have enabled Japan to charge forward as a global leader in a highly innovative field: the game software sector.  相似文献

This study aims to show how activity theory in the socio-technical systems paradigm can assist in understanding and managing system innovation. We conceptualize socio-technical systems to address societal needs as activity systems and system innovations as transformations of such systems. Transformations result from resolving contradictions that develop due to technical and social change within and between the activities carried out by various agencies to fulfill societal needs. Along this line, the explanation of system innovations focuses on identifying emerging contradictions, resolution initiatives, and their outcomes, whereas the governance of system innovations can be carried out by interactively developing policies through successive interventions to resolve contradictions. We demonstrate the employment of activity theory to understand the transformation of the recorded music socio-technical system towards streaming, as well as to facilitate the management of the transition of the olive oil-producing sector at the regional level towards a circular economy through the adoption of innovative waste-processing technology.  相似文献

Transitioning economic sectors towards more sustainable futures is a major global challenge, in particular for non-OECD countries. Policymakers in these countries are confronted with a double challenge: how to implement cleaner technologies and infrastructures while at the same time promoting rapid industrial development. In catch-up studies, this trade-off has been increasingly interpreted as providing windows of opportunity for gaining strong leadership in new generations of cleantech industries. In this paper, we maintain that in order to specify how these windows of opportunity can be endogenized, a deeper understanding is needed about whether, how and by whom the directionality of innovation systems can be influenced. For this purpose, we propose an analytical approach that draws on the technological innovation system framework extending the current understanding of directionality in two ways: first, we complement the prevalent top-down perspective with a bottom-up view exemplified by the institutional entrepreneurship literature. Second, we posit that the focus has to be shifted from the manufacturing of single technologies to the transformation of entire socio-technical systems. The presented framework is validated by a case study on recent shifts in the dominant technology in China’s urban water management sector. Major changes in the country’s sectoral selection environment led membrane bioreactor technology to become the dominant design in urban water management – a development that is unmatched in any other country in the world. Owing to these transformations, China’s technology firms outcompete multinational players and therefore they show strong potentials for industrial leapfrogging. However, although the promise to solve environmental problems played a decisive role in the shaping of the selection environment, it remains unclear whether the observed transformation leads the way to a more sustainable sector structure in the longer run. The case, however, still enables us to specify how windows of opportunity can be endogenized through the interplay of different actors trying to shape different layers of the selection environment in a specific sector.  相似文献

The growing urgency of environmental threats combined with the slow pace of sustainability transitions has turned attention towards a better understanding of regime destabilization. Focusing excessively on niche innovations could be incumbent regimes’ diversion and resistance strategy and could reinforce the ‘business as usual’ mindset instead of contributing to system-wide changes. Historical cases of system transition have most often been used to understand the dynamics of regime destabilization. However, these insights have limitations when the focus is on ongoing transitions. Moreover, it is argued that more attention should be paid to agency and actors. Herein, regime destabilization is understood through an internally structured selection environment, implying that agency is assumed not only in variation at the niche level but also in the selection processes: (1) the selection environment is shaped by active and strategic actors and actor networks; (2) the selection environment is shaped by diverse discursive framings; and (3) the selection environment is shaped by various actors beyond the regime and even beyond the system in question. The argument is empirically tested in the case of the Finnish food system by constructing prevailing storylines in the sustainability transition. Four contrasting but partially overlapping storylines and their associated actor networks are identified. The empirical case supports the view that actors across all levels aim to influence the selection environment’s formulation with their framing of the problem and the strategic response. Thus, more attention must be paid to the content and diversity of different discursive framings in sustainability transitions.  相似文献

透过社会-技术范式视角,低碳转型是一个打破高碳锁定、从高碳的社会-技术范式向低碳的社会-技术范式转型的过程。这一过程是多要素参与、复杂、动态和长周期的。从多层视角来看,转型过程离不开三个层面的相互作用:利基(niche)培育了破坏式低碳创新,使之成为推动范式更迭的内在动量;地景(landscape)对高碳社会-技术范式施加压力,为低碳创新的成长提供了机会之窗;最终原先主导的高碳社会-技术范式瓦解,高碳“锁定”被打破,新的动态稳定的低碳社会-技术范式形成。中国汽车低碳交通转型的案例,说明了社会-技术范式及多层视角对上述复杂和不确定性过程进行认知和分析时的有效性。相关行动者特别是政策制定者在引导低碳转型时,需要改变相对线性的技术替代认识论立场及相应的政策手段,采用范式更替的认识论立场和转型策略。  相似文献

Classic accounts of transitions research have predominantly built on reconstructions of historical transition processes and in-depth case studies to identify and conceptualize socio-technical change. While such approaches have substantively improved our understanding of transitions, they often suffer from methodological nationalism and a lack of generalizability beyond spatial and sectoral boundaries. To address this gap, we propose a novel methodology – socio-technical configuration analysis (STCA) – to map and measure socio-technical alignment processes across time and space. STCA provides a configurational and dynamic perspective on how social and technical elements get aligned into “configurations that work”, allowing for the identification of differentiated transition trajectories at and across spatial and sectoral contexts. The methodology's value is illustrated with the empirical case of an ongoing shift from centralized to more modular infrastructure configurations in the global water sector. Building on this illustration, we outline potential contributions of STCA to configurational theorizing in transition studies, sketching the contours of what we believe could become a generative epistemological approach for this field.  相似文献

Industrial society has not only led to high levels of wealth and welfare in the Western world, but also to increasing global ecological degradation and social inequality. The socio-technical systems that underlay contemporary societies have substantially contributed to these outcomes. This paper proposes that these socio-technical systems are an expression of a limited number of meta-rules that, for the past 250 years, have driven innovation and hence system evolution in a particular direction, thereby constituting the First Deep Transition. Meeting the cumulative social and ecological consequences of the overall direction of the First Deep Transition would require a radical change, not only in socio-technical systems but also in the meta-rules driving their evolution – the Second Deep Transition. This paper develops a new theoretical framework that aims to explain the emergence, acceleration, stabilization and directionality of Deep Transitions. It does so through the synthesis of two literatures that have attempted to explain large-scale and long-term socio-technical change: the Multi-level Perspective (MLP) on socio-technical transitions, and Techno-economic Paradigm (TEP) framework.  相似文献

This article addresses the topic of transition and system change, and proposes endogenous regime transformation as alternative transition path to technological substitution. Using sociological and institutional insights, the dynamics of regime transformation are conceptualised. Two characteristics are pressure from outsider groups and adjustments in cognitions, norms and formal rules, enacted by regime insiders. The transformation perspective is illustrated with a historical case study, the hygienic transition from cesspools to integrated sewer systems in The Netherlands. The case study is used to make additions to the transformation perspective, particularly with regard to tactical and strategic games.  相似文献

This paper asks two - relatively simple - questions: can cities shape socio-technical transitions? And how would we know if they were? There are three key objectives. The first of these is to set out emerging, and in our view, convincing evidence, that large world cities have political aspirations to develop purposive and managed change in the socio-technical organisation of infrastructure networks that can be characterised as ‘systemic’ transitions. The second objective is conceptual in orientation and seeks to address how we understand transitions at the scale of the city, the role of ‘the city’ in undertaking transitions, and review both the strengths and shortcomings of the multi-level perspective (MLP) on socio-technical transitions in addressing this. The third objective is to identify what an urban transition would look like, and then constructs a new framework to conceptualise and research urban transitions. Infrastructure threatens to lock-in societies to fossil fuels unless something is done now. This is because infrastructure lasts for such a long time, meaning that any infrastructure built or rebuilt now will last well into the twenty-first century – until the end of the century, in some cases. Consequently, there is a need to integrate climate change into infrastructure now or societies will be left with infrastructure designed around unsustainable socio-technical systems (such as combustion engines, roads, and suburbanization). Such change is conceptualized in the literature as a sustainability transition. However, any attempts at such transitions have to address the ‘materialities’ of infrastructure systems (physical form, environmental context, and so on). 依据产业演化观点,将新能源汽车视为是在原有交通运输体系中出现的利基,探究社会技术体系的转变和产业政策的保护性作用对新能源汽车利基演化的影响。研究结果表明,在利基层次上,存在着新能源汽车技术利基向市场利基的演化过程,且技术利基宽度与市场利基宽度显著正相关。在社会技术体系层次上,一方面产业政策所形成的保护性空间有助于新能源汽车技术转化,另一方面反映社会技术转变的因素对新能源汽车利基的形成具有显著影响,其中新能源汽车产销比和废气治理投入与市场利基的形成负相关,而燃油价格、消费者购买力和基础设施建设水平与市场利基的形成正相关。据此提出根据产业演化阶段和层次设计产业政策的思路和方案。  相似文献

经济全球化时代,国家间商品流动频繁,商品贸易网络化特征突出,亟需从关系网络的生长逻辑探究全球商品贸易的互动场景与演进机理。本文基于1996—2016年全球商品贸易流量数据,借助社会网络分析方法和ArcGIS可视化工具揭示了全球商品贸易网络的生长过程,运用指数随机图模型分析了全球商品贸易网络生长的动力机制。结果表明:①全球商品贸易网络呈扩张式生长,逐步形成“三核”互联主导的“大三角”空间结构,网络骨架的三大集群凸显。中国主导的集群大幅拓展,美国和德国主导的集群日益收缩。各国家(地区)在网络中的分工明确,网络功能差异显著并表现出不同变化特征。②全球商品贸易网络生长受自组织性、国家(地区)匹配性、国家(地区)集散性等内生动力和外生网络嵌入性等外在推力的共同驱动。其中,互惠关系是自组织性的主要结构,国家(地区)收入水平、市场开放趋同性和制度环境异质性是匹配性的关键因素,经济优势和产业竞争力是集散性的重要基础,殖民历史网络、留学生交流网络、语言同构网络、论文合作网络是重要的外生网络。传统的比较优势理论仍然适用于全球商品贸易网络生长机理的解释,尤其对国家(地区)匹配性和集散性的解释力更强。  相似文献

Networks are both imagined and directly experienced. While most people have trouble concretely explaining what networks are and how they structure our world, very few doubt their prominence in an increasingly globalized world where information moves at a dizzying pace. Networks speak to the link between the local and global—linking an event in a small village in Tunisia to the evening news in London. Yet they bind peoples and ideas not only across distance, but also in proximity. How are such networks imagined by peoples across dimensions of class, religion, gender, and generation in the dynamic environment that is revolutionary Egypt today? This article presents initial findings from initial ethnographic and interview-focused fieldwork conducted with Egyptians across a range of demographics. It presents insights around how technological, institutional, and human networks coordinate to present convergent and divergent actions, insights that shape an ever-changing Egyptian political reality.  相似文献

A quasi-evolutionary model of socio-technical transitions is described in which regimes face selection pressures continuously. Differentiated transition contexts determine the form and direction of regime change in response to these pressures. The articulation of pressures, and the degree to which responses are coordinated and based on resources available within the regime, define the transition context. Four alternative contexts are described: endogenous renewal; re-orientation of trajectories; emergent transformation and purposive transitions. Agency and power in the governance of regime transformation are analysed. Power to affect change depends on regime membership, the distribution of resources for change and expectations.  相似文献

The dynamics of national innovation systems (NISs) are a source of considerable academic and policy interest, especially when to address new competitive challenges they involve changing institutions and relationships within successful systems. This paper examines the case of Taiwan which is embarking on a new phase in its approach to building its national innovative capacity through creating the infrastructure for a biotechnology industry. By examining the process and mechanisms by which new biotechnology innovation networks are being created, and contrasting their development with existing networks, we analyse the dynamics of Taiwan's NIS. The paper reviews the prospects for this new phase in Taiwan's transition from ‘imitation’ to ‘innovation’. The paper aims to add to the understanding of how innovation systems evolve. It is concerned with the contributors, processes and challenges of NIS evolution and the form and meaning of its dynamic changes.  相似文献

This paper examines the origins of global leaders under intellectual monopoly capitalism. State Grid Corporation of China (SGCC), the leading firm in artificial intelligence applications for the energy sector, became an intellectual monopoly relying heavily on China's national innovation system –particularly public research organizations and public funding, and innovation and energy policies. SGCC is unique because it did not rely on technology transfer from global leaders, unlike other national champions from developing or emerging countries. We provide evidence that contributes to thinking that SGCC first became a national intellectual monopoly and only afterwards expanded that monopoly globally. We empirically study SGCC's innovation networks. We proxy them using big data techniques to analyze the content, co-authors and co-owners of its publications and patents. Results also suggest that SGCC is capturing intellectual rents from its increasingly transnational and technologically diverse innovation networks by leveraging its national innovation system.  相似文献
