The transparency and accountability of systems and algorithms aims to protect the user against undesirable or harmful results and to ensure the application of laws appropriate to digital environments. Thus, the objective of this study is to evaluate the transparency and accountability provided to citizens in three of the main digital public services (e-services) offered by the federal administration of Brazil (ComprasNet, Sisu and Naturalizar-se) locally recognized for their significant relevance and stage of development and use. Services were evaluated from eight perspectives: accessibility; awareness; access and repair; accountability; explanation; origin of data, privacy and fairness; auditing; validation, accuracy and testing. Adopting a qualitative approach through comparative case studies, this research contributes to information practices theory (construction of a model for assessing transparency and accountability in digital public services). The results obtained show the need to inform the user of possible bias and damage arising from these systems, which are not readily perceived; just as the need to clarify the benefits that arise from the collection of private data are not. This shows that computational models can be distorted as a result of biases contained in their input data, or algorithms. This paper contributes through an innovative combination of dimensions, as a tool to evaluate transparency and accountability of government services.  相似文献

The increasing adoption of AI profoundly changes the informational foundations of societies. What does this mean for the functioning of liberal democracy, specifically in terms of responsiveness and accountability? The present paper addresses this question by discussing how capabilities of AI affect the informational requirements of the democratic process. Based on a systems theory perspective, the consequences of AI are shown to be wide-ranging. AI can reduce or increase information deficits of both citizens and decision-makers on the input, throughout, and output level of the political system. While the challenges that AI creates for democratic responsiveness and accountability have a novel technological dimension, they are nonetheless in continuity with existing transparency and accountability problems. Avoiding a negative impact will require institutionalizing suitable governance mechanisms – a task that is challenging already at the throughout and output level, but particularly difficult, and important, at the input level of politics.  相似文献

Use of semi- and fully automated, administrative decision-making in public administration is increasing. Despite this increase, few studies have explicitly analysed its relation to good administration. Good administration is regulations and norms aimed at securing the correctness of administrative decisions as well as the legitimacy of these and is often associated with underlying values such as transparency, equality of treatment and accountability. Based on a thematic analysis of qualitative interviews with 43 key public administration stakeholders in a wide array of policy areas in Denmark, insiders of government machinery are shown to perceive relations between automated decision-making and good administration as manifold. Automated, administrative decision-making is articulated as providing both opportunities for supporting good administration and undermining good administration. Six values of good administration particularly related to automated, administrative decision-making are identified: Carefulness; Respecting-individual-rights; Professionalism; Trustworthiness; Responsiveness and Empowerment. Put simply, risks to good administration can be expected to occur if administrative bodies apply automated, administrative decision-making, while opportunities must be actively nurtured through managerial attention. Despite popular conceptions of the threat of “robotic government”, the conclusions of this study indicate a need for a more pragmatic view of relations of automated, administrative decision-making and good administration balanced between outright techno-optimism and techno-pessimism.  相似文献

As the use of digitalization and automated decision-making becomes more common in the public sector, civil servants and clients find themselves in an environment where automation and robot technology can be expected to make dramatic changes. Social service delivery in Trelleborg, Sweden, is the setting for a case study of the goals, policies, procedures, and responses to a change in how social assistance is delivered using automated decision-making. Interviews with politicians and professionals complemented with government documents and reports provide the empirical data for the analysis. Four value positions: Professionalism, Efficiency, Service, and Engagement, are used as the analytical framework. The findings reveal that the new technology in some respects has increased accountability, decreased costs, and enhanced efficiency, in association with a focus on citizen centricity. While the findings establish a congruence among instances of some value positions, a divergence is observed among others. Examples of divergence are professional knowledge vs. automated treatment, a decrease in costs vs. the need to share costs, and citizen trust vs. the lack of transparency. The study confirms the power of applying the value positions lens in e-Government research.  相似文献

Under pressure to fight corruption, hold public officials accountable, and build trust with citizens, many governments pursue the quest for greater transparency. They publish data about their internal operations, externalize decision-making processes, establish digital inquiry lines to public officials, and employ other forms of transparency using digital means. Despite the presence of many transparency-enhancing digital tools, putting such tools together to achieve the desired level of digital transparency, to design entire government systems for digital transparency, remains challenging. Design principles and other design guides are lacking in this area. This article aims to fill this gap. We identify a set of barriers to digital transparency in government, define 16 design principles to overcome such barriers, and evaluate these principles using three case studies from different countries. Some principles apply to projects, others to systems, yet others to entire organizations. To achieve digital transparency, before building and deploying digital solutions, government organizations should build technological and institutional foundations and use such foundations to organize themselves for transparency. The proposed design principles can help develop and apply such foundations.  相似文献

Open government data has led to public policy innovation in pursuit of various expected benefits. One of the intended goals of open data innovation to improve transparency and accountability. However, our current understanding of open data innovation and its ability to generate transparency and accountability is limited, particularly with regard to empirical evidence. In this paper, we describe how a state agency redesigned its organizational processes around visualization tools and how such efforts helped bridge the transparency-accountability gap by enhancing the understandability and usability of open government data. We conclude that open data innovation does not stop with the adoption of an open data policy, but rather involves an ongoing cycle of improvements through which the organization responds to its various stakeholders' use of open data, thereby increasing usefulness of those datasets and, subsequently, improving overall accountability.  相似文献

In a comparative national study addressing the fiscal domain, we explored relationships between socio-cultural, political, economic, and government conditions and concepts critical to open government, defined as (a) budget transparency (b) participation in budget processes, and (c) accountability information. We found that democracy, human capital, and budget document disclosures are consistently related to transparency, accountability, and the involvement of the Supreme Audit Authority with the public. E-participation and commitment to the Open Government Partnership are each related to particular measures of transparency and accountability. Gross domestic product was negatively related to particular measures of transparency and accountability. Only democracy was related to public participation in budget discussions with the executive, and that was a minimal effect.  相似文献

Local governments are increasingly establishing functional decentralized agencies, such as autonomous organizations, public companies, foundations and public business entities to provide public services. Furthermore, they are also introducing the private sector, contracting out public services to a private company and creating mixed companies. Our aim is to analyze the effect of functional decentralization and externalization (outsourcing or contracting out) processes on public transparency levels, since theoretically, they are aimed toward good governance and accountability. To do so, we use a sample composed of the 110 largest Spanish cities for the period 2008–2010. The results show that decentralized agencies, especially public companies and foundations, impact positively on levels of public transparency. However, there is no evidence that suggests that the introduction of the private sector, using outsourcing and mixed companies, affects the transparency of local governments.  相似文献

At Exempla Healthcare, the medical librarians and the e-Business staff are creating an enterprise information portal where medical reference is targeted, easily accessible, and supported by the medical librarians. A team approach has been essential. The e-Business department has worked for nine months coordinating technical challenges required to support personalization, targeted communications, and a single access point for clinical patient data. Exempla medical librarians have been involved in the definition and design of information access needs from the very beginning. The Clinicians Portal was the first developed, with other customizations to follow. Many challenges remain, but by definition, a portal is designed to be flexible and adapt to the changing needs of the enterprise it supports.  相似文献

All public values (transparency, accountability, civic participation, and collaboration) of open government could be difficult to achieve without administrators' good implementation. This paper raises concern that perceived risks to OGD accountability lead to undesired strategic resistance. Using a nation-wide government survey data of Taiwanese public servants, this study empirically tests for differences in OGD behaviors between two types of perceived risks (individual accountability vs. organizational accountability). Results find the existence of perceived risks to accountability in the process of data release and positive effects on inducing strategic workaround when implementing OGD policies. These findings shed light on the understanding of practices of open government and contributes to knowledge of administrative behavior.  相似文献

The notion of adaptive governance was originally created to capture forms of collaboration in socio-ecological systems that can respond to rapid changes in the environment. However, such a notion also has a great potential to be transferred and understood in the digital government context, where there is an increasing need to establish forms of collaboration that can respond to swift changes in the environment related to technology and citizen demands. Drawing on the analysis of four cases of IT-related project collaboration, we put forward that the degree of sharing of decision-making power and of accountability between government and non-government actors is critical to developing different types of adaptive governance. Findings show that the distribution of decision-making power and of accountability can be decoupled, resulting in three types of adaptive governance – namely polycentric, agile, and organic governance. We contribute to research by detailing and empirically testing the notion of adaptive governance in a digital government context, and to practice by highlighting the role of the distribution of decision-making power and of accountability in devising adaptive governance strategies.  相似文献

Decision-making in community-based, interorganizational collaboration often influences educational, environmental, and other civic policies thereby constituting it as politically and socially consequential. As such, we rethink collaboration through the lens of participative democracy rather than as a neutral organizational structure or process. We sought to understand how participative democracy was hindered and accomplished in an interpretive case study of two community collaborations. Data indicate the normative processes and structures of communication practiced by stakeholders primarily deterred voice and participation by prioritizing information exchange, practicing invisible decision-making, and emphasizing harmonious relationships. These findings: (1) add to theories of interorganizational collaboration by establishing voice as both a discursive and political feature of shared decision-making; (2) provide empirical exemplars that extrapolate political and social implications from specific communication practices; and (3) inform the development of a heuristic to improve collaborative participation and increase political accountability. Flowing from these data, we recommend practitioners utilize the heuristic of VOICE—promoting visibility and ownership of decision-making processes, less emphasis on informing, and purposeful fostering of gracious contestation—ultimately delimiting expressive modes of communication that decrease participative democracy and political accountability.  相似文献

Data play a crucial role in health research, education, and patient care. Initiatives such as Big Data to Knowledge (BD2K) and Precision Medicine point to the increasing focus and value of data use and reuse. As the universe of data continues to grow exponentially, health education needs to provide students with practical hands-on learning sessions that illustrate the multitude of uses for data and statistics. Giving students early exposure to data reuse provides a solid background for the more complex data they may gather later in their education. This column describes how librarians at a general academic library used data dashboards and Tableau in two library sessions to provide students with hands-on experience in data visualization and its role in decision-making.  相似文献

Archives are facing many challenges as information overload and increasing societal diversity. These two trends ask for decided measures, one in terms of selection and the other in terms of expanded information preservation to document all societal groups appropriately. These opposing trends force archivists to rethink permanently their appraisal politics and their functional orientation. Basic archival functions have to be aligned on one hand with services for an organisation related to democratic standards as accountability and transparency and on the other hand with a memory politics aiming at an extensive documentation of the enormous societal diversity by preserving the (cultural) patrimony of all groups to facilitate their identity-building. By looking back in our institutional history and comparing the Swiss and the Canadian approach in appraisal as well as the larger political context of documenting, we aim to show that a clear functional orientation, a transparent and participatory process of selection, a cooperative approach in fulfilling existing challenges and duties as well as a sound understanding of our institutional past help to make the necessary choices. It is important to stress, firstly, that archives as multifunctional institutions serve the principles of democracy and support the rule of law, and secondly, that by selecting documents for preservation and by reducing the mass of information, we nonetheless will preserve an abundant documentary heritage, which will not only serve to stabilize societal (or communitarian) identity but it will still serve as a reservoir feeding essential scepticism as an engine for progress.  相似文献

During the last few years, government institutions and agencies around the world have been adopting Open Government Data (OGD) initiatives to achieve political, social, economic, cultural and institutional benefits. This study aims to investigate the motivational factors for adopting OGD among government institutions in Saudi Arabia. A qualitative research approach was used to guide the research and the data was collected using interviews and documentation. The results of the study are interpreted and explained using elements from institutional theory. It shows that the adoption of OGD is influenced by existing institutional arrangements, and that the institutional changes that are occurring in the country such as the Saudi Vision 2030, the approval of the Freedom of information Act 2016, and anti-corruption campaigns have contributed positively to the transition from culture of secrecy to openness. In addition, the initiative is influenced by internal and external institutional pressures. Furthermore, the organizations studied perceived several benefits, which can be described as rationalized myths of the OGD such as transparency and accountability, better access to government data, support for innovation, improved government services, operational benefits and encouragement of participation. Based on the findings, the study provides some theoretical and practical implications regarding OGD adoption in government sittings.  相似文献

In many democratic states political rhetoric gives weight to increasing public participation in and understanding of the political process; (re)-establishing public trust in government decision making; increasing transparency, openness, and accountability of public authorities; and, ultimately, improving government decision-making on behalf of citizens. Access to the public record and freedom of information (FOI) are mechanisms which help to facilitate the accountability of public authorities. Many jurisdictions have introduced legislation related to these mechanisms, and the UK government is no exception with its enactment of the Freedom of Information Act (FOIA) in 2000. University College London (UCL) ran a research project over 12 months in 2008–2009, funded by the UK Arts and Humanities Research Council. The research project examined what the impact of the UK FOIA had been on records management services in public authorities, especially local government. This article reports on some of the findings of the study. It considers how FOI compliance and records management functions are organized in local government and the role of information governance which is emerging as an umbrella for such functions. It draws some conclusions about the contributions that records management services make to the ability of local authorities to comply with the FOIA and identifies some ways in which user experience may be affected by the management of records.  相似文献

Transparency is often linked with communication in an effort to create an organization that is more informed about decisions and processes creating a sense of employee engagement. But leaders are not able to operate in a completely open manner due to a variety of factors. What leadership activities can be conducted in a transparent manner and how is transparency balanced with confidentiality? Transparency is not just a leader responsibility but other managers and employees contribute to organizational transparency. In this editorial, we discuss the benefits and challenges of working with library data that contains non-Personally Identifiable Information. Despite not containing identifiable information, non-PII data can still be analyzed and used to inform decision making. We are presently using several non-PII data points to inform decision-making in our library: Gate Count, Book Checkouts, Customer Searches, Search Terms Reports, Article and Abstract Downloads, Customer Service Interactions, and One Question Surveys. While non-PII data can inform decision-making in libraries, we have found this type of data to be limited in the ways we outline in this editorial.  相似文献
