教育部日前公布了《普通高等学校辅导员队伍建设规定》的修订情况,并向各地教育行政部门及部属高校征求意见。与原规定相比,新规定对高校辅导员队伍建设的要求和措施更加具体,政治要求也更加严格。本文主要从新规定具体要求出发,结合自身教学实践来分析民办高校辅导员角色定位的现状及存在问题并提出相应的建议。 相似文献

我国行政诉讼法第5条规定:“人民法院审理行政案件,对具体行政行为是否合法进行审查,”这一规定说明,在行政诉讼中,人民法院只审查具体行政行为的合法性,而不审查具体行政行为的合理性、适当性,换句话说,也即不适当具体行政行为不具可诉性。但笔者认为,这一规定并不符合行政法、行政诉讼法的理论以及法的价值要求,因而,笔者认为,对不适当具体行政行为,应允许相对人提起行政诉讼,人民法院亦应对其进行审查。 我国行政诉讼法之所以规定人民法院只审查具体行政行为是否合法,而不审查其是否合理,其中一个重要理由就在于立法者认为,根据宪法规定,人民法院行使审判权,行政机关行使行政权,裁定行政行为是否合法的争议属于审判权的范围,而确定行政行为是否适当、是否合理,则是行政权的范围。 相似文献

本研究选取教育部已经核准的大学章程以及香港、国外部分大学章程,对其中学院运行体系的规定进行统计分析和对比研究,提出具体改进建议以完善大学章程中学院运行体系的规定。我国大学章程中学院运行体系的规定普遍存在条例表述笼统,欠缺具体规定;同一问题表述模式雷同,同质性高;忽略学院自身发展特色;内部治理完善程度低等问题。为此,高校应该重视学院治理结构和运行体系的文本规定;充分考虑和明确规定学院自身发展特色;细化条文表述并具体化为各级编码,明确学院权力结构;综合设置编码范畴,完善学院治理结构体系。 相似文献

在我国刑法规定的罪状中,有许多表明行为社会危害程度的数额要求.现在,数额的规定方式大概有两种,具体方式和抽象方式.具体方式规定的犯罪数额具有明确性,但过于僵硬;抽象方式规定的犯罪数额,具有立法稳定性,但过于笼统模糊.“日额金”,是以一日的收入情况或者其他资金数量为单位来规定罪状中的犯罪数额.这样规定的犯罪数额,既具有规定标准的明确性,又能使实际数额标准随着经济的发展变化而变化,可以解决我国罪状中犯罪数额规定的明确性与稳定性相互矛盾的问题. 相似文献

During interview with English majors, it was found that a majority of students expressed disappointment with their experience of English literature classes. Students' dislike of learning English literature appears to be the major problem of teaching English literature in China. Reader response approach is a good way to solve this problem. In this paper, I explain the rationale behind the reader response approach, such as its origin, definition, features, assumptions, and strategies. Then I illustrate how reader response approach works as a teaching strategy by presenting several teaching models.
