In this article the authors report on research which aimed to explore the opportunities for democratic action and learning in a number of artist‐led gallery education projects in the south‐west of England. The research takes an approach to citizenship learning and democracy that is less focused on citizenship as a specific subject in the formal school curriculum and the achievement of specific citizenship outcomes that can follow from it. Rather, it is more focused upon understanding how democratic practices that are embedded in the day‐to‐day lives of young people contribute to their democratic learning and participation as citizens. Drawing upon conceptual categories and concepts that illuminate the process, the authors demonstrate the nature and character of young people's democratic learning. An implication arising from this is the need for practice‐orientated research in other contexts (e.g. work, leisure and home) to fully understand the nature of democratic learning.  相似文献

ABSTRACT

This paper draws upon learning from three action research projects conducted as part of a Europe-wide project exploring young people’s social and political participation. Challenging dominant discourses about what ‘counts’ as participation and what does not, the paper explores how, through the action research projects, young people engaged in knowledge democracy in ‘new democratic arenas’. Building upon experiential knowing and creating knowledge and learning through practice, the young people explored their own democratic knowledge production, communication and engagement within a context of shifting discourses of participation, democratic engagement and active citizenship. The increasing preference of young people for more informal forms of participation as lived practice reflects a shift to young people constructing their own modes of participation and ‘remaking democracy’ in their own vision and according to their own needs. By working outside of the confines of normative assumptions of democratic practice and participation, young people exercised their own ‘political’ agency in response to their own priorities, interests and concerns and, in doing so, illustrated that new forms, understandings and practices of knowledge democracy can emerge that reflect the promise of inclusive democratic societies more meaningfully.  相似文献

Understandings of young children as active and capable citizens, while evident in discourses of early childhood education and research, are not widely reflected in the policy for the early years of schooling in Australia. This paper makes an analysis of the gaps and tensions between discourses of young children as active citizens and policy for citizenship education at the national level in Australia and at the Queensland State level. There is a widespread discourse within early childhood that regards young children as citizens and democratic participants in their own lives, as a reflection of the oft-cited Article 12 in the UN Convention on the Rights of the Child. However, educational policy and curriculum for citizenship in Australia, by and large, adheres to age and stage understandings of children that deem young children unable to conceptualise and/or articulate ideas of what it means to ‘be a good citizen’. We ask which discourses are being harnessed in educational policy for citizenship in Australia, what discourses are silenced or ignored and what this tells us about how young children are thought about in Australian politics and education.  相似文献

This paper examines empirical data with regard to recent theorizing and conceptualizing of children's citizenship. It draws on a doctoral study where the author told social justice stories to one class of children aged five to six years to investigate the active citizenship that the stories set in motion. By imagining this action research study rhizomatically, organic and tangent pathways were mapped of what the stories set in motion. Analysis was informed by poststructuralist discourse theory and critical theory on political action, which enabled identification of enablers and constrainers of young children's actual practice of citizenship. A case is argued for acknowledgement of young children's political identities and capacity to act as communitarian citizens.  相似文献

This article presents a reflection on teaching and curriculum which promotes citizenship education and raises the issue of the purpose of higher education. I embrace a concept of education as action and reflection upon a world in order to change it - or as bell hooks calls it, education as a practice of freedom. I argue for the need to conceptualise students first as citizens, then as employable graduates. My experience involved a shift in focus from what is taught and an emphasis on examinations and essays, to how and what students learn and the process of learning. The article argues, however, that teaching and learning which attempts to balance tensions between values of the market-place and values of education as a practice of citizenship requires more than better teaching and assessment: it requires broader institutional support to be truly effective.  相似文献

This paper evaluates the extent to which the implementation and assessment of the new citizenship curriculum in England treats learners as citizens or subjects by evaluating whether the interests of state or citizen predominate. Philosophical, contextual, and practical perspectives on citizenship education are drawn upon to evaluate mechanisms which mediate state power in young citizens’ lives. Current methods of delivering and assessing the citizenship curriculum in schools are challenged and the ideology underpinning citizenship education, as conceptualized in official discourse, is questioned. The view is advanced that citizenship cannot be reduced to what learners know (the informed citizen) or do (the active citizen) as it cannot be divorced from who they are. This paper focuses on citizenship education in the context of English liberal democracy but has a wide application as it addresses issues relevant to the state education of citizens elsewhere.  相似文献

While environmental action is recognized as an effective approach for developing young people’s capabilities as citizens and contributing to environmental improvements, little research has addressed how adults facilitate youth action projects. Environmental action involves a partnership among youth and adults characterized by shared decision-making. We sought insights into the adult experience of shared decision-making through phenomenological interviews with 33 educators facilitating youth environmental action in various non-formal and formal settings in the USA. Educators described experiencing tensions in sharing decision-making power, which we conceive of as a duality – two inseparable elements both contradictory and complementary that drive the dynamics of a system. The duality consists of youth autonomy and adult authority, which stems not only from formally vested decision-making power but also adults’ experience and wisdom. Educators navigated this duality through diverse approaches to structuring youth participation, supporting youth, valuing mutual learning, and communicating transparently to develop equitable relationships.  相似文献

This paper argues for, and demonstrates the effectiveness of, including young children in commenting on and improving their learning environments. It reports the experiences gathered from of 16 setting‐based, small‐scale, practitioner‐led projects. Taking a view of citizenship as ‘participation’ the paper shows how practitioner‐research can support the evolution of inclusive environments for all children. Following a critical review of the literature on citizenship, young children, and ‘inclusion’ the paper considers the usefulness of the participant methodology of practitioner action research and the concept of ‘voice’ in educational research and report. Examples of practitioner‐research projects involving children aged three to six years identify and illustrate key themes from the data. Thus, they demonstrate: (1) the range of factors which excited or worried the children; and (2) the ways in which children’s concerns and ideas were listened to and action for change was developed. The children’s ideas and extracts from their comments are included alongside the practitioners’ responses in the cases which are discussed. Four main points are considered in conclusion: (1) children’s views can contribute to the development of inclusive practices; (2) children’s voices are central to studies of their perspectives and the methodological challenges of listening to children’s voices in research must be addressed; (3) identity and self esteem are key to the successful promotion of young children’s positive sense of inclusivity and belonging in their early years settings; and (4) supported practitioner‐research can enhance inclusive early years practices. The paper argues that including children in the identification and exploration of issues important to them promotes a positive sense of inclusivity and that such approaches to developing pedagogies of citizenship and belonging constitute a practical enacting of ‘voice’.  相似文献

Contemporary discussion of the ‘crisis in democracy’ displays a tendency to see young people as the problem because they are ‘apolitical’, ‘apathetic’ and ‘disengaged’, or point to deficiencies in institutions deemed responsible for civic education. This discussion normally comes as a prelude to calls for more civics education. This article points to a renewal of politics at the hands of young people relying on new media, and draws on evidence like survey research, case studies and action research projects. This political renewal is occurring largely in response to the assumption of political elites that a ‘politics-as-usual’ will suffice to address the major political challenges of our time. Against the assumption that teachers, curriculum experts and policy-makers already know what kinds of knowledge and skills students need to become good citizens, we make a case for co-designing a contemporary citizenship curriculum with young people to be used for the professional development of policy-makers. We argue that such an intervention is likely to have a salutary educational effect on policy-makers, influence how they see young people’s political engagement and how they set policy agendas. In late 2013 a new curriculum for Civics and Citizenship education was published by the Australian Curriculum and Assessment Reporting Authority for use in Australian schools. In line with previous curricular initiatives concerning education for citizenship in Australia a key rationale behind the new subject is the education of “active citizens”. Research evidence over the last 25 years paints a mixed picture regarding the extent to which the translation of policy intent has been successfully implemented within Australian schools. Exploring the new subject of Civics and Citizenship in Australia in the context of previous initiatives and existing research evidence, we explore the contested and complex nature of active citizenship around three key issues – the scope and form of action that constitutes citizenship in one’s communities, how young people themselves conceptualize and experience participation, the potential that active citizenship opportunities are interpreted as being synonymous with the use of active teaching and learning methods. On this basis we argue that the new curriculum provides some optimism for those committed to education for citizenship in Australian schools, but that this optimism needs to be tempered with a degree of caution.  相似文献

Based on the data collected from focus groups and individual interviews with secondary school students and civic education teachers, this article explores how young people are transformed to become active and participatory citizens. The findings show that the roles and personal beliefs of civic education teachers are of critical significance at the very first stage whereas their teaching methods help enable students to construct the notion of active and participatory citizenship at the second stage. Eventually students gradually develop a strong sense of civic responsibility and competence through social inquiry and political action in the transformation process.  相似文献

In the context of the European Union Framework of Key Competences and the need to develop indicators for European Union member states to measure progress made towards the 'knowledge economy' and 'greater social cohesion' both the learning to learn and the active citizenship competences have been highlighted. However, what have yet to be discussed are the links and the overlaps between these two competences. Based on the development of research projects on these two fields, this article will compare the two sets of competences, both qualitatively and quantitatively. It will describe how the values and dispositions that motivate and inform active citizenship and learning to learn are related to each other, both empirically and theoretically. Both these competences are tools for empowering individuals and giving them the motivation and autonomy to control their own lives beyond the social circumstances in which they find themselves. In the case of active citizenship, the ability to be able to participate in society and voice their concerns, ensure their rights and the rights of others. In the case of learning to learn to be able to participate in work and everyday life by being empowered to learn and update the constantly changing competences required to successfully manage your life plans. When measuring both these competences then certain values relating positively towards democracy and human rights are common in their development.  相似文献

Taking the English National Curriculum as its main example, this article argues that an overly nationalistic, normative and ‘fact-based’ citizenship education curriculum is failing to engage the dimensions of young people’s identities which they experience as deeply meaningful. There is thus a chasm – albeit a false one – between official discourses and pedagogies of citizenship and what young people consider to be their ‘real’ selves. I argue that citizenship education must develop a more sophisticated understanding of the complexities of how identities are formed and performed, especially in light of globalisation and increasing migration. I also make a somewhat unorthodox argument for conceptualising ‘relating-to-otherness’ in the same way that we think of music consumption. This has implications for how we experience, interpret, value and create ‘others’. The article also makes some recommendations for how these ideas can begin to be implemented in educational settings.  相似文献

The paper reports on an initiative to develop the knowledge, skills and attitudes needed for a sustainable environment. The initiative involved the training of pre‐service teachers to not only be aware of, or know about environmental problems and want to act for the environment, but also to be able to act for the environment. Small group community problem solving projects illustrate the nature of environmental community problems that could be acted upon. The process of the projects, including how the pre‐service teachers identified the community problems and conducted the projects, is described. Outcomes of the projects including reflections about what the pre‐service teachers have learnt in being involved with the projects show the nature of capacity building efforts possible to work towards a sustainable environment. Lessons learnt from the involvement in community problem solving projects are also highlighted.  相似文献

This paper examines young British people's conceptualisation of identity and citizenship. Data were gathered through a questionnaire survey from 442 young male and female citizens of majority and minority ethnic origins, aged 14–24 years and at different stages of education, employment and non-employment. This was followed up by in-depth interviews with a stratified sample of 40 participants. Drawing on quantitative and qualitative data, and by closely examining the two key concepts of identity and citizenship, the paper analyses the ways in which young Britons perceive their multiple identities and citizenship status. The research shows that education and career are the major priorities of these young people. They have clear notions of identity and citizenship and most are comfortable with their own identities and feelings of citizenship. However, some of those who are from a minority ethnic background have doubts about being viewed as British citizens because of racial harassment or stereotyping, particularly in the aftermath of terrorist attacks in the West. The research has implications for pedagogy, education policy, community cohesion and social justice.  相似文献

ABSTRACT This paper examines and compares recent citizenship education policy documents from France and England and explores the extent to which they encourage inclusive or exclusive concepts of national identity and citizenship. Current policies are being developed in a context of perceived disillusionment and political apathy amongst the young. Whilst citizenship education has traditionally aimed to prepare young people to take their place in adult society and a national community, today the notion of a single national identity is increasingly questioned. Using framing questions from the International Association for the Evaluation of Educational Achievement (IEA) survey of civic education, we examine programmes of study in each country to determine the extent to which they promote human rights as shared values, make positive references to cultural diversity, and conceptualise minorities. We consider the potential of citizenship education thus defined to contribute towards the development of justice and equality in society and challenge racism and xenophobia. We note the strengths and limitations of each approach to education for citizenship and suggest what each might gain from the other.  相似文献

This paper suggests that the dominant discourse of lifelong learning is a political rather than an educational discourse. On this view, lifelong learning enables the deconstruction of welfare to be effected through the reconstruction of citizenship. Democratic citizenship properly understood, on the other hand, depends on determined progress towards a more equitable distribution of material and cultural resources among citizens. Education on its own can do little to ensure that such structural change takes place. It is, nevertheless, the task of critical adult education, as distinct from economistic models of lifelong learning, to raise such questions as urgent issues for democratic deliberation and debate, and to expand our notions of what it means to be active citizens in a democratic society. Drawing on empirical data from two recent research studies in post-Apartheid South Africa, this paper asks what it means to be poor, young and black, and belong in a society that has suffered debilitating and dehumanising racial subjugation, actively excluding people from citizenship, and how poverty serves to perpetuate this exclusion. It examines the notions of citizenship and belonging and asks what are the meanings and markers of both in a country like South Africa. It focuses on alternative modes of belonging adopted by young people – in this case dreaming and adopting what they term ikasi style. The paper then shows how structural and symbolic violence are complicit in silencing the dreams and aspirations of poor youth, before expanding Ramphele and Brown's notion of ‘woundedness’ to consider its implications for citizenship and belonging. It concludes with modest recommendations regarding how this state of affairs might be redressed within educational and policy contexts.  相似文献

Active citizenship is increasingly being framed in the context of lifelong and life-wide learning. However, research on young people’s participation in and experience of different forms of civic practice, particularly in informal settings in different sociocultural contexts, is scarce. Consequently, little is known about how these experiences shape their learning about active citizenship, their understanding of the self and their relationship to society. This paper reports findings from a small-scale qualitative research on students’ experiences of participation in extra-curricular activities (ECAs) in a UK Transnational Higher Education institution in China, in relation to the development of active citizenship and lifelong learning capacity. The findings suggest ECAs can provide opportunities for students to accumulate knowledge and develop skills, attitudes and values that underpin the promotion of active citizenship, while developing habits and skills essential for lifelong learning.  相似文献
