Facial recognition technology has been adopted for the better delivery of m-government services, but the ease and frequency with which users' personal information is being accessed and misused have inevitably increased. This has recently triggered a new phenomenon of privacy fatigue in e-governance, which makes people feel powerless to protect their privacy. A comprehensive understanding of users' privacy fatigue is important, since negative user perceptions may lead to disengagement and the distrust of the government. Drawing on the Person-Environment fit theory and user agency perspective, this study examines the antecedents of privacy fatigue, manifested as emotional exhaustion and cynicism. A large-scale telephone survey allowed data to be collected from 3, 436 users of facial recognition-based m-Gov services in China. The Partial Least Squares (PLS) results reveal that: (1) privacy fatigue indeed occurs among the users of facial recognition-based m-Gov services in China; (2) the perceptions of privacy control is the core antecedent of users' privacy fatigue, which influences two dimension—emotional exhaustion and cynicism—in different directions; (3) the effectiveness of both privacy self-efficacy and government legislation positively influences perceived privacy control, while the effect of the effectiveness of privacy policies on it is insignificant. This study contributes to the research by empirically testing the notion and antecedents of privacy fatigue in the context of facial recognition-based m-Gov services, and provides a mechanism analysis with an overarching theoretical framework. In addition, the findings may generate new research avenues related to privacy fatigue under an AI-enabled government.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

Interest in implementing artificial intelligence (AI)–based software in the public sector is growing. First implementations and research in individual public services have already been carried out; however, a better understanding of citizens' acceptance of this technology is missing in the public sector, as insights from the private sector cannot be transferred directly. For this purpose, we conduct policy-capturing experiments to analyze AI's acceptance in six representative scenarios. Based on behavioral reasoning theory, we gather evidence from 329 participants. The results show that AI solutions in general public services are preferred over those provided by humans, but specific services are still a human domain. Further analyses show that the major drivers toward acceptance are the reasons against AI. The results contribute to understanding of when and why AI is accepted in public services. Public administration can use the results to identify AI-based software to invest in and communicate their usage to perceive such investments' high acceptance rates.  相似文献

A growing aspect of e-government is healthcare-related. Although preventative e-health services provided by governments like proximity tracing applications (PTAs) can bring important benefits, their adoption is lagging behind expectations. Researchers and policymakers need a better understanding of the factors that influence their adoption. The paper draws from the Unified Theory of Acceptance and Use of Technology (UTAUT) model and extends it by including privacy concerns as an explanatory factor regarding the intention to use PTAs. The study empirically evaluates the impact of privacy concerns together with two of its antecedents – trust in government and trust in technology – on the intention to use a PTA. Data from 762 adult respondents from Slovenia and Germany were collected and analysed using partial least squares structural equation modelling (PLS-SEM). The main findings are: (1) even in the unique context of a PTA the universal predictors of UTAUT have a significant impact; (2) privacy concerns have a direct impact on intention to use; and (3) trust in government and trust in technology both have a significant impact on privacy concerns. The theoretical implications are important for technology adoption research on e-health services provided by the government generally and PTAs in particular.  相似文献

Respondents were 23 adults who sorted 40 Q-sample statements. Results revealed three factors or types: “absolute privacy advocates”, “consumer first advocates” and “objective privacy advocates”. The three types shared some viewpoints: All strongly agreed that consumers deserve notice and choice when a company uses personal information on themselves, even after they provide personal information for the company. Beyond this overlap, they had their own traits. Absolute privacy advocates believed in absolute privacy protection. They also understood power of on-line technology and were suspicious of companies selling data without considering consumer's benefits, but still did not want to regulate the private sector. Consumer first advocates were interested in consumer protection of privacy while ignoring companies' need to collect data on consumers. Objective privacy advocates wanted to restrict a company in its use of personal data while acknowledging the company's need to collect personal data. Who should be an on-line privacy regulator didn't seem to be a salient issue to the adult groups yet. Direct government intervention or legislation as a privacy protection method did not register strongly with the three groups. Ages and occupations seemed to be no type determiner. But when it comes to on-line purchasing experience, consumer first advocates and objective privacy advocates seemed to do more on-line shopping than absolute privacy advocates.  相似文献

In today's global culture where the Internet has established itself as the main tool for communication and commerce, the capability to massively analyze and predict citizens' behavior has become a priority for governments in terms of collective intelligence and security. At the same time, in the context of novel possibilities that artificial intelligence (AI) brings to governments in terms of understanding and developing collective behavior analysis, important concerns related to citizens' privacy have emerged. In order to identify the main uses that governments make of AI and to define citizens' concerns about their privacy, in the present study, we undertook a systematic review of the literature, conducted in-depth interviews, and applied data-mining techniques. Based on our results, we classified and discussed the risks to citizens' privacy according to the types of AI strategies used by governments that may affect collective behavior and cause massive behavior modification. Our results revealed 11 uses of AI strategies used by the government to improve their interaction with citizens, organizations in cities, services provided by public institutions or the economy, among other areas. In relation to citizens' privacy when AI is used by governments, we identified 8 topics related to human behavior predictions, intelligence decision making, decision automation, digital surveillance, data privacy law and regulation, and the risk of behavior modification. The paper concludes with a discussion of the development of regulations focused on the ethical design of citizen data collection, where implications for governments are presented aimed at regulating security, ethics, and data privacy. Additionally, we propose a research agenda composed by 16 research questions to be investigated in further research.  相似文献

This study examines the association between police facial recognition technology (FRT) deployment and racial differences in arrests across 1136 U.S. cities in 2016. We estimated doubly robust propensity score models using data from the Bureau of Justice Statistics, FBI Uniform Crime Report, and the U.S. Census Bureau. Results show that agency FRT use contributes to greater racial disparity in arrests. This relationship was underpinned by statistically meaningful and positive FRT effects on Black arrest rates and negative effects on White rates. We also observed more sizeable and significant impacts for adult arrests, indicating that FRT's association with adult rates primarily drives the overall disparity finding. Results suggest a need for civic leaders to scrutinize the relative contributions of structural factors, agency policies, and government directives to officer decision-making before widely deploying FRT in jurisdictions. For agencies currently using this technology, it would imply the need for policies and supervision that guide, and in some cases restrict, officer discretion in FRT-assisted contexts.  相似文献

A growing body of research suggests that officials in China are highly responsive to citizens' requests on e-government platforms. However, our understanding of the effects of such responsiveness in China remains limited due to the lack of research from a citizen perspective. By conducting two online survey experiments involving 205 residents of Hubei Province, China, we examined the features of government responses in the e-government context that affect citizens' perceptions of government performance. The findings show that even a delayed and unhelpful response can have a positive impact on citizens' satisfaction with the government. This effect is mediated by the level of perceived government responsiveness. Moreover, citizens are affected more by the usefulness than by the timeliness of the government's responses. These results suggest that by combining the broad implementation of e-government with a higher response quality, the Chinese government can establish a new means of gaining public support.  相似文献

Mobile health services are a new direction for public libraries development. However, it is unclear which factors affect users' intention to use the mobile health services of public libraries (MHSPL). Integrating the unified theory of acceptance and use of technology theory along with trust and privacy concerns. This study proposes a conceptual model to investigate factors that affect users' intention to use MHSPL. The conceptual model is empirically examined, and the hypotheses are tested using a survey sample (N = 415). The findings indicate that users' intention to use MHSPL is directly influenced by performance expectancy, effort expectancy, and trust. Trust also mediated users' intention to use MHSPL, leading to an indirect effect of social influence and privacy concerns. Additionally, people with different experiences using MHSPL have significant differences in their intention to use MHSPL. These findings contribute to a deeper understanding of users' behavior of MHSPL and can help facilitate and improve health services provided by public libraries.  相似文献

The technology acceptance model (TAM) has been used extensively to explain and predict users' acceptance of corporate information technology (IT). With the advancement in IT and the expanding popularity of internet applications in Gambia, e-Government has been a priority factor in rendering government services and in making information more accessible to citizens. This study shows how the TAM and e-Government initiatives would positively impact the Gambian government, despite the cultural differences within the country. This study developed a successful model of the Gambian e-Government system to assist Gambians with more efficient and cost-effective government operations. The study results reveal that the core constructs of the TAM have strong influences on user-intention towards e-Government products. This implies that the Gambian government can potentially utilize this study's TAM findings in other contextual settings to design and promote further implementation of e-Government systems.  相似文献

On July 27, 2009 the United States Government Office of Management and Budget (OMB) publicized its intent to review the nine-year-old prohibition of web tracking technologies such as cookies on Federal agency web sites. OMB cited its need to continue to protect the public's privacy while visiting Federal Government web sites, while at the same time “making these web sites more user friendly, providing better customer service, and allowing for enhanced web analytics” (Federal Register, 2009, p. 37062). In this paper, we review the history of the Federal government's position on cookies, and describe exactly how the technology works and why this shift in policy toward the use of cookies is logical and necessary for the evolution of electronic-government and government 2.0 services in terms of accessibility and capability. We review two major issues with which Federal agencies must contend related to the use of cookies – privacy, and records management. It is interesting to note that, despite earlier research on the implications of privacy and records management concerning other adopted technologies such as e-mail, these issues continue to be complex and misunderstood. We discuss the implications of cookies as records for future e-Government services and for long-term records management.  相似文献

Literature shows there is a growing interest in studies involving Artificial Intelligence (AI) in the public sector; and while there is evidence of many governmental initiatives that have been established to harness the power of AI, empirical research on the topic and evidence-based insights are rather lacking. The aim of this Special Issue on Artificial Intelligence for Data-Driven Decision-Making and Governance in Public Affairs is to extend both the theoretical and practical boundaries of AI research in the public sector in order to improve governmental decision-making and governance, thus enhancing public value creation. The papers in this special issue focus on AI risks and guidelines, AI governance, the risks of governmental implementation of AI to citizens' privacy, increasing citizen satisfaction through AI-enabled government services, the enablers and challenges of AI implementation in specific public sectors, and using AI to study political opinion. These papers not only advance our knowledge and understanding of the use of AI in government and public governance, but they also help to set out a renewed research agenda. Future research should, among other things, focus on inter- and multi-disciplinary empirical studies that call for the collaboration of a variety of stakeholders; on the longitudinal dynamics of creating public value through the breadth and depth of AI assimilation; and on the investigation of the ethical challenges (particularly data privacy) in AI implementation.  相似文献

This study examines the acceptance of cloud computing services in government agencies by focusing on the key characteristics that affect behavioral intent. The study expanded upon the technology acceptance model by incorporating contextual factors such as availability, access, security, and reliability. The research model was empirically verified by investigating the perception of users working in public institutions. Modeling results showed that user intentions and behaviors were largely influenced by the perceived features of cloud services. Also these features were found to be the significant antecedents of cloud computing usefulness and ease of use. The findings should guide governments' promotion of cloud public services to increase user awareness by enhancing usability and appeal and ensuring security.  相似文献

Local governments are required to provide open access to their records as a matter of law; however, there is growing public concern about the security of private information found in these files. Before the advent of the Internet, individuals enjoyed a level of practical obscurity, as viewing public records required the time and effort of a visit to the records' physical location and prevented easy access to details of individual files. However, the introduction of the Web and the availability of digital documents have caused an unavoidable conflict. On the one hand, the government is required to provide the public with a transparent view of its activities by offering open access to its records, and on the other hand, local governments need to secure their citizens’ right to privacy. Especially since September 11, 2001, and the problems associated with identity theft, finding the right balance between accessibility and privacy is not a simple task. The purpose of this article is to report on the accessibility and extent of personal information found within online local government records and to understand how local governments are managing the dichotomy between providing open access to their records with maintaining the privacy rights of the public.  相似文献

Freedom of information legislation was enacted in three of Canada's four Atlantic Provinces between 1977–1982 in response to public demand for more open and participatory government. The New Brunswick and Newfoundland statutes have conferred broad public information access with a right of appeal to the Ombudsman or a judge. This legislative structure has effectively sustained the remedial objectives of the legislation—an assessment qualified by low rates of recorded information requests and appeals, deficient public information systems, legislative exceptions, and the absence of privacy protection legislation. The Nova Scotia legislation provides broad information access rights, but lacks any independent review mechanism and is arguably a statement of principles of little more import than Prince Edward Island's absent legislation.  相似文献

The increasing use of the Internet for service delivery has paralleled an increase of e-service users' privacy concerns as technology offers ample opportunities for organizations to store, process, and exploit personal data. This may reduce individuals' perceived ability to control their personal information and increase their perceived privacy risk. A systematic understanding of individuals' privacy concerns is important as negative user perceptions are a challenge to service providers' reputation and may hamper service delivery processes as they influence users' trust and willingness to disclose personal information. This study develops and validates a model that examines the effect of organizational privacy assurances on individual privacy concerns, privacy control and risk perceptions, trust beliefs and non-self-disclosure behavior. Drawing on a survey to 547 users of different types of e-services – e-government, e-commerce and social networking – in Rwanda, and working within the framework of exploratory analysis, this study uses partial least square-structural equation modeling to validate the overall model and the proposed hypotheses. The findings show that perceptions of privacy risks and privacy control are antecedents of e-service users' privacy concerns, trust and non-self-disclosure behavior. They further show that the perceived effectiveness of privacy policy and perceived effectiveness of self-regulations influence both perceptions of privacy risks and control and their consequences; users' privacy concerns, trust and non-self-disclosure behavior. The hypotheses are supported differently across the three types of e-services, which means that privacy is specific to context and situation. The study shows that the effect of privacy assurances on trust is different in e-government services than in other services which suggest that trust in e-government may be more complex and different in nature than in other contexts. The findings serve to enhance a theoretical understanding of organizational privacy assurances and individual privacy concerns, trust and self-disclosure behavior. They also have implications for e-service providers and users as well as for regulatory bodies and e-services designers.  相似文献
