Archives have the potential to change people’s lives. They are created to enable the conduct of business and accountability, but they also support a democratic society’s expectations for transparency and the protection of rights, they underpin citizen’s rights and are the raw material of our history and memory. This paper examines these issues in the context of the historical development of archives and archivists in twentieth century England. The research lays the foundations for understanding how and why the modern archives and records management profession developed in England. This paper will investigate the historical conflict (or is it a continuum?) between archives as culture and as evidence. The story identifies and highlights the contributions made by many fascinating individuals who established archives services and professional practice in England in the twentieth century. They shaped the archive in a very real way, and their individual enthusiasms, interests and understandings set the course of the English archival profession. To a great extent, it was these individuals, rather than government or legislation, that set the boundaries of English archives, they decided what was included (acquired) and what was not (of archival value.) The conclusion will consider the more fundamental questions: what are archives and what are they for, or perhaps, ‘what good are the archives’?  相似文献

Over the last three or four decades in the United Kingdom and elsewhere, an enormous variety of grassroots projects and initiatives have sprung up dedicated to recording and preserving the memories and histories of different communities, often under-voiced and under-represented within the mainstream heritage. The impetus for such projects arose from a range of motivations but in general all were responding to the desire to document, record and preserve the identity and history of their own locality and community. Some custodians and creators of these collections remain suspicious of the mainstream archival profession and are determined to preserve their independence and autonomous voice by retaining direct ownership and physical custodianship of their collections, at least for the foreseeable future. In this context, seeking to ensure that these valuable materials are preserved and possibly made accessible presents a number of challenges and opportunities, including an encouragement to re-examine some aspects of traditional professional practice. By examining independent community archive activity in the UK, and in particular in London, and its implications for community interaction and identity within the multicultural context of contemporary British culture and society, this article seeks to contribute a different but relevant perspective to international debates about contemporary professional archival theory and practice.  相似文献

The turn to oral history in Qatar and the Arabian (also known as Persian) Gulf is not a rejection of traditional archival authority as has been the case in other parts of the world. In the Gulf, oral history has been embraced out of a desire to fill the silences of the largely unwritten record attributable to previous low levels of literacy and strong oral traditions in the region. Today, oral history is seen as the best method to capture details about traditional ways of life during the pre-oil era. After discussing archival concerns about the evidentiary nature of oral histories, this paper explores how it has come to be a crucial documentation tool in the Gulf, adapted to the specific nation building and cultural heritage priorities of the region.  相似文献

The phrase “peace, order and good government,” common to the definition of federal powers in both the Australian and the Canadian constitutions, has defined the relationship of the Crown and the citizen for more than five centuries. The archival record is fundamental to that relationship, providing its authoritative legal basis, documenting its evolution and continuing as a reminder of both our proudest achievements and our most dismal failures as a society. This paper reflects on the role of archives in recent Canadian human rights issues, highlighting both the strengths and the weaknesses of the record, the perception of archives as an agency of the state and the role of archives in helping society address highly contentious issues.  相似文献

This article traces the efforts of a research team led by the Yol?u elder and scholar, Neparr?a Gumbula, to investigate his people’s recorded history in the University of Sydney Archives. This research has identified some of the earliest photographic and written records of Yol?u life in Arnhem Land, Australia. Though consultations with the source communities of Mili?inbi (Milingimbi) and Galiwin’ku (Elcho Island), it has also determined appropriate ways of maintaining ongoing local access to these rare archived materials. The article contextualises this research within broader international initiatives to locate and provide access to other early ethnographic records from Arnhem Land. It considers the role of digital technologies in providing remote community access, and how various access protocols can be implemented to ensure appropriate use.  相似文献

This paper discusses a number of stories about loss, grief and genocide in Bosnia-Herzegovina and the attempts by the survivors to construct intimate archives about their shattered lives. In addition to the loss of human lives, the deliberate destruction of documents, photographs, books and official records has been deeply felt by the genocide survivors and other victims of ‘memoricide’ in Bosnia as a very personal loss, an aggravated trauma and a metaphor for annihilation of their personal, family and communal existence. Subsequently, for them, the recreation of personal records and communal archives ultimately becomes an attempt to reclaim their own past and, in the process, to reaffirm their identities and recreate and sustain a sense of continuity in a post-genocide context. Using a series of ethnographic vignettes from Bosnia and the Bosnian refugee diaspora, the paper highlights the importance of the survivors’ emotional (and embodied) attachment to various forms of records and archival material. It also demonstrates the potential for research in memory and archival studies to actively engage in the creation of historical narratives about violations of human rights, thus contributing to truth-finding, social healing and reconciliation processes in post-conflict and post-genocide communities.  相似文献

The development of education and training opportunities for professionals in the archives and records management (ARM) profession in Africa has been the subject of a number of professional discussions in the past. However, a significant number of recent developments and trends have not been captured in these discussions. This article provides a historical outline and some of the major developments of ARM education and training in Africa. In addition, it traces some of the key challenges educators and trainers currently face. The article demonstrates the diversity that exists in the African continent both in the variety of institutions and the types of qualifications offered in archives and records management. It provides a glimpse of the growth of universities in the continent using the case study of Kenya. While this growth provides greater education and training opportunities, there is a need to examine its impact on quality. The article suggests the strengthening of graduate-level education as well as participation in global research to mitigate against risks in the quality of ARM education and training.  相似文献

Although much has been written about formal archival spaces, little scholarship has addressed the physical spaces of community archives. This paper asks: How do community members imagine the physical spaces that steward identity-based community archives? Based on focus groups with more than 54 community archives users at five different community archives sites across Southern California, this paper examines how members of marginalized communities conceive of the physical space inhabited by community archives representing their communities. The sites explored range from a prominent location on a university campus, to storefronts, strip malls, and small cinderblock buildings. Yet across sites, users spoke about community archives spaces as symbolic and affectively moving locations. Many users described their community archives site as a “home-away-from-home,” marked by intergenerational dialog and a profound sense of belonging. For other users, community archives sites were described as “politically generative spaces” which foster dialog and debate about identity, representation, and activism and enable the community to envision its future. And yet, while the very existence of community archives is political, many participants felt that the full political potential of these sites is not yet realized. By listening to the voices of the communities represented and served by community archives, our research both indicates that a shift is warranted in archival metaphors of space and reveals how community archives are personally and politically transformative spaces for the communities they represent and serve.  相似文献

The communist party had a developed organisational structure which consisted of numerous elements forming a system of mutual dependencies and a very unique office personnel who was in charge of managing the said system. The aim of the article is to describe the system of recording and the flow of information in local structures of communist party in Poland between 1975 and 1989 which were formed from provincial party organisation, meaning provincial party committees and all their subordinate committees and lower-level organisations. It was an enormous bureaucratic system which, in bigger provinces, could be made up from even a few thousand of activists, some involved more, some less in shaping the life of the society, distributing information and producing documentation about the party functioning.  相似文献

This article examines the proposal for restructuring of the National Archives of New Zealand using the functional model in which policy advice and service delivery are separated, a public sector reform principle in widespread use. The proposal results from a report in 1994 by consultants, McDermott Miller Ltd., commissioned by the Treasury and the Department of Internal Affairs. Its contents, recommendations, and later amendments are examined in some detail. Particular attention is paid to the effectiveness and appropriateness of the model for a public archives agency, and the constitutional and legal implications.  相似文献

The Australian National University Archives holds both the archives of the University and a large collection of business and labour archives in the Noel Butlin Archives Centre. Both are governed by collecting policies, and neither of these policies mention gender. The author claims that neoliberal discourse plays “hide and seek” with the state, which appears at the same time absent and present, negated, and necessitated. In order to test its limits, the paper historicizes such discourse by engaging with the Italian case. More specifically, this study examines the most representative figure of Italian neoliberalism, former prime minister and media tycoon, Silvio Berlusconi, and his ambiguous relationship with the state. Drawing on Marx and Gramsci's conceptualization of the state, the paper sheds light on the Italian context as well as the more general characteristics of the neoliberal state.  相似文献

This article describes the first half century of the Communist government’s supervision and management of the central-government archives of the last two dynasties. Immediately with the Communist ascent to power in 1949, the new government took great interest in assembling and protecting the country’s archival documents, readying the Ming-Qing archives for access to scholars, and preparing for publication of selected materials. By the 1980s Beijing’s Number One Historical Archives, in charge of the largest holding of Ming-Qing documents, had become the first Chinese authority to complete a full sorting and preliminary catalogues for such a collection. Moreover, to facilitate searches, an attempt has recently begun to create a subject-heading system for these and other holdings in the country. In the first half century’s final decades, foreign researchers were admitted for the first time and tours and international exchanges began to take place.

The question of how newsbook storytelling contributed to the cultivation and development of thinking about particular political practices during the English Civil Wars in the 1640s needs systematic attention. A sustained examination of newsbook narratives reveals assumptions about political order, activity and legitimacy that were being continuously reiterated in public discourse. Examining how the author of the Royalist Mercurius Aulicus chronicled, selected and ordered recent events into a series of narrative episodes across a number of issues, this article offers a preliminary approach towards understanding how newsbooks contributed to everyday political thinking. Using Charles Taylor's notion of ‘social imaginaries’, it outlines the ideas and assumptions that constituted Aulicus' discussion of the Solemn League and Covenant's introduction in September and October 1643. As an important form of political engagement, the stories newsbooks told were used to shape ideas about political propriety on a weekly basis.  相似文献

Many within the information field have declared that libraries, archives and museums (LAMs) must collaborate or else face extinction. The convergence of these institutions marks the extreme of this movement, which is currently being driven by technological initiatives that seek to attract new, digitally engaged users. This paper presents some recent initiatives to bring these institutions together and explores the history of exchange between LAMs. Finally, a more pointed examination of archives in museums provides grounds to question the ability of technology to facilitate deep-rooted collaboration. This reading of the history of LAMs and their current challenges raises a concern that convergence is nothing more than a rebranding exercise, in which archives appear vulnerable to lose their defining characteristics.  相似文献

Private archival institutions collect records from churches, trade unions, companies, associations and any other non-government organisations. Organisations and associations have played an important role in Swedish public life during the twentieth century, being agents in the process of democratisation and societal change leading to the modern welfare state. Citizens' influence on politics and administration has to a large extent been channelled through organisations of various kinds. During the second half of the last century, a nationwide network of so-called popular movement archives emerged, initiated by the records creating organisations themselves. These institutions are important complements to the public archives, covering other spheres of society and contributing to preserve the history of everyday life, and political and social development. However, the traditional forms of stable rule-based organisations with structured records creation are dissolving, and being replaced with more loosely connected and continuously changing communities working in an online environment. Furthermore, the last decades have witnessed the emergence of digital information, and most private institutions lack the technological infrastructure and knowledge to receive digital records for long-term preservation. This study explores the developments and current status of popular movement archives in Sweden, and the challenges they are facing, in order to outline a scenario for future development and consequences for future societal memory.  相似文献

This article is an exploration of the implications of the gay label applied to LGBT persons and how that label surpasses all others in its implications. The author’s particular focus is on the decades since World War II, where religious, legal, and political definitions all got mixed together into a mélange of cleavages affecting everything from the most definitive national and international proclamations to the personal behavior and beliefs of gay and straight individuals.  相似文献
