Local governments are required to provide open access to their records as a matter of law; however, there is growing public concern about the security of private information found in these files. Before the advent of the Internet, individuals enjoyed a level of practical obscurity, as viewing public records required the time and effort of a visit to the records' physical location and prevented easy access to details of individual files. However, the introduction of the Web and the availability of digital documents have caused an unavoidable conflict. On the one hand, the government is required to provide the public with a transparent view of its activities by offering open access to its records, and on the other hand, local governments need to secure their citizens’ right to privacy. Especially since September 11, 2001, and the problems associated with identity theft, finding the right balance between accessibility and privacy is not a simple task. The purpose of this article is to report on the accessibility and extent of personal information found within online local government records and to understand how local governments are managing the dichotomy between providing open access to their records with maintaining the privacy rights of the public. 相似文献

ABSTRACT This article offers a societal provenance analysis of the First World War personal service records held at the National Archives of Australia as Commonwealth Records Series B2455. It describes the communities of people and communities of records with which the series has its origins. Since creation, the records have enabled intricate interactions between individuals, families, government agencies and communities. They have facilitated personal, local, and national processes of grieving and commemoration, and bridged spatial, temporal and emotional distances. They have contributed to national projects such as the Roll of Honour at the Australian War Memorial, and the provision of pensions and support for veterans and their families. Their use by historians continues to shape our understanding of the history of the war. Access to the records helps build new personal identities, and new online communities of users. It is suggested that all these interactions are part of the history of the records we now have. The losses in the records, the gaps and silences, are also identified. 相似文献

Abstract The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet. 相似文献

ABSTRACT Approximately thirty years ago archivists began formulating new models to guide archival collecting, creating a literature that continues to grow. In the mid-1980s, the introduction of the documentation strategy collection model put new emphasis on cooperation between repositories and among stakeholders. The model initially focused on the history of science, which has traditionally been poorly documented. Today, the documentation strategy model remains an essential tool in preserving the history of physics, astronomy, geophysics, and allied fields. The Center for History of Physics is using it to move beyond the records of academic science to develop strategies to preserve sources in the especially hard-to-document realms of government and corporate research. 相似文献

SUMMARY This article highlights the LSTA-grant funded California Local History Digital Resources Project (LHDRP) as a case study of a collaborative statewide program involving three primary groups: cultural heritage institutions, grant funding agencies, and digital library service providers. It explores how the infrastructure of the California Digital Library (CDL) is utilized to preserve and promote public access to digitized local history collections, and discusses challenges and technical solutions to integrating heterogeneous resources into METS-based repositories. Although every state in the country has recognized the importance of government transparency by enacting open government provisions, few of those statutes require training programs to encourage records custodians to comply with the law. Ten states mandate training in how to legally respond to public records requests, and some mandates are stronger than others. Using the qualitative research methods of legal statutory analysis, interviews, and content analysis, this paper explores how those states comply with the training mandates. The paper evaluates trainers' pedagogical goals, their opinions of the process, and their perceptions of the people they train. It concludes with suggestions for how states can develop open government training programs. 相似文献

This study examines the role of content professionalism and public outreach, along with partisanship in the availability of online local public information. Comparing county and school board websites in Florida, the author suggests that online public records serve as a proxy for the entity's overall level of transparency. A content analysis of 134 local government websites reveals that school boards had a higher level of transparency than counties in Florida, while websites with a more professional look and those located in communities with a high Republican proportion had greater transparency than others. ABSTRACT The records of art conservators are important for many reasons. As people consider artwork a legacy of American culture so too will they also consider the records generated by individuals who have spent their working lives guaranteeing its long-term survival. Conservators and archival repositories need to work together to ensure that records relating to the treatment of art objects in their many forms be retained and made available to researchers generations from now. Some conservators and institutions have already begun to work together, most notably the conservators who have donated their papers to the Winterthur Museum. The American Institute for Conservation of Historic and Artistic Works and The Getty Conservation Institute organized a two-day roundtable discussion in May 2003, bringing conservators and archivists together to discuss the next steps in archiving the records of art conservators. 相似文献

James Lowry is the Deputy Director of the International Records Management Trust (IRMT). He was the lead researcher on the Aligning Records Management with ICT/e-Government and Freedom of Information in East Africa project, conducted by the IRMT from 2009 to 2011, with funding from the International Development Research Centre. Freedom of Information (FOI) regimes can only be effective if government records are managed well. This article sets out the findings of research conducted in Kenya, Uganda and Tanzania to establish the level of alignment between those governments’ FOI aspirations and their records management readiness for FOI. The article sets out a high-level regulatory framework for the effective management of government records in the ICT/e-government and FOI environments to highlight areas that could be addressed, in order to prepare for FOI in the three countries. 相似文献
