SUMMARY

This article explores a number of variables which can contribute to the quality of public access computing and Internet services that public libraries provide their communities. Through this exploration, the article offers several insights and implications for the development and implementation of high quality public access computing and Internet services which increasingly technology-savvy users expect from service providers. A key focus of the article is determining the extent to which some public libraries can reasonably provide high levels of network-based services given staff, budgetary, and other constraints and challenges.  相似文献

ABSTRACT

Citizens, including those living in poor and developing countries, need equitable access to information daily to satisfy their diverse and multiple information needs. In this information age and information economy era, easy and instant access to information and knowledge, which are inevitabilities for socio-economic development, cannot be overemphasised. With rolling out of public libraries even in disadvantaged rural communities due to the library conditional grant in South Africa, the study is aimed at investigating factors influencing the Internet access and use in public libraries in Limpopo. The study adopted a qualitative research approach. The twenty four users of three rural, semi-rural and urban public libraries were selected through convenience sampling. A well-placed government official of the Department of Sport, Arts and Culture was purposively selected. All informants were interviewed face to face to collect data. The study found that, although public libraries studied have networked computers for the Internet access and use, there are many challenges. The officials of the relevant department need to study the recommendations of this study to ensure that the people have digital access in public libraries to mitigate the diverse socio-economic challenges they are facing to improve their lives.  相似文献

ABSTRACT

A central tenet of the open data movement is that, to the extent permitted by law, data—especially data collected or produced by government agencies—should be published without restrictions on access or reuse. Proponents of open data believe that unrestricted access to raw data yields many benefits to society, including increased organizational transparency, accountability, public engagement with democratic processes, and economic growth. This article presents a case study based on one of the data sets created under the federal government's open data program, an XML version of the United States Government Manual published by the Office of the Federal Register. Working with the Government Manual data set uncovered various quality issues that presented technical barriers to data reuse, despite its compliance with open data principles of formatting and licensing. This experience raises questions about the purported link between open data and its promised benefits, which I discuss within the wider context of critiques of open data.  相似文献

Abstract

Academic libraries with public access computers are faced with the challenge of balancing patron privacy rights with accountability and system security. What should libraries do when a patron uses a public Internet connection to send harassing email messages or hack into a remote network, or into the library's own system? This article examines the conflicting values of privacy and security. It examines patron authentication as a security measure and the safeguards that should accompany such a system. Several options are offered for addressing this dilemma. A summary of university appropriate use policies is presented with recommendations and a sample policy statement.  相似文献

Summary

The contemporary academic library increasingly provides one or more public access computer labs. Students use these labs for word processing, Internet browsing, creating spreadsheets, and other related applications. Providing these types of computer labs in academic libraries is a relatively new development and requires effective management techniques. The purpose of this article is to examine some of the current management concepts, including background, funding, design and implementation, staffing, equipment, software, security and control, and patron relations. Effective management relies on a combination of physical and internal measures as well as a knowledgeable support staff. With the advancement of the Internet and other emerging technologies, the library must strive to maintain its position as a leader in the university environment. Providing computer labs is a valid response to the increasing demand by patrons for electronic resources.  相似文献

ABSTRACT

Saint Leo University faculty provide instruction at SCE sites located on eight community college campuses and three military bases in the Florida region. This article will examine ways in which the Distance Learning/Reference (DL/Ref) librarian facilitates off-campus student access to both the university library's online and print resources and to library resources at nearby supporting, or “proximal,” libraries for students who are too far from the University Campus to use anything except the Ask-a-Librarian, 1–800 reference, and Interlibrary Loan services. These students must rely on proximal libraries, which include large public library systems, library consortia, community college libraries, and military base libraries, for access to print resources as well as Internet access to the university's online content. Providing library access services for such a large, disparate group requires the additional combined efforts of administrators, other faculty librarians, and supporting libraries.  相似文献

Librarians have long relied on printed directories and ephemera stored in vertical files to provide access to national political information. The Internet seems an ideal medium for evanescent political information because it allows for continuous updating of information directly by political organizations, enables the creation of large collections of diverse materials, frees librarians from the labor of ordering and updating materials, and permits remote access. Abstract

Internet access and use of georeferenced public health information for GIS application will be an important and exciting development for the nation's Department of Health and Human Services and other health agencies in this new millennium. Technological progress towards public health geospatial data integration, analysis, and visualization of space-time events using the Web portends eventual robust use of GIS by public health and other sectors of the economy. Increasing Web resources from distributed spatial data portals and global geospatial libraries, and a growing suite of Web integration tools, will provide new opportunities to advance disease surveillance, control and prevention, and insure public access and community empowerment in public health decision making. Emerging supercomputing, data mining, and compression and transmission technologies will play increasingly critical roles in national emergency, catastrophic planning and response, and risk management. Web-enabled public health GIS will be guided by Federal Geographic Data Committee spatial metadata, OpenGIS Web interoperability, and GML/XML geospatial Web content standards. Public health will become a responsive and integral part of rhe National Spatial Data Infrastructure.  相似文献

Summary

Due to the nature of the Internet, a disconnect exists between observed and actual usage in libraries. A variety of problems may arise surrounding Internet access in academic settings. However, the speed with which transactions occur, the privacy issues involved, and the vast amounts of information and services available make it impossible to assess the extent of any problem. With Internet tracking software, librarians may acquire data that will assist them in tracking problems, and in assessing user Internet behavior. The 1998 Public Library Outlet Internet Connectivity study (Bertot & McClure, 1998) sponsored by the American Library Association (ALA) and the National Commission on Libraries and Information Science (NCLIS) collected public library outlet Internet connectivity data by outlet metropolitan status, poverty, and region strata. Based on a national survey, the results show that there are disparities in public library outlet Internet connectivity, public access provision, and speed of public access Internet services. Such disparities have implications for future connectivity policy development such as the e-rate, state library-based connectivity programs, and library-initiated connectivity initiatives that this article identifies and explores. Community Access Points (CAPS), in addition to public libraries, may be necessary to reach national goals related to universal service and equality of access to the Internet.  相似文献

ABSTRACT

Many librarians question the usefulness of the traditional cataloging of difficult historic sets in a time when more and more information moves either to the Internet or is digitized outright. One of the most challenging sets to catalog is the United States Congressional Serial Set, a 14,000+ (and growing) mega serial comprised of five monographic sub-series. The Congressional Serial Set is an anomaly since it is both monographic and serial in nature. This article examines the intricacies in cataloging government publications in an electronic atmosphere using one House document in the Serial Set as a guide and examines the two commercial digitization projects currently underway.1  相似文献

Abstract

Governmental, non-profit, and commercial organizations are putting a variety of materials online which provide access to information previously published in print, or on stand-alone fee-based databases. Although it is still difficult to locate information efficiently on the Internet, access to relevant materials has been improved by subject-organized online indexes of resources. These indexes take some of the chaos out of locating relevant materials. Rapid growth in online in electronic publishing combined with access to resources via organized indexes to online information make the Internet useful to reference librarians and educators. Thanks to the Internet, the average investor today has access to more information about potential investments and their performance than has been available at any time in the past. When called upon to aid in filtering through this information, the business reference librarian is also faced with the challenge of knowing what is “out there” and how to find it. Abstract

This article compares the newspaper coverage of Internet access in public libraries across two countries, Canada and Singapore. The aim is to discover some of the main concerns and themes that the press identifies with libraries, noting the differences between the two countries in this regard, and then to provisionally link these differences to certain structural characteristics of their respective societies and states. To achieve these aims I compare press coverage produced in terms of dates of publication, discourse producers, and discourse content. Abstract

The National Commission on Libraries and Information Science published recommendations for a national information policy in 1976, and concerns regarding the protection of privacy and equal public access to online information were introduced. From the mid 1970s to the early 1990s, federal government agencies were beginning to publish materials and maintain records electronically. Most current U.S. government information was available on the Internet by the late 1990s, and depository libraries were required to provide workstations that would facilitate access to documents. Documents librarians, already concerned with the lack of attention to archiving online federal information, were provided with an example of the vulnerability of online publications in the early 2000s when federal agency Web sites were made inaccessible-quickly and easily. The possibility that too much government information was available to anyone with access to the Internet was becoming a national concern. Using government documents as resources, this article retraces the events that were occurring in federal government agencies during the movement of government information to the Internet.  相似文献

ABSTRACT

This paper explores the attitudes of librarians in post-Soviet Kazakhstan regarding their roles at the new National Academic Library of the Republic of Kazakhstan (NAL). Using ethnographic observation, interviews, and surveys of library staff (n = 24), we find that Kazakhstani librarians either sensed a “calling” to librarianship or “fell into” library careers given life circumstances, and value their library for its contribution to cultural preservation and digital access on a national scale. This pilot project presents NAL to an international community, sharing the voices of Russian- and Kazakh-speaking librarians to highlight the role of libraries in the development of the post-Soviet nation.  相似文献

Abstract

The study surveyed the use of Internet among undergraduate students at the Obafemi Awolowo University, Ile-Ife, Nigeria. A total of 1000 questionnaires were distributed using a stratified sampling method to select the respondents. Ten faculties were covered. A total of 664 questionnaires were returned and all were usable. The findings revealed a high percentage use of the Internet. The access point for them is cyber cafes. The university library though linked to the Internet is yet to provide access to students. Respondents pay for the access time through their pocket money for food, books and assistance from friends. Their use of the Internet has not affected their use of the library. Some problems they face in their use of the Internet include slowness of the server and payment for the access time. The study recommends that the university should provide access points for students. The university library also should continue to aim at ensuring that it gets enough funds from the government and sponsors to be able to provide access points in the library for use by students and include the use of Internet in its library instruction course.  相似文献

The provision of public Internet access and related networked services by public libraries is affected by a number of information policy issues. This article analyzes the policy dimensions of Internet connectivity in public libraries in light of the data and findings from a national survey of public libraries conducted by the authors of this article. After providing a summary of the study methodology and findings, this article examines key policy issues that include the nature of sufficient bandwidth and broadband, the perpetuation of the digital divide of Internet access in libraries, the role of libraries as e-government access points, the complexities of funding Internet access, the impacts and contradictions of filtering, and the chilling effect of homeland security legislation in public libraries. This article concludes with a discussion of how examining these policy issues can lead to a better understanding of public libraries and the Internet access they offer within the context of public policy.  相似文献

Archives can successfully use the Internet to enhance the level of access to information about their holdings, programs and services. The Internet can be used to improve the efficiency of traditional reference services and enable the institution to expand the level of use without an increased burden on existing resources. This essay reviews the experiences of the New York State Archives and Records Administration (SARA), which operates a variety of Internet services using Gopher and the World Wide Web. ABSTRACT

In 1996 a team of researchers at the Alcohol Research Group (ARG) in Berkeley and the Addiction Research Foundation (ARF) in Toronto began a three year study of U.S. federal alcohol control policy. This paper draws on anecdotal evidence from the Policy Project to make a case study of the impact of Internet information resources on the development and adaptation of research strategies. We consider how Internet access affects utilization of information services within an organization; prospects and pitfalls in adapting research strategies to Internet resource availability; critical Internet resources for substance abuse policy analysis; and measures of utilization and effectiveness applicable to assessing the impact of Internet resources.  相似文献
