Publishing is central to the academic reward system. Contributorship issues loom large in this context. The need for fairness in authorship decisions is upheld in most collaborations, yet some collaborations are plagued by “nightmare” issues ranging from inappropriate authorship credit to author order issues to exploitation of students and postdocs. This present work analyzes the mechanisms that researchers use for addressing problems in research collaboration and authorship. The data are derived from face-to-face, phone or Skype interviews with 60 university researchers. The extent to which author crediting decisions are explicitly or implicitly communicated and communicated in advance versus in the aftermath of the completion of research are central features in conflict resolution. Explicit approaches are associated with fields characterized by large or infrastructure-intensive projects, whereas implicit approaches often represent unspoken discipline-based norms. Efforts to educate students in how to manage authoring decisions tend to use advance methods. Problems stemming from a difficult researcher’s actions cross these categories. Early communication would seem to be useful for issue resolution, but it is not widely used in part because it can lock-in to an author crediting plan too tightly and reduce flexibility as research directions change.  相似文献

This paper uses Pierre Bourdieu’s field theory to develop tools for analyzing interdisciplinary scientific fields. Interdisciplinary fields are scientific spaces where no single form of scientific capital has a monopoly and therefore multiple forms of scientific capital constitute the structures and stakes of scientific competition. Scientists compete to accumulate and define forms of scientific capital and also to set the rates of exchange between them. The paper illustrates this framework by applying it to the interdisciplinary field of behavior genetics. Most behavior geneticists envision their participation in the field as a means to compete for scientific capital in other fields. However, the scientific capital of behavior genetics has different values for scientists attempting to deploy it in different neighboring fields. These values depend on situations in each field and the ways behavior genetics mediates relationships among them. The pattern of relationships of exchange helps explain the social hierarchy and several features of knowledge production within behavior genetics.  相似文献

Theorists of discourse have long recognised the complexities of attributing reported speech in textual circulation. Yet rarely does one follow words from an original speech event through their many re-entextualisations, and it has proved particularly difficult to capture such circulations between oral events, print, and online media. This article captures such movements by following the mediatised – and politicised – afterlife of a speech event that would normally be classified, in academia, as ‘a talk’. It begins with a talk on Russia, given by the author-anthropologist of this paper, that was (mis)reported in Russian by a Voice of America (VOA) journalist, then traces the resulting text's subsequent movement from the VOA website into the Russian fieldsite that the oral talk described. It explores how the tone and substance of debates over politics and representation were enabled, constrained, and otherwise shaped by the particular textual circulations made possible in digital media. As the text traversed online newspapers, comments forums, blogs, social media networks, and private-turned-public personal emails, it produced a body of commentary that was both directly and indirectly a struggle over representation. While substantive debates unfolded over ethnic and national politics, much of the online commentary concerned the expertise of the commenters weighing in and the expertise and identity of the anthropologist who had been cited. This essay argues that Russian commenters and posters were productively using the intertextual gaps offered by digital circulation, while minimising those gaps' increasing breadth and depth by attributing ‘original’ authorship to a discrete, stable person.  相似文献

This paper is based on a study that explored the responses of bioscientists to changes in national science policy and research funding in Canada. In the late 1990s, a range of new science policies and funding initiatives were implemented, linking research funding to Canada’s competitiveness in the ‘global knowledge economy’. Bourdieu’s theory of practice is used to explore the multi-scalar, cross-field effects of global economic policy and national science policy on scientific practice. While most science and educational policy studies use Bourdieu’s concepts ontologically, as “thinking tools” to theorize power, this study adopted Bourdieu’s relational epistemology, empirically linking objective positions of power (capital) with position-takings (rooted in habitus) towards market-oriented science. A relational epistemology made it possible to explore what forms and weight of capital scientists brought to bear on symbolic struggles over the legitimacy of a market and scientific logic. By empirically investigating how power shaped bioscientists’ responses to market-oriented science policy, this study was able to identify key mechanisms of change within the scientific field and between science, politics and the market. First, it identified the rise of a new form of entrepreneurial capital and a market-oriented logic that coexists alongside a traditional scientific logic within the scientific field in a bipolar system of stratification. Second, it illustrated changes in scientific practice, which contribute to change in the structure of the distribution of capital within the scientific field. This study challenges Bourdieu’s emphasis on a single dominant logic or symbolic order and challenges science and technology scholars to both use and extend his theoretical contributions.  相似文献

This paper marks one attempt to open up the boundaries of humanitarianism to the diverse effects of scientific objects, practices and technologies. It follows the frontiers of their effects with one particularly consequential practice of scientific reductionism through its implication with vitamin A deficiency. I open up how the scientific articulation of vitamin A is not simply about reductionism as a process of limiting, but one that unfolds as something more malleable, more multiple; how it is a shifting, distributed reality that speaks of the ongoing effects of reductionism as giving life to, among other things, emotive abstractions, and efforts to widen a distinctly humanitarian promise. I show how this scientific practice puts into play a set of emotive abstractions around the figure of the ‘Third World child’, un/remaking the problem as a morally tense ‘bio-expectation’ that ensures the survival of children across the generalised expanse of the Global South.  相似文献

This article explores local variations in scientific practice through the lens of scientists’ international mobility. Its aim is twofold: to explore how the notion of epistemic living spaces may be mobilised as a tool for systematically exploring differences in scientific practice across locations, and to contribute to literature on scientific mobility. Using material from an interview study with scientists with experience of international mobility, and epistemic living spaces as an analytical frame, the paper describes a set of aspects of life in science that interviewees described as being different in different places. These axes of variation were: embodied routines of research; resource levels and salaries; daily or longer-term rhythms of scientific life (and their relation to rhythms of home or family); ‘efficiency’ and how work time is used; degree of hierarchy; the nature of social interactions between colleagues; the purposes of research; the social and interpersonal organisation of knowledge production; and the scale or ambition of research. In presenting an exploratory overview of these variations, the article points the way for future comparative investigation of epistemic cultures through studies of international mobility.

Conclusion The questions of scientific choice which were left unresolved when the rapid expansion of academic science in the United States began in the early 1960s have come back to trouble the scientific community. There is now widespread dissatisfaction with the process of review by peers as one of the major systems for the allocation of public funds for research. While earlier criticisms had been brushed off by the assertion—unsupported by facts—that no other systems existed, the present situation cannot be so easily dismissed.A serious examination of other national and international arrangements shows that a wide variety of procedures are in use and there is no research which shows that one system is either more productive scientifically, or more cost-effective in bringing about valuable scientific research. New systems which may be considered should avoid the major defects of the system of peer review as now practised: the enormous waste of scientists' time, the great potential for conflicts of interest, and the inherent bias against innovation.The principal system which I have proposed here combines the best elements of peer review with the simplicity and efficiency of the use of a formula. Moreover, this formula based on peer review of performance incorporates all the elements for which the academic scientific establishment should be accountable to its patron, which is the public treasury. A final virtue of the proposed system is that it provides simple and convenient procedures through the use of numerical weighting factors for the policy-maker to guide the support of scientific research as a whole.  相似文献

Our analysis reveals a discrepancy between the two sub-regions with respect to integration in the global market, cooperation in scientific research and international mobility of students. Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.  相似文献

Conclusion The Allison Commission focused attention on the administration of the scientific bureaux and its relation to the jurisdictional system in the Congress. The commission also had a more considerable influence on congressional policy towards the scientific bureaux than was previously thought. Legislative recommendations offered by the Allison Commission became law, even if they avoided the notice of congressional opponents through the strategic manipulation of the appropriations process. Hilary Herbert was not a crude enemy of science, but a staunch defender of the obligations of Congress to scrutinise the expenditure of funds it allocated.This detailed political history of the Allison Commission is a necessary part of any history of American science policy. William Boyd Allison and Hilary Herbert were, no less than scientists like Powell, initiators of a tradition which has continued to be important in American governmental science policy.The form of the special committee devoted to scientific issues was initiated by the Allison Commission. It prefigured more recent and familiar congressional inquiries like the Joint Committee on Atomic Energy, the Government Operations Committee under Representative Fountain, the House Science Policy Task Force, and the Energy and Commerce Committee under Representative Dingell. The attentiveness to details like pay, printing, food and morale—as small but manageable parts of the larger enterprise—foreshadows more contemporary inquiries into the details of the procedures for awarding grants and contracts and the assurances of financial and scientific integrity. The mechanisms of control applied to governmental science by the Allison Commission—particularly itemised appropriations, but also control over personnel through promotions and control of bureaucratic organisation by virtue of congressional rather than disciplinary organisation—stand as early examples of how Congress may continue to exert its constitutional authority to scrutinise an innovative and entrepreneurial scientific community.  相似文献

Summary There is no necessary connection between leadership in basic science and leadership in the applications of science, because scientific progress is a cooperative endeavour and not a competitive game; indeed, there may be a conflict between basic research and applied science. The notion of a position of leadership; in science raises questions of what leadership consists in and what its value is to the nation. The two main arguments for government support of science are cultural-social, and economic. The cultural-social argument stresses scientific activity as a form of social consumption of wealth and raises the question of whether other uses of the resources employed would contribute more to the greatness of the society. The economic argument stresses basic scientific research as a form of investment for the future, and raises the questions of what the rate of return on such investment is and whether and to what extent government support is called for. Relevant economic research results bearing on this problem are scarce. Economic theory suggests that competition in the market will supply less than the optimal amount of basic research; but our society substantially supplements the market through private contributions to and government support of science, and the question is whether this supplementation is deficient or excessive. Here difficult problems arise, on which more economic research is needed; one of these concerns the relative merits of government and private support of science. The rule-of-thumb procedures generally recommended for determining the volume and allocation of government support to basic scientific research generally ignore these problems, and amount to endorsing the present level of government support or recommending that it be increased. Allocation of federal support of science should take account of the possibility of stimulating the economic development of poor regions of the country by locating scientific research facilities in them.  相似文献

This article improves our understanding of the reasons underlying the intellectual migration of scientists from existing cognitive domains to nascent scientific fields. To that purpose we present, first, a number of findings from the sociology of science that give different insights about scientific migration. We then attempt to bring some of these insights together under the conceptual roof of an actor-based approach linking expected utility and diffusion theory. Intellectual migration is seen as the choice of scientists who decide under uncertainty and on the base of estimations about probabilities, costs, and benefits of the migration. The resulting choice model can be used as a heuristic base for further exploration of the subject.  相似文献

The communication infrastructure of modern science is provided by profit-oriented business firms: the publishing houses which print and distribute academic books and journals. Surprisingly, beyond some rather superficial impressions, in science studies little is known about how academic publishers work—in particular, how markets for books and journals look like, how publication decisions are taken, and how the interplay with the scientific community is arranged. We address these questions with a focus on the relation between economic considerations of publishers, on the one hand, and the requirements of scientific communication, on the other. Our contrasting case studies are a very large worldwide operating publisher with regard to chemistry publications and a national publishing house of German sociology. At first, we show how the rather different business approaches of the two types of academic publishing houses look like. Both approaches could reach stability for some time which means not only that publishers earned money according to their profit aspirations but also that the communication requirements of science were sufficiently met. Afterwards, we point out the instabilities that have begun to arise in both fields and may sooner or later erode the former fit of profit-making and scientific communication.  相似文献

Italian state museums are characterised by a rigid bureaucratic structure and are almost completely financed by government transfers. In this paper we develop a simplified two-stage model in an attempt to explain how the government's preferences for differentiated museum functions may affect museum organisation. The model shows that the government prefers that complementary functions (e.g., conservation and scientific research) be produced by a single museum, whereas it prefers that substitutable functions (e.g., conservation and access by the general public) be produced by two museums. We use this prediction for an empirical analysis of the organisational structure of Italian state museums. On the basis of the unique ISTAT census of the Italian museum system, we test with two separate probit models the probability of observing in a state museum the concentration of either scientific activities of conservation and research or promotion activities for education and the general public. Higher classes of centralisation for the state museums are also considered by means of an ordered probit model. The results seem to suggest that the Italian state museum structure, as surveyed in the early 1990s, fully reflected the traditional policy model viewing museums as institutions devoted to conservation, scientific research and education. Conclusion I began with the hypothesis that the scientific productivity of a small country is promoted by the integration of research activities into the international scientific community. Integration occurs both individually and institutionally. The integration of individual research workers into the informal international movement of knowledge about problems, techniques and sharing in a particular branch of science, stimulates them and offers them a better chance of recognition by competent peers for their contributions to science. It thereby strengthens their incentive to exert themselves to the utmost in research. Institutional integration as the modelling of institutional arrangements in the small country on foreign academic organisation also increases productivity. In these ways, small countries can avoid being shunted to the periphery of world science.  相似文献
