This article explores commonalities in the lives and work of women head teachers in Malawian secondary schools and women principals in Australian Lutheran schools. In both Australia and Malawi women are under-represented in school leadership and often appointed to complex schools and communities. We commence with a brief discussion of Malawi and Australia’s political and educational histories which have much in common, before outlining current selection policies for school leadership. The second part of the article explores women leaders’ initial and ongoing challenges in relation to their school systems, daily work and domestic lives. The final section focuses on their perspectives of current strategies to address women’s under-representation as leaders in their respective school systems. Notwithstanding the stark contrast in socio-economic contexts, we highlight enduring transnational inequalities in women leaders’ lives and work in Malawian secondary and Australian Lutheran schools.  相似文献

The Chilean education system is an emblematic case of school management privatization, with the majority of schools operating under government funding, but private administration. This article addresses the incidence of this dimension on school leadership, showing the differences and continuities established among primary school principals in the subsidized private and municipal sectors. The conclusion is that private school administrators do not recruit principals on a competitive basis, as a result of which these principals do not present a more developed professional profile, and that merely having more duties for executing the principal position – as happens in subsidized private schools – is not enough for an effective development of practices evidencing improved school leadership. These conclusions challenge the statement frequently expressed, but lacking sufficient empirical evidence, that the greater autonomy in school management encompassed by privatization will positively impact on school leadership and, therefore, on educational improvement.  相似文献

School leadership is fundamental to the educational functioning of schools and their improvements of results. The study employed a qualitative approach to explore school principals’ leadership styles and the educational performance of learners in high- and low-performing schools in Vhembe District, Limpopo, South Africa. The participants were purposefully selected from 10 secondary schools in terms of their performance. Focus group interviews were conducted with five teachers from each school. The interview data was transcribed and analysed, and identical patterns of coded data were grouped together under emerging themes. The overall results of the study indicated that the democratic leadership style together with the transformational leadership style contribute to high educational performance of learners. School principals from high- and low-performing schools employ a democratic leadership style and differ only in the sense that the latter are permissive or lenient towards learners’ behaviours or conduct. The study recommends that school principals engage teachers as members of a disciplinary committee in order to deal with those learners whose conduct is not conducive to successful teaching and learning. It is recommended that school principals from low-performing schools strengthen their democratic leadership by not being lenient to learners’ behaviour which is not conducive to successful teaching and learning.  相似文献

ABSTRACT

Turkey possess one of the most vibrant educational systems in the World. This study specifically aims at revealing Turkish school principals’ perceptions about the large-scale changes imposed by the Ministry of Education and the strategies they follow for coping with these changes. The study was designed as a generic qualitative study. Twenty principals from different schools at different levels were identified through snowball sampling and semi-structured interviews were conducted with each of them. The decoupling between change interventions and the needed change, inappropriate change implementation process, the passive role of the school principals in the design phase of change interventions are some of the major challenges that school principals encounter. The passivity of the principals during design phase put them into a state of reluctant activeness to find out resources, create readiness and adopt a mediating role between top authority and the teachers in order to implement the imposed changes.  相似文献

This article explores governors’ perceptions of the role played by school principals in the democratic governance of secondary schools in South Africa. The South African Schools Act No. 84 of 1996 has mandated that all public schools in South Africa must have democratically elected school governing bodies, comprised of the principal (in his or her official capacity), educators, non‐teaching staff, parents and learners, but the latter is applicable only in secondary schools. This reform is intended to foster tolerance, rational discussion and collective decision‐making. In the light of this reform an empirical study investigated the role of the principal in the school governing body (SGB), particularly in promoting parent and learner participation in SGBs. The findings highlighted the important functions that principals fulfil with regard to the functioning of the SGB. Principals are viewed by governors as playing a positive role in SGBs. Governors referred to principals as ‘the finger on the pulse of what is happening at school’; they are resource persons for other members of the SGBs and ‘the engines’ of the schools. Governors viewed the principal as in charge of the professional management of the school, ensuring that all duties are carried out adequately, setting the tone in SGB meetings, and responsible for interpreting education policies and ensuring that they are well implemented. Furthermore, principals have the responsibility of ensuring the maximum participation of both parent and learner governors in SGBs meetings. Principals can also contribute greatly to school governance issues, since they are usually at an advantage in terms of their familiarity with official regulations, provincial directives and knowledge of educational reform measures. The findings highlighted persistent power struggles in rural schools that may arise when principals overplay their roles as this creates tension among SGB members. However, principals enabled implementation of democratic values such as tolerance, rational discussion and collective decision‐making in schools through their leadership roles.  相似文献

With decentralisation becoming increasingly widespread across Europe, evaluation and accountability are becoming key issues in ensuring quality provision for all (Altrichter & Maag Merki, 2010; Eurydice, 2004). In Europe, the dominant arrangement for educational accountability is school inspections. The purpose of this research is to identify and analyse the ways in which school inspections in The Netherlands impact on the work of schools. The results of 2 years of survey data of principals and teachers in primary and secondary schools show that inspection primarily drives change indirectly, through encouraging certain developmental processes, rather than through more direct and coercive methods, such as schools reacting to inspection feedback. Specifically, results indicate that school inspections which set clear expectations on what constitutes “good education” for schools and their stakeholders are strong determinants of improvement actions; principals and schools feel pressure to respond to these prompts and improve their education.  相似文献

The leadership of educational change in schools is a complex task, particularly at a time when schools are being granted greater autonomy but are also under greater scrutiny through the publication of high stakes test results. This paper examines the complexity of the task of changing a school culture and the challenges faced by leaders engaged in this task. It is informed by case studies of two principals involved in a project designed to bring long-term change. The study provides insight into the qualities which make change leaders effective, and the different ways that leaders manage the task. The paper concludes with implications for the management and sustainability of change in schools.  相似文献

The Abu Dhabi Education Council (ADEC) has initiated educational change and school improvements. As part of the school reform agenda, ADEC has introduced school self-evaluation-Irtiqaa (SSE-Irtiqaa). This research probes the effectiveness of school administrators (SAs), including principals, vice principals, academic principals, and heads of faculty, and their perceptions of the implications and implementation of SSE-Irtiqaa. The study also intends to improve school quality and help benchmark Abu Dhabi public schools with international academic standards, by tracing challenges faced during the SSE-Irtiqaa process. Public SAs are the participants of this study. This research is an exploratory case study that employed a qualitative research tool. Semi-structured individual interviews were conducted with 14 administrators representing 6 public schools in Abu Dhabi. Findings and recommendations shed light on the areas and paths of development required to facilitate and improve the SSE-Irtiqaa process.  相似文献

ABSTRACT

School choice is associated with increased educational inequality and across-school segregation. This article documents the organisational practices and logics affecting school segregation and inequality. Through an institutional ethnographic study of principals’ responses to school choice within the context of immigration in Malmö, Sweden, I find that principals work to align their schools with generalised conceptions of a ‘good’ school – a ‘Swedish’ school without many immigrants. Principals pursue the image or reality of ‘Swedishness’ through choices about the presentation of the school, approaches to managing enrolment, selection of programmes of study, and even decisions about where schools are located. Through their administrative work, principals write presumed preferences for Swedishness into the structure of the school system. The results suggest that, when addressing the link between school choice and equality, group preferences of school choosers cannot be considered independently of the organisation of schooling accomplished by principals and other organisational actors.  相似文献

‘Transformative leaders for sustainable schools’, was a nationwide research project conducted in 150 primary schools in Cyprus during 2005–2007. The project explored the role of the principals in the organisation of sustainable schools. A mixed methods approach to data collection was employed combining quantitative and qualitative methods. This paper presents primary school principals’ perceptions of sustainable development, their views on the characteristics and operation of the sustainable schools as well as factors supporting or impeding the development of such schools in Cyprus. Our analysis reveals that the term ‘sustainable school’ is a concept only vaguely understood by the principals. Education for sustainable development is interpreted loosely as environmental education and sustainable schools’ operation is limited to sustainable development’s environmental aspects. Principals place their emphasis on environmental conservation, for satisfying humans’ needs whereas the notion of environment, economy and society are marginalised. The development of sustainable schools in Cyprus is restricted by limitations in time, lack of ESD teacher education, the centralised educational system and the overloaded curriculum. Suggested reinforcing factors are parents’ associations’ support and the school–community dialogue. Further exploration of the principals’ role as potential carriers of change and effective leaders is needed.  相似文献

This qualitative study was motivated by a sizeable number of school principals retiring early in South African schools. They either leave teaching for other careers or retire before the retirement age of sixty. It was then necessary to explore what factors, if any, made them leave school management and the teaching career. Sixteen school principals were purposefully selected and interviewed through semi-structured interviews. Eleven of these had already left teaching in the previous four years, while the others were waiting for their last days in teaching at the time of the study. The results illustrate that there are various reasons that lead to the early retirement of school principals from historically black schools. Among these are burnout, lack of teacher commitment, increased unionisation of teachers as well as the non-involvement of district officials in the schools’ improvement and management plans. Consequently, many participants maintained that it was almost impossible to run schools effectively when this scenario prevailed. The conclusions point out that school managers and leaders need to be supported in various ways as they steer various programmes in their schools. This includes constant mentoring, management preparation as well as continual formal professional development programmes.  相似文献

The 1990s saw considerable structural reform in school education in many Anglophone nation states, marked by trends towards school-based, site-based, self-managing and self-governing schools. This article illustrates through a case study of educational restructuring in Victoria, Australia, how leadership, as a discursive practice, is redefined in the context of spatial and cultural restructuring. Restructuring produced a spatial redistribution of educational provision and individual opportunities as a result of structural adjustment reforms. These same policy moves towards post-welfarism also produced cultural shifts in attitudes to education with the rise of the new instrumentalism and entrepeneurialism. For school principals at the forefront of self managing schools, this meant shifts in resource distribution through new policy mechanisms of managerial and market accountability, and also new priorities impacting on leadership practices with a move from dialogic to decisional modes of management. The question is how recent policy moves towards learning networks and reinventing systematic support with a focus on locational disadvantage are addressing what were increased educational disparities between schools and students. Does this provide scope for more equity-driven leadership practices?  相似文献

Abstract

The establishment of a learning culture in schools is important for education to take place. The erosion of the learning culture which often culminated in the poor academic performance of Grade 12 learners in township secondary schools has been a cause for concern for many years. The Department of Education's countless efforts to rectify the situation have been to no avail. This article endeavours to establish the contribution that school principals can make towards resolving the problem. As manager and instructional leader of the school, the principal is in a suitable position to address this problem, and it is also his or her primary responsibility to lead and guide the school towards the attainment of good academic performance. The article discusses the principals' role in restoring a learning culture in township secondary schools. It discusses the management strategies or functions that principals can employ to restore a positive school culture. The management strategies were obtained by means of an interview from the principals of effective secondary schools. The literature study and the views of the principals obtained by means of a questionnaire confirm the effectiveness of the strategies in restoring a learning culture.  相似文献

Studies on school restructuring and the leadership role of the principal in this process suggest that what has been the traditional leadership approach of the principal appears to be changing in relation to the substantial changes and school-wide reforms that are continually taking place in schools today. These school reform initiatives necessitate new and creative ways of thinking about our concept of educational leadership and its various approaches. It also became clear from the literature on leadership that a person’s assumption of various types of knowledge influence his or her leadership approach. The purpose of this study, based on a quantitative empirical study in selected South African schools, is to identify this impact of principals’ assumptions of knowledge on their leadership approaches. A total of 100 questionnaires with open-ended questions were sent electronically to school principals of randomly selected schools to assess the link between principals’ assumptions about the nature of knowledge and principal leadership. The t-test, Lambda test and an Analysis of Variances test were used to analyse the data. The findings confirm the relationship between core epistemological beliefs (EBs) and beliefs about leadership practices among South African school principals and provide substantial justification for using EBs in the study of school leadership.  相似文献

This study focuses on the profile of principals who seem to be able to shape the school culture to best encourage teaching and learning. Data from a representative sample of primary schools (N = 46) were collected through questionnaires for principals and for teachers (N = 700) and semi‐structured interviews with the principals. Functioning, well‐being and personal characteristics of the principal, structural and cultural characteristics of school, and organisational context are examined. Compared to their opposites, principals in schools with cultures stimulating professional development, combine (1) type A, achievement‐oriented behaviour, (2) transformational leadership, (3) a preference for tasks related to education matters and people management and (4) effective time management allowing them to devote most of their time to their preferred role and task component.  相似文献
