The role of e-government in combating corruption is an active area of research in Information Systems (IS). Drawing on the value framework for assessing e-government impact, and grounding our discussion on three theoretical perspectives, namely, (1) technological determinism theory, (2) general deterrence theory, and (3) Habermas’ public sphere perspective, we seek to explore how the diffusion of virtual social networks (VSNs) influences the relationships among e-government maturity, government administrative effectiveness, and corruption in a country. Our analyses based on publicly available archival data substantiate the (1) indirect relationships between e-government maturity in a country and corruption in three branches of its government (i.e., legislature, executive, and judiciary) through government administrative effectiveness, (2) interaction effect of VSN diffusion on the relationship between e-government maturity in a country and its government administrative effectiveness, and (3) interaction effects of VSN diffusion on the relationships between government administrative effectiveness in a country and its corruption dimensions. The key contributions of this research include the establishment of the (1) role of e-government in combating corruption in three branches of the government, and (2) idea of the public sphere in the context of VSN diffusion, and the subsequent exploration of its effects on e-government outcomes of a country.  相似文献

Corruption has emerged as a well-debated subject against the backdrop of electronic government (e-government). While e-government has attained a level of sophistication in leading countries, there are countries for which going digital remains comparatively new on their national schedules. Their struggle and lag in reaching maturity in e-government can be attributed to corruption, which is an infamous issue prevalent across the globe and argued to impede technological innovation. Despite such a possibility, there is a paucity of research examining the “corruption–e-government” linkage. This study, hence, adopts the institutional perspective for conceptualizing corruption and seeks to understand the relationship of corruption in basic national institutions and national stakeholder service systems with e-government maturity. Specifically, by grounding the discussion on the agency theory, the rent-seeking theory, and the perspective of institutions as structures of cooperation and power, this study analyses the moderating influence of corruption in a national stakeholder service system (i.e., business systems) on the relationship of corruption in three basic national institutions (i.e., political, legal, and media) with e-government maturity in a country. The hypothesized relationships are empirically validated using a panel data of 94 countries, and the findings confirm that political corruption, legal corruption, and business-systems corruption in a country play vital roles in influencing its e-government maturity. As a mixture of new technologies, processes and services oriented to the citizen, e-government has become one of the most important keywords for the public sector reform with proponents claiming that it guarantees transparency, accountability and better communication between local and national administrations and their public. Few if any studies have investigated the factors that might contribute to the establishment of trusting relationship between city councils and citizens. This paper examines the relative importance and significance of three types of information communication technologies (ICTs) towards the use of e-government and the development of civic engagement. We conduct an empirical investigation of 179 Spanish official town websites (web sites in the municipalities). The research findings suggest that implementing ICT not only involves a step towards an increase in the use of e-government services by people, but also provides numerous opportunities for their civic engagement. The main conclusion of this study is that although ICT can leverage the adoption of e-government, it cannot create alone engagement with traditional activities of the local government. What is missing from this relationship is a mediating variable (adoption of e-government by government officers), which in turn can greatly help to better understand how ICT impacts relationships between governments and their citizens.  相似文献

在理论层面系统梳理了ICT对国家创新能力的影响路径,主要通过技术驱动、ICT人力资本积累和ICT公共基础设施建设三个方面来实现。并利用1997-2016年相关数据进行实证分析后发现:ICT公共基础设施建设对国家创新能力影响作用的独立性最强,即仅加强ICT公共基础设施建设便可直接有效地提升国家创新能力,而在技术驱动要素的协同下,这种促进效果会明显提升;技术驱动对ICT公共基础设施建设的依赖程度要大于对ICT人力资本积累的依赖程度;ICT人力资本积累必须与另外两个要素协同才能发挥促进国家创新能力提升的作用。  相似文献

This research is part of a broader investigation to analyse the processes followed by the Caguas Municipality at the Commonwealth of Puerto Rico in an effort to develop the characteristics of a ‘Smart City’ as an example of sustainable development. We describe the integration of the educational institutions’ initiatives and the municipal government strategic plan to contribute to the knowledge and intellectual capital that brings sustainability to the city. An actor's model was designed to represent this integration. The conceptual framework was based on the concepts of knowledge production and sharing as applied to the collaboration between critical representative actors. Field research consisting of in-depth interviews was performed to ascertain the integration processes and their relationship with such processes of knowledge production and sharing. The results showed that the governance paradigm implemented is already empowering the citizens to contribute with intellectual capital that brings sustainability to Caguas.  相似文献

 组织智力资本的增进依赖于组织成员间广泛的共享知识。组织激励与组织文化分别代表了促进组织成员知识共享的正式和非正式组织因素成为学术界与企业界关注的焦点。鉴于鲜有研究同时关注并区分正式的组织激励和非正式的组织文化对知识共享的差异化作用机理,本研究采用修订的社会影响理论对组织激励、组织文化与知识共享三者间的关系进行了系统研究,通过对1182名知识型员工的问卷调查发现:组织激励通过顺从机制的中介效应间接影响组织成员的知识共享意愿;组织文化通过认同机制和内化机制(情感承诺)的中介效应间接影响组织成员的知识共享态度,进而最终影响组织成员的知识共享意愿。  相似文献

Abstract

International Telecommunication Union’s ICT Development Index and related measures of a country’s ICT development maturity suffer from several limitations, including subjective estimation of the weights of individual indicators and sub-indices, use of inappropriate quantitative models, specification bias arising from the exclusion of potential predictors from the estimation models, and a failure to capture the disparities among different groups of countries. To overcome these problems and provide a more reliable measure of ICT development, this study develops the Modified ICT Maturity Level Index using the 2015 data of 166 countries. This index adds affordability, efficiency, and quality to the existing sub-indices of access, use, and skills. Sub-index and indicator weights are determined in an outcome-orientated way using Partial Least Squares Structural Equation Modeling. We find that affordability, quality, and efficiency significantly explain the variation in the level of maturity of ICT development in addition to the previously used dimensions of International Telecommunication Union’s ICT Development Index and modified ICT Development Index (mIDI) developed by Gerpott and Ahmadi, and that their explanatory power differ by a country’s level of economic development. The new index produces significantly different country rankings. This has important implications for ICT policy priorities and provides a measure of ICT development maturity less prone to the innocent or intentional distortion of such policy priorities.  相似文献

将公司治理作为中介变量探究资本市场开放对企业技术创新的影响机制。借助上海证券交易所A股上市制造业企业2012-2020年的非平衡面板数据,运用多时点的倾向得分匹配-双重差分(PSM-DID)方法实证资本市场开放对制造业企业技术创新的影响以及公司治理在其中的中介效应。结果发现:(1)沪港通制度实施能够显著提高制造业企业的研发创新投入;(2)沪港通政策能通过优化标的企业的公司治理水平,主要通过降低公司治理中的第一类和第二类代理成本促进企业进行技术创新;(3)沪港通政策对高新技术制造业企业研发投入的促进作用更加显著。为此提出政府应加强资本市场的基础设施建设、完善规则和监管制度等,而企业也应提高公司治理水平、加大创新投入。  相似文献

本文基于IT治理理论和电子政务文献,构建了电子政务实施中IT治理模式的分析框架,并对6个中国地级市信息主管部门的87个电子政务实施项目进行深度调查,识别了5种治理原型,形成了电子政务治理安排矩阵,总结了5种典型的IT治理模式及其形成的主要原因。案例研究结果显示了与西方学者不同的研究结论,中国地方政府电子政务实施中IT治理模式尽管呈现出多样化态势,但是典型治理模式的形成,与电子政务决策项的类型无明显关系,主要受到行政压力和IT部门影响力的共同作用,同时由于与其相匹配的治理结构和治理机制的明显不足,导致相同IT治理模式的治理绩效存在显著差异。  相似文献

微信群已经成为人们移动在线社交最活跃的社区,从社会资本角度研究用户在 不同微信群的知识共享意愿是值得深入探讨且具有广泛影响的重要问题。本文基于社会资本 理论,将微信群分为粘结型群、维持型群和桥接型群三类,探究结构、关系和认知三个维度 的社会资本对用户在三种类型微信群知识共享意愿的影响及其差异。使用 WarpPLS 对问卷 调查获得的 244 份有效样本进行模型验证。研究结果显示在结构维度方面,网络连通性只对 用户在桥接型群的知识共享意愿有正向影响,网络亲密性只对维持型群和桥接型群的知识共 享意愿有正向影响;在关系维度方面,认同对用户在三类微信群的知识共享意愿均有正向影 响,而信任和互惠只对桥接型群的知识共享意愿有正向影响;在认知维度方面,共同语言对 用户在三类微信群的知识共享意愿均有正向影响,共同愿景只对维持型群的知识共享意愿有 正向影响。本研究对个人或组织认识人们在代表不同人际圈子的微信群中的知识共享规律, 从而高效地获取知识和创新管理具有重要的理论和现实意义。  相似文献

Master Data Management (MDM) is an approach for effective management of shared master data across organizations. In the public sector, MDM initiatives have been developed; however, the adoption among local government remains slow and there has been little interest in MDM adoption in extant research. Building on a Technology-Organization-Environment (TOE) framework, a conceptual model which highlights a set of potential determinants affecting the adoption of MDM by local government was developed. To validate the model, data were collected via survey from 224 responses from Malaysian local government department units. Using SEM-PLS, the study confirmed that data quality and data governance are two determinants of MDM adoption specific to the context of Malaysian local government, and four other determinants – complexity, top management support, technological competence, and citizen demand – are found to have significant effects on MDM adoption by local government. Surprisingly, three determinants – relative advantage, data security, and government policy – are found to have non-significant relationships to the adoption of MDM by local government. In addition, top management support is revealed to be a cornerstone of MDM technological competence in local government. The study contributes to the theoretical, contextual, and practical knowledge of MDM and IT adoption in the context of local government.  相似文献

This article considers the evolving role of information and communication technology within the modern liberal state. Most of the literature focuses on e-government projects, usually seen as opportunities to innovate the business processes of government in close alignment with ideas drawn from New Public Management (NPM). This article argues that the adoption of such a view of e-government overlooks the opportunity to pursue wider innovation in state governance to create more democratic forms of governance. It outlines alternative models for e-government and illustrates them with successful cases of projects based on such models.  相似文献

     国企混合所有制改革(简称“国企混改”)是我国经济体制改革的核心,非国有资本参与对国企产生治理效应的同时,也一定程度影响政策性决策行为,那么国企“使命必然”的社会责任表现也会因此产生影响。本文从减负效应与治理效应双重视角出发探究国企混改股权结构对企业社会责任的影响。研究表明:国企混改动态股权结构变化,包括多样性、深入度、制衡度以及控制权转移均会降低企业社会责任水平。且机制检验发现,国企混改不仅可通过减负效应,即缓解国企承担的政策性义务从而对企业社会责任产生影响,还可通过治理效应监督约束管理层为获隐性福利而提升企业社会责任水平行为。此外,基于控制层级与治理环境的视角进一步研究发现,与央企相比,地方国企混改对企业社会责任水平的抑制作用更明显;市场化进程较高、政府放权意愿较强地区,治理环境较好从而能够强化国企混改对企业社会责任水平的影响。最后,研究发现国企混改降低企业社会责任水平具体表现在员工、供应链以及环境责任,并最终有效缓解企业社会责任带来的负向价值效应,提升企业价值。研究认为国企混改应注重股权结构“量变与质变”相结合,充分发挥非国有资本的治理效能,明确国企社会责任本质,促使国企提升绩效的同时,有效发挥企业社会责任的榜样作用。  相似文献

This article critically assesses the policy orientation, social impacts, and linkages of telecommunications in the United States within a government deregulated policy environment and an increasingly globalized economy. Deregulation has been driven by both ideological and technological demands, stemming from several political and economic transformations in the world economy, the collapse of state socialism in eastern Europe and the former Soviet Union, and greater oligopolistic competition among transnational corporations. An expanded infrastructure of new digital information and communications technology (ICT) is the foundation of a worldwide political economic regime of accumulation. ICT increases command and control capabilities of large corporations, together with the mobility and liquidity of capital, making it essential to the restructuring of the world economy, the new international division of labor, and the creation of global "information city" networks. At the same time, government deregulation and rapid technological change are associated with a number of spatial, economic, and social dualisms.  相似文献

[目的/意义]作为"互联网+政务服务"的产物,政务微博功能综合、用户众多、信息海量、诉求多元的特点为社会治理提供了新的视角。[方法/过程]通过从数据库中随机抽取的2 000条政务微博作为研究对象,运用SPSS19.0分析政务微博在社会治理中的作用机理;使用案例分析法,选取@中央气象台、@问政银川、@北京微博群,来实证研究基于内容的可视化、基于时间线条的效率值、基于突发事件的微博群效应在社会治理的独特运作模式。[结果/结论]结果表明,政务微博在预测网络舆情、创新社会治理方面具有显著的正向作用,优质的政务微博运营理念有助于促成信息在交互场景下实现多方谋划(共建)、广泛参与(共治)、共同享有(共享)的社会化机制,以期能为政府更好地运用新媒体"听民意、惠民生、解民忧"提供一定的借鉴。  相似文献

Pervasive digitization and aggregation of personal health information (PHI), along with artificial intelligence (AI) and other advanced analytical techniques, hold promise of improved health and healthcare services. These advances also pose significant data governance challenges for ensuring value for individual, organizational, and societal stakeholders as well as individual privacy and autonomy. Through a case study of a controversial public-private partnership between Royal Free Trust, a National Health Service hospital system in the United Kingdom, and Alphabet’s AI venture DeepMind Health, we investigate how forms of data governance were adapted, as PHI data flowed into new use contexts, to address concerns of contextual integrity, which is violated when personal information collected in one use context moves to another use context with different norms of appropriateness.  相似文献
