This paper considers the politics of neo‐liberal reform of education and training in the specific context of social partnerships. Social partnerships are hybrid social spaces formed when a range of interests/partners work together for mutual benefit. Partnerships are one of a series of hybridized social spaces which have been formed as a consequence of the trend to neo‐liberal governance. The paper begins by situating the study of social partnerships in wider concerns about neo‐liberal reform and politics. It reviews literature on social partnerships as a way of identifying the different approaches to the conceptualization of conflict or practical politics. These are role conflict, interest conflict, and regime conflict. It also draws on a series of empirical research projects on social partnerships in Australia which have identified persistent points of tension within partnership formation and maintenance. Drawing these conceptualizations and persistent points of tension together provides a framework which can guide systematic inquiry of social partnerships. The paper suggests that this framework facilitates research by naming different types of political action. It encourages a multi‐dimensional analysis of partnership politics rather than presenting partnerships as either a celebratory or categorical expression of neo‐liberal political rationality.  相似文献

The provision of nurture groups has increasingly been advocated as a strategy for meeting the needs of young emotionally disturbed children (DfEE, 1998a, p.44). This article is based on a qualitative evaluation of a nurture group in a primary school situated in an inner‐city area of severe deprivation. Though criteria for success varied, the nurture group was viewed as effective from the different viewpoints of all involved, including teachers, parents and pupils. However, questions are raised about the group in terms of policies of inlcusion and teacher‐parent partnerships, suggesting that exclusion within mainstream schools may be fostered under the flag of inclusion.  相似文献

School–university partnerships are not uni-dimensional projects. Success in these partnerships can be found in loosely-coupled systems such as client–server partnerships and in more tightly-coupled systems such as collaborative development centers. Using a comparative case study approach, we explore two school–university partnership case studies and propose a framework for identifying and evaluating partnerships as learning systems. The structure of the partnership has implications for the focus of organizational learning initiatives that can form the foundation of sustained, systemic internal evaluation.  相似文献

This paper reports an evaluation of an innovative university–school partnership in which teacher practitioners work as university lecturers in a regional Australian pre‐service teacher education programme. The philosophy of this programme encompasses authentic partnerships between universities, schools and other industry employers. The study was motivated by an interest inunderstanding the experiences and outcomes for the teacher practitioners and in documenting their experiences. Staff members who are currently on contract as university lecturers as well as teachers who have completed secondments and returned to school settings are surveyed. This paper focuses on suggestions to improve the partnership and discusses future directions for the partnership.  相似文献

Opportunities are increasing for students with intellectual and/or developmental disabilities to attend postsecondary education programs located at college campuses around the nation. Students who attend postsecondary education programs experience numerous positive outcomes, including independent living skills and expanded social networks. However, although parent‐professional partnerships could significantly enhance long‐term outcomes such as competitive employment and independent living, there is a paucity of information about the nature of these partnerships in postsecondary settings. The purpose of this expository article is to describe how staff from a midwestern postsecondary education program facilitate parent‐professional partnerships through parent involvement and support.  相似文献

This paper considers the way social partnerships tend to be represented as either horizontal localised networks or neo‐liberal policy instruments. Building on two empirical studies of partnerships, we argue that partnerships cannot be understood in either/or ways but are negotiated at the interface between central agencies and local networks. They are mediated by networks operating through the partnership and through government and community, and by the different organisational logics of agencies. These complexities challenge our ways of analysing and representing partnerships, and justify further research.  相似文献

Drawing on data from a three‐year study (2008–2011) of partnerships of schools and colleges delivering the 14–19 Diplomas in England, this article examines how the dynamics of local partnerships were shaped by a contradictory policy landscape in which some policies strongly promoted collaborative working whilst others reinforced competition between institutions. Semi‐structured interviews with 136 Diploma consortium leads and case studies of 30 Diploma consortia were undertaken. Most partnerships founded in direct response to government demands for collaboration were strategically and operationally less effective than those that had been formed earlier as a positive, dynamic response to locally identified interests/needs and had evolved over time. When key levers towards collaboration were removed by the new UK Coalition government (2010) and new policies restated the arguments for institutional autonomy and competition between institutions, the fragility of the ‘enacted’ partnerships became immediately apparent. Although members of Diploma consortia with a history of effective partnership working remained committed to the principle of collaboration, other policy developments such as the introduction of the English Baccalaureate and the recommendations of the Wolf Review on vocational education contributed to uncertainty about whether partnership working could, or indeed should, be sustained.  相似文献

This paper presents a framework for developing pre‐service teachers’ competencies in using technologies to enhance teaching and learning. It focuses on building the capacity of teacher education institutions (TEI) based on six strategic dimensions: (1) vision and philosophy; (2) program; (3) professional learning of deans, teacher educators and support staff; (4) ICT plan, infrastructure, resources and support; (5) communications and partnerships; and (6) research and evaluation. This paper describes each of these six strategic dimensions and synthesizes these in the overall framework for developing pre‐service teachers’ competencies in generating technology‐enhanced teaching and learning.  相似文献

In recent years, governing through partnerships has become more and more common and is today reflected in a range of policy areas. In the following article, governing through partnerships is analysed in Swedish education policy around the turn of the millennium, where the notion of partnership has had a large impact. Using as its point of departure a theoretical perspective inspired by Michel Foucault, the article analyses the calls for partnership in Swedish education policy as part of a set of governmental rationalities forming individuals into partnering, that is active and responsible, citizens. In the article, some of the long‐term consequences of the uses of the concept of partnership in Swedish education policy are discussed, focusing particularly on issues of inclusion/exclusion and democratic regeneration. With the idea of governing through partnerships, it is argued that the political landscape is redrawn. The role of the State, for instance, is increasingly to leave room for various voluntary and independent actors and associations, to co‐ordinate and interact, as a partner, among others, rather than directing society ‘from above’.  相似文献

Integrated Community Schools (ICS) in Scotland provide a focus for studying the role of inter‐agency partnerships in supporting more inclusive schools and their communities. In this article, Lyn Tett examines two types of intervention, those designed to coordinate supportive programmes within and outside schools, and those that have acted as a catalyst to restructure local authorities' education and children's services. It is argued that inter‐agency work is difficult and change requires time, resources and commitment to building a meta‐strategy that will allow all relevant interest groups to find a way forward. Inter‐agency programmes can contribute to social inclusion, it is suggested, by sustaining projects that prioritise collaborative partnerships with all the community.  相似文献

Industry demand for talented analytics professionals has created a significant increase in degree programs (e.g., MS in Analytics) around the globe. Many of these programs incorporate experiential learning in the curriculum to foster a deeper understanding. This article focuses on the value and challenges in implementing experiential learning in an analytics‐focused degree program by incorporating and scaffolding multiple organizational analytics projects throughout the curriculum. In addition, this article focuses on the manner in which these organizational analytics projects can create value for scholars, beyond student learning. Scholar‐practitioner partnerships have the potential to advance not only the field of academic research but also the rigor of actual practice. We report our experiences and best practices in creating and leveraging scholar‐practitioner partnerships in the context of project‐based experiential learning in a Master of Science in Business Analytics (MSBA) program. We provide motivation for creating such partnerships for teaching analytics, document student and organizational success, offer illustrations of exemplary experiential learning projects, and discuss the challenges that need to be managed.  相似文献

Current models of initial teacher training (ITT) in England include substantial elements of school‐based experience developed in collaborative partnerships with local schools involving university tutors working with experienced classroom teachers. Balance in such partnerships has been characterised as trainees focusing on day‐to‐day pragmatics of working in classrooms whilst engaged in school experience, while their higher education institution (HEI) elements provide theoretical bases to underpin school based activities. Within such partnership arrangements, development of pedagogic beliefs and expertise is achieved by a complex network of experiences. Within the context of this paper this element of pedagogic development is shown to be less well supported than other aspects of trainee teachers’ professional preparation. This paper, using cultural historical activity theory (CHAT), focuses on a small‐scale research project in which mentor and trainee dialogue is examined. The paper concludes that CHAT analysis makes a valuable contribution to our understanding of how to resolve some of these issues within teacher training partnerships.  相似文献

This paper reports on research into the operation of English further/higher education, with a focus on the role of partnerships in supporting the massification of higher education. The research draws on the bottom‐up policy implementation tradition to provide analysis of the effects on partnerships of a quasi‐marketised environment. The rationale and effects of market orientated policy are discussed with reference to empirical data from college staff and partnership managers. In employing the concept of the ‘street‐level bureaucrat’ as an agent of policy implementation, this research contributes to the interpretation of policy and partnership which has previously been unexplored within the further/higher education context. Conclusions are drawn with implications for the development of college higher education delivered in partnership.  相似文献

A challenge facing many schools, especially those in urban settings that serve culturally and linguistically diverse populations, is a disconnection between schools and students' home communities, which can have both cognitive and affective implications for students. In this article we explore a form of “connected science,” in which real‐world problems and school‐community partnerships are used as contextual scaffolds for bridging students' community‐based knowledge and school‐based knowledge, as a way to provide all students opportunities for meaningful and intellectually challenging science learning. The potential of these scaffolds for connected science is examined through a case study in which a team of fifth‐grade teachers used the student‐identified problem of pollution along a nearby river as an interdisciplinary anchor for teaching science, math, language arts, and civics. Our analysis makes visible how diverse forms of knowledge were able to support project activities, examines the consequences for student learning, and identifies the features of real‐world problems and school–community partnerships that created these bridging opportunities. © 2001 John Wiley & Sons, Inc. Abstract

This study describes issues related to the genesis of two university and middle‐school partnerships as experienced and related by the university faculty members who have participated in the process.

Benefits and tensions have surfaced from these partnerships. Some of the benefits included a broader community of professional colleagues, opportunities to collaborate on research, and firsthand experiences with school reform. The tensions involved conflicts with the university's reward system, the length of time it takes to build trust, the difficulties in establishing collaborative research agendas and balancing two worlds, and feelings of detachment from university colleagues and activities.

Although promises have been made that the university's reward system will change to give priority to work in schools, this is a major concern for non‐tenured faculty. In spite of this, there is great potential in these partnerships to affect change in teacher education.  相似文献

In curriculum policy, discourses of ‘policy partnerships’ and ‘communities of practice’ have become increasingly prevalent and were reflected in Western Australian curriculum policy processes from the mid‐1990s to the late 2000s – a period of significant, highly contested change. This paper presents the findings of an empirical study into the impact of curriculum reform on the changing dynamics within and between the government and non‐government education sectors, drawing on critical theory and post‐structuralist approaches to policy analysis within a broader framework of policy network theory. This approach is used to highlight power issues at all levels of the policy trajectory. This research found that despite policy discourses of collaborative and consultative processes to create a ‘shared’ curriculum, the government and non‐government education sectors remain largely distinct due to significant power differentials, as well as structural and cultural differences. The analysis reveals three closely connected emergent themes – limited collaboration, regulated consultation and enhanced state control of curriculum policy agendas. It is argued here that although discourses of ‘policy partnerships’ and ‘community of practice’ are increasingly evidenced in contemporary curriculum policy, they do not take sufficient account of embedded hierarchical power relationships. Further, such discourses can be used as legitimisation strategies to promulgate policy changes which enhance the steerage capacity of the state. Deeply entrenched power differentials operate simultaneously to distort policy partnerships and communities of practice, by both including and excluding particular sets of policy actors.  相似文献

This paper addresses the question of what potential success factors are relevant when developing and managing higher education–business partnerships. To shed light on this question, the paper presents a review of research literature on the possible success factors in university–industry relations. To shed further light on the factors identified in the literature, this paper reports on an empirical study of cross‐sector collaboration between four regional universities and energy firms in Norway. The empirical study should be seen as a “relevance check” of the factors identified in the extant literature on university–industry collaboration, within the particular context of education‐related partnerships. Based on the review and case studies, implications for management and further research are discussed.  相似文献

This article presents and discusses the findings of a study which focused on student teachers’ evaluation of their practice teaching in the context of a university–school partnership model integrated for the first time into the academic programme of a university teacher education department in Israel. A questionnaire was developed to examine the contribution of the major curricular components of the partnership for student teachers’ experience of learning to teach, as evaluated by the student teachers themselves. The questionnaire was delivered to 119 student teachers placed in 9 selected school–university partnerships. The findings of the study underscore the added value of supporting different kinds of mentoring frameworks within university–school partnerships. The international significance of the study is discussed with a focus on implications for emergent tensions, dilemmas and connections between local and global forms of university–school partnerships.  相似文献
