In most countries of the world, higher education is highly subsidized by the public sector. The subsidy is a result of the role of higher education sector on the economy and good governance of the nations. Enrolment into higher institutions of learning is quite low in Africa compare to other continents of the world due to the continent's low and declining spending on her higher institutions of learning. This shabby contribution by the continent could be likened to a result of some imminent challenges, which ranged from inadequate financial resource due to economic and social crisis to the challenges posed by the HIV/AIDS (Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome) pandemic. The contributions of Nigeria to the development of higher education in Africa is quite worthy of note. This can be affirmed by the increase in the number of states and federal universities in the country over the years since independence. This can be further reaffirmed by the promulgation of Decree 9 of 1993, which made the provision for the establishment of private universities, which further increased the nation's total number of universities to 93 from 59 and further strengthened the nations contributions to higher education development in the continent. In spite of all efforts made by the FGN (Federal Government of Nigeria), the nation is yet to reach her potential in the development of her higher education sector as the percentage of potential students that gained admission into the nation's higher institutions of learning still stand below 15% of the total number of applicants. The study therefore recommended that budgetary allocations to higher institutions of learning be increased to meet the financial demands of the institutions. In addition, multi-campus should be encouraged in order to allow for more access to higher education.  相似文献

Recently, the pros and cons scholars of educational marketization all refer to the enormous influences affected by neo-liberalism. Without doubt, it occurs to the related researches that the function and characters of market will create a decisive impact on education development. Nevertheless, according to this authors' study, neo-liberalism is not the way as it was, it is because the role of the state has been shifted from shrinking back to swelling out in terms of the ways of manipulating policies. The state is no longer the rolled back actor as a small government following the original neo-liberalism context, but becomes an invisible hand behind serial discourses and standards making. This study has taken England for an example to review the spread of marketization in education, especially under New Labor's authority. Context and developed discourses on neo-liberalism are analyzed before examining the related policies in England. The result of the research argues that, though neo-liberalism still firmly wins its high value in running education, it has been through an ingenious change in terms of spreading processes. Under New Labor's authority, serial legitimate discourses from public sector were released and formed another new ideology. The boundary of public and private sector of running education, especially in secondary education, has been redefined. This change has turned England into a new type of "neo-liberalism" territory. Based on the involvement of public sector in manipulating serial privatizations, it reveals the phenomenon of "state commercialism".  相似文献

The transformative use of ICT (information and communication technology) in the educational setting is demanding continually assessing bottlenecks and conducive conditions with the aim of consolidating the pre-conditions and to dry the drawbacks from their root. As a result, this qualitative research approach employed to explore enablers and barriers of using ICT in initial teacher preparation in the context of JU (Jimma University), Ethiopia. The study employed in-depth interviews with student teachers and teacher educators. Participants' perception of ICT as a vehicle for quality learning and multiple access to ICT use pointed as supportive conditions. Whereas, mismatch of methodologies being used in teacher education and schools, resource constraints, marginalizing teacher education program, unsuccessful experience of learning via ICT, and lack of clear directive and expertise on the use of ICT were some of the major issues forwarded by the participants. Redesigning of the teacher education program in the way of using ICT is clearly indicated, the system that forces and reinforces the use of ICT in place is among the recommendations forwarded.  相似文献

In the education world, it is widely accepted that language learning is one of the pioneering disciplines in the application and use of the information and communication technologies, initially preceded by the widespread use of audiovisual resources which, finally integrated in the digital space, bring about the use of multimedia. Additionally, language learning has greatly contributed to standardizing lesson plans. They set the basis for learning design, one of the last advances in the pedagogical organization of education through the use of computers in learning managing systems. Most recently, language learning has also played an innovative role in the implementation of portfolios to education. These three perspectives address different issues for e-learning: the access to content through technology; the design of the learning initially with the help of tutors and then applying institutional frameworks for their own personal learning processes; and the edition of the resulting e-learning experience as evidence with the e-dossier, a part of the e-portfolio. Currently, the web is evolving towards its original function as the read/write web where the user, apart from accessing information, can create their own information and communicate more interactively, using technology-enhanced learning environments to integrate text and multimedia for real audiences both in the classroom and outside. Thus, taking language learning guided by the Common European Framework of Reference for Languages, the authors present here a complete e-learning system which integrates textual as well as multimedia facilities to acquire learning content, edit learning design and report learning experiences.  相似文献

The purpose of this paper is to compare the European Foundation for Quality Management (EFQM) self-assessment model in higher education institutions (HEIs) in Spain and in Jordan. Case study methodology on eight services provided by a public university in Spain and seven services provided by one public university and one private university in Jordan is used. The findings show the steps that an administrative service may follow in order to apply the questionnaire approach to conduct self-assessment in a successful manner and the difficulties, benefits and success factors in both countries by comparing the results. This paper provides lessons for decision makers and managers of other universities in developing countries, who wish to perform an exercise in self-assessment using a questionnaire approach.  相似文献

The start of higher education of primary school teachers in 1959 marks a definitive step in a process. This training has had an effect on all areas. In terms of music training, different periods can be observed which appears during the full strategic change of the training. Professionals, however, have always tried to find the proper place for music which has to be fought for from time to time. Music education has never lost sight of the Kodaly concept in public education. We aim to prepare our students to internalize the abilities necessary to become a successful primary school teacher, keeping in mind the requirements of qualification for the major. In this process, the changes taken place in the Hungarian higher education were determinative. Music education practically has kept its place in general and special primary school teacher training. The major of primary school teacher is a definitive undergraduate course in the teacher training field. Its importance directly shows in public education. One of the crucial points of education should be the formation of values of schoolchildren. General education is a cultural level different in every society and age that a society sets as a standard for its members. Sex education has always been a controversial topic. Although sex education at schools has improved in general, sex education for mentally retarded pupils still encounters prejudice and conservatism as a result of several misconceptions about the subject. This research was performed in the form of a survey of opinions about sex education in special classes in ordinary public schools for mentally retarded pupils in Tokyo, Japan. Information was collected through written questionnaires distributed to teachers and parents of pupils of both sexes, whose age range was between 7 and 16 years. This work aims to stimulate an open and broad discussion, as well as to help teachers and parents to improve their knowledge about the subject. In addition, it provides data to outline a more specific program in sex education for mentally retarded pupils.  相似文献

The inclusion of students with disabilities at the university is a relatively new occurrence in the field of special education. Although legislation in the United States has supported the acceptance of students with disabilities at the post-secondary level, it has only provided minimal support with the emphasis on the learner rather than the curriculum. Now we are looking for multiple ways for students to access learning and demonstrate mastery. Universal Design for Learning (UDL) is currently seen as a means to reconceptionalize curriculum. This study examines the experience of four professors and their effort to use a Classroom Performance System (CPS) as part of reformatting their courses using UDL. The Center for Applied Special Technology, CAST (2001) states that the goal of Universal Design for Learning is to develop teaching methods that enable all students with diverse learning needs, including those with disabilities and cultural differences, to have equal access to classroom curriculum. This paradigm shift echoes the move in special education from a deficit model to a minority rights model put forward by Hahn (1989), and which is the basis of inclusive educational philosophy. Together inclusion and UDL create learning environments that strive to serve all students. This research describes the implementation of clickers as part of the CPS program in college courses in a special education teacher preparation program. The case study demonstrates how technology can provide access for all learners with positive outcomes such as increased participation and application of knowledge. It also illustrates some of the difficulties in making this pedagogical paradigm shift particularly in the use of technology, and the value of overcoming the existing barriers in place.  相似文献

This study aims at reflecting upon the Brazilian higher education situation in a context ot deep change regarding the contemporary way of life. This study stems from evidence generated from field research. The expansion of the higher education system in Brazil, for historical, political and economic reasons, has taken place mainly by means of private institutions following logic close to a market one, according to some theoretieians. The general objectives of this paper are to reflect upon the situation of the Brazilian higher education at the end of the first decade of the 21st century and to investigate the advances of the "research is learning itself' (Lucchesi, 2002) paradigm from its conceptual set through an analysis of the official discourse from higher education institutions. This paper aims at verifying whether such discourse has been translating the intention of rendering such paradigm concrete. By means of the analysis of the discourse manifested at advertising messages from the private higher education institutions, this study aims at understanding what they now believe to be the model for teaching and learning capable of meeting the Brazilian youth's needs. The authors have observed that the relationship between teaching and learning is promised by the private higher education institutions. Therefore, the scope of this study is the persuasive content of the message from the private higher education institutions to conquer new students.  相似文献

The paper analyzes the nature of the basic education, and points out that the scarcity, disparity and exclusiveness to a certain degree form the inner reasons of school choice in China. In review of the policy evolution of governing the school choice problems, and analyzing the policy framework of the current stage, the paper holds that expanding public expenditure is the basis of providing adequate, fair and quality compulsory education and high school education, and the role of social forces should be brought into full play so as to promote the diverse ways of delivering educational services. In reality, the significant institutional guarantee to govern the problem of school choice in China is to transform the government function and build the government more public service oriented, implement the government accountability system and build transparent public debate sphere.  相似文献

The troubled state of affairs in the Federally Administered Tribal Areas (FATA) of Pakistan portends serious repercussions and grave consequences, destined to affect education particularly higher education in the entire tribal belt. Ironically, no extensive study has been conducted, to investigate those dimensions of FATA higher education which have been adversely affected in the aftermath of 9/11. This exploratory study examines those areas which have been badly affected as a result of current turmoil. In fact, the higher education in FATA has its own peculiar dynamics. Inherently, the entire tribal region has very few well-maintained and properly equipped colleges. Lack of adequate educational facilities, multiplied poor security environment has aggravated the entire situation. Law and order situation in the region has undermined the already dilapidated monitoring mechanism of education department. This state of affairs provides breeding ground for extremist propensities and radical tendencies. In reality, very little attention has been devoted to reform the education system in tribal areas. The whole set up needs to be rehabilitated by taking recourse due to the proactive role of international community. The paper concludes with recommendations for policy makers besides offering new avenues for further research.  相似文献

Establishing the NCEDL (National Centre for E-learning and Distance Learning), electronic universities are some initiatives to introduce e-learning to the KSA (Kingdom of Saudi Arabia), which have led to a fast, strong, and impressive movement toward e-learning in the Kingdom. However, e-learning in Saudi Arabia is still in the early stage of its development due to many challenges of e-learning that will still have to be faced. E-learning in Saudi higher education has been examined in a number of studies. Yet, focusing on e-learning among Saudi women through the social and religious customs of society is not sufficiently examined. Therefore, this research seeks to investigate the possibilities that exist for the utilization of e-learning in the enhancement of the higher education opportunities of women in Saudi Arabia within the social customs and religious beliefs by identifying the barriers to higher education for Saudi women, the modes of e-learning that currently exist within the higher education programmes in the Saudi higher education system, how e-learning can support higher education opportunities for women in Saudi Arabia, and a successful model of e-learning to improve higher education opportunities for women in the KSA. In order to achieve the aim of this research, a pilot study was made by using a semi-structured interview as a method of data collection from Saudi females who live with their related (mahram) male in the United Kingdom and a three stage coding analysis of the grounded theory analyzing the data collected from the field to formulate a theory and a model. A primarily model was presented which described the contributions of e-learning to higher education of Saudi women. The model is presented consisting of three main categories: (1) social and religious barriers; (2) women's use of the Intemet; and (3) women's use of e-learning, as well as a number of sub-subcategories. In addition, the need to illuminate the ability of Saudi women to convert e-learning into a valuable educational achievement is demonstrated. The next stage of our research will investigate all of the issues indicated by the pilot study in order to improve the success of using e-learning for Saudi women's higher education and eventually to devise a research theory.  相似文献

The development of e-learning materials for teaching and learning often needs to be guided by appropriate educational theories or models. As such, this paper provides alternative e-learning design pedagogy, the TSOI Hybrid Learning Model as a pedagogic model for the design of e-learning cognitively in science and chemistry education. This model is hybridized from the Piagetian science learning cycle model and the Kolb's experiential learning cycle. The TSOI Hybrid Learning Model represents learning as a cyclical cognitive process of four phases: translating, sculpting, operationalizing and integrating. A major feature is to promote cognitive processing in the learner for active learning proceeding from inductive to deductive. Design specificity in science and chemistry education is illustrated in terms of instructional storyboarding for the developed research-based e-learning product. Learners' cognitive ability for example positive concept achievement will be addressed as part of the research data collected.  相似文献

Education is the backbone for the development of society. With the advent of technology, it is becoming necessary and being used for the advancement of society. Technology is being used for education as being used in other important fields of life. Usage of technology for education can play a big part in bringing improvement in education For this purpose, this research aims to explore the usage and effects of technology for education. While using the survey method, a questionnaire was constructed for data collection. The sample of the study consists of graduate and postgraduate students from both ODL and regular universities and the sample size would be of 300 respondents (150 from each type of university) who were selected by using simple random sampling. The present study concluded that technology is widely used by both regular and ODL students. This study further concluded that ODL students are more dependent on technology as compared to regular students.  相似文献

The International Association for the Evaluation of Educational Achievement (IEA) initiated the Second International Technology in Education Study (SITES)--A longitudinal large-scale international comparative survey on the use of information and communication technologies (ICTs) in schools. The goal is to understand how ICTs effect teaching and learning in schools. SITES 2006 was the third module in this program to determine how teachers use ICTs, and to find out how school and education system factors influence teachers' pedagogical orientation. SITES 2006 administered three questionnaires: one for school principals, one for technology coordinators, and one for mathematics and science teachers, around 400 schools in each of 23 education systems. The main study took place during 2005-2007. This paper describes the South African educational context, provides an overview of the South African participation, speculates on South Africa's future participation, and provides a comparative glimpse of the use of ICTs in South African mathematics and science classrooms.  相似文献

This article presents the methodology used by the Finnish Education Evaluation Council in the national evaluation of social and communication skills in vocational education and training. The evaluation concentrates on key competences such as learning-to-learn skills, communication skills, social skills and entrepreneurship (Implementation of Education and Stringfellow, 2005; Recommendation of the European Training 2010, 2004; Winterton, Delemare-Le Deist & Parliament and of the Council of December 18, 2006 on key competencies for lifelong leaming, 2006). The evaluation focuses particularly on skills required in the labour market. These competences are included in all vocational study programmes as a part of accompanying with other key competences. The authors' approach follows the principles of developmental and participative evaluation, applying the Common Quality Assurance Framework (CQAF) model, which has been accepted by the European Commission for the quality management and quality assurance framework for vocational education and training in Europe. Additional methods such as interview and statistical data gathering were used to acquire comprehensive data and ensure extensive participation of each partner involved has key competences. The evaluation material was collected from vocational education and training providers by sector (n=8) and by qualification (n=53). Every sector and type of examination was included in the evaluation. The evaluation was based on a sample (n=130). The evaluation data were collected from multiple sources by using multiple methods. The material included written self-evaluation reports by vocational education and training providers (n=130 which equals 95% of VET providers), quantitative information, interviews organized by the National Board of Education and an evaluation seminar for providers as focus groups. Educational administrators, teachers, students, employers and workplace instructors participated in the self-evaluation of the vocational education and training establishments (multi-professional evaluation).  相似文献

Companies use many different marketing strategies in order to make their products known and place their corporate images and brandings in the market. Besides, nowadays, being on the Intemet is a must for every company striving for success. The development and implementation of Web 2.0 or social web are threatening the basis of the ways of mixing with other people. A company devoted to open and distance learning, such as Master-D Corporation, a clear example of how a proper and planned use of the different possibilities offered by the Web 2.0, based on blogs, allows a company to achieve bigger market shares and brand positioning following the win-win principle. Blogs are, undoubtedly, channels of communication that prove the power of attraction of good information. These changes are affecting everybody and, in particular, companies and institutions related to people's education, teaching and training for their inclusion in society and labor market.
