This article examines the London 2012 Cultural Olympiad through the lens of a devolved Scotland, exploring how the Scottish cultural programmes and projects are being evaluated, and what this approach might offer for the wider UK and international context. Structurally, the article begins with a discussion of the relationship between sporting mega-events and culture, focusing specifically (although not exclusively) on the sport and cultural nexus around the Olympic Games. The discussion then moves to consider conceptual, policy and practice debates around cultural value, examining the extent to which existing research tools and techniques satisfactorily capture the contribution of culture to major events, public and social policy. Methodologically, the article draws on elite interviews with strategic stakeholders directly involved in the design, delivery and evaluation of Scotland's London 2012 Cultural Programme. The authors conclude that, when taken alongside other cultural evaluations conducted nationally and internationally, there is a need to develop a multi-criteria analysis (MCA) that can more effectively capture cultural value around major sporting events in the UK. This study has demonstrated a level of dissatisfaction within the Scottish cultural community about the limitations of existing mechanisms for measuring the value of culture within the mega-event platform. A robust, but nuanced, impact assessment is required because, unlike the UK as a whole, Scotland has a unique opportunity to undertake a longitudinal study assessing the conditions for legacy put in place as a result of the London 2012 Olympic Games for the subsequent 2014 Commonwealth Games in Glasgow. However, further research is required into the efficacy of the MCA for assessing cultural value generally and within the framework of major sports events, in particular.  相似文献

From the bidding stage onwards, the London 2012 Olympics has been framed by an explicitly instrumental agenda, with objectives including increasing participation in sport in the UK and economic and physical regeneration in host sites, through investment in the Olympic Park and its surrounding infrastructure. The bid also signalled the ambition that London 2012 should be the first Olympics to deliver legacy through a nation-wide cultural programme in the build up to and alongside the Games [Kennell, J. & MacLeod, N. The year 2012 provided an opportunity to celebrate sporting history during the year when London staged that most historical of international sporting events, the Olympic Games. However, the Department for Culture, Media, and Sport, and the London Organising Committee of the Olympic Games (LOCOG) made no reference to sporting history within official documentation, and there was no mention of sport in the Cultural Olympiad programme. This paper aims to understand the role of the Sports Heritage Network in exploring England's sporting heritage, despite being excluded from the official planning of the London 2012 Olympic Games. This affiliation of museums and archives with an interest in England's sporting past recognised the potential of the 2012 Olympic Games and established a community exhibition programme, Our Sporting Life, which aligned with LOCOG's aims and objectives. This paper evaluates the outputs and outcomes of Our Sporting Life and aims to understand why it was not supported financially or integrated into the official Cultural Olympiad programme. The data collection for Our Sporting Life is analysed and critiqued, and the impact of the programme is considered using the Generic Learning Outcomes and the Generic Social Outcomes frameworks. Our Sporting Life delivered over a hundred exhibitions and reached over one million people, with outcomes that included increasing knowledge and understanding, and strengthening public life. It provides an off-the-shelf methodology for future major sporting events and, as such, its omission from the London 2012 Cultural Olympiad can be regarded a lost opportunity.  相似文献

This article considers the development of the UK Cultural Olympiad supporting London's successful bid to stage the Olympic Games in 2012. It suggests that the Cultural Olympiad is a complex event itself and needs to be better understood if any impacts are to be felt in a meaningful sense. The event is thus considered through review of over 50 documents relating to its management, in the context of a number of identified themes: cultural development, developing institutional frameworks, social benefit, educational benefit and promotional benefit.  相似文献

This review considers the main tourism policy documents published by the UK Department for Culture, Media & Sport which are explicitly linked with the hosting of the Olympic Games in London in 2012. It reflects on the use of evidence gained from wider events hosting strategies utilized elsewhere, but notes concern about the lack of a coherent marketing theme and the potential to spread the tourism benefits beyond the main event venues. ABSTRACT

This paper examines the Guyanese Mass Games, multi-media spectacles of visual and performing arts initiated by the leader of the Co-Operative Republic of Guyana and performed by Guyanese artists and youth aided by North Korean artists. North Korea and Guyana staged the games as the postcolonial and anti-imperialist expression of a newly established socialist regime in the global South in the context of the Cold War. Staged annually from 1980 to 1992 as part of the national day celebrations, they sparked debate, antagonism, and ethnic and political conflict in Guyana. The encounter of North Korean artists and Guyanese artists resulted in the new cultural tradition of the Guyanese Mass Games, which incorporated elements of Guyana's local culture into the form of the North Korean Mass Games. The paper expands the method of “inter-referencing” to incorporate a cross-continental dimension to analyze the cultural event of the Mass Games in North Korea and Guyana. The analysis in this paper is grounded in archival materials relating to the Guyanese Mass Games, such as sketch paintings, choreography books, photos, and newspaper articles, and examines how the representation of the people and land in the Mass Games captures the ambivalent character of decolonization and modernization projects in the socialist regime of Guyana.  相似文献

The research in this article examines audience responses to a range of factual and reality genres. It takes as a starting point that television audiences do not experience news or documentary or reality TV in isolation but as part of a range of factual and reality programmes. Factual and reality programming includes a broad understanding of non-fictional programming on broadcast television, satellite, cable and digital television. The breakdown of factual and reality programming into specific genres includes news, current affairs, documentary, and reality programmes, with further sub genres applied within each of these categories. This article critically examines genre evaluation. The quantitative research in this article is based on two national representative surveys conducted in Britain and Sweden. In both Britain and Sweden, programme makers have moved towards a reliance on popular factual genres. In Britain this is across all channels, and in Sweden this is mainly concentrated on commercial channels. Whilst there is still a commitment to news, there is an increasing use of hybrid genres in an attempt to popularise factual output. The impact of this changing generic environment on audiences is that in both countries viewers have reacted by drawing a line between traditional and contemporary factual genres. It is precisely because of the redrawing of the factual map that viewers rely on traditional ways of evaluating genres as public and informative, or popular and entertaining. The data provides evidence that contributes to existing debate on television genre, public service broadcasting, and media literacy skills. The central argument in this article is that genre evaluation is connected with wider socio-cultural discourses on public service broadcasting and popular culture, and that these are common social and cultural values that are shared by national audiences in two Northern European countries.  相似文献

This article reconsiders the postwar democracy in Japan in terms of a certain involvement between universalism and colonialism. Recently, some scholars have criticized the legislation of a new national security law in Japan as destroying the legacy of the postwar democracy. It seems, however, not to be allowed to regard this legislation as a fundamental turnover of the basic position in international policy of postwar Japan. As is well known, the Japanese government in the postwar era has kept its pacifism, whose ideal is explicitly expressed and realized by article 9 of the Japanese Constitution. Although the security law legislated in 2015 could be seen as breaking this ideal of pacifism, the Japanese government’s official statement declared that the new security law inherited pacifism under the name of “provocative contribution to peace.” This article tries to reinterpret the postwar democracy from this point. By critically reading ongoing debates regarding the issue of wartime comfort women and Nambara Shigeru’s democratic thoughts, it seems a certain war, which has been a fundamental root of the postwar democracy in Japan – that is, “a war against the enemy of all” – has sustained itself in an interwoven relation between universalism and colonialism.  相似文献

Interviewers’ note: Land reform in Zimbabwe has caught the world's attention. It's condemned by the mainstream in the West. It has also been highly controversial in South Africa, as post-apartheid South Africa has been unable to address the historical legacy of severe land inequality. What we find interesting and intriguing is that the land reform in Zimbabwe occurred at a time when neo-liberalism was raging in the world. What has been the historical and political context and dynamics of the land reform in Zimbabwe? Doe it bear any relationship with the earlier land reforms in some former colonial and semi-colonial countries around the mid-20th century? What are its implications for the understanding and challenging the current world system? On 19 April 2015, we had an opportunity to discuss these questions in person with Zimbabwe-based Sam Moyo, a leading agrarian political economist and a critical thinker in Africa. The 60th anniversary of the Bandung Conference seems to be a timely moment to re-evaluate how we frame the Bandung Conference. Glorified as the momentous event of forging Asian-African solidarity to fight colonialism and imperialism, scholars and intellectuals oftentimes look upon the Conference for an alternative framework on solidarity. Although not beyond criticism, the Bandung Spirit remains a sought-after awareness that connects the common historical experience of colonialism and pushes forward the process of decolonization. Much needed, however, is the contextualization of Bandung Conference to Indonesia's state of politics and social affairs. It is imperative that we begin to see the Bandung Conference not as a solitary event in the historiography of Indonesia, but as an event within the trajectory of the newly emerging state. In that sense, we have to reframe the Bandung Conference as dependent upon other events within both the chronological and sporadic history that characterizes the post-independence struggle in Indonesia.  相似文献

This article examines the significance of textiles called “cloth of Antioch”, which are named in late seventh/thirteenth and early eighth/fourteenth century church inventories from England. The practice of naming a type of cloth for a geographic place-name was common in this period, but did not necessarily mean that a textile with a particular name had been produced there. Antioch was a known centre of textile production, although references are scant. The English church inventories that mention Antioch cloth are from St. Paul's Cathedral, London; Canterbury Cathedral; and Exeter Cathedral. Such church inventories are a source of important information about textiles that would have been consumed in medieval England. One can associate the Antioch textiles with important individuals at court. The English royal family emphasised their associations with the city of Antioch in this period, which may explain why important members of the court donated Antioch textiles. The textiles are also mentioned in Scottish and the Vatican treasury inventories, however, which indicates that the cloth was known elsewhere, even if it did not have the same resonance in other places  相似文献

While recent debate has often focused on a reified “cultural value” (whether opposed to or aligned with monetary value), this article treats “value” as a verb and investigates the acts of valuing in which people engage. Through ethnographic research in London's electronic music scene and social network analysis of the SoundCloud audio sharing website (which is dominated by electronic dance music and, to a lesser extent, hip hop), it uncovers substantial patterns of geographical inequality. London is found at the very centre of a network of valuing relationships, in which New York and Los Angeles occupy the next most privileged locations, followed by Berlin, Paris, and Chicago. Cities outside Western Europe and the Anglophone world tend to occupy peripheral positions in the network. This finding suggests that location plays a major role in the circulation of value, even when we might expect that role to have been curtailed by an ostensibly “placeless” medium for the distribution and valuing of music. While there are reasons for the metropolitan emplacedness of dance music – given the importance of the relationship between production, consumption, and live DJing – the privileging of particular cities also mirrors patterns of inequality in the wider cultural economy. That London should appear so supremely privileged reflects both the exporting strength of British creative industries and the imbalanced nature of the UK's cultural economy.  相似文献

The definition of the Korean national cinema in the course of modern and contemporary history of South Korea has provoked controversy. This article examines the negotiations in the identity formation of Korean filmmakers examining specific objects from years of reconstruction following the Korean War. It pays attention to the time when state-building and nation-building became combined enduring heterogeneity of this process. Kim Ki-yo?ng's films depict such characters. His public information short films reflect the legacy of American war films. However, they also contain self-conscious moments when the director refuses to be identified as a mere successor of American documentary filmmakers. Kim's first commercial film, Boxes of Death (1955), an anti-communist thriller, shows great influence from Hollywood, but also with a strong auteurist impulse, theatrical tradition, and the Japanese colonial legacy. However, the most important aspect is the standing presence of America and the USIS-Korea in the identity of Kim Ki-yo?ng and his film. American agencies intervened in the work of Korean filmmakers in the interest of “Free World” bloc-building, and those filmmakers used such agencies to obtain resources. The heterogeneity in the process of the subject formation in Korean national cinema was one common characteristic of many filmmakers of the post-Korean War era.  相似文献

ABSTRACT

Taking a cue from Dana Diminescu’s seminal manifesto on “the connected migrant,” this special issue introduces the notions of encapsulation and cosmopolitanism to understand digital migration studies. The pieces here present a nonbinary, integrated notion of an increasingly digitally mediated cosmopolitanism that accommodates differences within but also recognizes Europe’s colonial legacy and the fraught postcolonial present. Of special interest is an essay by the late Zygmunt Bauman, who argues that the messy boundaries of Europe require a renewed vision of cosmopolitan Europe, based on dialogue and aspirations, rather than on Eurocentrism and universal values. In this article, we focus on three overarching discussions informing this special issue: (a) an appreciation of the so-called “refugee crisis” and the articulation of conflicting Europeanisms, (b) an understanding of the relationships between the concepts of cosmopolitanization and encapsulation, and (c) a recognition of the emergence of the interdisciplinary field of digital migration studies.  相似文献

This article is about the clothing of country gentlemen in late seventeenth and early eighteenth century England. It begins with an exploration of the London-centric depiction in popular literature of country gentlemen as old fashioned in their manners, dress and lifestyle. It then explores the main elements of male fashion and the role of London in creating and disseminating it. Drawing on surviving clothing accounts, it subsequently offers a detailed analysis of what a number of country gentlemen were wearing during this period, exploring the extent to which they participated in London's fashion culture and their preferences for London-bought clothing.  相似文献
