This paper argues neoliberal programs of government in education are equipping parents for calculativeness. Regimes of testing and the publication of these results and other organizational data are contributing to a public economy of numbers that increasingly oblige citizens to calculate. Using the notions of calculative and market devices, this paper examines the Australian Government’s My School website, which publishes academic and organizational information about schools, including national test results. While it is often assumed that such performance technologies contribute to neoliberal reform of education through school choice, the paper argues the website is technically limited in its capacity to facilitate the economic calculations and calculated action of parents resulting in school choice. The paper instead opens My School to analysis as a technique of governmental self-formation. Using the theoretical resources of actor-network theory and Foucauldian scholarship, this paper complicates assumptions in the literature about the extent to which My School actually operates as a ‘market mechanism’. It argues My School attempts to cultivate a calculated form of parental educational agency, irreducible to economic market agency.  相似文献

Abstract

Drawing on the theoretical constructs of Pierre Bourdieu, this article explores implications of the Australian My School website for schools located in disadvantaged communities. These implications flow from the legitimisation of certain cultural practices through the hidden linkages between scholastic aptitude and cultural heritage and the resulting reproduction of social and cultural inequalities. Seeing transformative potential rather than determinism in Bourdieu’s theoretical constructs, the article also suggests ways forward for improving the educational outcomes of students in disadvantaged communities. Abstract

The introduction of new accountabilities and techniques of government for the purposes of educational reform have created new complexities and tensions for school leadership. Policies such as the publishing of league tables in the UK, high stakes testing in the US and the introduction of the My School website in Australia are particularly significant for school principals. In this article I appeal to the work of Foucault and Deleuze to provide an alternate approach to understanding how principals are constituted as subjects through a range of practices and discourses associated with the introduction of the My School website. I specifically draw upon Foucault’s notion of governmentality and Deleuze’s notion of societies of control to provoke new lines of thought into these government practices. I argue that it is through the performative in the education system that school principals are becoming perpetually assessable subjects.  相似文献

This article analyses the problem of reception and interpretation of contemporary art exhibition in the context of Besucherschule (Visitors’ School) invented by Bazon Brock: German philosopher, art historian and a follower of Theodor Adorno. He implemented this practice for the first time on documenta 4 in Kassel (1968) and organised such schools of reception until documenta 9 (1992). The aim of the Visitors’ School was to explain works of contemporary art on display to the public. Brock understood this process as ‘mediation’ in aesthetic education, arguing that dependence on theory was no less problematic for contemporary art perception than the lack of traditional art form. The main symbolic task of art – ‘claim for reality’, was demonstrated by Brock in two ideas: ‘new image‐war’ and ‘speaking image’.  相似文献

Australian Play School is a children’s television programme developed in collaboration with early childhood educators. It is screened free to air across Australia. Two hundred and twenty-four adult carers of young children aged 1–8?years completed an online survey via a link on the Play School website. The survey addressed child behaviours during and after viewing, and adult perceptions about which programme segments were most engaging to the child. Play School elicited a large number and variety of behavioural responses from children during and after viewing. The types of responses elicited suggest that viewing the programme may be beneficial for children’s development and learning. Results were tempered by the age of the child and this, as well as the impact of carer attitudes and carer input during and after viewing, needs to be explored further before results are translated into recommendations for programming and optimal viewing strategies.  相似文献

The dominant market logic in contemporary education produces social inequalities in education, through new mechanisms. To create markets in education, services and resources have to be rationed, so inequality is built in. To motivate parents to buy privatised services, losers have to be created and publicised – this is the function of NAPLAN testing and the MySchool website. In neo-liberal rhetoric, the actual pattern of social inequality is misrepresented, e.g. the idea of ‘pockets of poverty’, while institutional restructuring embeds the new mechanisms. Neoliberalism seeks to close down arenas for debate and create a monopoly for the market perspective; it is important to sustain other agendas.  相似文献

With the launch of the ‘My School’ website in 2010, Australia became a relative latecomer to the publication of national school performance comparisons. This paper primarily seeks to explore the school choice experience as framed by ‘My School’ website, for participating middle-class families. We will draw on Bourdieusian theory of cultural capital and relationship networks and Australian-based school choice research in order to contribute to understandings regarding the application of ‘My School’ data within participating families. Data collection consisted of qualitative, semi-structured, in-depth interviews with five families, each based within inner-city suburbs of Melbourne, Victoria. The findings of this small-scale study indicate that participating middle-class families possessed highly developed strategies for locating and achieving enrolment in school-of-choice and therefore did not seek to apply available data on ‘My School’ to decision-making, despite each participant reviewing the available data.  相似文献

Japan has made developing global human resources (gurobaru jinzai ikusei) a national priority. The government has invested billions of yen annually to double the number of Japanese students studying overseas, double the number of globally competitive Japanese universities, and improve Japanese students’ English test scores. A broad, conservative ‘globalist coalition’ supported these reforms, including the Liberal Democratic Party, Democratic Party Japan, Ministry of Education, Ministry of Economy Trade and Industry, and big business. Education specialists – government vice ministers and business association committee chairmen – created ‘contrived consensus’ through a series of advisory council deliberations. All globalist coalition members benefitted from reforms to develop global human resources, especially big business. Political progressives, including teachers’ unions and university professors, were not included in the policy-making process and benefitted little from the reforms.  相似文献

This essay unfolds through a series of juxtapositions, involving storytelling and writing of a more analytical nature. In thinking about what I ‘know’ as an English teacher, my aim has been to present my ideas in a form that might do justice to the contradictions and complexities of my professional life, including my continuing efforts to negotiate a pathway between the rich particularities of the educational settings in which I have worked and my knowledge and values as an English teacher. My primary focus is on how my literary education has shaped and been shaped by my work as an English teacher vis-à-vis a devaluing of teachers’ disciplinary knowledge that has occurred through standards-based reforms. I attempt to make the standpoint from which I am writing an object of scrutiny, thus producing an account of what I ‘know’ that arises out of my work as an English teacher and returns to it as a necessary dimension of a politically committed praxis.  相似文献

This paper explores the effects of audit cultures on school education through a highly personal reading of the My School website, launched in Australia in 2010. It situates two personal narratives, from the points of view of student and teacher, alongside the other stories available about two of the secondary schools listed on the website. Although statistics such as those generated through the National Assessment Program – Literacy and Numeracy tests, school comparisons and post-school destinations present certain kinds of stories about these schools, I argue that these are reductionist and insufficient for understanding the complexities of pedagogical spaces and the teachers and learners within them. Whilst arguments for hard data to address educational inequity can be marshalled to support My School, I suggest that it also inadvertently disguises other elements of schooling and risks increasing inequity. Rather, the statistical stories might be recognised as partial and supplemented and disrupted by richer accounts, including narrative accounts, about schooling.  相似文献

Growing consensus in popular and academic commentary suggests the lived reality of Western childhood differs considerably from its dominant cultural construction as an innocent period free from adult responsibilities. Sociologically, this disjuncture is conceptualised as adultification. Adopting a critical theoretical lens, we question if Australian high-stakes standardised testing and reporting, National Assessment Program – Literacy and Numeracy (NAPLAN) and My School, evidences adultification of childhood experience in primary and secondary schools. Qualitative critical analysis of 270 submissions to NAPLAN’s 2010 Senate Inquiry demonstrates adultification in Australian schools, with children subjected to developmentally inappropriate expectations, pressure, stress and precocious knowledge in response to NAPLAN testing and reporting. Adultification, we argue, is a side-effect of individualisation, managerialism and neo-liberal government policy played out in Australian schools and exposing children to the harsh realities of political, economic and social life. De-politicalisation and de-marketisation of children is argued as urgently needed to foreground a critically considered ‘best practice’ when promoting or measuring educational progress and performance.  相似文献

Abstract

This article draws on the philosophy of Emmanuel Levinas to consider, from an ethical perspective, the current transparency and accountability agenda in Australian schooling. It focuses on the case of the My School website and the argument that transparent publication of comparative performance data via the website provides a basis for making things better in schooling. The article argues that while technologies of accountability may have potential benefits, they cannot provide a basis for this ethical project. Instead, the ethical experience described by Levinas arises from an encounter with opacity in the face-to-face relation with the Other, who is harshly illuminated by the transparency promised through calculation and comparison. Such encounters with opacity hold the potential to disrupt the politics of visibility promoted by transparency agendas and provide an alternative to the growing practice of ‘accountability at a distance’ based on performance data.  相似文献

Recent reforms of initial teacher education (ITE) in the learning and skills sector (LSS) in England are standards based and emphasise subject specialism. The reforms are underpinned by objectivist epistemological assumptions which are incompatible with socio‐cultural theories of professional knowledge, and ignore the diverse teaching roles and contexts in the sector and wider systemic issues. A qualitative scoping study found that LSS in‐service trainee teachers drew on three types of knowledge resources, or clusters of ‘rules’ for practice, in their teaching: these were related to their subject/vocational area, generic teaching and learning processes and specific learners and groups. Trainees generated knowledge resources through participation in their workplace, ITE course and other social contexts, and from embedded and encoded workplace knowledge. Trainees’ beliefs, values and prior experiences were both a knowledge resource and influenced their engagement with knowledge generation activities. It is argued that using a knowledge resources perspective, which recognises how trainees generate knowledge and seeks to bridge gaps in their access to knowledge resources, would be more effective in supporting trainees’ development than the current reforms.  相似文献

Recently, national populist politics has been translated with the emergence of two overlapping narratives of Islamophobia and anti-EU immigration media discourses. Such discourses have been made highly visible in the increased spike in hate crimes that have been a hidden cost of the national(ist) debate about Britain leaving the European Union (Brexit). This is the context in which we can trace a remarkable shift in the state representation of the schooling of the South Asian/Muslim community and the reclassification from promoting South Asians as central to the future of a modernised multicultural Britain (1970s) to positioning Muslims as a ‘suspect community’ (2020). This article unpacks two cultural moments in the critical exploration of the State production of the Muslim School within a post-Trojan Horse era. First, a national dominant image of the Muslim School operating within the State ascribed ‘no-go’ ethno-religious Muslim neighbourhoods, as a repository of regressive (extreme) Islamist religiosity; thus, reconstructing their religious belief as racialised identities, as they disconnect from British values. Second, the No Outsiders programme, with the accompanying framing of intolerant (Muslim) parents. In this case, the ensuing tension between ‘homophobic Muslims’ and ‘British values’ sets in place a homogenisation of differences. Deploying a simultaneity of categories of difference perspective, we address an underlying discursive re-politicising of South Asian ethnic communities as religious communities, which is resulting in a perpetual negotiation of the meanings attached to being Muslim. This will enable an international application of the article beyond the specific focus on the city of Birmingham, identified in the international media as the Jihadi capital of Europe.  相似文献

At a time when almost every area of social policy in the UK is undergoing a period of radical ‘top‐down’ reform, several writers have identified a key role for ethnographic research, which examines the social processes through which macro changes in structure and funding are experienced and reconstructed at the micro level. This paper presents one such study. Empirical data are used to chart the complex, interconnected processes through which national reforms helped destroy the previous balance of micro‐political power in a school, ultimately leading to fundamental changes in policy and practice in a previously ‘progressive’ comprehensive. The school's fate highlights the importance of micro‐political power, but also compels us to consider the wider forces at work on the school The teachers’ micro‐political struggles make sense only when viewed against the backdrop of sweeping conservative reform at the macro level.  相似文献

The educational reforms being enacted in Singapore can be considered exceptional in that they are being undertaken within a highly effective system. We explore these reforms using Brown and Lauder's ideal-typical analysis of ‘neo-Fordist’ and ‘post-Fordist’ models of national economic development. Singapore's reforms have been extensive, ranging from changes to early childhood education through to tertiary education. We examine the nature of state-market relations in education within the context of Singapore's ‘soft authoritarian’ political culture and assess the chances of success of the reforms.  相似文献

Herbert Read's Education through Art (henceforth ETA) is a pioneering attempt to provide empirical evidence for the need for art in the public school system. Rooting for art education, Read applies the conclusions of the newly evolving psychological research to his thesis on education, which he holds to be a contemporary revival of Plato's educational theory. Psychological research proves, Read believes, that art is required for the healthy cognitive and emotional development of the child, thereby creating a stable and productive society. ‘Education through art’ nurtures each individual's potential, so that every professional direction one would later take would be ‘art'. Since its publication in 1943, art‐education enthusiasts seem to hold that Read was on the right track, but that ETA suffers from a lack of evidence – a mere technicality that can be amended when research advances. Contrariwise, I argue that Read's thesis is inherently problematic, rather than empirically inaccurate. Psychological research may never suffice for the justification of art education, if ‘art education’ is both substituted for ‘creativity’ and expected to produce testable – immediate and quantifiable – results. My interest is not only in Read's theory per se, but in this form of justification. To wit, the discussion examines ETA as a case study in the empirical justification of art education.  相似文献

This paper critically examines the ways in which inclusion and equity are constituted through education development policies in India. Programmes implemented under global and national Education for All (EFA) policies have largely involved the quantification of ‘equity’ whereby schooling processes are measured against broad targets for school outcomes – focused mainly on student attendance, retention and academic achievement. Drawing on perspectives from Actor Network Theory, the paper puts forward the view of development reforms as ‘networks of translation’ in order to trace the shifts and vicissitudes of educational ideals. Reporting on ethnographic data of two reforms in the south Indian state of Karnataka, we show how narrow understandings of equity are produced through target-driven approaches to EFA. In doing so, the paper highlights the performative effects of education development policy and its potentially counterproductive consequences in contexts of poverty and marginalisation.  相似文献

This paper examines the implementation of Singapore’s landmark policy, ‘Thinking Schools, learning Nation’ (TSLN), in developing ‘thinking students’ through the prism of student voice. In the context of twenty-first century education and the growing importance of student voice in education, this paper argues that the time might be right to ‘disrupt’ Singapore’s education status quo and incorporate meaningful student voice in education policies. Instead of perceiving students as mere subjects of educational policy enactment, and seeing policy as something that is done to them, it should be reconceptualised as something which is done with them; importantly, students should be recast as key co-agents of educational change, consistent with TSLN’s reconceptualization of learners as ‘thinking students’. Basing its arguments on findings from a qualitative case study of students’ perceptions and schooling experiences of critical thinking in TSLN, this paper considers the case for the inclusion of significant student voice in Singapore’s educational policy reforms. It fills gaps in research on student voices in Singapore’s educational reforms and TSLN’s research from students’ perspective. The paper suggests that the inclusion of student voice in educational reform might be the next landmark step in ‘disrupting’ its educational landscape after the ‘big bang’ of TSLN.  相似文献
