ABSTRACT

The article examines the application of innovative approaches in the information literacy training of library and information science students in Bulgaria. The change of the educational paradigm in the field is presented based on recent developments in one of the oldest Bulgarian institutions that prepares librarians and information specialists—the State University of Library Studies and Information Technologies. The active learning strategies suitable for information literacy skills development courses are studied by the use of three methods: “learning by doing,” “interaction in the learning group,” “learning by trial and error” within the practical training of students. The prospects for transforming information literacy instruction through the elaboration of digital educational games and a game-based learning model in the frame of the international project tiLIT are also outlined.  相似文献

The databank on ecology and environmental protection reported in this paper is a part of the Integral Data Bank, which, in turn, is a part of an internet information resource of the Branch of Geology, Geophysics, Geochemistry, and Mining Sciences, Russian Academy of Sciences. An information medium for the Earth sciences is created in the Russian Academy of Sciences within the subprogram “Electronic Earth: Scientific Information Resources and Information Communication Technologies” of the Program no. 15 “Development of Fundamentals for Creation of Distributed Scientific Information and Computation Medium Based on GRID Technology”. In the framework of this project, the Rubrication of the All-Russian Institute of Scientific and Technical Information (VINITI) of the Russian Academy of Sciences is used to describe the structure of data put into the databanks of the Electronic Earth portal system. In this paper we briefly present the essentials of the content of metadata base of the first version of the databank on ecology, environmental protection, and geology of mineral deposits.  相似文献

The paper deals with theoretical and practical challenges of the information society in the 21st century. In the first part an overview of past and current activities in the field of information ethics at UNESCO is provided (Virtual Forum, Second International Congress on Information Ethics, Observatory on the information Society). The second part presents a historical interpretation of the development of modern information society with the emerging networked world society with its characteristics of interactivity and decentralization. The diversity of moral norms and traditions within this global medium gives rise to the question concerning an Internet-morality as a challenge to ethical thinking. The third part deals with the question of our identity within the framework of a digital ontology. The concepts of “net” and “information” are analysed. A future information ethics is based on a digital ontology. Living in the information age is considered from the point of view of both an ethical imperative and the art of living.  相似文献

After a brief analysis of the founding and history of UNESCO, “The US and UNESCO: Is It Time to Rejoin?” examines the political, administrative and budgetary reasons why the United States withdrew from UNESCO in 1984, the several reforms undertaken by Director General Mayor in the last 2 years and whether the changes to date warrant US re-entry.After considering the arguments of both proponents and opponents, the paper sets forth three major criteria for rejoining: (1) budgetary and financial reform of UNESCO; (2) thorough reform of the secretariat; and (3) major programmatic changes with the intention of “returning UNESCO to the original ideals of its Charter”.While giving high marks to the personal integrity and remarkable energy of Director General Mayor, the paper questions whether he can persuade the organization to accept the radical reform he is proposing, noting the negative and even hostile response of the Executive Board and the General Conference to his Mid-term Plan.The paper concludes that it is premature for the US to make any definitive decision at this time, but predicts that the US will rejoin if the organization returns to its roots and concentrates on “practical achieveable projects”, not the “pretentious unrealistic goals” that have too often attracted UNESCO members and management.  相似文献

Digital information and the proliferation of networks for its delivery are accelerating the emergence of the “Information Society”. Its technical development and widespread use have, however, outpaced consideration for security, privacy, and the ethics of the production and the dissemination of content. The prospects offered today by both the multimedia traffic and the millions of users accessing and transmitting digital information have also prompted the creation of large multinational conglomerates and agreements to exploit the resulting market potential. All of the above aspects need now to be addressed in order to make appropriate recommendations for their handling.  相似文献

This article reports on researching “Middle East: Information Literacy awareness and indigenous Arabic World Wide Web content challenges”. The research reported upon was conducted in preparation for a training presentation which was delivered as a part of the UNESCO “Training the Trainers” (TTT) in Information Literacy workshop project that was held November 6–8, 2008 at the Bibliotheca Alexandrina in Alexandria, Egypt. Although the concept of Information Literacy is relatively new worldwide, by now it is fairly well understood, practiced and pedagogically supported in the developed world. But, it is still quite a mystery for developing countries, especially in the Middle East and North Africa regions. Therefore, the presentation the authors were invited to deliver at the workshop aimed at creating a much needed broader awareness concerning the concept of Information Literacy, including the somewhat differing definitions which are used in various world regions and cultures, and the concept’s relevance to the advancement of knowledge, research, and the general level of education in the Arabic speaking world. Special attention was paid to these problems in the context of challenges faced by higher education institutions in the Middle East and North Africa regions.

The authors discovered that the problem of the scarcity of indigenous Arabic content materials on the World Wide Web is inextricably related to the challenges of increasing the awareness of Middle East and North Africa audiences to the relevance of Information Literacy. The authors endeavor to explain in detail what this inter-relationship is, and why and how the increase of Arabic materials on the Web could then lead to an increase in the awareness of Information Literacy in those Arabic speaking regions.

The workshop presentation aimed at explaining and promoting Information Literacy skills, not only to students and researchers, but also to future Information Literacy trainers (the participants at the UNESCO workshop). The language barrier, the Digital Divide, and the lack of adequate Arabic digital content/resources relating to Information Literacy, were all reviewed with the workshop participants, illustrated by real world case examples, and discussed, in an effort to simultaneously try to work toward a consensus approach to teaching and learning the IL concept, and at the same time create a heightened Information Literacy awareness. Rather than simply amplify in detail the technical contents of the workshop presentations the authors made in this article, and with the encouragement of the Review’s editor and guest editor, the authors decided to “tell their story” in anecdotal fashion, sharing with the workshop participants tales of the many challenges they faced in just preparing materials for their presentations – and covering both the presentation format and the presentation content aspects, including explaining why they selected a specific teaching and learning approach, and how they dealt with various delivery and implementation challenges. By so doing, readers faced with similar teaching challenges might be better prepared to respond to the many challenges, both in the context of the preparations they will be required to make as well as in the context of their actual content delivery at their workshops.  相似文献

[目的/意义]国家基金资助项目是我国人文社会科学各学科资助项目的主体,对“十三五”期间图书馆.情报与文献学(含档案学)学科基金项目的分析有助于掌握近5年该学科的发展。[方法/过程]以社科基金项目为研究对象,从立项数量、立项地域分布、优秀结项数量、奖项数量、研究主题分布等方面对基金项目相关内容进行可视化分析。[结果/结论]在“十三五”期间,基金项目数量和结项质量都在稳步提高,项目所获奖项数量较“十一五”和“十二五”有所增加。图情档基金项目的研究热点主要体现了传统研究领域与信息技术的结合,包括数字图书馆、智慧服务、数字化建设、社交媒体与互联网信息技术、档案学数字人文研究、古籍文献的整理利用等研究。基金项目的研究趋势体现在大数据背景下图情档学科与数字化、智能化的紧密结合;在知识融合背景下,健康医疗、医学信息的研究体现了图情档与医学领域的交叉融合。  相似文献

为实现图书馆在数字时代的有效转型,提高图书馆主动知识服务的价值,提出依托图书馆平台建设知识生态系统的目标,利用互联网的高连接性优势,通过开发“知联网”、“人联网”、“务联网”等未来互联网应用支柱技术,完成面向服务目标的知识组织和资源整合,并利用云计算技术实现能面向广众的支持按需知识获取的“知识云服务”,使互联网的应用价值从原先的信息高速公路进一步提升为“知识高速公路”,成为建设智慧城市和国家的重要软基础设施。为此,还提出“群体知识工程方法学”,利用可支持广泛参与的公共生态平台,实现开放创新与众包共创,设计方案已实际应用于舟山海洋数字图书馆建设,有望将图书馆生态系统建成名符其实的经济发展和创新驱动引擎。  相似文献

ABSTRACT

The paper reports the proceedings of the 22nd Standing Conference of Eastern, Central, and Southern African Library Associations (SCECSAL) held in Swaziland from 25th to 29th April, 2016. The theme of the conference, “Digital transformation and the changing role of library and information centres in the sustainable development of Africa” was discussed in 54 presentations with various subthemes. Emerging technologies and their role, e-infrastructure development for sustainable development, e-governance, social media and digital preservation and indigenous knowledge among others were discussed. The paper also presents the lessons learned which include; the need to improve in digital literacy, use social media to promote library services, preserve traditional indigenous knowledge for coming generations and also cloud computing is now a necessity in modern libraries. In addition, training programmes are very important to improve our skills to meet the new technologies.  相似文献

The American Physical Society (APS) has been a leader in using markup languages for publishing. ViewPlus has led development of innovative technologies for graphical information accessibility by people with print disabilities. APS, ViewPlus, and other collaborators in the Enhanced Reading Project are working together to develop the necessary technology and infrastructure for APS to publish its journals in the DAISY (Digital Accessible Information SYstem) eXtended Markup Language (XML) format, in which all text, math, and figures would be accessible to people who are blind or have other print disabilities. The potential of electronic technologies to reduce costs, increase access, and decentralize federal information dissemination activities has sparked several legislative reorganization proposals. Congress has also called on the U.S. Government Printing Office to plan for a more electronic Federal Depository Library Program (FDLP). Realizing that developments to data were only opening salvos, the American Library Association President convened a Forum on Government Information Policy in July 1995. Representatives of several library associations developed a “Model for New Universe of Federal Information Access and Dissemination.” This article discusses the New Universe model, which includes two preliminary proposals: to reconceptualize federal information access and dissemination responsibilities and to reinvent the FDLP as a federal/ state/local library partnership program.  相似文献
