2003年以来,中国的防灾减灾体制采取了一系列改革措施,但并不彻底,在现阶段还面临再次改革的任务。改革的核心是促进防灾减灾资源和能力的有效整合,实现政府防灾减灾职责和权力的明晰一致。本文主张,应当重构政府与市场、社会的关系以建立多元化的防灾减灾组织体系,彻底解决公共部门之间的"条块关系",理顺纵向与横向的府际关系,建立防灾减灾的日常管理机构,实现灾害应急决策指挥机构与现场指挥机构的合理分工。 相似文献

防灾公园建设在城市防灾减灾体系中占有十分重要的地位。对于经济、城市化的快速发展,邳州市防灾减灾事业则明显滞后,势必会增加城市危害的潜在风险。因此,包括防灾公园建设在内的各项防灾减灾工作已成为政府当务之急。从防灾公园含义和功能人手,探讨邳州市在规划建设防灾公园中存在的问题有：（1）现有公园分布不均,人均有效避难面积较小。（2）现有公园防灾功能薄弱。（3）公众参与积极性差。（4）建设防灾公园投资大,技术要求高等。遵循防灾公园建设原则,提出针对性措施：（1）对原有公园进行改造,建设新型防灾公园。（2）以政府为主导,公众积极参与。（3）加强防灾减灾意识的宣传教育,开展应急演练活动。（4）扩展投资渠道,培养和引进人才等。 相似文献

防灾减灾对于人类生存具有重要的意义,生命意识和维护生命的能力也是幼儿成长过程中必须形成和具备的.基于幼儿园防灾减灾能力的内涵,从规划与管理、结构性建设、非结构性因素、政府政策、防灾减灾意识这五方面着手,本课题组对江苏省100所幼儿园进行了调查,分析了江苏省幼儿园防灾减灾能力建设现状的相关情况.结果表明,幼儿园在这方面存在诸多不足,需要通过完善应急预案,丰富灾害演练形式,保证建筑抗灾能力,多层次全方面统筹资金,健全相关规章制度,加强宣传教育等方式来提升幼儿园的防灾减灾能力. 相似文献
