This study examines the influence of the opportunity costs of school attendance, educational quality attributes, and household socioeconomic status on the educational demand of Mexican Americans, African Americans, and non-Hispanic whites using the 1988–1990 surveys of the National Education Longitudinal Study. Implementing a utility-maximizing framework, educational demand assumes the form of schools' average daily attendance rates and student dropout decisions between the 8th and 10th grades. The basic results suggest that a school's attendance rate is sensitive to educational quality and student characteristics. Moreover, the demand for education measured by student attrition inversely relates to unexplained school attendance, and is positively affected by household socioeconomic status. Some policy recommendations based on the results are discussed.  相似文献

To throw light on the challenge of providing education to pastoral households in the context of social and economic change, this study investigates the effects of herd migration on child schooling in Northern Kenya. Specifically, the analysis uses both household panel data and community-level focus-group data to identify the barriers to schooling, which include an insufficient number of schools, nomadism and communal conflicts. The results also reveal that herd migration has a significantly negative effect on school attendance – about a 26% probability of failure to attend among the children of livestock migrating households. The child’s age and mother’s literacy have a positive impact on child school attendance, but with girls more likely to attend than boys, probably because of higher opportunity costs. That is, attending school takes boys away from activities like herding, which have greater economic value than the nonmonetisable household duties performed by girls.  相似文献

Despite Sri Lanka's 1990 commitment to provide 10–11 years of free education to all, only 93% of children in the 5–14-year-old age group were in school by the year 2000. Moreover, the education participation rates are not equitable across the country, varying by socio-economic groups. This paper examines the determinants of school non-participation of 5–14-year olds in Sri Lanka using household, community and school-level information obtained from an island-wide survey. The study finds that demand side problems such as poverty, direct and indirect costs of schooling, and cultural factors as well as supply side shortcomings such as quality of education seem to affect schooling behavior of children. Policies facilitating compulsory education in the country at present gives prominence to awareness building, monitoring and improvements in education delivery. The results show that these efforts need to be complemented by other supply side improvements and income transfer measures, especially for the poorest, to achieve universal school attendance.  相似文献

While the literature acknowledges the importance of transport infrastructure and improved connectivity to economic growth, a less explored aspect is how these investments impact human capital. This paper seeks to address this gap by evaluating the impact of the Roll-on/Roll-off (Ro-Ro) policy -a policy that allowed for a more efficient mode of inter-island transfer within the country -on school attendance in the Philippines. Using a difference-in-differences strategy, we compare the school attendance of children in municipalities near the Ro-Ro and the non-Ro-Ro ports over the span of ten years. Our results show consistent improvements in school attendance of males and females in the primary, secondary and tertiary level of education in areas near the Ro-Ro ports. We also observe a reduction in child employment, especially in males. Additional tests reveal that the Ro-Ro policy was able to affect children's education through increased household income in areas near the Ro-Ro ports.  相似文献

The traditional approach to universal primary education (UPE) in developing countries has emphasised supply factors of schooling systems, such as the construction of schools and teacher training facilities, revisions to curricula and improvements in teaching materials. No doubt all these factors have played an important part in encouraging the growth of enrolment ratios throughout the developing world during the past two decades. But the profile of absentees from school, and the disproportionate enrolment of boys and girls in school suggest that this approach is unlikely to achieve full UPE. This paper calls for consideration of demand factors which may prevent children from attending school. Focusing on the household as the relevant unit, it examines the costs incurred when a child attends school in the developing world, and the benefits to be gained from school attendance. The paper then goes on to consider the case of Botswana, where, within the context of the goal of UPE, the government is investing vast resources in the expansion and improvement of the primary school system. Yet substantial numbers of children, boys in particular, continue to be withheld from school. After an analysis of the demand factors which prevent children from attending school in rural Botswana, the paper concludes with a discussion of the additional policies the Botswana government might find necessary to employ in order to achieve full UPE.  相似文献

Following the 2007 presidential election, the Government of Kenya abolished secondary school fees in 2008. In the context of this significant change in policy, this study examines the effect of fees on transition to secondary schooling by following 109 primary school leavers in rural Kenya after the fee abolition, starting in 2007. The study draws on survey data with multiple interviews and finds that the abolition of school fees had limited effects on children from low-income families. The study concludes that although there is a high demand for secondary education in general, whether primary school leavers from low-income families actually enrol in fee-free secondary education depends largely on other direct costs and opportunity costs and their perceived economic returns from such education.  相似文献

Educational expansion, long a goal of many LDCs, has become a difficult policy to pursue. Growing populations, shrinking national incomes and higher marginal costs of schooling as schooling reaches more rural dwellers have caused policy makers to take a hard look at factors which influence educational demand and expansion. This paper examines the case of Peru where rural areas have yet to attain the nearly universal enrollment of urban areas. The study examines 2500 rural households to explore reasons why children do not attend school, drop out of school, and begin school at later ages. The study finds that the monetary costs of schools (fees and other costs) have a substantial influence on parental decisions regarding school attendance and continuation. Sensitivity analysis reveals that mother's education has a bearing on their children's educational participation, particularly in low-income households. Sensitivity analysis also reveals that school attendance of low income and female children are most strongly affected by simulated changes in school fees.  相似文献

In Sierra Leone, the number of primary schools is almost seven times more than junior-secondary schools (JSS). Living in a poor community has been shown to reduce children’s school attendance because of lower access and poorer quality of education in these communities. However, it is unclear whether living in a poor community reduces attendance at primary school more than at JSS, given the wide disparities in school supply between the two educational tiers. Random effects logistic regression models are applied to the 2008 Sierra Leone Demographic and Health Survey for analyses. The results show that living in a poor community reduces primary school attendance but increases attendance at JSS. These results reflect post-war reconstruction in Sierra Leone where: (1) primary schools were rapidly reconstructed without inspection, leading to poor-quality schools; and (2) the redevelopment of JSS was concentrated in war-torn areas, which had minimal access to post-primary education in the pre-war era.  相似文献

This cross-sectional analysis examined the influence of school and household water, sanitation, and hygiene (WASH) conditions on recent primary school absence in light of other individual, household, and school characteristics in western Kenya. School latrine cleanliness was the only school WASH factor associated with reduced odds of absence. The marginal effect of household characteristics, such as distance to water source, child involvement in water collection, and presence of a latrine, differed by gender. Demographic features were more important predictors of absence, suggesting that interventions to improve attendance must consider existing differentials attributable to gender, socio-economic status, and other household characteristics.  相似文献

This study used quantitative and qualitative data collected in rural Cambodia after road improvements to investigate whether children living along better-conditioned roads attend basic education school more. The quantitative analysis revealed that the road conditions did not influence children's attendance, while suggesting significant influences of school travel distance as well as household’s ownership of two-wheeled vehicles and its member composition. The qualitative analysis complemented these results by confirming that improved roads motivated households to purchase those vehicles for easing children’s schooling; and household members’ appreciation of education and socioeconomic characteristics influenced their children’s education attainment.  相似文献

This paper reports a national study on the prevalence of childhood disability designed to inform initiatives promoting improved school attendance by children with disabilities in Iraq. The study was commissioned by UNICEF, coordinated by the Council for Assisting Refugee Academics, and designed by academics in the UK in consultation with Iraqi academics and professionals. The mixed methods study included a major household survey, semi-structured interviews, and focus groups across four of Iraq's 18 governorates (Erbil, Baghdad, Najaf and Basra). An initial scoping study collected background data through interviews, site-visits and document analysis, establishing the context and informing the design of the main study. In this paper, we provide an overview of the educational context in Iraq, data on school attendance and disability among children aged 6–18 years, and the perspectives and vision for education in Iraq verbalised by key stakeholders. This research provides insights into current patterns of school attendance, and considers some of the implications for inclusive education in Iraq. We conclude by discussing the potential for implementation of Iraqi policy initiatives to impact on the rights of disabled people within education and wider social provision.  相似文献

Vietnam’s social policy reforms in the transition to a market economy included the introduction of fees for primary and secondary school in the late 1980s. Using data from the Viet Nam Living Standards Surveys, this paper examines how the increasing costs of education to households have impacted on school enrolment between 1993 and 1998, giving special attention to daughters’ schooling. Data shows that, despite rising costs for education, enrolment rates have increased. A multivariate analysis indicates that, compared to sons, daughters’ school enrolment at ages 11–18 yr is much more responsive to household characteristics. Among poor families, daughters’ schooling is particularly vulnerable.  相似文献

The extent to which economic factors can explain private decisions about staying on at school beyond minimum school leaving age and about going on to higher education is considered. The pattern of continuing education by age and by class is described: most terminate their full-time education at the earliest opportunity but a higher proportion of those with middle-class parents stay on. Differences in private rates of return to the student to staying on at school and to university offer an explanation for the lower proportion dropping out of education at the end of school than at minimum school leaving age. Private rates of return do not explain the variation in the pattern of continuing education between social classes. Costs to parents of continuing their child's education are considered for model families at different income levels. These costs, relative to income level, offer a possible explanation for differences in continuing education between socio-economic groups, and may be an important barrier to equal educational opportunity.  相似文献

The positive effects of Early Childhood Programs (ECP’s) on children’s school success have been demonstrated in the literature. However, most studies were completed in the U.S.A., where ECP’s vary widely, based on differing auspice, regulation, cost, and other factors. In European countries, ECP’s are generally far more homogenous. This is particularly true for Germany where most programs are community-based Kindergartens operated under similar structural conditions.In this study, we examine the relationship between Kindergarten attendance and the 7th grade school placement of children in West Germany, differentiating associations for the children of German citizens as compared to those of immigrants. Using information from a representative population sample, the German Socio-Economic Panel (SOEP), different models were estimated. The results indicate that there is no significant relationship between Kindergarten attendance of children of German citizens and children’s later school placement. However, for children in immigrant households the reverse is true: later school placement was significantly associated with Kindergarten attendance prior to school enrollment. Additionally, the analysis showed that controlling for Kindergarten attendance changed the level of significance for other well-known “school attainment determinants,” such as father’s education and household income.  相似文献

This study examines the effects of parental SES, school quality, and community factors on children's enrollment and achievement in rural areas in Viet Nam, using logistic regression and ordered logistic regression. Multivariate analysis reveals significant differences in educational enrollment and outcomes by level of household expenditures and parental education, especially mother's education. Mother's status is more important in determining school enrollment than educational outcome. In contrast, father's education increases the probability of learning. Once school quality is taken into account, differentials between the majority Kinh and ethnic minorities are not significant. Girls still do not have equal access to education, since girls doing badly in school drop out, while their male counterparts remain in school. The presence of a school in poor village does not override the effects of family background on educational enrollment. Controlling for school quality actually increases gap in educational enrollment by household expenditures and village income. Although educational costs consume, on average, one quarter of household expenditures per capita, school fees do not determine school enrollment, because many of the poor already receive exemption from or reduction in these fees.  相似文献

This paper examines the impact of pre-school education on learning achievement at primary level in Bangladesh. Evidence from learning achievement test and household and school-related data were obtained from 7093 pupils attending 440 primary schools in Bangladesh. Findings suggest that a small proportion (15.3%) of primary school pupils attended pre-school. Pupils from educated parents and well-off families were more likely to attend. In principle, however, attendance at pre-school did not predict later learning achievement at primary level, but a range of socio-demographic, school-related and additional educational factors did have an impact. It is concluded that further research is warranted to examine the quality of pre-school provision offered in Bangladesh and the qualifications of professionals working with young children in these centres.  相似文献

The practice of informal fostering is prevalent in many developing regions of the world. Our paper investigates the effects of this practice on school attendance in Jamaica using a rotating panel data set of children constructed from the 2004, 2006, 2007, 2008, 2009, and 2010 rounds of the Jamaican Survey of Living Conditions. Using panel data allows us to deal more effectively with the problem of endogeneity by being able to control for household and child fixed effects. Our findings indicate that the effect of fostering on school attendance depends on whether the household is a beneficiary of PATH, a conditional cash transfer programme instituted by the Government of Jamaica in 2001. We find that a foster child that lives within a non-PATH household is associated with being less likely to be absent from school than a foster child who lives in a household that benefits from PATH. This is true especially for foster girls. Although the PATH programme generally appears to be linked to the improvement in school attendance of Jamaican children, the benefits of the programme may be skewed towards biological children.  相似文献

2005年末,国家提出农村义务教育经费保障新机制,以促进义务教育资源配置均衡本研究使用三个省区的校级和县级数据,基于准实验研究设计,以小学为例,构建倾向分数配对模型对新机制的影响进行实证研究。研究发现,该政策有利于编小生均公用经费、生均预算内公用经费的县域内支出差异,一定程度上促进了义务教育均衡发展,同时生均支出水平、教师平均工资在县域内还存在一定差异。  相似文献
