With the appointment of Bruce James as Public Printer of the United States in 2002 (confirmed by the Senate on November 20, 2002),1 the Government Printing Office (GPO) began to forecast and plan for its future in the age of the Internet. During the spring of 2005, the Depository Library Council (DLC), an advisory body to the Public Printer, concluded it was time for depository librarians to play a more active part in envisioning the future of government information. Toward that end, DLC wrote a discussion paper, Knowledge Will Forever Govern: A Vision Statement for Federal Depository Libraries in the 21st Century, 2 and with the GPO's support devoted the 2005 Fall Depository Library Council meeting to discussing and refining a vision for the future of the Federal Depository Library Program (FDLP).  相似文献

Abstract

The past few years have seen the Government Printing Office (GPO) move from managing predominantly paper based government publications to collecting, organizing, and disseminating government information electronically. Serious concerns have been raised about perpetual access and authentication of government information in the new digital environment. This article focuses on GPO's plans to preserve both electronic and tangible government information resources and the initiatives being taken by GPO in collaboration with the library community and other stakeholders to address these matters.  相似文献

Over the past year, a team of librarians and computer analysts at the University of California (UC), San Diego developed a new interface for accessing the Government Printing Office's WAIS databases, collectively known as GPO Access. GPO Access has been an important development in the delivery of government information. UC San Diego's new World Wide Web interface, called GPO Gate, provides a powerful, user-friendly method of searching and retrieving full-text government information from GPO access. GPO Gate is now the University of California's system-wide gateway for GPO Access. The GPO Gate team instituted two mechanisms to monitor database usage: a user-tracking system and a user survey. The user-tracking system logs the number of uses, searches, and retrievals by domain type and identifies users by the database used. Since its inception in August 1995, use of GPO Gate has increased dramatically. Much of the increase can be attributed to searches and retrievals from the Federal Register. The largest single user group is composed of commercial users. The increased use of GPO Gate has many implications for public service related to government documents, including an expansion of the number of users, the need for reference providers to better understand computer hardware and software, and confusion among users caused by rapid changes in the delivery of government information.  相似文献

Abstract

In the last decade, the Government Printing Office has dealt with two major problems of this revolution. First, GPO has had to master the various aspects of the electronic age. Second, they have had to deal with the “under-the-gun” mentality of a government totally enamored of the “apparent” efficiency and accuracy of electronic information. GPO's struggle with these problems has been neither easy nor comfortable. From top to bottom in the government documents world nearly everyone has some degree of apprehension, misgiving, or outright suspicion concerning the future of the accessibility of government information. Despite these difficulties GPO has made important strides toward implementing the apparatus of electronic information, while at the same time striving to ensure the quality and coherency of the end product available to the nation's citizens.  相似文献

ABSTRACT

The Russian State Children's Library (RGDB) is the largest children's library in the world and has been serving as a cultural and educational center for more than 45 years. Important aspects of RGDB's activities are the development of electronic resources and setting up the library site for distant users. The National Electronic Children's Library in Russia is a specialized digital collection of publications about children and for children. Changes in electronic technology and publishing and distribution patterns are affecting how government agencies are making information available. These factors, as well as the Government Printing Office's (GPO) monopoly-like status, its inability to transform its operations as described in GPO/2001: Vision for a New Millennium, its historical inefficiency, and its potential violation of the separation of powers doctrine require new institutional arrangements for the distribution of government information to the public. This author recommends that GPO be abolished and its printing authority be transferred to the General Services Administration (GSA). In addition, the author recommends that the Superintendent of Documents be transferred to the Library of Congress, an Office of Congressional Printing Management be established, and the GPO work force be reduced and then relocated to other agencies. In addition, a statutory policy should be articulated by Congress to disseminate government information to the public and the Office of Management and Budget (OMB) should be directed to implement this policy.  相似文献

Legislation has been introduced in the 104th Congress that would make sweeping changes to Title 44 of the U.S. Code, the authorizing laws for the U.S. Government Printing Office (GPO). An analysis of this legislation, which was originally provided to Congress in August 1995 during hearings before the Committee on House Oversight, shows that it would have a substantially negative impact on government printing and distribution, in terms of increasing costs and reducing public access to government information. GPO today faces three major challenges: cutting costs, expanding the dissemination of government information in electronic formats, and combatting the decentralization of federal printing and distribution activities, which increases costs and impairs public access to government information through GPO's Federal Depository Library Program. The question is whether a complete overhaul of Title 44 would be more likely to place at risk a system of cost-effective, comprehensive, and equitable public access to government information that currently serves the nation well. This article suggests that the alternative is to continue with the program of downsizing and technological innovation and to seek statutory changes that would be consistent with GPO's strategic direction and that would recognize GPO's role in the emergent information age.  相似文献

The Electronic Transition Committee (ETC) of the U.S. Depository Library Council examined GPO’s progress on its transition to a more electronic Federal Depository Library Program (FDLP). The ETC is generally pleased with GPO’s progress in the transition, but encourages GPO to expand its services and training beyond the FDLP. The ETC also recommends that GPO review and consolidate online bibliographic tools on GPO Access to be more intuitive and functional. The ETC is confident that GPO can enhance its role as key federal resource in the electronic environment.  相似文献

The federal government, “the largest single producer, consumer, collector, and disseminator of information in the United States,”1 has begun to disseminate most of that information electronically. Legislation and more economic production and dissemination of government information have produced changes in the Federal Depository Library Program (FDLP) and federal agency dissemination. This chapter examines the dissemination of electronic government information from the Government Printing Office (GPO) through the FDLP and executive branch agencies and discusses the impact that this has on users, libraries, and government information specialists.  相似文献

The objective of this project was to make an institution's patients aware of a new patient portal with contextual links to MedlinePlus. Through partnerships with information technology personnel and LSU Health Shreveport clinics, the Health Sciences Library created and distributed promotional and educational materials and instructed patients on how to use MyChart and access reliable consumer health information via MedlinePlus Connect. Although most patients were not interested in coming to the library for demonstrations, many of them expressed interest in using MyChart. The contextual information in MedlinePlus Connect worked well for most topics. The institutional team leader for MyChart expressed gratitude for librarian involvement.  相似文献

Abstract

The National Curriculum for England and Wales, implemented following the 1988 Education Reform Act, has had a profound impact on learning resource needs in schools. Whereas in many other countries the centralization of decision making over the content and delivery, of the curriculum is well established, the education system in the U.K. has, until recently, been characterized by fragmentation and a lack of central political direction. Teachers and librarians in the U.K. had previously worked within a culture which allowed considerable autonomy, with school library services provided by the local education authority as an additional resource for schools. School librarians are now being faced with the need to provide for a centrally directed curriculum, and to support specific information skills teaching in schools, increasingly without the support of a school library service, the service provided by public libraries as agents of the local education authority, to supplement libraries within schools. The use of information technology, has also become more significant.

A British Library funded project, undertaken at Loughborough University's Department of Information and Library, Studies, has investigated the ways in which English secondary, school libraries are meeting these new challenges as the U.K. education system undergoes profound cultural and organizational change. The management of change within school libraries was a major task, and it was here that strategies for planning mirrored those being undertaken in the schools as a whole. Applying the principles of school development planning to the library emerged as a major feature of effective school libraries.  相似文献

From June 1994 to the summer of 1995 the National Library of Canada carried out the Electronic Publications Pilot Project. The objective of this Project was to identify and understand issues that the National Library of Canada and other Canadian libraries would encounter in handling electronic publications and online collections. A small number of formally published Canadian on-line journals were acquired, controlled, catalogued and stored permanently at the Library. Public access was provided on the Internet through Gopher and the World Wide Web. Several areas of the Library were involved in the three teams which were set up to pursue the Project's goals. The members of the Technical Services team received equipment upgrades and underwent a considerable amount of training in order to accomplish assigned tasks. Identifying appropriate titles and obtaining copyright clearance for those selected proved to be a very time-consuming exercise. The problems and issues encountered during the acquisitions, serials check-in and cataloguing activities confirmed that dealing efficiently with electronic publications was indeed a new challenge for the staff of the National Library. At the end of the project, recommendations from the Technical Services team were submitted and they will be incorporated into the Final Report of the Project which is expected to be available to the public in the fall of 1995.  相似文献

SUMMARY

In 1999, librarians at the University of Alabama (UA) developed a program to reintroduce library instruction into the English Department's mandatory Freshman Composition Program. This article discusses the development, execution, outcome, and assessment of the program and includes tips for developing a similar program. Through negotiation and open discussion with the Director of Freshman English, the library successfully convinced the Director to allow a program of instruction back into the English 101 program. Library instruction sessions were paired with one of the essays/assignments common to all English 101 classes. A survey conducted to assess the library's efforts concluded that the instruction had a positive effect on students' understanding of library resources.  相似文献

Background:Prior to 2020, library orientation for first-year medical students at Weill Cornell Medicine took the form of an on-site treasure hunt competition. Due to the COVID-19 pandemic, the orientation for the MD class of 2024 was shifted to an all-virtual format. This shift mandated a full redesign of the library orientation.Case Presentation:The Samuel J. Wood Library sought to preserve the excitement and fun of the treasure hunt in the new virtual format. The competition was redesigned as a Zoom meeting using breakout rooms, with library faculty and staff serving as team facilitators. Tasks were rewritten, shifting the focus from the library''s physical spaces to its virtual services and online resources. The redesigned orientation was evaluated using two data sources: a postsession survey of student participants and a debriefing of the library employees who participated. Student evaluations were positive, while the faculty and staff provided numerous suggestions for improving future virtual orientations.Conclusions:A successful virtual library orientation requires careful preparation, including testing the competition tasks, full rehearsal with library facilitators, and a thoughtful approach to technology and logistics. We have chosen to share the materials we developed for other academic health sciences libraries that may wish to take a similar approach to their own virtual orientations.  相似文献

Abstract

An increase in its distance-learning student population prompted Regent University Library to consolidate the library's information literacy program into one course. The course eventually went online to meet the needs of distance learners. During course development and implementation, librarians learned what worked well and what did not. Unexpected obstacles, such as database name and interface changes, created problems that were handled and overcome. As student surveys were analyzed and librarian experience increased, the course evolved and changed.  相似文献

Abstract

American University Library participated in the LibQUAL+ survey of library service quality sponsored by the Association of Research Libraries. Upon analyzing the results, the library's Assessment Team decided to engage in follow-up assessment in order to gain a better understanding of undergraduate perceptions of and priorities for library service. The team conducted three focus groups of randomly selected undergraduate students. This article addresses the team's methodology, implementation, and results of the focus group study. It also describes how the results of LibQUAL+, the focus groups, and other assessment activities are being incorporated into the library's short- and long-range planning and marketing activities.  相似文献
