The frequency of natural disasters hitting populated areas is increasing, and due to society’s increased dependency on modern infrastructure, the impacts of disasters have also escalated. I interviewed librarians and law librarians who work or have worked in libraries that were impacted by natural disasters as well as experts in the disaster management field. From their comments and insights, shared in this article, it is clear that there are lessons that can be learned from the larger community in the area of disaster management in law libraries. The law librarian community needs to expand the scope of the national discussion to include disaster management. The key lessons obtained in these national forums, like those shared by the subject matter experts I interviewed, will enable law libraries to become a more resilient and an even more valuable asset to the communities we serve when a natural disaster strikes.  相似文献

SUMMARY

In the aftermath of the 2004 and 2005 Gulf Coast hurricanes, public libraries played many important roles in their communities, though ensuring access to vital information may have been the most critical service. This article explores the participation of public libraries in the recovery of their communities, the implications of this involvement for the place of public libraries in society, and lessons learned and recommendations for public library disaster planning. As this article demonstrates, public libraries successfully provided a range of disaster preparedness and recovery services that were not provided and could not have been provided by other government agencies.  相似文献

ABSTRACT

This article describes the emergence of disaster information (DI) specialists, with particular focus on their presence in health libraries. Although literature on the subject of disasters and libraries is dominated by accounts of librarians preserving collections and ensuring continuity of library operations following a flood, fire, or other disaster event, the work of DI specialists extends beyond these traditional roles. DI specialists conduct outreach in the community, providing information services to emergency managers and other disaster workers. This article recounts a history of disaster information service in which public librarians served communities during disaster recovery periods, and health librarians became involved in organizational disaster planning activities. DI products from the National Library of Medicine are introduced in addition to federal funding opportunities for DI outreach projects. The development of the Medical Library Association's Disaster Information Specialization Program is presented, and the article shares recommendations for library administrators to encourage DI training for librarians and support the development of outreach services to disaster workers.  相似文献

In today's current political environment raising support for millage renewals, bond campaigns or even millage continuations for public libraries is affected by national politics, and a tendency towards tax aversion on principle across the country. The lessons we can learn from the governing boards of small and rural public libraries are worth raising up to a greater national consciousness. Successful disaster response is an exercise in managing human resources under very difficult conditions. Catastrophic disasters can disrupt both the physical communication networks and the social networks critical to efficient response and recovery. While a well-designed disaster plan serves as a framework, it often requires communication and collaboration between responders to adapt it to the situation at hand. Displacement of library staff adds to the chaotic nature of post-disaster communications, increasing the need for collaborative Web spaces to adapt to changing situations. Using case studies of catastrophic disaster response at libraries, this article begins with an analysis of human resource management problems common to disaster response coordinators worldwide. It then discusses Auburn University Libraries’ uses of free Web 2.0 applications in support of library disaster preparation, response, and recovery. While Auburn University's location on the coastal plain of Alabama is vulnerable to both hurricanes and tornadoes, Auburn has so far only needed to respond to small-scale disasters. The devastation suffered by libraries in the paths of Hurricanes Katrina and Rita served to propel Auburn toward a more comprehensive preparedness stance. Disaster planning at Auburn has embraced Web 2.0 applications, such as Google Documents and Google Talk, to introduce redundant communication channels and to allow for efficient collaboration regardless of the location of library responders. By identifying key Web 2.0 applications and properties that are useful for response and recovery efforts, the research in this article may assist other libraries in improving their disaster preparedness.  相似文献

With more resource-based learning, libraries have become central in adolescent academic lives. School and public librarians play unique and overlapping roles in providing students with informational needs. School librarians, as educators, work with classroom teachers to design meaningful lessons that draw upon available resources. However, school librarians cannot work independently of public librarians, especially reference specialists. While school libraries focus on tools that support the curriculum, public libraries offer references for broad public use. Ideally, public and school libraries coalesce for collection development and service coordination. In an effort to help raise awareness about the need for disaster planning in health sciences libraries, emergency response planners at the Claude Moore Health Sciences Library at the University of Virginia considered how best to promote the idea and provide a forum for gathering and exchanging information, while maintaining control over content in order to keep the focus and the quality of the entries consistent. Virtual (real-time chat) reference is yet another tool to utilize in reaching these students. While virtual reference has been around for several years, and is offered by many libraries, the four institutions comprising this service have taken a variety of paths to reach the current stage-a collaboration among academic state university libraries of varying size. ABSTRACT

In an era of over-reliance on online media technologies in disasters, this research examines the journalistic functions played by Puerto Rican AM radio workers during Hurricane Maria. Throughout the emergency there was total loss of electricity and communications, nonetheless local radio continued operations. This study is one of a few that explore journalistic practices during a disaster in the context of a Spanish-language media system. Through a qualitative analysis of in-depth interviews with radio workers, we found that in spite of having preparedness plans, the magnitude of the disaster led to improvization and the embracing of alternative journalistic roles. One of the main barriers was the inadequate technology for this particular context. Radio workers were also victims of the disaster and faced challenges in both their journalistic and first responder roles.  相似文献

Abstract

As library service providers for distance learners, we are constantly searching for ways to assist them in their use of library resources. Virtual (real-time chat) reference is yet another tool to utilize in reaching these students. While virtual reference has been around for several years and many libraries offer such services, as a medium-sized institution, Emporia State University took some time to move into providing such a service on a formal basis. Several issues, including staffing and funding, delayed entrance into this arena. It was not until a collaborative academic reference venture among several academic libraries in the state was proposed that the ESU library was able to offer this service. Advantages and disadvantages of the collaboration will be discussed, as well as lessons learned that can be applied to any collaborative project.  相似文献

Walking into what remains of one of the state's largest public libraries and finding no indication a library was ever there is indescribable. Walls, tables, and shelving gone. No sign of a book, a magazine, a computer, or a video found. Only the terrazzo floors, battered support columns, and a stiff summer breeze blowing unrestricted where large windows once offered spectacular views of the Gulf of Mexico remain. Helping libraries cope with such a disaster is the purpose of this article. SUMMARY

This article illustrates the course of action taken by the staff of the University of Missouri Journalism library during a mold outbreak in the Fall Semester 2006. While the parent library system, the University of Missouri-Columbia Libraries had a disaster plan in place, multiple issues occurred that subsequently changed the course of action over the 3 weeks of the cleanup. Those involved took swift action to save a unique journalism collection, and the ultimate results were positive. Consequences of these decisions are discussed. PurposeThis study analyze academic library services during Covid-19 pandemic (2020 and 2021), as well as the challenges they face, emerging library roles, and the most effective communication tools.MethodA systematic review of the relevant literature was undertaken following PRISMA guidelines. The relevant literature was retrieved from four major scholarly databases (Scopus, Web of Science, Library, Information Science & Technology Abstracts (LISTA), and Library and Information Science Abstracts (LISA)). The relevant 23 studies were included fulfilling inclusion criteria. A quality assessment of the included studies was also performed.FindingsThe findings revealed that Covid-19 pandemic is certainly effecting and transforming libraries, their services and management. The library services during Covid-19 pandemic, their fundamental challenges, emerging roles, and available preferable communications tools are the categories in this study to better understand the pandemic-transformation.ImplicationsThe practical and policy implications are that libraries must establish infrastructure and improve accessibility in order to provide the best possible support to modern library users who access resources remotely in this rapidly evolving digital environment. Organizational policymakers and library directors should prepare emergency and disaster management plans. After Hurricane Katrina struck, many friends, fellow librarians at all levels, alumni, and others came to help in our rebuilding efforts at Benjamin Franklin High School. I developed an action plan that covers stages in the rebuilding process. It is extremely important that a librarian remain focused and flexible in all rebuilding efforts. The plan, procedures, process, needs assessment, and current educational, library, and technological trends are important to successfully rebuild a library. In 1997 the University of Southern California merged campus technology operations and the libraries into the USC Information Services Division (ISD). When the university dissolved ISD in 2006, the USC Libraries became a stand-alone entity for the first time in a decade. This article describes the USC Libraries’ approach to rebuilding an identity as an active partner in teaching, learning, and research at USC.
