The Nevada Constitution provides voters with the ability to propose new statutes, amendments to existing statutes, and amendments to the State constitution through the initiative petition process. Voters can also approve or disapprove of existing statutes through the referendum petition process. Both require the circulation of a petition to collect a minimum number of signatures before the Secretary of State will place the measures on the ballot for the general election. As with other topics of law, Nevada has a profound shortage of research resources on initiatives and referenda, but State law and government Web sites provide enough information to allow for significant research.  相似文献

Researching initiatives and referenda in Wyoming is fascinating, partly because Wyoming was one of the first states to consider the option of initiatives for its citizens. This makes for an interesting history. Wyoming is also unique in that it has the most stringent initiative requirements in the country, which makes for an elaborate and rigid process. The result is a limited number of successful ballot measures and a collection of honest attempts. Fortunately, researching Wyoming initiatives and referenda is not as difficult as getting them passed. An annotated bibliography is included with helpful Wyoming-specific resources.  相似文献

This research guide is intended for those wishing to explore the history and develop a basic understanding of the initiative and referenda petition process in Missouri. The I&R process attracted national attention when Missouri's controversial Constitutional Amendment 2 dealing with stem cell research appeared on the ballot in the 2006 general election. Recently, there have been efforts to overturn this petition which narrowly passed. The legislature of the Province of New York, like other pre-revolutionary colonial legislatures, enacted a large number of statutes. No one, however, has systematically examined how the post-revolutionary states dealt with their inheritance of colonial legislation.In New York State, colonial statutes remained in effect after the Revolution, but they were, to a large extent, gradually subsumed into the State's statute law by a process of enacting superseding legislation that carried forward the substance of the colonial enactments.  相似文献

SUMMARY

This paper will briefly review the canon debate in African literature, situating it within a wider context of debates on other non-Western, non-central or emerging disciplines. It will then examine ways in which reference services can respond to the challenge of canon expansion, and how librarians can impact the study of African women writers in universities and colleges. I will approach these topics from two perspectives. The first involves reference librarians in their traditional role as information mediators. Using the works of female writers as examples in instruction sessions and reference guides are ways in which traditional methods can be given a new twist. In so doing, reference librarians will be combining intercultural literacy with information literacy. A bibliography of selected works will also be given that will help general reference librarians strengthen their collections and educate themselves on the subject.

The second will be on ways in which librarians can add a layer to traditional mediating by becoming academic activists. In other words, instead of passively waiting for courses to be created and then supporting them, librarians can market to faculty ideas for possible uses of the Africana collection and thus provide impetus for new course development. Suggested initiatives include developing theme-related guides or readers' advisory based on African women's texts, and distributing them to other Area Studies faculty–an obvious way to encourage comparative, interdisciplinary research and teaching. Librarians can also hold workshops to demonstrate how works such as Aidoo's Changes or Dangaremgba's Nervous Conditions that examine the many faces of modern Africa can be discussed in social history, politics or education courses; or Alifa Rifaat's works dealing with women in Islamic communities in a religion or comparative law course. Additionally, libraries need to go beyond in-house, library-only lectures to organizing, for example, campus-wide author lecture series.

To effectively implement these initiatives, reference librarians should collaborate more closely with Africana and Area Studies bibliographers. As librarians in the 21st century, we should be more proactive in our academic communities. We can generate impetus for breaking the literary canon and broadening literary research, foster greater understanding of African culture, while still playing our time-honored roles of guide, mediator, culture-keeper, and agents of change.  相似文献

Abstract

Reference services at Oregon State University's Valley Library have undergone several reorganizations in response to institutional changes, shifting service needs and patron demands. Part of this history includes training for and functioning in team-based management. We have now evolved to a management model that utilizes workgroups and an advisory and coordinating council to assist in running the department. We find this model provides flexibility, sharing of the workload and professional development opportunities, all of which are essential in today's tumultuous reference environment. In Florida, direct democracy at the state level consists entirely of the initiative method of amending the State constitution. This constitutional provision was partly a response to the State's history of obstacles to affording equitable legislative representation to all its citizens, a struggle with roots dating back to the Reconstruction era. The State constitution, governing statutes and regulations, and the Division of Elections Web site serve as the primary sources of information and guidance for those interested in the process of amending the State constitution by citizen-sponsored initiative.  相似文献

This workforce column, guest written by Jill Mierke, evokes memories of the saying, you are not alone. The challenges of workforce and workplace leadership for any library chief executive officer are many and varied. We come to those roles usually as experienced (if not seasoned) professionals, but we do not always have the theoretical grounding and specific professional practice experience a dedicated human resources professional might bring to the organization. A Master's in library and information sciences qualification is no guarantee that you will have the requite knowledge, skills, experience, and abilities to be a good people manager or a strategic leader of the library workforce. This article paints a compelling picture of what success for library human resource management and leadership can look like, through the lens of an experienced and seasoned human resources professional. Recent workforce research is telling us there are many roles within our libraries that are now being successfully filled by “other” professionals. In our ever changing and dynamic information landscape, the human resources strategic advisory role is one of them.
