This article addresses the policy implications of participation in international large-scale assessments (ILSAs), particularly the Programme for International Student Assessment (PISA), and the ways in which such implications might influence mathematics education. Taking Norway as a special case, this discussion focuses on insights into teaching, learning and assessment practices that can be inferred from the PISA study, and how participation in ILSAs has contributed to educational policy and even changed policymakers’ perspectives on schools, teachers and students. Following publication of the PISA 2000 results, Norway experienced a ‘PISA shock’, leading to the implementation of a national quality assessment system and national tests. In addition, changes were made to the mathematics curriculum for compulsory school and to mathematics teacher education. More recently, public debate has focused less on rank and league tables, shifting instead to the high number of low-achieving students and the low number of high achievers. Moreover, there has been little uptake of policy advice provided by the Organisation for Economic Co-operation and Development (OECD), which focuses on strengthening accountability measures. Furthermore, although the Norwegian educational system in the past decade has undergone a decentralisation process, the educational system still follows the Nordic model, which focuses on equity and ‘education for all’. Analyses of the Norwegian case indicate that policymaking takes place in highly cultural contexts, and that international studies might be used merely to validate existing policy directions.

Gender differences in achievement in mathematics, a traditionally male-stereotyped subject, have long been a concern for many educators around the world. Gender differences in mathematical achievement have decreased in recent decades, especially in Western countries, and become small or insignificant in large-scale tests, such as the Programme for International Student Assessment (PISA). The situation in China has not yet been studied. The recent PISA report lists China B-S-J-G (representing Beijing–Shanghai–Jiangsu–Guangdong) as an educational system with no significant gender difference in mathematical achievement. Based on a secondary analysis of PISA 2015 mathematics data from China B-S-J-G, this study more deeply scrutinized gender differences in Chinese students’ mathematical performance, emphasizing societal factors, namely students’ socioeconomic status, school level, school type, school location, and socioeconomic status at school level. This analysis revealed important differences within the overall picture. Most importantly, significantly more boys than girls scored in the top tier of mathematics achievement. At the lower- and upper-secondary school levels, boys performed significantly better than girls, with the achievement difference increasing at the upper-secondary level. Furthermore, this study found that, on average, Chinese (B-S-J-G) girls achieved significantly lower average scores on the PISA 2015 mathematics test than boys in the same school. Overall, students’ individual characteristics and school characteristics need to be separated and both taken into account to examine the role of gender in mathematical achievement, which has not been thoroughly investigated in the past.

Researchers, policy officials, and the wider public in Japan and abroad often hold different views about the quality of Japanese education. Whereas Western researchers are attracted by the academic performance of Japanese students in international assessment studies, Japanese university professors launched a public debate in 1999 about declining achievement. Both advocates and detractors, however, assume that students perform equally well or bad, teachers do not differ in their methods, and students are treated similarly across schools. This study explored the validity of the mutually opposing views about the quality of Japanese education and addressed the issue of unequal educational opportunities, which has not been investigated based on representative, large-scale datasets. According to the Programme for International Student Assessment (PISA) studies, Japanese students performed well but a decline is visible between 2003 and 2006 for mathematics. The PISA studies also indicate that an achievement gap exists in Japan and that tracking leads to differential school experiences.

Setting international benchmarks for education systems of the Organisation for Economic Co-operation and Development (OECD) countries is one of the goals of the OECD's Programme for International Student Assessment (PISA). However, some countries are not able to participate in PISA, despite their desire to set international benchmarks for their education systems. This article presents a method of setting international benchmarks for a country's school education system, without necessarily participating in PISA, by designing a test using the test items released by PISA for public consumption. The method has been implemented in a study that involved 1,500 Grade 10 students across 60 schools in Bhutan. The students were administered a mathematics test constructed from the PISA Mathematical Literacy test items. The study showed that the performance of Bhutanese students was comparable with the performance of the students from the countries that participated in PISA 2003 and that Bhutan could learn from both high- and low-performing school education systems of those countries.

Finnish students’ success on all three content domains of each of the four cycles of the OECD’s Programme for International Student Assessment (PISA) has created much international interest. It has also prompted Finnish academics to offer systemic explanations typically linked to the structural qualities of Finnish schooling and teacher education. Less well-known has been the modest mathematics performance of Finnish grade 8 students on the two Trends in International Mathematics and Science Study (TIMSS) in which Finland has participated, which, when compared with its PISA successes, has created something of an enigma. In this paper, we attempt to shed light on this enigma through analyses of Finnish mathematics classroom practice that draw on two extant data sets—interviews with Finnish teacher educators and video-recordings of sequences of lessons taught on standard topics. Due to the international interest in Finnish PISA success, the analyses focus primarily on the resonance between classroom practice and the mathematical literacy component of the PISA assessment framework. The analyses indicate that Finnish mathematics didactics are more likely to explain the modest TIMSS achievements than PISA successes and allude to several factors thought to be unique to the Finns, which, unrelated to mathematics teaching practices, may be contributory to the repeated Finnish PISA successes. Some implications for policy-borrowing are discussed.

Mathematics achievement in different education systems around the world is assessed periodically in the Programme for International Student Assessment (PISA). PISA is deemed to yield robust international comparisons of mathematical attainment that enable individual countries and regions to monitor the performance of their education systems relative to standards being achieved internationally, with a view to informing their mathematics education policy decisions. Initially, the role of PISA in instigating mathematics education policy borrowing is outlined using England as a case study, and some existing technical critiques of PISA are then reviewed. Following this, aspects of Ludwig Wittgenstein’s later philosophy of mind are used to reason that an over-reliance on the use of PISA to inform policy decisions in mathematics education may be problematic. It is suggested that, when PISA is viewed through a later Wittgensteinian lens, a potential deficiency in the underpinning psychometric model, pertaining to the inherent indeterminism in unmeasured mathematical abilities, may weaken PISA’s utility in guiding mathematics education policy decisions. It is concluded that, whilst PISA mathematics scores may give some indication of the mathematical proficiency of a nation’s students, caution is required before mathematics education policies are borrowed from other jurisdictions on the basis of PISA performance. Implications for the other PISA domains are also outlined.

Academic performance is predicted by a multitude of demographic, contextual, cognitive, and noncognitive factors. The noncognitive factors predicting achievement in mathematics that have previously been investigated in depth are study skills, confidence, self-efficacy, and personality traits (Kyllonen, 2012). Limited applied research has explored the predictive value of attitudes and beliefs in mathematics achievement using representative data of U.S. students. The current study uses the theory of planned behavior (TPB) to explain high school students’ performance in mathematics in large-scale assessment data by using the PISA 2012. Along with key demographic factors, results indicated that students’ attitudes, subjective norms, and perceived behavioral control beliefs explained 21.1% of the variability in intentions to pursue and major in mathematics in the future, 59.4% of the variability in behavioral engagement with mathematics learning, and 30.7% of the variability in mathematics performance. The study results have implications on: (1) the applicability of an attitude-behavior framework in educational research for understanding academic performance, (2) the importance of perceived control and self-efficacy beliefs for predicting behavioral engagement in mathematics (e.g., paying attention in class, completing homework, studying for exams) and subsequent mathematics performance, and (3) the practical significance of students’ attitude towards mathematics on their intentions to pursue mathematics coursework in post-secondary education and possess math-relevant career aspirations.

Students in Shanghai ranked at the top in mathematics on the past two assessments of the Program for International Student Assessment (PISA). However, even though Asian students in general, and Chinese students in particular, ranked at the top in mathematics, we know little about Shanghai students’ subjective well-being (SWB). This paper reports two studies that investigated the SWB of elementary and middle school students in Shanghai, as well as their mathematics performance. It is found that the mean scores of elementary school students on all scales of SWB are significantly higher than those of middle school students, representing a large drop for students when moving from elementary to middle school. Furthermore, students’ mathematics performance is moderately correlated with their SWB. And for Grade 6, students’ SWB affects their mathematics performance, especially from academic self-concept, attentiveness in the classroom, and relationship with teachers.

In this paper, we develop a multi-level comparative approach to analyse Trends in International Mathematics and Science Survey (TIMSS) and Programme of International Student Achievement (PISA) mathematics results for a country, Russia, where the two tests provide contradictory information about students’ relative performance. Russian students do relatively well on the TIMSS mathematics test but relatively poorly on the PISA. We compare the performance of Russian students with different levels of family academic resources over the past decade on these tests compared to students with similar family resources in Russia’s neighbours and to Russian students studying in Latvian and Estonian Russian-medium schools. These comparisons and interviews with educators in Latvia and Estonia help us understand why students in Russia may perform lower on the PISA and to draw education policy lessons for improving international test performance generally and Russian students’ PISA mathematics performance specifically.

Based on PISA 2009 data, this article studies the relationship between students’ computer use and their achievement in reading, mathematics and science in 23 countries. After having categorised computer use into a set of different activities according to the skills they involve, we correlate students’ PISA test-scores with an index capturing the intensity of use for each of these activities and with the total number of activities they perform. Overall, we find that students’ PISA test scores in reading, mathematics and science increase with the intensity of computer use for Gaming activities while they decrease with the intensity of computer use for activities that are more related with school curricula (i.e. Communication and Collaboration activities; Technical Operations/Info Retrieval activities; Creation of Content and Knowledge Problem Solving activities). However, the number of activities (and hence the diversification of activities), irrespective of the intensity of computer use, is positively correlated with students’ proficiency in all three PISA domains in the vast majority of countries, indicating that computers breadth of use, as opposed to intensity of use in a given activity, has some positive effect on students’ PISA test scores.

Motivational constructs and students’ engagements have great impacts on students’ mathematics achievements, yet they have not been theoretically investigated using international large-scale assessment data. This study utilized the mathematics data of the Trends in International Mathematics and Science Study 2011 to conduct a comparative and empirical study on exploring: (1) the changes of motivational constructs from 4th grade to 8th grade; and (2) the effects of motivational constructs from the expectancy-value model and students’ engagements on mathematics achievements. The countries investigated include Chinese Taipei, Singapore, and the USA. The results showed that: (1) students’ motivations deteriorate over school years; (2) self-confidence in mathematics (SCM) has the strongest relationship with mathematics achievements. Furthermore, it is evident that Singapore has the most effective schools in students’ mathematics education. More findings of this comparative study are subsequently discussed.

Abstract

In this paper, we estimate the causal effect of an extra year of schooling on mathematics performance for seven Latin American countries based on PISA 2012. To that end we exploit exogenous variation in students’ birthdates around the school entry cut-off date using both sharp and fuzzy Regression Discontinuity designs. We find strong effects of an extra year of schooling in most countries, which amount to a 30% increase in PISA test scores in Brazil, 18% in Uruguay, 7% in Argentina and 6% in Costa Rica. These effects differ from the typical estimates obtained from simple regressions or multilevel models and are large enough to allow 15-year-old students to reach higher proficiency levels, suggesting significant potential gains of reducing dropout rates in the region. Finally, we stress the importance of taking into account the effects of school entry cut-off dates on PISA samples to avoid making unfair international comparisons.

This paper seeks to examine the quality and equality of basic education of Hong Kong based on the first three cycles of the Program for International Student Assessment (PISA). Results from these three assessments suggested that the Hong Kong students have an outstanding performance in mathematics, science and reading. In particular, the performance of reading improves substantially in PISA 2006. As far as equality in education is concerned, the achievement gap of students from different socio-economic backgrounds in Hong Kong is relatively small compared with other countries. However, the academic performance variation between-schools suggest that, there is still academic segregation among secondary schools in Hong Kong although it has been reduced slightly in the PISA 2006.

This paper explores the relationship among ICT infrastructure (i.e., computing devices and Internet), one-to-one computing program and student ICT activities in school. It also looks into the differences of how ICT is being used in the teaching of English, mathematics and science at the elementary school level in relation to the availability of computing devices, Internet connection and one-to-one program. A total of 360 Grade 5 students from three schools (120 students from each school) in the western part of Singapore participated in a questionnaire adapted from the Program for International Student Assessment (PISA) ICT Familiarity Component for Student Questionnaire regarding students’ ICT use. One of the participating schools has implemented a school-based one-to-one computing program for all its students for the past nine years, with the school providing the necessary computing devices for all its Grade 1 to 3 students and a student computer ownership program to encourage all its Grade 4 students to procure their own computing devices to be used till completion of elementary education at Grade 6. The regression analyses suggest that how ICT is being used plays a more significant role in predicting the frequency of ICT use for the various subject areas than ICT infrastructure and one-to-one computing program. Further analysis also reveals that one-to-one computing program and availability of computing devices have a significant interaction effect on the frequency of ICT usage for English but not for mathematics and science—the presence of computing devices seem to have an impact for the usage of ICT for English but not the other two subject areas. The findings concur with earlier studies that there are differences in frequency and how ICT is being used in the teaching of English, mathematics and science.

The present article focuses on connections between part-time special education and the good results of Finnish students in PISA studies. After a brief summary of the comprehensive school system and special education in Finland, PISA results are analysed. The analysis shows that the relative amount of special education targeted at language problems is highest in Finland among those countries from which comparative statistics are available. The writers argue that this preventive language-oriented part-time special education is an important factor behind the good PISA results.
