Abstract

This article examines national conservative political advocacy groups' growing interest in local politics, and analyzes how they form alliances and gain political power. Following efforts to restrict collective bargaining for Wisconsin public employees, Kenosha school board members' attempts to legally protect teachers' rights provoked concern from nationally financed conservative groups. This article discusses why a small-town school board election attracted such attention, and the significance of increased attention to the local by these national groups.  相似文献

Major developments in the use of the internet have enabled easy and widespread access to information and the ability to form virtual social networks. For parents of children with developmental disorders, who may at times feel isolated, having a forum to discuss their fears and concerns with other parents who are sharing similar experiences may provide a source of support and advice. Waiting lists for assessments, including for children with developmental co‐ordination disorder (DCD), remain in many areas; a professionally supported message centre could also add an additional level of service and empowerment for these parents. This could potentially reduce the need for unnecessary assessment in some cases and help to bridge the information gap between health and education. The Dyscovery Centre message board has been established for over four years and has seen increasing usage during that time. This paper aims to explore the range, frequency and types of concerns that parents of children with specific learning difficulties express when accessing the message board. The impact of this type of support is discussed. The paper then explores how this approach and other online strategies can effectively run alongside more traditional services in both health and education.  相似文献

Market-Driven Education Reform and the Racial Politics of Advocacy   总被引:4,自引:3,他引:1  
What is the landscape of the racial politics of public education in the age of Obama? To what factors can we attribute the seeming educational policy consensus from Washington, DC, to the states and from philanthropies and policy entrepreneurs in urban school districts? How should we understand opposition to the policy menu? This article examines commonsense understandings in education reform, which are supported by assertions that market-based schooling options are superior for children of color, and argues that a primary reason for the popularity of such reforms is an underexamined advocacy coalition, formed nominally around school choice, while also encompassing several other entrepreneurial educational reforms. The article describes the structure of this network, arguing that its dominance has precluded an understanding of counter advocacy against school choice and related reforms. It then describes several past and current movements that challenge commonsense understandings of the reforms’ currency, as a way of pushing back against the reforms’ expansion. The article also discusses the activities of grassroots community groups in response to market-based reforms and argues that these efforts can help to expand public deliberation on complex matters of educational policy. The article concludes with recommendations for further examination of these efforts to highlight the concerns, strategies, and solutions to educational inequality being articulated within communities of color and with their allies.  相似文献

Mexican immigrant farm-worker mothers’ class, race, citizenship status, and jurisdictional status of their town in a Northern California community rendered them invisible. However, when the school board decided to close the elementary school the mothers mobilized. Drawing on these mothers’ fototestimonios we examine how they, as cultural citizens, resisted local practices of educational inequity. They wanted to ensure an education for their children. The fototestimonios reveal how farm-worker mothers: (1) negotiated as a collective with the school board; (2) sought negotiation and schooling alternatives; and (3) expressed cultural citizenship through collective efforts to be included within the US polity.  相似文献

A substantial body of research has shown how white, middle-class parents in urban school districts use school choice as a tool to pursue educational advantages for their children. The purpose of this qualitative research was to examine the debate over neighborhood schools and school choice among a diverse group of parents in a gentrifying, yet highly diverse New York City neighborhood that I call “Prospect Point.” My central focus was studying a parent advocacy group that supports neighborhood schools. Findings show that about one third of families living in Prospect Point choose to send their children to charter or gifted and talented (G&T) schools located outside of the neighborhood. Given this outflow of parents and resources via school choice, most of the gentrifier parents in the sample who opted in to the local schools viewed their choice as a politically charged decision, and they credited the parent advocacy group as having influenced it. As a group, they rejected the consumer model of school choice, which they believed put the local schools at a disadvantage and was the norm for their racial/ethnic and socioeconomic demographic. Opt-in parents in this context recognized their privilege, and their children’s privilege, in the school-choice process and actively sought to diminish it through their choice to opt in. This research has important implications for the transformative role that parent mobilization can play in the future of diverse, high-quality public education and our democratic society.  相似文献

This paper examines how parent advocacy and teacher allyship played an important role in supporting six-year-old Violet Addley’s (a pseudonym) gender transition in elementary school. We first met the Addley family in the spring of 2015 when we interviewed them for a research study on the experiences of lesbian, gay, bisexual, transgender, and queer (LGBTQ) families in Ontario schools. The goals of the study are to interview LGBTQ families about issues that come up at school, document how families have worked with schools to create safer and more respectful classrooms for their children, and share the families’ interviews with teachers and principals so they can begin to think about the ways they can best work with LGBTQ parents and their children. Our paper also discusses what a group of teachers learned about parent advocacy and teacher allyship from their engagement with the Addley family interviews.  相似文献

Abstract:

Though his best‐selling novel of school life Eric, or, Little by Little: A Tale of Roslyn School has over the years been the subject of much attention, the wider educational thought and practice of Frederic William Farrar, teacher, novelist, scientist, classicist, theologian, and Dean of Canterbury, has for the most part been neglected by scholars. This paper discusses certain aspects of Farrar the educationist, including his distinctive evangelical attitude toward children; his fervent criticism of the prevailing Classical public school curriculum; his advocacy that much more science be taught; his strong antipathy to corporal and other punishment; his distaste for the increasing athleticism in the public schools; his view of the main purpose of education, namely the inculcation of morality, religious conviction, and intellectual rigor.  相似文献

Although parents often advocate for the best educational services for their children with disabilities, few studies examine parents’ advocacy activities; identify parent-school relationship, parent, and student correlates of advocacy; or describe the conditions of advocacy. Responding to a national, web-based survey, 1087 parents of students with disabilities completed a 163-item questionnaire. A seven-item Special Education Rights and Advocacy Scale converged on a single factor. Higher levels of advocacy were found among parents who enacted their procedural safeguards, reported less satisfactory partnerships with schools, and were less satisfied with educational services. Parents engaging in the highest levels of advocacy described negative experiences, with schools refusing services, acting disingenuously, lacking trained personnel, and communicating poorly. Conversely (and with some exceptions), parents engaging in lesser amounts of advocacy reported positive experiences, were satisfied, and felt that their IEP teams were collaborative. High levels of parental advocacy may be a reaction to poor relationships with and behaviors by the school. Implications for researchers and practitioners are discussed.  相似文献

In the past decade Ireland has witnessed substantial changes in policy and provision for children with general learning difficulties as government policies and legislation increasingly underpin the move towards more inclusive provision. Despite this series of policy initiatives parents of children who experience Down syndrome and general learning difficulties can encounter serious obstacles in gaining access to mainstream education for their children.
This research project was a study of the experiences of a small sample of parents of children who experience Down syndrome and general learning difficulties in relation to their efforts to access appropriate education and education supports for their child in the mainstream school setting. These parents had to invest extraordinary levels of time, energy, and resources in their struggle to get these children into mainstream school and to support their progress there. At local school level these parents and children had positive experiences, but life has taught them that society offers acceptance as a favour, so they cannot confidently expect acceptance by schools and teachers as a right.  相似文献

The Safe Schools/Healthy Students (SS/HS) Initiative in Pinellas County, FL, emerged as a part of a broader local effort to implement creative educational and mental health programs to support children and families. This initiative focused on capacity building, prevention, and intervention efforts and comprehensive evaluation to address the barriers to learning and enhance healthy development. This article describes Pinellas County's plan, and highlights the instrumental roles played by school psychologists, which included grant writing, program and resource coordination, clinical services, program evaluation, staff training, parent advocacy, and steering committee membership. Drawing on interviews with parents of children with significant disabilities, as well as administrators and special education consultants, between the early 1990s and 2008 in a mid‐Atlantic US state, this paper examines the work of parental advocates as they translate special education policies to negotiate concessions for parents, bring issues into public debate, or attempt to incite other parents to activism. Advocates, we suggest, act as bridging agents in generating networks, connecting parents with others, articulating their knowledge with other parents’ knowledge, and bringing additional communicative resources to encounters. The paper illuminates approaches to advocacy work and traces the tensions and shifts from adversarial/participatory constructions of advocacy work toward more professionalizing/meditational constructions as the articulations of local institutional arrangements and national disability law and politics evolve.  相似文献

The context for this paper relates to the policy and practice implications of efforts to achieve social justice for Scotland’s 12,000 children and young people in the care of local government authorities. The paper is located within a growing evidence base of the educational experience of young people in care and leaving care. The data on attainment and exclusion from school in particular are reviewed and confirm that looked‐after children in Scotland, as elsewhere in the UK, typically leave education with significantly fewer school leaving qualifications than is now the common expectation for young people in their age group and are significantly more likely to lose time in school due to exclusion. However, the review also shows the devastating impact of being in care on young children’s attainment in reading, writing and mathematics. The implications of the data reviewed are discussed in relation to the concepts of social justice, resilience and the educationally rich environment.  相似文献

The past four decades have seen increasing public and professional awareness of child sexual abuse. Congruent with public health approaches to prevention, efforts to eliminate child sexual abuse have inspired the emergence of prevention initiatives which can be provided to all children as part of their standard school curriculum. However, relatively little is known about the scope and nature of child sexual abuse prevention efforts in government school systems internationally. This paper assesses and compares the policies and curriculum initiatives in primary (elementary) schools across state and territory Departments of Education in Australia. Using publicly available electronic data, a deductive qualitative content analysis of policy and curriculum documents was undertaken to examine the characteristics of child sexual abuse prevention education in these school systems. It was found that the system-level provision occurs unevenly across state and territory jurisdictions. This results in the potential for substantial inequity in Australian children’s access to learning opportunities in child abuse prevention education as a part of their standard school curriculum. In this research, we have developed a strategy for generating a set of theoretically-sound empirical criteria that may be more extensively applied in comparative research about prevention initiatives internationally.  相似文献

While school decentralisation policy in Nepal has been taking effect for more than 8 years with the financial and technical assistance of the World Bank, confusion and controversy have been prevalent in relation to its goals, outcomes and sustainability. This article explores the issues of school decentralisation in Nepal by relating the Bank’s broader advocacy of decentralisation to the perceived reality at the national and local level. It does so by first summarising the Bank’s approach to decentralisation and then looking at the local issues against the macro-level advocacy of education decentralisation. It reveals that there are significant variances between the Bank’s vision on school decentralisation and the realities which confront its implementation at the local level. The article concludes that accommodating the interest of diverse stakeholders, change in traditional bureaucratic culture in government offices and contextualising the global policy in a local context are major issues for addressing the existing discrepancies between the macro-level advocacy and micro-level reality.  相似文献

ABSTRACT

The call by policymakers, education stakeholders, and families for children to enter school ‘ready’ has led to numerous empirical studies that seek to identify how children and their families are or are not prepared for school. In the United States, this empirical work tends to identify particular children and their families ‘at-risk’ for school success and often seeks out ways to intervene so that such risks are addressed. Absent from this work is an understanding of how families conceptualise school readiness, and how those understandings influence their conceptions of whether or not their own children are ready for school. Such work could assist educators and other school personnel in supporting families and their children as they enter their programmes. This article examines this issue by presenting findings from a qualitative metasynthesis of studies that investigated how families conceptualised school readiness. Analysing, synthesising, and interpreting their conceptions of school readiness offers the chance to consider how early childhood stakeholders can be ready for families as they enter their programmes as well as support their efforts in readying their children for school.  相似文献
