In the education sector, new public management (NPM) has crystallized in policies such as school autonomy, professionalization of school principals, standardized evaluation and teachers’ accountability, and it has been widely disseminated by international organizations, such as the OECD, which enjoy a great prestige when it comes to frame education reforms in European countries.

This article analyses the way NPM has been constructed as a global education policy, and its adoption and re-contextualization into the Spanish education context. This article shows that the reasons for adopting NPM are not so different from those prevailing in other countries where these policies have been implemented before. Counter-intuitively, although NPM is a reform programme traditionally initiated by conservative governments, in the Spanish education field, as also happened in other Central and Northern European countries, it has been adopted and regulated with social democratic governments. In all these countries, social democrats have tended to embrace NPM as an attempt to address the legitimacy crisis of the welfare state and of public services in particular.

Nonetheless, in Spain, the NPM reforms have been re-contextualized and regulated in very uneven and paradoxical ways. For a combination of political, institutional and economic reasons, the final form adopted by the NPM approach is far from the model advocated by the international community and is deeply contradictory.

Our arguments are based on intensive fieldwork that include, on the one hand, interviews with key education policy-makers and stakeholders and, on the other, document analysis of policy briefings, press releases and legal documents.  相似文献

Since the end of the 1980s, the Norwegian education system has gone through major reform, influenced largely by new managerialist ideas. Strategies to renew the public sector were promoted as the new public management (NPM). This paper investigates the way ideas connected to NPM reforms have been introduced and interpreted in the Norwegian education sector. Based on our studies of selected policy documents from the last two decades, we have identified three areas of discursive struggle. The first one is linked to ideologies and the national history of schooling, the second to contested issues of teacher professionalism and the third is associated with strategies for modernising and improving education. A main argument is that NPM reforms changed direction and sped up when Norway was listed among the ‘lower-performing’ countries according to Programme for International Student Assessment (PISA) and other international tests. Leadership and accountability became the dominant themes in Norwegian education.  相似文献

New public management (NPM) reforms have typically undermined teachers’ autonomy, values, and status in society. This article questions whether such reforms automatically have these outcomes or whether and how possibilities for local adjustment of such reforms may prevent negative outcomes. Drawing on empirical case studies from two Danish municipal schools and the concept of organisational social capital, we investigate how two reform initiatives – ‘student plan-based school–home collaboration’ and ‘teamwork’ – were locally adjusted into collaborative practices. The analysis demonstrates surprising local adjustments of the reform initiatives, while also revealing some ambiguities. The results demonstrate that some reform initiatives can lead to new collaborative leadership and management practices in schools that solve the central school leadership and management tasks of coordination and planning. This indicates that collaborative leadership and management practices may emerge from NPM reforms, and that such practices can prevent negative outcomes of such reforms.  相似文献

New public management (NPM) approaches have informed policy in the public sector in advanced countries in the last decade. Some authors suggest that the main objective of NPM at the organisational level is to change the traditional way professionals are regulated. This study examines the impact of NPM on the working conditions of Portuguese higher education academics. The empirical data are based on official statistics, and the analysis leads to the following conclusions. Changes have been slow, but already reveal a corrosion of traditional employment practices. Employment has become more precarious as professionals are increasingly employed on non-tenured contracts. This tendency is more evident in the polytechnic sector. In short, this means that the growth in skilled employment in higher education in Portugal is based on precarious employment relations.  相似文献

The purpose of this study is to analyze changing patterns of governance in Korean higher education through the window of the NPM, so as to compare policy developments in Korea to wider international trends. Building upon Braun & Merrien (1999)’s earlier analytical framework on university governance, the study focuses on the following dimensions in analyzing the Korean case: (1) the belief system of the government regarding the role of universities; (2) the university-state relationship in terms of both ‘procedural’ and ‘substantive’ autonomy; and (3) the distribution of power and authority within individual universities. The results of the analysis suggest that, although some typical elements of the NPM governance model can be found, the NPM principles have yet to be firmly incorporated into Korean higher education. The study argues that the main reasons for this retardation in the implementation of the NPM driven reforms in Korea would be: (1) the general cynical attitude of professors towards the NPM governance model which was considered as the legacy of the former military regime and (2) the lack of a necessary coherence of government policies over the past two decades (i.e., the heavy emphasis on accountability without an accompanying increase in institutional autonomy). The study recommends, as a conclusion, that a more systematic and integrated implementation strategy would be needed so as to create the necessary preconditions for the NPM principles to be able to work properly in Korean higher education.  相似文献

The further education (FE) sector in the UK, or post-compulsory education as it is often referred to, has undergone some radical changes in recent years. Historically, FE is synonymous with vocational education and training, providing communities with courses that tended to be in practical, non-academic subjects. Many FE lecturers came from industries such as construction and engineering and were vital in providing the subject knowledge needed by colleges to enable them to offer a wide provision of courses. However, FE had not undergone the regime of teacher qualifications, regulation and inspection to the extent experienced by schools. In 2001, the New Labour government began a series of reforms that would overhaul post-compulsory education with the objective of making the sector more effective, and thereby meeting the wider objective of creating a more productive workforce. One of the many reforms was to introduce a system of inspection by placing FE into Ofsted’s remit. The new reform prompted FE colleges, for the first time, to implement their own institutional policies of observing teaching and learning (OTL) in order to prepare for impending inspection by Ofsted. This article examines the implementation of the policy of OTL, with a focus on one college of FE, and scrutinises its effects on the sector.  相似文献

In this article, we analyse the effects of teaching reforms in Italy. These were introduced in 1999, and changed the entire organization of university courses, where the Bachelor–Master (BA–MA) structure was adopted. The first step is to define the production process of higher education (HE). This process consists of several inputs (professors, facilities and students) which combine to produce outputs (graduates). We define efficiency in this context. Data Envelopment Analysis (DEA) is used for the empirical analysis. This method allows us to build a frontier of efficient units, comparing universities with each other. The changes introduced by the reforms are modelled within this framework: the effects of teaching reforms are investigated as determinants of efficiency improvements. Our results, also supported by a Malmquist index analysis, suggest that efficiency of the HE sector as a whole improved in the period 1998/1999 to 2003/2004. Despite the fact that teaching reforms led to worse performance in the first year, in the following years productivity improved more rapidly than before. Our analyses will require further advancements, both for (1) analysing quality issues (improving the production process modelling) and for (2) testing our findings on longer periods. In fact, even if the results clearly evidenced an improvement in performances, better analyses on unobservable factors (e.g. quality) and on longer periods will give stability to our preliminary results.

As industry demands increase for a new type of graduate, there is more pressure than ever before for higher education (HE) to respond by cultivating and developing students who are prepared for these workplace challenges. This paper explores an innovative experiential learning programme built on the principles of work-related learning that develops students to attain graduate qualities for competitiveness in the business sector. The role and importance of assessment as a core influence for learning is recognised and embedded into the programme, as well as the prevalence of meeting the needs of its stakeholders. Issues concerning assessing work-oriented learning are explored as well as what assessment methods might be most appropriate for enhancing and evaluating learning in this context. Feedback from stakeholders on the structure of the programme and its assessment are discussed as well as the question of how to maintain work-related programmes in HE. If such programmes continue to focus assessment and design around student learning, students will not only have the opportunity to apply their knowledge in a practical context, they will also be maximising their personal learning outcomes with the added advantage of being better equipped to compete in an increasingly competitive marketplace.  相似文献

We examine the impact of recent policy on the nature of competition within English higher education (HE) for students. Revisions made to the method of allocating Higher Education Funding Council for England (HEFCE) teaching funds and the introduction of performance monitoring and targeted recruitment premiums have changed the incentives facing higher education institutions (HEI)s when designing recruitment strategies. We consider the extent to which the experience of similar market-based reforms on the English secondary schooling system is being replicated in HE. Promoting increased competition by comparison was advocated as a means of stimulating greater allocative, technical and dynamic efficiency in both schools and universities. Similarly, relaxing institutions' capacity constraints and introducing targeted financial incentives have been touted as effective mech-anisms to assist the attainment of policy objectives. However, the experience of market-based reforms of state secondary schooling indicates that dysfunctional responses occur and that the overall impact on market behaviour is more complex than anticipated. This article addresses the inherent tension in the Bologna process between the aim of convergence and the will to maintain the diversity of national higher education (HE) systems, as well as the decentralised and autonomous nature of national policy formulation on Bologna reforms. Starting from an analytical discussion of the concepts of convergence versus diversity in the Bologna documents, it assesses empirically the degree of convergence achieved so far between the HE systems of Germany, the Netherlands, France, and England. The result is that convergence in several dimensions was only modest between 1998 and 2004. The article concludes by reflecting upon this finding and discusses the implications. The policy proposals put forward are (1) to acknowledge and stress the merits of the Bologna process other than convergence, (2) to engage in a second round of reforms more clearly targeted at convergence, and (3) to address mobility and recognition issues independent from convergence of degree structures.  相似文献

This article reviews the impact of discourses on ‘New Public Management’ (NPM) on compulsory schooling in Switzerland during the last two decades and traces its implementation in the Canton of Bern. The analysis suggests that while NPM reformers initially promoted increased school autonomy, the introduction of market elements and school choice, the focus subsequently shifted to a concern with school management, supervision and accountability. NPM-guided reforms led to the introduction of headteachers and quality management procedures in a majority of cantons. Ethnographic research in the Canton of Bern shows that NPM-influenced decentralisation policy results in a growing standardisation of schools' conditions and processes. Additionally, lay school boards as traditional, democratically legitimised bodies of local supervision are coming under threat.  相似文献

During recent years the Higher Education (HE) sector in Britain has come under government pressure to reduce the scale of its operations and change the nature of its product. Much of the justification for this change has been provided by new right economists [1] who have concluded, on economic grounds, firstly that state supply of HE should be limited to investment in human capital and secondly that additional state finance is justified only to the extent of the value of the external benefits bestowed upon society.It is the purpose of this article to review the conventional economic assessment of HE and examine the policy implications of the economists' analysis. In particular it is suggested that resource redirection within HE is difficult because of the bureaucratic properties of educational institutions. The article concludes that what is required is a methodology to evaluate quality of output and a uniform method of calculating course costs within and between institutions.We are grateful to Professor C. Internationalisation of higher education (HE) affords an opportunity to engage in critical reflection on practices across the sector and to pursue a programme of widespread reform based on outcomes of practitioner dialogue and debate. This opportunity is, however, being largely shunned thanks to the prominence of a marketisation discourse that has claimed the internationalisation agenda as its own, redefining it narrowly in commercially expedient terms. Adopting a broadly Foucauldian perspective on discourse, this article offers a critique of HE internationalisation in the UK. It begins with an analysis of the global trade in HE courses on international markets, arguing that it is inappropriate to treat curricula as though they were merely commodities reducible solely to exchange value. Having questioned the marketisation discourse, the article proceeds to expose the inadequacies of a piecemeal 'infusion approach' to curriculum internationalisation. Simply flavouring curricula with 'international' or 'global' elements fails to address more fundamental issues of the educational process posed by multicultural recruitment and teaching. The critique is founded on a questioning of the cross-cultural validity of purchaser/provider models in general and the student-as-customer metaphor in particular. A 'learning as eating' conception of education finds its apogee in Ritzer's McDonaldised university, with its programmatic reduction of HE, casualisation of teaching labour and 'product' standardisation. The article ends with a polemical call for a reclamation of the internationalisation agenda on the part of practitioners who are interested in creating culturally inclusive, fair and genuinely educational forms of multicultural HE teaching and assessment.  相似文献

Rapid change in higher education (HE) has lead to a reappraisal and debate about the role and ‘mission’ of the university and the university teacher. In the diversification of the HE sector, it is possible to see a shift away from the ‘advancement of knowledge’ as the primary purpose of the HE sector as a whole. This article focuses on a particular dimension of this change referred to as the ‘vocationalisation’ of HE and evident in the growing role of work-based learning (WBL) in the academy. In particular, foundation degrees provide a context for examining the role of WBL and the university in professional development. Analysis of interviews with 19 students on, or progressing from a foundation degree for teaching assistants reveals how they construct their learning and the relationship between work-based and academic learning. The author concludes that notions of ‘equivalence’ between work-based and academic learning are flawed and fail to recognise HE's distinctive contribution to professional learning, and argues for recognition of the distinctive contributions that both WBL and ‘academic’ learning make to professional development.  相似文献

In Europe, the Bologna and Copenhagen Processes in higher education (HE) and vocational education and training (VET) are on the agenda, aiming to create a European educational area. Acknowledging important differences between countries, we compare the evolving relationship between HE and VET. We ask whether and how these two distinct organisational fields in France and Germany have changed in recent decades. Comparing institutional shifts, the article analyses whether long-standing differences in postsecondary education and training systems and the education/economy nexus in these two countries have remained stable. We argue that these countries’ skill formation systems have begun to converge, departing from their original institutionalisation paths. Thus, while the traditional typologies that contrast France and Germany have served as useful heuristic devices, they require revision to adequately represent incremental institutional change in these skill formation systems resulting from endogenous reforms and exogenous pressures due to Europeanisation.  相似文献

There are broad concerns in Italy about public sector efficiency. Within the public sector higher education (HE) has a major role, providing the economy with research outputs and graduates. Italian universities claim to have expanded teaching and research services to keep pace with the growth of the “knowledge society.” An important question is whether this expansion is benefiting the Italian HE sector. To address this issue, the cost structure of Italian university system is examined. A quadratic cost function is employed to test both the existence of efficiency linkages between teaching and research services and the presence of scale economies. These results are used to investigate the implications of a more specialized HE sector.  相似文献

Through a focus upon the simultaneous rise of leadership and the New Public Management (NPM) within the context of education in England this article offers an analytical account of these developments and their entry into the field of education. This analysis is located within contradictions and tensions arising out of the agential promises inherent in the construction of leadership and the simultaneous managerialist and directive intent of the NPM. The way in which discourses of leadership and, more latterly, distributed leadership act to draw a veil over these tensions and contradictions is demonstrated within the context of research in two schools. The article concludes by examining how discourses of leadership have enabled schools and teachers to adapt to educational modernisation in ways that have undermined teacher professionalism.  相似文献

University education has been thrust into the limelight by policymakers in Hong Kong and Singapore in recent years. Reforming university education thus has become a norm for both city-states. This article reviews and compares some recent developments in the university reforms in both city-states. It argues university education, as a public policy area, is not immune from the profound influence of such concepts as accountability, performativity, quality assurance and market relevance, which prevail in a wider policy context of public sector reforms and governance changes. Hong Kong and Singapore's university reforms are similarly extensive, ranging from the admission mechanisms through to the governance and funding systems. This article has four main sections. The first sketches a paradigm shift in the policymaking process and the changing state-university relationships in the age of globalization. The second reviews and compares some recent developments of the university reforms in both city-states. The third turns to assess the impacts of the reforms on university stakeholders.
