We present quantitative and qualitative evidence on the relative productivity of university technology transfer offices (TTOs). Our empirical results suggest that TTO activity is characterized by constant returns to scale and that environmental and institutional factors explain some of the variation in performance. Productivity may also depend on organizational practices. Unfortunately, there are no quantitative measures available on such practices, so we rely on inductive, qualitative methods to identify them. Based on 55 interviews of 98 entrepreneurs, scientists, and administrators at five research universities, we conclude that the most critical organizational factors are faculty reward systems, TTO staffing/compensation practices, and cultural barriers between universities and firms.  相似文献

This paper investigates the performance of universities in the transfer of technology using a unique university-level dataset for Spain. The results suggest that universities with established policies and procedures for the management of technology transfer perform better. Universities with large and experienced technology transfer offices (TTOs) generate higher volumes of contract research, but the TTO characteristics appear to matter less for university performance in terms of licensing and creation of spin-offs. Furthermore, universities with a science park perform better than those without, which suggests that the agglomeration of knowledge close to universities has a positive effect on universities’ technology transfer performance.  相似文献

While most economists believe that public scientific research fuels industry innovation and economic growth, systematic evidence supporting this relationship is surprisingly limited. In a recent study, Acemoglu and Linn (2004) identified market size as a significant driver of drug innovation in the pharmaceutical industry, but they did not find any evidence supporting science-driven innovation from publicly funded research. This paper uses new data on biomedical research investments by the U.S. National Institutes of Health (NIH) to examine the contribution of public research to pharmaceutical innovation. The empirical analysis finds that both market size and NIH funded basic research have economically and statistically significant effects on the entry of new drugs with the contribution of public basic research coming in the earliest stage of pharmaceutical drug discovery. The analysis also finds a positive return to public investment in basic biomedical research.  相似文献

This paper analyses market valuations of UK companies using a new data set of their R&D and IP activities (1989-2002). In contrast to previous studies, the analysis is conducted at the sectoral-level, where the sectors are based on the technological classification originating from Pavitt [Pavitt, K., 1984. Sectoral patterns of technical change. Research Policy 13, 343-373]. The first main result is that the valuation of R&D varies substantially across these sectors. Another important result is that, on average, firms that receive only UK patents tend to have no significant market premium. In direct contrast, patenting through the European Patent Office does raise market value, as does the registration of trade marks in the UK for most sectors. To explore these variations the paper links competitive conditions with the market valuation of innovation. Using profit persistence as a measure of competitive pressure, we find that the sectors that are the most competitive have the lowest market valuation of R&D. Furthermore, within the most competitive sector (‘science based’ manufacturing), firms with larger market shares (an inverse indicator of competitive pressure) also have higher R&D valuations, as well as some positive return to UK patents. We conclude that this evidence supports Schumpeter by finding higher returns to innovation in less than fully competitive markets and contradicts Arrow [Arrow, K., 1962. This paper adopts a resource-based perspective to understand why some universities are more successful than others at generating technology-based spinoff companies. In this respect, we derive eight hypotheses that link attributes of resources and capabilities, institutional, financial, commercial and human capital, to university spinoff outcomes. Using panel data from 1980 to 2001, our econometric estimators reveal evidence of history dependence for successful technology transfer to occur although faculty quality, size and orientation of science and engineering funding and commercial capability were also found to be predictors of university spinoff activity. We conclude by drawing implications for policy makers and university heads.  相似文献

International knowledge spillovers, especially through multinational companies (MNCs), have recently been a major topic of discussion among academics and practitioners. Most research in this field focuses on knowledge sharing activities of MNC subsidiaries. Relatively little is known about their capabilities for protecting valuable knowledge from spilling over to host country competitors. We extend this stream of research by investigating both formal protection strategies (e.g. patenting) as well as strategic ones (secrecy, lead time, complex design). We conceptualize the breadth of firm's knowledge protection strategies and relate it to the particular situation of MNC subsidiaries. Moreover, we argue that their approaches differ with regard to host country challenges and opportunities. We address these issues empirically, based on a harmonized survey of innovation activities of more than 1800 firms located in Portugal and Germany. We find evidence that MNCs prefer broader sets of knowledge protection strategies in a host country with fewer opportunities for knowledge sourcing (Portugal). In Germany, though, they opt for narrower sets of knowledge protection strategies if they invest in innovation activities themselves. We deduce that these results are due to a need for reciprocity in knowledge exchanges to benefit fully from promising host country knowledge flows.  相似文献

Research has shown that university technology transfer offices (TTOs) learn through experimentation and failure, and by sharing these experiences with others. There are many barriers to successfully sharing the best practice between TTOs. The Maturity Model (MM) created by Secundo et al. (Meas Bus Excell, 20:42–54, 2016) provides a means by which the performance of a TTO can be better understood to allow for effective sharing of best practices. The aim of this study is to improve and validate the MM to formalize a mechanism through which best practices can be identified and shared between TTOs. This was accomplished by testing the MM in 54 TTOs across Europe and the United Kingdom. Findings regard several improvements of the intangible indicators and the maturity levels of the MM. This research improves the rigor of the MM and formalizes its application as a mechanism for sharing best practices through the Improved MM.  相似文献

Barriers to innovation have mainly been studied in a single country context. This paper studies differences in the perception of innovation barriers between innovative and non-innovative firms for 18 EU countries. The countries are grouped by their distance to the technological frontier using Community Innovation Surveys for the years 2002–2004 and 2004–2006. The results show that knowledge barriers related to the availability of skilled labour, innovation partners and technological knowledge are more important for firms located in countries close to the frontier, while the opposite is true regarding the availability of external finance. Moreover, while the share of innovators decreases with the distance to the technological frontier, the share of firms not interested or in no need of innovation increases. This is consistent with the idea that as firms approach the technological frontier, they increasingly need to focus on the creation of own knowledge and the adoption of innovation-based growth strategies to stay competitive.  相似文献

We explore how an incumbent firm's internal knowledge and organization structure influences its strategic alliance formation. We propose that the firm's knowledge breadth and the centrality of its R&D organization structure positively influence its absorptive capacity, and consequently, its propensity to form strategic alliances. We also argue that the centrality of the R&D organization structure may be a substitute for the breadth of the knowledge base. We validate our ideas using data on 2647 strategic alliances formed over the period of 1993-2002 by 43 major biopharmaceutical firms in the U.S. and Europe. Our discussion focuses on the application of the knowledge-based view of the firm to strategic alliance research. The implications for public policy in the biopharmaceutical industry are also emphasized.  相似文献

The commercialization of university research has become an increasingly important issue, given concerns regarding licensing and the university's desire to maximize the returns to intellectual property (IP). In this paper, we assess the impact of university resources and routines/capabilities on the creation of spin-out companies. We find that both the number of spin-out companies created and the number of spin-out companies created with equity investment are significantly positively associated with expenditure on intellectual property protection, the business development capabilities of technology transfer offices and the royalty regime of the university. These results highlight the importance not just of resource stocks, but also of developing appropriate capabilities of technology transfer officers in spinning-out companies. The results suggest that universities and policy-makers need to devote attention to the training and recruitment of technology officers with the broad base of commercial skills.  相似文献

Evidence on the persistence of innovation sheds light on the nature of the innovation process and can guide appropriate policy development. This paper examines innovation persistence in Ireland and Northern Ireland using complementary quantitative and case-study approaches. Panel data derived from innovation surveys is used, and suggests very different results to previous analyses of innovation persistence primarily based on patents data. Product and process innovation are found to exhibit strong general persistence but we find no evidence that persistence is stronger among highly active innovators. Our quantitative evidence is most strongly consistent with a process of cumulative accumulation at plant level. Our case-studies highlight a number of factors which can either interrupt or stimulate this process including market volatility, plants’ organisational context and regulatory changes. Notably, however, the balance of influences on product and process innovation persistence differs, with product innovation persistence linked more strongly to strategic factors and process changes more often driven by market pressures.  相似文献

This paper analyses the impact of technological diversity on innovative activity at the firm level. The empirical study on a panel of European R&D active companies shows that both R&D intensity and patents increase with the degree of technological diversification of the firm. Possible explanations are that, on the one hand, a firm that diversifies its technology can receive more spillovers from other (related) technological fields. On the other hand, diversification can reduce the risk from technological investments and it creates incentives to spend more on R&D. The paper provides empirical evidence relevant to the diversity-specialization innovation debate.  相似文献

This paper addresses the question of national differences as regard the number of triadic patents applied for by inventors from several OECD countries. The key idea is to determine whether such differences should be attributed to differences in R&D expenditures or rather to some other reasons, mainly institutional or behavioural ones. With this aim in view, both a macro-economic analysis, based on aggregate data for triadic patent counts and R&D expenditures and a micro-economic analysis based on firms’ data from three selected sectors are performed. In both cases, the methodological focus is made on the introduction, the definition and the estimation of a national index of relative efficiency in standard count data models. The main empirical findings are that there is a strong heterogeneity in terms of performance among European countries and a strong intra-country heterogeneity among sectors. This suggests that, in the field of innovation policies, there is a need for “tailored” solutions reflecting the specificities of each innovation system. Moreover, we show that European countries over-perform the United States in some high-tech sectors where the leadership of American firms is traditionally alleged, whereas European firms fail to keep up in more traditional sectors.  相似文献

The growing importance of regions in the analysis of innovation and the pressure on European universities to interact with their environment justify this article. It argues that faculty support for the objectives of university-industry relations (UIR) does not vary across disciplines and does not respond to university encouragement in a region with low absorptive capacity. These results are in contrast with those obtained in studies of technology leading countries like the USA. Furthermore, incentives for UIR may generate unpredicted dynamics while instruments to cooperate are not significant. Finally, support for the objectives of UIR should not be confused with the degree of R&D cooperation. The former is sensitive to university age while the latter is sensitive to gender, discipline, commitment to R&D and university encouragement. Empirical evidence is obtained from a sample of faculty from the Valencian Community (Spain) and analysed through a set of models for discrete choice.  相似文献

This paper explores recent trends in the size of scientific teams and in institutional collaborations. The data derive from 2.4 million scientific papers written in 110 top U.S. research universities over the period 1981-1999. The top 110 account for a large share of published basic research conducted in the U.S. during this time.We measure team size by the number of authors on a scientific paper. Using this measure we find that team size increases by 50% over the 19-year period. We supplement team size with measures of domestic and foreign institutional collaborations, which capture the geographic dispersion of team workers. The time series evidence suggests that the trend towards more geographically dispersed scientific teams accelerates beginning with papers published at the start of the 1990s. This acceleration suggests a sharp decline in the cost of collaboration. Our hypothesis is that the decline is due to the deployment of the National Science Foundation's NSFNET and its connection to networks in Europe and Japan after 1987.Using a panel of top university departments we also find that private universities and departments whose scientists have earned prestigious awards participate in larger teams, as do departments that have larger amounts of federal funding. Placement of former graduate students is a key determinant of institutional collaborations, especially collaborations with firms and with foreign scientific institutions. Finally, the evidence suggests that scientific output and influence increase with team size and that influence rises along with institutional collaborations. Since increasing team size implies an increase in the division of labor, these results suggest that scientific productivity increases with the scientific division of labor.  相似文献

Recent highly publicized cases of scientific misconduct have raised concerns about its consequences for academic careers. Previous and anecdotal evidence suggests that these reach far beyond the fraudulent scientist and (his or) her career, affecting coauthors and institutions. Here we show that the negative effects of scientific misconduct spill over to uninvolved prior collaborators: compared to a control group, prior collaborators of misconducting scientists, who have no connection to the misconduct case, are cited 8–9% less often afterwards. We suggest that the mechanism underlying this phenomenon is stigmatization by mere association. The result suggests that scientific misconduct generates large indirect costs in the form of mistrust towards a wider range of research findings than was previously assumed. The far-reaching fallout of misconduct implies that potential whistleblowers might be disinclined to make their concerns public in order to protect their own reputation and career.  相似文献

This paper attempts to empirically investigate the mechanisms underlying growth in Hsinchu high-tech clusters. We emphasize knowledge spillovers as one of the potential factors contributing to agglomeration benefits. This paper sheds light on the impact of external and internal spillovers on firm performance in Hsinchu high-tech clusters. R&D subsidies designed to encourage innovation efforts by firms may have intended and unintended effects on the way they organize their innovation process. We present empirical evidence on how R&D subsidies affect firms’ R&D cooperation strategies. In particular, we investigate whether receiving public R&D subsidies affect the probability that a firm will set up an R&D partnership with a public research organization (PRO), or with other firms. Our main findings are: (i) public support significantly increases the chances that a firm will cooperate with a PRO, and (ii) public support also increases the likelihood that a firm will establish private partnerships, but to a smaller extent and only when firms have intangible knowledge assets. These results suggest that public R&D programmes trigger a behavioural change in firms’ R&D partnerships, alleviating barriers to cooperation.  相似文献

Using a unique database on Swedish patents owned by small firms and individuals, survival models estimate how different factors influence the decision to commercialize the patents. Such an analysis has seemingly never previously been undertaken. Since the owners know more about the patents than potential external financiers, problems related to asymmetrical information are present. To overcome these problems when inventors and small technology-based firms need financing, Sweden has for a long time relied on government support rather than private venture capital firms. The empirical results show that the larger is the share of patent-owners’ costs covered by government financial support during the R&D phase, the lower is the probability of patents being commercialized. This lower degree of commercialization is likely to depend on (1) the soft terms of the government loans, where the patent owner can avoid paying back the loan if the patent is never commercialized and/or (2) that the government is not able to select promising projects. The first explanation is related to moral hazard and the second one to adverse selection. The policy suggestion is for government to change the design of the loans, to base them on firms rather than projects.  相似文献
