我国经历了计划经济体制下低水平的普惠型福利和市场经济下的剩余参补型福利制度。低水平的普惠型福利对恢复社会生产和保障人民生活起到了至关重要的作用;剩余型福利也成为市场经济体制下加快经济发展的制度基础。如今,惠及全民的适度普惠性福利制度成为我国社会福利发展的新趋势。作为低水平的普惠性福利制度的发展的新阶段,适度普惠性福利制度经历了从对立到统一的辩证发展过程。从全社会共同养老、提供住房补贴、全民医保、社会照顾、就业补助、失业补贴等社会生活的各个方面满足人们的发展需要,成为中国特色社会福利发展的必由之路。 相似文献
