This article traces the ‘cultural turn’ in UK educational policy through an analysis of the Creative Partnerships policy (New Labour's ‘flagship programme in the cultural education field’) and a consideration of an arts project funded under this initiative in one primary school. It argues that current educational policy foregrounds the economic importance of cultural activity and its contribution to the social inclusion agenda. However, ‘creativity’ is seen as being located outside mainstream school structures, in projects rather than in the National Curriculum, and in artists rather than in teachers. The emphasis is on enjoyment and inclusion rather than cultural or social critique, or significant curriculum change. The transformative potential of involvement in the arts is marginalised in favour of a relatively weak form of social inclusion.  相似文献

School funding is a principal site of policy reform and contestation in the context of broad global shifts towards private- and market-based funding models. These shifts are transforming not only how schools are funded but also the meanings and practices of public education: that is, shifts in what is ‘public’ about schooling. In this paper, we examine the ways in which different articulations of ‘the public’ are brought to bear in contemporary debates surrounding school funding. Taking the Australian Review of Funding for Schooling (the Gonski Report) as our case, we analyse the policy report and its subsequent media coverage to consider what meanings are made concerning the ‘publicness’ of schooling. Our analysis reveals three broad themes of debate in the report and related media coverage: (1) the primacy of ‘procedural politics’ (i.e. the political imperatives and processes associated with public policy negotiations in the Australian federation); (2) changing relations between what is considered public and private; and (3) a connection of government schooling to concerns surrounding equity and a ‘public in need’. We suggest these three themes contour the debates and understandings that surround the ‘publicness’ of education generally, and school funding more specifically.  相似文献

Within the policy rationale of a ‘self-improving’ school system, there are now several thousand National College designated ‘system leaders’ working as consultants in English schools on aspects of school to school support. So far, there has been no systematic consideration of the long-term development of these consultants in ways that are consonant with values and concerns of education professionals. This article addresses this challenge by presenting an agenda for consultancy development in English schools which will also have wider relevance for the international community. Six areas of enquiry and propositions for action are identified and the principles and practicalities of implementing them in a school-led system examined. Conclusions are drawn about the importance of being proactive in setting a long-term agenda for ‘system leader’ consultancy development in schools that is historically grounded in democratic process and notions of public value.  相似文献

Through a discourse of diversity, specialism, equality and choice, selective schooling is again on the UK education agenda. A previous selection policy operated between 1944 and 1964. The argument that some children are more suited to a vocational education and others to an academic one is evident now and then. This paper focuses on the life‐histories of four ‘50‐something’ women sent to ‘bilateral’ schools in Bristol, England. With children from the same primary school or street, they found themselves on differing sides of a divide between grammar and secondary‐modern education. The paper explores the practices through which White working class children received contrasting experiences of the same school, where different gendered‐classed identities, aspirations and expectations were constructed. The co‐existence of firmly separated grammar and modern streams within one school allows an analysis of everyday practices of selective schooling, of the means by which one was constantly constructed against the other.  相似文献

‘Improving quality’ has become a key phrase in policy and academic discourses on education in low‐income countries, reflecting concerns that the success in increasing enrolment and widening access to schooling is being undermined by low‐quality teaching and learning, and subsequent low levels of skills and knowledge among school leavers. We wish to revitalise discussions problematising ‘quality’ through examining current debates on and available frameworks for understanding the concept and proposing a new framework. We model ‘quality’ as a stretched ‘fabric’ maintained in tension through a contextually appropriate balance across seven conceptual dimensions. We recognise tensions and complementarities among the dimensions and the centrality of values inherent in making judgements of quality, that quality is a matter of process rather than product, and that this complex process demands a strategic approach. Finally, we recognise two issues that remain to be addressed in a future agenda.  相似文献

This article argues that children represent one vanguard of an emergent shift in Western subjectivity, and that adult‐child dialogue, especially in the context of schooling, is a key locus for the epistemological change that implies. Following Herbert Marcuse's invocation of a ‘new sensibility’, the author argues that the evolutionary phenomenon of neoteny—the long formative period of human childhood and the pedomorphic character of humans across the life cycle—makes of the adult‐collective of school a primary site for the reconstruction of belief. After exploring child‐adult dialogue more broadly as a form of dialectical interaction between what Dewey called ‘impulse’ and ‘habit’, three key dimensions of dialogic schooling are identified, all of which are grounded in a fourth: the form of dialogical group discourse called community of philosophical inquiry (CPI), which is based on the problematisation and reconstruction of concepts through critical argumentation. As a discourse‐model, CPI grounds practice in all of the dialogic school's emergent curricular spaces, whether science, mathematics, literature, art, or philosophy. Second, it opens a functional space for shared decision‐making and collaborative governance, making of school an exemplary model of direct democracy. Finally, CPI as a site for critical interrogation of concepts encountered in the curriculum (e.g. ‘alive’, ‘justice’, ‘system’, ‘biosphere’) and as a site for democratic governance leads naturally to expression in activist projects that model an emergent ‘new reality principle’ through concrete solutions to practical problems on local and global levels.  相似文献

This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, ‘self‐managed’ schools were promoted ostensibly to allow parents more say in their children’s education and local school administration. The Tomorrow’s Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of ‘parental choice’ of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of ‘steerage’ from the centre. To explain this shift, we examine selected policy text pre‐cursors to the reforms and identify how contrasting forms of ‘principal’ and ‘teacher’ identity emerged within social democratic, neo‐liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.  相似文献

Current Australian commitments to competency‐based teacher reforms have wide acceptance. The key to this has been the affirmative stance adopted by the peak education unions and by ‘progressive’ educationalists, the nominal guarantors of recent professional advances in teaching. Since Australian approaches to ‘competencies’ are part of a more general agenda of industrialization of education, what is clearly indicated are radical changes in the way that nominally independent/critical language of education is currently being interpreted and applied: this is now being used to support an overall restructuring in which substantive (professional) forms of teacher authority are being uncompromisingly targeted. The transformations identified in this paper as having special strategic significance involve the themes of ‘school as community’ and ‘critical practice’. These have been detached from their traditional (robustly anti‐industrial) reference points and redeployed to authorize a more active (because supposedly conflict‐free) regulatory role by newly empowered managers and to advance the claim that ‘the practical’, on its own, can now be revalorized to allow real scope for creative and contextualized interventions by teachers. A strictly managerialist/technicist perspective upon schooling is thus represented as occupying the highest moral and cognitive ground. Correspondingly ruled out is the case for any real measure of educational pluralism or leamercentredness, no matter the sociocultural complexities, thereby licensing the extension to the school site itself of direct (educationally unmediated) political controls over education. As its counterpoint to the new agenda, this paper stresses the need for a robust decision‐making role by educators at all levels of policy formation, and for learner‐centred interventions which are much more than technical, whatever the processes of revalorization supposedly at work.  相似文献

National education policy in England under New Labour Governments has encompassed both a ‘standards agenda’ and an ‘inclusion agenda’, with schools required to respond to both simultaneously. Some previous studies have seen these agendas as contradictory and have seen schools' efforts to develop inclusive practices as being undermined by these contradictions. This paper questions this account with reference to a primary school participating in a collaborative action research project which aimed to develop inclusive practices in schools. It shows how the school, far from finding these agendas contradictory, drew on both in making sense of its situation. It argues that the development of inclusive practices may draw on national policy as a productive resource, and suggests that inclusion scholars and advocates may need to refocus their work if they are to offer such schools alternatives to the formulations of national policy.  相似文献

This paper explores ‘home–school’ transport in contemporary schooling contexts in England. Home–school transport is a complex issue lying between government departments, policy frameworks, research and professional disciplines. It is complicated further by commercial and private interests alongside social and public ones. Informed by an interdisciplinary literature, the authors argue that there is an urgent need to develop understanding of the position of home–school transport policy and practices in contemporary schooling contexts, particularly in relation to school choice making and enactment. This paper calls for research to inform the development of home–school transport policy and practices that are socially just and sustainable.  相似文献

In response to a governmental initiative associated with expanding the technological infrastructure of its economy, the Canadian province of Alberta undertook extensive revision of its secondary school science programme, starting in 1986. This paper is about the junior high school programme (Grades 7‐9, ages about 12‐15). The subject matter configuration was changed from a ‘layer‐cake’ design to a ‘coordinated’ design. The objectives were broadened to include three mandated curriculum emphases, distributed evenly across the 18 units of the three‐year programme. The paper examines these and other features of the development and implementation of this reasonably successful curriculum policy.  相似文献

The English schooling context has seen radical and rapid reform in recent times with the processes of devolution or deconcentration of centralised school governance, on the one hand, and the instating of ever-increasing and rigid external accountabilities, on the other. These reforms driven as they are by neo-liberal and neoconservative ideologies have created a new kind of ‘system’ of schooling in England, one that is ‘heterarchical’ in governance, increasingly complex in its overlap, multiplicity and asymmetric power dynamics, but one that remains strongly tied to and regulated by the reductive and narrow measures of ‘success’ imposed by the state. Against this complex and changing backdrop, what constitutes quality and equitable schooling has been transformed. This special issue explores these concerns and, in particular, focuses on how the current demands of the English schooling context construct student achievement and identity, teachers' work, conceptualisations of knowledge and pedagogy, and school organisation and collaboration. The issue has a strong equity focus. Many of the papers to this end focus on how teachers and schools are navigating through the demands of current policy reform to mobilise spaces of possibility for equity and good schooling. In this paper, we provide a context and framework to set the scene for the subsequent papers in the issue.  相似文献

ABSTRACT

The ‘Environment and School Initiatives’ (ENSI) project is an OECD curriculum development project based on a ‘process model’. Eleven OECD countries, excluding the UK, participated in Phase 1 (1986‐8). The author carried out a comparative analysis of case‐studies of this phase, then sought to gain government support for the participation of UK schools in the second phase of ENSI. This article tells the story of his efforts and the responses they met with. The narrative describes and analyses the complex roles and positions taken by government departments, charitable foundations and multinational companies. The negative outcome for the future of the project in England and Wales indicated that the British government were more interested in the construction of politically symbolic acts which publicly signify concern for the environment than with the promotion of effective and educationally worthwhile pedagogies for environmental education.  相似文献

This paper explores the experiences of 12 young people, all teenagers, who have chosen to attend alternative schools known as flexible learning options within the Australian context. Using a phenomenological approach, the study seeks to understand their experiences outside the normalised public discourse that they had ‘disengaged’ from mainstream school. A phenomenological approach is employed because of its potential to draw attention to predetermined assumptions about, in this study’s case, student disengagement, a concept commonly framed within a pathologised and deficit perspective. The study gives evidence for the utility of a phenomenological approach in providing insight into how macrosystem policy, such as a nationalistic neoliberal agenda, influences ‘schooling’ and subsequently students’ experiences with schools. The implications of this study with attention to the nexus between methodology and policy are discussed, especially in drawing attention to how phenomenology as a qualitative methodology provides a means of agency for the disenfranchised to challenge existing policy and public assumptions.  相似文献

This article examines how students from the ‘loser’ sections of the middle class dealt with the game of secondary schooling in a ‘good’ state school in the city of Buenos Aires (Argentina). It engages with Bourdieu’s theory of social practice and, in particular, with its concepts of game, habitus and cultural capital. It argues that middle‐class students embody a school habitus, which I call zafar. Zafar (a Spanish slang word) refers to students’ dispositions, practices and strategies towards social and educational demands of teachers and their school. Zafar propels middle‐class students to be just ‘good enough’ students, and promote an instrumental approach to schooling and learning. Although this paper offers an account within which the reproduction of relative educational advantage of a group of middle‐class students takes place, it also poses questions about their future educational and occupational opportunities.  相似文献

This paper is offered as a contribution to a debate about the public accountability of church‐affiliated schools grant‐aided by the state. The paper provides an account of two parallel secondary school systems in Northern Ireland, popularly described as ‘Catholic’ and ‘Protestant’, in effectiveness terms. The outcome measure is academic performance in public examinations taken by pupils at the end of the period of statutory schooling. The paper extends earlier work of the author by focusing on Catholic schools in the light of access to a second and more up‐to‐date data set and to recent Scottish findings. Having indicated ‘raw’ performance differences between the two sectors, a value‐added approach to performance measurement is presented. Doubt is cast on aspects of the received wisdom concerning the superior academic performance of Protestant‐educated pupils.  相似文献

For Kant, education was understood as the ‘means’ to become human—and that is to say, rational. For Rousseau by contrast, and the many child‐centred educators that followed him, the adult world, far from representing reason, is essentially corrupt and given over to the superficialities of worldly vanity. On this view, the child, as a product of nature, is essentially good and will learn all she needs to know from experience. Both positions have their own problems, but beyond this ‘internal debate’, the change in the content of education (i.e. child‐rearing and schooling) is now furthermore due to a radical pluralism that has swept the world. Moreover, there may be differences in value between individual parents and between values held within the family and those held in society at large. Among other reasons this has put more generally children's (and parents’) ‘rights’ on the agenda, which differs from thinking of education in terms of a ‘practice’. The paper develops this latter concept and the criticisms to which it has been subject and argues that there is no necessary incompatibility between initiation into an existing practice and transforming that practice in some way, if it is emphasized how practices are learned and enacted. It then turns to the tendency in education and child‐rearing, as in other spheres of human interaction, for more laws and codes of conduct and to call upon experts for all kind of matters. It argues that performativity rules on the level of the practitioner, of the experts, and even on the level of educational research. It argues that many governments have adopted in matters of schooling the language of output and school effectiveness and that something similar is now bound to happen in the sphere of child‐rearing (with talk of parenting skills and courses). This is made credible due to a particular model of educational research, i.e. an empiricist quasi‐causal model of explaining human behaviour. The paper then discusses the problems with this stance and argues that we should part company from the entrepreneurial manipulative educator to open up a sphere of responsiveness for the child and that for these reasons, the concept of the ‘practice of child‐rearing’ should be revisited. Insisting on the complexities that have to be taken into account and thus surpassing a discourse of effectiveness and output as well as of codes of conduct and rulings of courts of law, may help us to focus on what is really at stake: to lead a meaningful life, to be initiated into what is ‘real for us’ and what we value. It concludes that thus restoring a place for child‐rearing as a practice will do justice to the responsiveness to which each child is entitled.  相似文献

This article focuses on the increased power of venture philanthropy to shape education in urban communities of color in the USA. The author situates venture philanthropy’s expanded influence in urban school districts in the nexus of urban disinvestment, neoliberal governance, wealth concentration, and economic crisis. The author argues that billionaire philanthropists are using the fiscal crisis of the state to shape education policy and governance, operating as part of the ‘shadow state’. Capitalizing on austerity politics and their philanthropies’ embeddedness in the state and advocacy organizations, venture capitalists deploy their enormous wealth and political influence to restructure urban school districts that predominantly serve low-income African American, Latino, and other students of color. The goal of their neoliberal agenda is to restructure education to serve economic competitiveness and to open up the public education sector to capital accumulation. The fusion of the state and capital, through the interrelation of venture philanthropy and government at all scales, to impose policies of disenfranchisement, public school closings, privatization, and appropriation of Black urban space, constitutes a new colonialism. The article illustrates this dynamic through case studies of Detroit, Philadelphia, and Chicago.  相似文献

This paper explores Programme for International Student Assessment (PISA) for Schools, a local variant of the Organisation for Economic Cooperation and Development (OECD’s) influential PISA that not only assesses an individual school’s performance in reading, mathematics and science against international schooling systems, but also promotes 17 identical examples of ‘best practice’ from ‘world class’ schooling systems (e.g. Shanghai-China, Singapore). Informed by 33 semi-structured interviews with actors across the PISA for Schools policy cycle, and supplemented by the analysis of relevant documents, the paper provides an account of how these concrete examples of best practice are represented in the report received by participating schools. Drawing upon thinking around processes of commensuration and the notion of ‘governing by examples’, the paper argues that PISA for Schools discursively positions participating schools as somehow being commensurable with successful schooling systems, eliding any sense that certain cultural and historical factors – or ‘out of school’ factors – are inexorably linked to student performance. Beyond encouraging the problematic school-level borrowing of policies and practices from contextually distinct schooling systems, I argue that this positions the OECD as both the global expert on education policy and now, with PISA for Schools, the local expert on ‘what works’.  相似文献
