This forum presents Thailand's National Information Technology (IT) Plan and comments on the plan by three international experts: Seymour Goodman, Heinrich Reinermann, and G. Russell Pipe. The plan, which was prepared for Thailand's National IT Committee by the National Electronics and Computer Technology Center, is striking for its explicit consideration of social as well as economic goals in its specific objectives and implementation proposals. Agenda item 1 of the plan is to ''Invest in an Equitable Information Infrastructure: To Enhance Human Ability and Enhance Life Quality.'' Implementation of the plan is proceeding well, although somewhat more slowly than anticipated, and support for the original goals and objectives remains strong.  相似文献

It is evident that organizations are demanding more efficient information management technologies in order to offer high quality services for both internal and external clients. Firms pursue the implementation of processes aligned to their strategic and operational objectives and, to achieve these goals, they usually introduce various frameworks and approaches to information technology service management, such as Information Technology Infrastructure Library (ITIL) or Control Objectives for Information and Related Technologies (COBIT). However, once incorporated, it is essential to have mechanisms that guarantee performance efficiency. One of such mechanism is the Service Management Office (SMO). The case analysis presented here describes the lessons learned from its implementation in COTEMAR. The results provide useful insights for firms interested in integrating SMO within IT service management practices.  相似文献

The significance of IT in the context of non-digital social enterprises (SEs) and its influence on the viability of such SEs have been less studied themes in information systems research. In the era of ubiquitous IT, SEs have increasing pressures to cope with the ever-dynamic technological domain while balancing their dual objectives. Data from a single revelatory case of Jaipur Rugs (JR), an SE situated in a developing country context (India), is used to fathom the peculiarities of the SE context with a focus on the sociomaterial phenomena of IT emergence. Using the three fundamental notions of sociomateriality theory (relationality, performativity, and practice) this interpretive study understands the mechanisms underlying the SE’s attempt to balance its financial and social sustainability objectives. Through the innovative use of IT, the SE establishes and maintains shared value, yielding stability and efficiency to the business (financial viability) while simultaneously ensuring scalability and effectiveness of their social impact. This study strengthens the perspective of IT as an emergent phenomenon situated in sociomaterial practices and fills a gap in organizational literature by examining such phenomenon in the rich context of SEs where achieving the balance between dual goals is increasingly dependent on non-human (IT) agents.  相似文献

Organizations considering green IT initiatives seek to reconcile two significant goals: environmental sustainability (“doing good”) and business profitability (“doing well”). These two purposes, however, are not necessarily aligned and can engender a dilemma in which investing to achieve environmental sustainability may threaten business profitability to some extent. Thus, this research builds on the theoretical perspective of corporate ecological responsiveness and proposes three types of strategic drivers for green IT initiatives (economic, authority, and moral drivers). How various types of organizations may be motivated by these green IT initiative drivers will affect whether organizations can reconcile the objectives of environmental sustainability and business profitability. We further deduce findings from multiple case studies of eight organizations in China and Singapore. The findings illustrate that the characteristics of any given organization influence why various driving factors affect their green IT initiative decisions. Additionally, “doing good” and “doing well” are reconciled when organizations consider the short-term investment and long-term benefit, design appropriate strategy, and receive severe external pressure. 高性能计算技术作为国家战略需求,正日益受到各国的高度重视。美国基于对计算科学发展趋势及新一轮信息技术(IT)革命到来的认识,于2015年颁布了著名的"国家战略计算计划"(NSCI),指明了在未来一段内时间围绕高性能计算技术与产业发展的战略目标、任务、方向及发展路径,同时构建了组织架构、明确了各方面的责任分工,可谓是一份完整的国家战略计划。我国通过《国家中长期科学和技术发展规划纲要(2006—2020年)》、"九五"至"十三五"国家科技发展及科技创新规划、国家高技术研究发展计划("863"计划)、国家重点基础研究发展计划("973"计划)、国家自然科学基金重大研究计划、《国家创新驱动发展战略纲要》、国家"科技创新2030—重大项目"等一系列重大战略规划与政策,有力地支持了高性能计算技术与产业的发展,在国际上取得了骄人的业绩。但相较于美国NSCI计划的前瞻性、科学性及系统性,我们在决策定位、政策配套、政策与现实对接等方面还需要做大量深入、系统、现实的工作。否则,我们将难以走出"追赶—落后—再追赶"的怪圈。  相似文献

规划的高质量编制是其高质量实施的重要基础前提。事前评估不仅可作为提高科技规划编制质量的有效工具,也是贯彻落实中央提出的“抓战略、抓规划、抓政策、抓服务”要求的一项重要举措。当前,在我国科技规划的制定环节引入事前评估机制,有利于进一步提高规划的编制质量和后续实施效率与效果,形成覆盖规划“事前—事中—事后”全生命周期的监测评估体系。本文在借鉴国外规划文本质量评估有关研究成果的基础上,结合“十四五”国家科技创新专项规划事前评估试点经验,围绕外部有效性、内部有效性、过程合规性和预期风险等4个维度提出了科技规划事前评估的通用指标体系,并开发了相应的适用评估工具方法。上述指标体系的构建和工具方法的开发,对于开展其他领域发展规划的事前评估,也具有积极的参考意义。  相似文献

印度政府 1 998年 8月出台了《2 0 0 8年信息技术发展计划》 ,制定了今后十年印度信息技术的全面发展规划 ,提出了到 2 0 0 8年成为“世界信息技术产业超级大国”的目标。本文介绍了该计划制定过程和出台背景 ,运用决策科学的理论分析了计划的实施要点以及资源配置等问题 ,对计划目标的可实现性进行了探讨。文章最后认为 :尽管该计划不一定能全面实现预定目标 ,但必将在很大程度上推动印度信息技术的发展 ,体现了印度政府振兴信息技术的雄心壮志 ,对我国信息技术政策的制定有一定的借鉴和鞭策作用。  相似文献

This article provides a systematic review of existing research related to the implementation of IT Service Management (ITSM) and the Information Technology Infrastructure Library (ITIL). The review's main goals are to support research; to facilitate other researchers’ search for relevant studies; and to propose areas for future studies within this area. In addition, we provide IT managers with useful information on ITSM and ITIL, based on research-based knowledge of their implementation. The review results suggest that motives, critical success factors, implementation status, and benefits are the most frequently studied areas, and that each of these areas would benefit from further exposure.  相似文献

In an ever more globalised world IT (Information Technology) managers increasingly have to support value creation within inter-organisational collaboration settings. Such organisational forms with their inherent complexity require specific approaches for their IT management within. Especially important for unleashing the chances of networked arrangements is the right form of IT Governance. Choosing the right arrangement for IT Governance is heavily dependent on understanding the concepts on which such business constellations are built. In this paper we provide therefore first a systematically derived, graph-based perspective on the key terms of inter-organisational collaboration. Based on this understanding of concepts and structured representations of inter-organisational dependencies we present interorganisational governance practices for IT. Specifically, we assign accountabilities to top executive roles from both IT and business. By keeping a holistic perspective, the insights gained in this study are highly relevant for strategic information management in terms of Business-IT Alignment as well as monitoring and controlling of inter-organisational information infrastructures in a rapidly changing business environment.  相似文献

2016年5月,习近平总书记发出了"为建设世界科技强国而奋斗"的号召,并在"科技三会"上明确了"我国要建设世界科技强国,关键是要建设一支规模宏大、结构合理、素质优良的创新人才队伍"。近年来,我国相继出台各项政策以构建科技人才队伍。在引进全球科技人才方面,公安部在上海、北京、广东等地,依托对人才、企业、产业具有高度聚集效应和政策先行优势的中国(上海)自由贸易试验区、中关村国家自主创新示范区等园区推出了一系列政策,在聚集科技人才方面发挥了重要的作用。文章对科技人才、科技人才政策及其对世界科技强国的作用做了简单阐述,分析了我国国际科技人才出入境政策突破现状、国内外最新发展形势,提出了放宽外国留学生在华实习就业限制、吸引优秀留学人员回国创新创业、实施华裔卡制度吸引海外科技专业人士贡献力量、推动科技人才职业资格国际认证、进一步推动创新资源向国际开放、强化知识产权保护和服务等政策建议,以期助推我国世界科技强国建设。  相似文献

国家自然科学基金是国家创新体系的重要组成部分,用以资助自然科学基础研究及部分应用研究。北京化工大学创办于1958年,原名北京化工学院,是新中国为“培养尖端科学技术所需求的高级化工人才”而创建的一所高水平大学。作为教育部直属的全国重点大学,国家“211工程”和“‘985’优势学科创新平台”重点建设院校,国家“一流学科”建设高校,北京化工大学肩负着高层次创新人才培养和基础性、前瞻性科学研究以及原创性高新技术开发的使命。北京化工大学经过60年的建设已经发展成为理科基础坚实,工科实力雄厚,管理学、经济学、法学、文学、教育学、哲学、医学等学科富有特色的多科性重点大学。在国家科技体制机制改革和“双一流”建设的形势下,国家自然科学基金已成为北京化工大学基础研究的重要支撑和科研经费的主要渠道之一,在鼓励原始创新、培养人才、产出成果和推动学科交叉建设等方面发挥了重要作用。北京化工大学的基础研究工作在国家自然科学基金资助下取得了较快的发展。值此北京化工大学建校60周年华诞之际,本文以我校2003年-2017年申请与获批国家自然科学基金数据库为基础,回顾了北京化工大学近十五来年国家自然科学基金项目的申请和资助情况,重点分析了北京化工大学国家自然科学基金项目资助数量、经费、类别、学部分布,以及负责人的学科、年龄、学历和职称分布,同时梳理了北京化工大学十五年以来国家自然科学基金项目管理工作情况,从国家自然科学基金项目的申报、执行过程、结题验收、项目经费、结余资金和档案归档管理等几个方面加以分析,总结了国家自然科学基金组织管理的工作成效、经验和不足。以期探索完善我校国家自然科学基金项目管理水平提升的有效途径,为今后学校制定科学发展战略和科技政策提供参考依据, 并对今后更加有效地促进学校基础研究的持续发展提出建议。  相似文献

7月6日,全国科技创新大会在京召开,就贯彻落实党中央国务院《关于深化科技体制改革、加快国家创新体系建设的意见》做出全面部署,明确了科技体制改革的目标、重点和任务,并提出开展重大成果产出导向的科技评价试点。中科院根据"创新2020"的战略目标和任务,提出改革科技评价,建立重大成果产出导向的评价体系。本文阐述了以重大成果产出为导向改革科技评价的重要意义、重大成果产出的科学内涵,介绍了中科院重大成果产出导向的研究所评价体系。反映中科院作为科技国家队,在科技体制改革中发挥先行探索作用。  相似文献

The purpose of this paper is to understand the key issues faced by supply chain (SC), current strategies and trends of this field, understand IT technical issues and implication for business performance and how IT can foster IM and help sort out the SC problems. Studies from different and recognised authors are reviewed, compiled and analysed in two aspects. First, a detailed picture of SC trends, issues and strategies is depicted. After, main concerns about IT, such as its goals, importance, pitfalls, and features are presented. Moreover, current applications of IT in SC and critical problems and competitive advantages in the IT implementation in the supply chain management's competitive priorities are detailed. SC's new configuration and reality have increased the level of uncertainties and risks present in supply chain activities. Some strategies to mitigate these problems have undermined the SC efficiency. Therefore, a new strategy that uses IT to make SC more robust and resilient should be developed. As a holistic problem, a modelling approach (SDDES) should be used as a tool to support this study.  相似文献

本文在生产理论的基础上,将国家特征作为生产效率的影响因素引入传统的随机生产边界模型,建立了基于柯布-道格拉斯生产函数的二个方程随机生产边界模型,实证检验了我国1997-2010年IT资本对经济增长及生产效率的影响。研究发现:IT资本对我国经济增长和生产效率具有显著的促进作用,从国家层面证明了"生产率悖论"并不是全球化的现象;IT资本弱化了物质资本对于经济增长的贡献,强化了人力资本对于经济增长的贡献;国家特征促进了生产效率的提高,但是并没有促进IT价值;我国经济在发展过程中呈现规模报酬递减。基于实证研究结果,提出了实现我国IT投资价值的相关政策建议。  相似文献
