Studies of how scientists select research problems suggest the process involves weighing a number of factors, including funding availability, likelihood of success versus failure, and perceived publishability of likely results, among others. In some fields, a strong personal interest in conducting science to bring about particular social and environmental outcomes plays an important role. Conservation biologists are frequently motivated by a desire that their research will contribute to improved conservation outcomes, which introduces a pair of challenging questions for managers of science and scholars of policies governing science: 1) How do scientists integrate that goal into their processes of research priority evaluation, and 2) How can managers and funders of science utilize that knowledge in designing and administering funding programs? I use Q method to uncover four distinct schools of thought amongst researchers and knowledge-users about the merits of possible research priorities for coral reefs; one of the axes along which these schools of thought differ is in their interpretation of how science can and should interact with policy. The results reveal that perceived severity of reef stressors plays a role for some participants. Disciplinary training does not appear to be a major influence on research priority evaluation, but individual participants indicated professional expediency does prevent some researchers from pursuing or advocating that others pursue topics outside of that disciplinary specialty. Influences on and processes in research prioritization uncovered in this study have the potential to lead to counter-productive disciplinary path dependencies. From these results and building on outside literature, I conclude that better coordination and communication about research priorities across disciplines and with broader stakeholders – including knowledge users – could improve the research enterprise’s ability to contribute to meaningful societal and conservation goals. These findings are relevant to researchers and research administrators across disciplines that seek to conduct or fund science that is useful in addressing specific goals.  相似文献

Two of Bourdieu’s fundamental contributions to science studies—the reflexive analysis of the social and human sciences and the concept of an intellectual field—are used to frame a reflexive study of the history and social studies of science and technology as an intellectual field in the United States. The universe of large, Ph.D.-granting graduate programs is studied in two parts. In the first analysis, relations between institutional position and disciplinary type are explored by department. A positive correlation exists between historians of science and institutional position (as higher prestige or capital). In the second analysis, attention to intellectual tastes for research topics is explored at an individual level with respect to departmental position and the individual’s discipline and gender. Scholars in nonelite history of science departments have low field interest in democracy, social movements, or public participation; environment or sustainability; and gender, race, or sexuality; whereas those in history of technology programs and nonelite STS programs have a higher field interest in those areas, and historians of technology have a higher interest in class or labor issues. Among social scientists, there is a higher interest among scholars in nonelite programs in environment or sustainability and in democracy, social movements, or public participation.  相似文献

This article analyzes the concept of “grand challenges” as part of a shift in how scientists and policymakers frame and communicate their respective agendas. The history of the grand challenges discourse helps to understand how identity work in science and science policy has been transformed in recent decades. Furthermore, the question is raised whether this discourse is only an indicator, or also a factor in this transformation. Building on conceptual history and historical semantics, the two parts of the article reconstruct two discursive shifts. First, the observation that in scientific communication references to “problems” are increasingly substituted by references to “challenges” indicates a broader cultural trend of how attitudes towards what is problematic have shifted in the last decades. Second, as the grand challenges discourse is rooted in the sphere of sports and competition, it introduces a specific new set of societal values and practices into the spheres of science and technology. The article concludes that this process can be characterized as the sportification of science, which contributes to self-mobilization and, ultimately, to self-optimization of the participating scientists, engineers, and policymakers.  相似文献

Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes.  相似文献

This article aims to open up the biographical black box of three experts working in the boundary zone between science, policy and public debate. A biographical-narrative approach is used to analyse the roles played by the virologists Albert Osterhaus, Roel Coutinho and Jaap Goudsmit in policy and public debate. These figures were among the few leading virologists visibly active in the Netherlands during the revival of infectious diseases in the 1980s. Osterhaus and Coutinho in particular are still the key figures today, as demonstrated during the outbreak of novel influenza A (H1N1). This article studies the various political and communicative challenges and dilemmas encountered by these three virologists, and discusses the way in which, strategically or not, they handled those challenges and dilemmas during the various stages of the field’s recent history. Important in this respect is their pursuit of a public role that is both effective and credible. We will conclude with a reflection on the H1N1 pandemic, and the historical and biographical ties between emerging governance arrangements and the experts involved in the development of such arrangements.  相似文献

In recent years, British science policy has seen a significant shift ‘from deficit to dialogue’ in conceptualizing the relationship between science and the public. Academics in the interdisciplinary field of Science and Technology Studies (STS) have been influential as advocates of the new public engagement agenda. However, this participatory agenda has deeper roots in the political ideology of the Third Way. A framing of participation as a politics suited to post-Fordist conditions was put forward in the magazine Marxism Today in the late 1980s, developed in the Demos thinktank in the 1990s, and influenced policy of the New Labour government. The encouragement of public participation and deliberation in relation to science and technology has been part of a broader implementation of participatory mechanisms under New Labour. This participatory program has been explicitly oriented toward producing forms of social consciousness and activity seen as essential to a viable knowledge economy and consumer society. STS arguments for public engagement in science have gained influence insofar as they have intersected with the Third Way politics of post-Fordism.  相似文献

Women make up about ten per cent of the scientists and engineers in Japan. The aim of this essay is to make clear why, even in the year 2001, there are so few women in these disciplines. New sciences born or developed in the 20th century (information, materials, life science) are based on forms of complementarity that differ from the past. The paper discusses cognitive, or disciplinary, institutional, and technical complementarity. It argues that new sciences apply a reductionist explanatory strategy to complex multi-layered systems. In doing so the reductionist promise is falsified, generating the need for multi-level kinds of explanation (e.g. in post-genomic molecular biology), new forms of complementarity between scientific and non-scientific organizations, and new forms of experimental and informational facilities. The paper develops the argument in theoretical terms, comparing it with the STS literature, and offers preliminary evidence based on the experience of Networks of Excellence.  相似文献

The political engagement of scientists is not necessarily left-wing, and even when it is, it can take widely varying forms. This is illustrated by the specific character of Dutch scientific activism in the 1930s and 40s, which took shape in a society where ‘pillarized’ social divisions were more important than horizontal class structure. This paper examines how, within this context, the Delft physicist Jan Burgers developed a version of scientific politics, built on a philosophy of value-laden science.

Interdisciplinary research is frequently viewed as an important component of the research landscape through its innovative ability to integrate knowledge from different areas. However, support for interdisciplinary research is often strategic rhetoric, with policy-makers and universities frequently adopting practices that favour disciplinary performance. We argue that disciplinary and interdisciplinary research are complementary, and we develop a simple framework that demonstrates this for a semi-permanent interdisciplinary research field. We argue that the presence of communicating infrastructures fosters communication and integration between disciplines and the interdisciplinary research field to generate innovative knowledge. We apply this to the experience of economic history in Australia in the second half of the twentieth century to demonstrate the life cycle of a semi-permanent interdisciplinary research field.  相似文献

Since the mid-twentieth century, the ‘Scientific Revolution’ has arguably occupied centre stage in most Westerners’, and many non-Westerners’, conceptions of science history. Yet among history of science specialists that position has been profoundly contested. Most radically, historians Andrew Cunningham and Perry Williams in 1993 proposed to demolish the prevailing ‘big picture’ which posited that the Scientific Revolution marked the origin of modern science. They proposed a new big picture in which science is seen as a distinctly modern, western phenomenon rather than a human universal, that it was invented in the Age of Revolutions 1760–1848, and that science be de-centred within the new big picture: treated as just one of many forms of human knowledge-seeking activity. Their paper is one of the most highly cited in the history of science field, and has the potential to transform the way that science educators, science communicators, science policy-makers and scientists view science. Yet the paper and historians’ scholarly response to it are not well-known outside the history discipline. Here I attempt to bridge that disciplinary gap with a review of scholarly papers published 1994–2014 that cited Cunningham and Williams or otherwise discussed the Scientific Revolution, to gauge the extent of support for the old and new big pictures. I find that the old big picture is disintegrating and lacks active defenders, while many scholars support aspects of the new big picture. I discuss the significance of this for scholars in ‘applied’ fields of science studies such as education, communication and policy.  相似文献

The paper examines Pierre Bourdieu’s extensive writings on the production of scientific knowledge. The study shows that Bourdieu offered not one but two - significantly different - approaches to scientific knowledge production, one formulated in his theoretical, or programmatic, writings on the subject, the other developed in his empirical writings. Addressing the question as to the relevance of Bourdieu’s work for science studies, the analysis argues that the former of these two approaches is at once very visible in Bourdieu’s work but characterized by limitations from the standpoint of scholarship in STS, whereas the latter approach is less conspicuous but of broader empirical value.  相似文献

In this paper we critically review recent developments in policies, practices and philosophies pertaining to the mediation between science and the public within the EU and the UK, focusing in particular on the current paradigm of Public Understanding of Science and Technology (PEST) which seeks to depart from the science information-transmission associated with previous paradigms, and enact a deliberative democracy model. We first outline the features of the current crisis in democracy and discuss deliberative democracy as a response to this crisis. We then map out and critically review the broad outlines of recent policy developments in public-science mediation in the EU and UK contexts, focusing on the shift towards the deliberative-democratic model. We conclude with some critical thoughts on the complex interrelationships between democracy, equality, science and informal pedagogies in public-science mediations. We argue that science and democracy operate within distinct value-spheres that are not necessarily consonant with each other. We also problematize the now common dismissal of information-transmission of science as inimical to democratic engagement, and argue for a reassessment of the role and importance of informal science learning for the “lay” public, provided within the framework of a deliberative democracy that is not reducible to consensus building or the mere expression of opinions rooted in social and cultural givens. This, we argue, can be delivered by a model of PEST that is creative and experimental, with both educational and democratic functions.  相似文献

Funding agencies in Canada are attempting to break down the organizational boundaries between disciplines to promote interdisciplinary research and foster the integration of the social sciences into the health research field. This paper explores the extent to which biomedical and clinician scientists’ perceptions of social science research operate as a cultural boundary to the inclusion of social scientists into this field. Results indicated that cultural boundaries may impede social scientists’ entry into the health research field through three modalities: (1) biomedical and clinician scientists’ unfavourable and ambivalent posture towards social science research; (2) their opposition to a resource increase for the social sciences; and (3) clinician scientists procedural assessment criteria for social science. The paper also discusses the merits and limitations of Tom Gieryn’s concept of boundary-work for studying social dynamics within the field of science.

Science indicators are increasingly used in policy-making. However, failure to relate interpretations of specific measures to the historical development of science can lead to errors in assessing past investments and in prioritizing future investments. This article outlines some of these sources of error, and argues for the more systematic use of historical evidence in the formulation of science policy. Irwin Feller, an economist, is a Senior Visiting Scientist at the American Association for the Advancement of Science. His research includes studies of the economics of academic R&D, the assessment of interdisciplinary research, and the relationship between performance measurement and science and technology policies. George Gamota, a physicist, is President of STMA, LLC. He has written extensively on technology assessment and forecasting, emerging technologies, and science policy. Recently, he led a review of New Zealand’s New Economy Research Fund (NERF), and is a foreign reviewer of the Japanese Science & Technology (JST) Corporation’s research programmes.  相似文献

Modern science is moving away from Michael Polanyi’s vision of ‘the Republic of Science’ and gradually becoming subordinate to political and economic social institutions. This process is accompanied by changes in the normative structure of science. Poland provides an interesting case for empirical study of the scientific ethos mostly because in a relatively short time it experienced a significant reform of the science system, especially in terms of evaluating and financing scientific work. In this paper we examine whether different sets of values and norms are embedded into the normative structure of science in contemporary Poland. The results of a representative survey conducted among 801 researchers were examined with the use of confirmatory factor analysis and fuzzy clustering. The statistical analysis revealed a great complexity in the normative structure of science that goes beyond the expectations formulated on the basis of the theories reviewed. We identified three distinctive groups of researchers, guided by different sets of values and norms in their professional conduct (academic science, post-academic science and the industrial science) and a cluster of researchers with an unidentified system of principles. We argue that the complexity of the normative structure of science should be taken into account in the decision-making regarding any future reforms of the science system.

Translator’s note*: I am pleased to offer this translation of a lecture by Helmut Krauch, both because he is an old friend, whom I have known for more than forty years, and because it fills a gap in the history of science policy research. As this lecture makes clear, the Studiengruppe, led by Krauch, was the first in Europe to measure the share of nuclear and military research in total R&D expenditure and to make systematic technology assessments to guide government policy. Moreover, its Project ORAKEL opened the way to wider public debate on major policy issues in science and technology. Krauch’s book on Computer Democracy remains an outstanding contribution to the reform of Western democracy. I commend this essay warmly to all concerned with the history of science and technology policy. This is an edited translation of a lecture delivered at the Institute for Technology Assessment and Systems Analysis at the Research Centre for Technical Change and the Environment in Karlsruhe, 10 April 2000. When the journal Minerva was founded in 1962, science and higher educational issues were high on the agenda, lending impetus to the interdisciplinary field of “Science Studies” qua “Science Policy Studies.” As government expenditures for promoting various branches of science increased dramatically on both sides of the East-West Cold War divide, some common issues regarding research management also emerged and with it an interest in closer academic interaction in the areas of history and policy of science. Through a close reading of many early issues of Minerva but also of its later competitor journal Science Studies (now called Social Studies of Science) the paper traces the initial optimism of an academically based Science Studies dialogue across the Cold War divide and the creation in 1971 of the International Commission for Science Policy Studies as a bridging forum, one that Minerva strangely chose to ignore. In this light, attention is drawn to aspects of the often forgotten history of Science Studies in the former Soviet Union and the Eastern European block. Reviewed also are several early discussions that are still relevant today: e.g., regarding differing concepts of Big Science, science and democracy, autonomy in higher education and what conditions are necessary to sustain academic freedom and scientific integrity (some of Edward Shils’ primary concerns). Finally, it is noted how the question of quantitative methods to measure scientific productivity lay at the heart of a “Science of Science” movement of the 1960s has re-emerged in a new form integral to the notion of a “Science of Science Policy.”  相似文献

This paper offers personal reflections on the fashioning of the history of science in Europe. It presents the history of science as a discipline emerging in the twentieth century from an intellectual and political context of great complexity, and concludes with a plea for tolerance and pluralism in historiographical methods and approaches.Robert Fox held the chair of the history of science at Oxford University between 1988 and 2006. He has been active in a number of international organizations, including the International Union of the History and Philosophy of Science, of which he is a past president, and the European Society for the History of Science, whose founding president he became in 2004.  相似文献
