Major changes in the governance of higher education and the public sciences have taken place over the past 40 or so years in many OECD countries. These have affected the nature of authority relationships governing research priorities and the evaluation of results. In particular, the increasing exogeneity, formalisation and substantive nature of governance mechanisms, as well as the strength and extent of their enforcement, have altered the relative authority of different groups and organisations over research priorities and evaluations, as well as creating some new ones. These shifts in authority have occurred to different degrees in differently organised public science systems. As a result, the diversity and longevity of many research projects, the intensity of competition for disciplinary reputations and the coordination of research goals and outcomes across universities and national boundaries have changed to different degrees in different countries.  相似文献

Neoliberal precepts of the governance of academic science-deregulation; reification of markets; emphasis on competitive allocation processes have been conflated with those of performance management—if you cannot measure it, you cannot manage it—into a single analytical and consequent single programmatic worldview. As applied to the United States’ system of research universities, this conflation leads to two major divergences from relationships hypothesized in the governance of science literature. (1) The governance and financial structures supporting academic science in the United States’ system of higher education are sufficiently different from those found in many other OECD countries where these policies have been adopted to produce political pressures for an increase rather than a decrease in governmental control over university affairs. (2) The major impact upon academic science of performance measurement systems has come not externally from new government requirements but internally from the independent adoption of these techniques by universities, initially in the name of rational management and increasingly as devices to foster reputational enhancement. The overall thrust of the two trends in the U.S. has been less a shift as experienced elsewhere from bureaucratic to market modes of governance than the displacement of professional-collegial control by internal bureaucratic control.  相似文献

Official science and technology statistics arefifty years old. Among industrial countries,the forerunners were the United States, Canadaand Great Britain. This paper traces thedevelopment and the construction of S&Tstatistics in these three countries, and theirsubsequent standardization, mainly by theOECD, in the 1960s. It shows how military andscience policy needs drove the construction ofstatistics, until economic considerations cameto dominate their development. This article draws upon a sample of 34 data analytics providers in order to explore the rhetorical framing of the speediness of the data analytic solutions that they offer. General perceptions of cultural speed-up frame understandings of organisational life, against this backdrop of data analytics are presented as a potential solution to the need to speed-up and keep-up with the competition. As a result, it is argued that notions of speedy analytics are central to the spread and intensification of data-led decision-making, governance and ordering processes. The promises of real-time knowing are one means by which organisational speed and agility are seen to be achievable. The result is the pushing back of the limits of datafication. This article is concerned with the power of the data analytics industry and the powerful ways in which this industry presents and projects properties and promises onto data and data analytics. It suggests that this industry taps into, cultivates and then attempts to deploy the wider rationality of a need for speed.  相似文献

This paper establishes a structural typology of the organisational configurations of public research organisations which vary in their relative internal sharing of authority between researchers and managers; we distinguish between autonomous, heteronomous and managed research organisations. We assume that there are at least two sources of legitimate authority within research organisations, one derived from formal hierarchy (organisational leadership) and another derived from the research community (professional); the balance of authority between researchers and managers is essentially structural but is empirically mediated by the funding portfolio of organisations and the corresponding endowment of resources at the disposal of leaders or researchers. Changes in the level, sources and strings of organisational and individual research funding are expected to affect the balance of internal authority in different ways depending on the organisational configuration, and to open the door to the influence of external actors in the development of research agendas.  相似文献

The objective of this paper is to balance two major conceptual tendencies in science policy studies, continuity and discontinuity theory. While the latter argue for fundamental and distinct changes in science policy in the late 20th century, continuity theorists show how changes do occur but not as abrupt and fundamental as discontinuity theorists suggests. As a point of departure, we will elaborate a typology of scientific governance developed by Hagendijk and Irwin (2006) and apply it to new empirical material. This makes possible a contextualization of the governance of science related to the codification of the “third assignment” of the Swedish higher education law of 1977. The law defined the relation between university science and Swedish citizens as a dissemination project, and did so despite that several earlier initiatives actually went well beyond such a narrow conceptualisation. Our material reveals continuous interactive and rival arrangements linking the state, public authorities, the universities and private industrial enterprises. We show how different but coexisting modes of governance of science existed in Sweden during the 20th century, in clear contrast with the picture promoted by discontinuity theorists. A close study of the historical development suggests that there were several periods of layered governance when interactions and dynamics associated with continuity as well as discontinuity theories were prevalent. In addition, we conclude that the typology of governance applied in the present paper is fruitful for carrying out historical analyses of the kind embarked upon in spite of certain methodological shortcomings.  相似文献

Art museum output changes away from collection maintenance to display events and to the sale of add-on goods. What is the driving force? A series of theoretical explanations are tested: technological changes which favor new input combinations and thus arrive at a changed output; changes in the relative price structure; income flows and their relation to the productivity of the different museum output segments. In the last decades of the twentieth century universities in Europe and other OECD countries have undergone a profound transformation. They have evolved from mainly élite institutions for teaching and research to large (public and private) organisations responsible for mass higher education and the production and distribution of new knowledge. This paper explores the ways in which postdoctoral life scientists engage in supervision work in academic institutions in Austria. Reward systems and career conditions in academic institutions in most European and other OECD countries have changed significantly during the last two decades. While an increasing focus is put on evaluating research performances, little reward is attached to excellent performances in mentoring and advising students. Postdoctoral scientists mostly inhabit fragile institutional positions and experience harsh competition, as the number of available senior positions is small compared to that of young scientists striving for an academic career. To prevail in this competition, publications and mobility are key. Educational work is rarely rewarded. Nevertheless, postdocs play a key role in educating PhD students, as overburdened senior scientists often pass on practical supervision duties to their postdoctoral fellows. This paper shows how under these conditions, postdocs reframe the students they supervise as potential resources for co-authored publications. What might look like a mutually beneficial solution at a first glance, in practice implies the subordination of the values of education to the logic of production, which marginalizes spaces primarily devoted to education. The author argues that conflicts like this are indicative of broader changes in the cultural norms of science and academic citizenship, rendering community-oriented tasks such as education work less attractive to academic scientists. Since education and supervision work are central cornerstones of any functioning higher education and research system, this could have negative repercussions for the long-term development of academic institutions.  相似文献

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. Are universities able to operate as strategic actors? An organisational sociology based approach supported by a comparative field research project identifies three types of social, cultural and cognitive processes that play a decisive role in building and implementing local capabilities required to mobilise a strategic capacity. The paper identifies how much these processes are present in the four ideal-types of universities defined by crossing their reputation and their metrics-based performance. Such a meso deterministic perspective suggests that universities may position themselves as proactive actors or principals, and not just as agents of national reforms and political demands. Nevertheless, their ability to do it varies according to their type. The paper also explores the implications of such findings for institutional leadership and steering policymakers.  相似文献

National governments in several countries have promoted and carried out different forms of mergers, consolidations and alliances within their higher education systems in order to increase efficiency, effectiveness and governmental control to ensure that the universities more directly serve the national and regional economic and social objectives. This article sets out to explore structural reforms between and within universities from a micro-level perspective by investigating how academics make sense of and respond to the structural reforms, and how these reforms shape academic cultures, work practices and identities. Drawing upon in-depth interviews with 31 Finnish academics working under structural rearrangements, five core meanings of structural reforms are discerned: structural development as part of a flood of changes, expanding bureaucracy, profiling, searching for partners and branding. The paper concludes that structural reforms along with other managerial transformations foster experiences of competition and polarization at the departmental and individual level of academia, involving redefining what it means to be a successful academic.  相似文献

Universities have long been involved in knowledge transfer activities. Yet the last 30 years have seen major changes in the governance of university–industry interactions. Knowledge transfer has become a strategic issue: as a source of funding for university research and (rightly or wrongly) as a policy tool for economic development. Universities vary enormously in the extent to which they promote and succeed in commercializing academic research. The identification of clear-cut models of governance for university–industry interactions and knowledge transfer processes is not straightforward. The purpose of this article is to critically discuss university knowledge transfer models and review the recent developments in the literature on research collaborations, intellectual property rights and spin-offs, those forms of knowledge transfer that are more formalized and have been institutionalized in recent years. The article also addresses the role played by university knowledge transfer organizations in promoting commercialization of research results.

Focusing on the ‘talent pathways’ outlined in the 2008 Department of Culture, Media and Sport Creative Britain report, this article explores how different forms of creative agency are positioned to make a ‘contribution’ to the creative economy. Drawing on Paul du Gay's concept of personhood, case studies on digital gaming explore the formation of two forms of personhood – creative consumers and creative workers. Specifically, these forms of creative agency are analysed in terms of their connections on the ‘talent pathway’, and the transitions that see creativity and talent as inherent in all individuals and in need of channelling and directing. The creative-consumer case study unpacks the digital games industry strategy of enrolling fan-creators within their commercial operations. This case study reveals the increasing importance of co-production for the creative economy, and the extent to which diverse cultural practices are facilitated and positioned. Higher education Games Design courses will then provide the case study for examining how the creative-consumer can be positioned to make a productive contribution to the creative economy as a worker. Within this context, the formation of fans/students into a creative worker or industry-ready worker is evident. Through tracing different forms of creative agency and how they are connected to make a contribution to the creative economy, this article explores the governance of creative agency and economic subjects.  相似文献

The Triple Helix is a global model originating in developed economies but less developed countries have also made attempts to implement it into their national contexts. Meanwhile, the national context can be characterised by means-ends decoupling at the state level which implies that policies and practices of the state are disconnected from its core goal of creating public welfare. It refers to the oligarchic economies in which the state is captured by exploitative, rent-seeking oligarchies in business and politics. Ukraine is an example of such a country. Thus, the research question is: how did means-ends decoupling at the state level affect the implementation of the Triple Helix model in Ukraine? To answer this question, we employed both rational choice institutionalism and sociological institutionalism. The data emanate from interviews with the senior managers of four universities and science parks established within them. The findings reveal that means-ends decoupling at the state level, caused by the rent-seeking behaviour of business and political oligarchies, led to the implementation of the Triple Helix model in Ukraine also reflecting a case of means-ends decoupling. The greater the institutional complexity experienced by the science park and the more the senior managers of the university and the science park maintain a logic of confidence in practices that deviate from the Triple Helix model, the greater rent-seeking and means-ends decoupling at the organisational level. Both rent-seeking and means-ends decoupling were found to not only hinder economic growth but also result in a diversion of human intellectual capital.

Our research concentrates on the countries, which had emerged after the collapse of the Soviet bloc, and the possible distinctive influence of the social and institutional environment of these countries on the process and outcomes of city center regeneration. The theoretical section includes the definition of the main concepts used in our research. First of all the countries undergoing the post-Soviet transformation were defined and then the concept of “urban regeneration” was explained. Here we also distinguished the main features of societies and institutional environment of the post-Soviet countries including the collision of different sets of values and lack of conscious value orientations and value systems, lack of individual initiative and personal responsibility, low level of participation in public domain, tendency towards non-transparent decision making, culture of complaint, climate of mistrust, increasing uncertainty and pessimism. In the section of results we had elaborated and discussed the hypothesis that these features affect the image and treatment of the historic built environment and especially of historic urban centers. Further we distinguish three dimensions – features of urban space, governance structures, and social milieu – and, based on literature and Lithuanian experience, distinguish what features of these dimensions and how make it easier or inhibit the urban regeneration. In the concluding sections we outline the basic findings and further research proposals and present the summary matrix of strengths, weaknesses, opportunities, and threats of urban regeneration in the context of post-Soviet transformation. The matrix could be useful both for the future research and for the decision making in practice of city center regeneration. From the preset outcomes of our research, we conclude that social and institutional context is crucial in the city center regeneration and in heritage preservation in general and the ideas and principles widespread in Western Europe and the United States cannot be directly and straightforwardly imported into the context of post-Soviet transformation.  相似文献

I study “donor governance,” which occurs when contributors to nonprofit firms place restrictions on their gifts to limit the discretion of managers. In a study of US art museums, I find that this practice has grown significantly in recent years, and it represents the largest source of permanent capital in the industry. When donor restrictions are strong, museums shift their cost structures away from administration and toward program services, and they exhibit very high savings rates, retaining in their endowments 45 cents of each incremental dollar donated. Retention rates are near zero for cash generated from other activities. Restricted donations appear to stabilize nonprofits and significantly influence their activities, but they reduce management flexibility and may contribute to lower profit margins. Rising donor governance in US art museums may represent a reaction by contributors to the industry’s high rates of financial distress, weak boards of trustees, and large private benefits of control enjoyed by managers.  相似文献
