New Zealand was one of the first countries in the world to report national cultural indicators – specifically choosing to use a conceptually based framework which was broadly underpinned by theories of culture, industry and political economy. One of the essential elements of this work was the incorporation of a Māori perspective in recognition of the Treaty of Waitangi and the importance of the indigenous Māori culture. Manatū Taonga Ministry for Culture and Heritage has primary central government responsibility for cultural policy and advice and the reporting of national cultural indicators. The term “culture” in this context broadly refers to Māori culture and the cultures of all New Zealanders, and to endeavours relating to arts, heritage, media, and sport and recreation. The Ministry is currently scoping a programme of research that aims to refine the indicators; relate indicators more clearly to the cultural policy role of government (and in turn their related cultural agencies); and more clearly articulate the relationship that cultural sector indicators have with those of other sectors. Cultural sector consultation to identify and clarify perspectives and reconfirm a common terminology (if not understanding) will be an essential and important part of this work. Better contextualising the national indicators will make them more meaningful and useful for reinforcing the importance and value of the cultural sector; monitoring the “health” and performance of the cultural sector over time; providing useful quality information; measuring the effectiveness of policy interventions and connecting across the cultural sector and to other sectors. This paper outlines the New Zealand context and the development and reporting of national indicators; reflects on the usefulness of reporting national indicators to date; and describes and discusses the intended direction of further work.  相似文献

When the Normans conquered southern Italy and Sicily during the eleventh century, a significant part of the population were Greek-rite Christians (mainly in southern Apulia, Calabria and north-east Sicily) or, on the island of Sicily, Muslims. To begin with, at least, it was very much in the interests of the new rulers to tolerate these groups, and hence the reputation of the Norman kingdom of Sicily for its diversity and multi-culturalism. But over the next two centuries this consensus slowly dissolved, the position of the Greek and Muslim communities weakened, and ultimately both disappeared. However, while with the Greeks much of the pressure for acculturation and Latinisation was unconscious and unintended, and the decline of the Greek rite and contraction of the Graecophone areas were very slow, the Muslims of Sicily were provoked into revolt at the end of the twelfth century, and had been almost entirely eliminated from the island by 1250. It has usually been assumed that most of the Muslims of Sicily were deported to Frederick II’s military colony at Lucera in the Capitanata. Yet when examined closely, this thesis seems improbable, and what happened to the Sicilian Muslims remains an enigma.  相似文献

The UK Film Council established a Research and Statistics Unit in order to gather data relating to film to inform the development of UK Film Council strategy and to provide an information service to the industry, government, the arts and cultural sector and the wider research community. The Research and Statistics Unit draws data from both official and unofficial sources and commissions its own special-purpose studies to gather information relevant to the strategic objectives of the Council. Key tasks are the measurement of the size of the market for film and the various elements of the film value chain, the performance of films supported by the UK Film Council and the performance of UK films in general. Special-purpose research projects currently include a detailed survey of the film production workforce, a study of the economic impact of the UK screen industries and studies of the social impact of local cinemas and the experience of Black- and Minority-led film production companies. A range of industry and official partners are collaborating in these studies. The Research and Statistics Unit also provides statistical and policy analysis relating to the wider policy environment of UK film, including issues such as the future of film tax incentives. This analysis has been developed within the HM Treasury ‘Green Book’ framework with particular reference to understanding market failure in relation to film. Central to the market failure argument is the cultural value of film in both its qualitative and its quantitative aspects. UK Film Council research is placed in the context of the literature on hedonic pricing and contingent valuation. The industrial challenges of increasing cultural value are discussed. Finally, consideration is given to the potential of film to contribute directly to ‘public value’.  相似文献

ABSTRACT

In 2015–2016 the first comprehensive survey of museums in Ireland in a decade – the Irish Museums Survey 2016 – was undertaken as a collaborative project between the School of Art History and Cultural Policy, University College Dublin, and the Irish Museums Association. Since the Republic’s economic collapse in 2008 and the recession, museums have weathered significant shifts in governance and board structures, and drastic cutbacks that have affected programmes, staffing, and provision across the island. Yet, until recently we have not had an accurate picture of the “state of play” for Irish museums, hampering efforts to prioritise actions for museum support organisations, and preventing individual institutions to develop their own plans of advancement benchmarked against national data. Consequently, there has been a significant knowledge gap concerning the current state of Irish museums, stretching beyond the anecdotal, and bridging the border between the Republic of Ireland and Northern Ireland. This essay addresses the major findings of the Irish Museums Survey 2016, contextualised within the landscape of recent research on museums in the Republic and the North, and existing research infrastructures. In reviewing forms of museum provision and policy in both jurisdictions, it argues that the haphazard nature of data collection and the worrying findings of some aspects of the 2016 Survey require the enhancement of an all-island research culture, audit of national collections and institutions, and development of improved strategic planning for museums.  相似文献

The field of arts and cultural planning and the aspirations of cultural practitioners, arts development officers and town planners has had a long, if frustrated, history in the United Kingdom. The relationship between the land-use development system and arts and cultural policy has lacked specific provision guidance or standards. This is in contrast to other areas of leisure and recreation, such as parks and open spaces, sports facilities and libraries. In large part this is due to the discretionary nature of much arts provision and also the fact that there is no single type of provider. Arts facilities and activity are delivered directly and indirectly by local and county councils, community and independent not-for-profit arts organizations – large and small – and private enterprises in the commercial entertainment and cultural industries. The absence of planning guidance and comparable data to assess the need for, and location of, a range of cultural amenities has also hampered an equitable, distributory planning approach. However, renewed interest in amenity planning and the role of cultural activity and opportunity in “place making” is evident internationally, and in the UK in particular, as new housing growth areas, demographic change and population increases require the planning of social as well as physical infrastructure on a scale not experienced since the last major new town developments. This article reviews the evolution of arts and cultural planning in the UK, including an assessment of recent concepts, guidance and resources in the UK and elsewhere. Cultural mapping and planning approaches are then demonstrated in housing growth areas, followed by a proposed methodology and framework for populating the cultural map. Finally, conclusions are made on the state of data and policy integration in what continues to be a fragmented cultural system.  相似文献

Abstract

The 2003 film Lost in Translation has attracted both acclaim and critique concerning its representation of the urban imaginary of Tokyo. Examining both the film representation and the critical responses to the imaginary, this paper discusses how they illuminate some of the emerging issues that Tokyo and Japan face in the era of globalization, such as the loss of the idiosyncratic status of non‐Western modernity that Japan has long enjoyed; post‐(self)Orientalist cultural othering; and the transnational alliance of media and cultural industries in a global cultural economy of branding the nation through media and consumer cultures, all at the expense of the issue of intensifying migration and multicultural situations in the urban space. It will be suggested that both the film and Japanese critiques of the film are lost in the actuality of Tokyo (indeed, of Japan) and its populace, which is being radically transformed by intensifying transnational flows of people, capital, and media imagery.  相似文献

In this article, I draw on a rich body of family correspondence from the second half of the nineteenth century in Greece. I perceive letters in correspondences as textual and material in-between places, and therefore as key sites for the creation and negotiation of maternal feelings. Switching constantly between small-scale autobiographical accounts and contemporary cultural perceptions of good motherhood, I argue that maternal love, the most crucial term of the emotional vocabulary at the time, overlaps with feelings and practices of self-sacrifice and suffering. Paradoxically, the rhetoric of selflessness, as a strong indication of a life-long maternal offering to children, requires specific obligations as a way of repayment. In researching the genealogy of maternal love, sacrifice and selflessness, the article shows the clear proximity of these notions to the wordings of Christian indoctrination and moral teaching of the period.  相似文献

In the past few years, UK public bodies have increased their calls for cultural leaders to diversify even further their funding sources and exploit the dynamics of the mixed-economy. So far only major cultural organisations in London have been able to successfully diversify their funding portfolio. A drop in public funding is likely to make it even more challenging for a large proportion of cultural organisations to close their income gap. To ensure the successful development of policies of funding decentralisation and inform organisational strategies, more theory-based empirical research on trends, drivers and motivations, and models of funding sustainability is needed. One of the many factors preventing the development of this line of research is a wide gap between research conducted for advocacy purposes and academia in the UK. This paper illustrates the extent and implications of this gap by providing a brief summary of the academic literature in the field and reviewing methods and results of existing data collection efforts by advocacy organisations, in particular the Private Investment in Culture survey by Arts & Business UK (A&B). The scope of this paper has been limited to business funding in the form of cash and in-kind sponsorship, donations and membership, since there is relatively more cross-sectional time series data and academic and advocacy studies of this form of funding than of individual giving and trust and foundation support. The paper proposes recommendations on ways of closing this gap, in particular by improving existing sampling methodology for this type of data collection and expanding and strengthening the existing academic research on motivations, market dynamics and concentration of business funding.  相似文献

ABSTRACT

This article explores the complex law of illegitimacy in the nineteenth century and its relationship to questions of national belonging and subject-hood, thorough the use of a specific legal case study – that of Shedden v Patrick, a dispute over legitimacy and property which opened in 1804 and lasted until 1869. William Shedden was born in America of a Scottish father, who had married his mother, but after his birth. His claim that he should inherit the Shedden family estate in Scotland, as both his father's lawful son and a natural-born British subject, brought together a bewildering array of laws, as formal and informal partnerships in the former colony, together with the discrepant legitimacy codes of England and Scotland, were brought to bear on inheritance claims based on laws of nationality and domicile. Shedden's fight to prove his legitimacy led to the passing of the Legitimacy Declaration Act in 1858, but it also gave rise to a series of legal debates on the nature of personal status, and to the complex ways in which both personal legitimacy and nationality operate as legal fictions. Here I trace how the twists and turns of the case, in 1808, the 1840s and the 1860s, illustrate different facets of these debates on legitimacy and national belonging, and also their intersection with other lines of exclusion drawn around the legal identities of both family and nation. ‘Bastardy’ was a profoundly troubled category in the mid-nineteenth century, partly because it highlighted the difficulties of defining legal identity itself.  相似文献

Live music makes a vital contribution to the cultural and creative identities of cities. In turn, the spaces in which such activity takes place contribute strongly the functioning of local music and arts scenes. However, particularly in large Australian cities, there is a tension between economic development, fuelled by an extended property bubble, and the viability of small-to-medium live music venues. This tension is compounded by community attitudes toward arts and culture as well as a range of regulatory measures which govern the spaces in which this activity takes place. This paper examines the challenges inherent with developing and sustaining of live music venues in relation to the regulatory barriers associated with doing so. This paper draws on data from two qualitative examining producer accounts of live music operation in Perth, the capital of Western Australia, and Sydney, the capital of New South Wales. Both studies focused on the regulatory frameworks, and barriers associated with being able to support local, original contemporary music activity and were prompted following the closure of several highly supportive, high profile live music venues in each location. This research came in the wake of the so-called ‘lock out laws’, in the entertainment district of Kings Cross and surrounding suburbs, resulting in significant local and national debate around the impact and effectiveness of such laws. This paper is contextualised within debates relating to the importance of supportive live music venues, the challenges associated with developing, supporting and maintaining such spaces in light of gentrification and urban renewal strategies. As argued, these strategies, which work to enhance the vibrancy of cities – and often position arts and culture activity as being a vital component - often displace and/ or cause tensions for the spaces in which cultural and creative activity takes place during and after such regeneration.  相似文献

Crime fiction was, in its ‘Golden Age’ form, a new product of the interwar middlebrow. It was a particular and very popular way in which conservative-modern problematics about the domestic and about human emotional relationships but also about criminality and the law were talked through. This article examines the novels of Margery Allingham as an exemplar of this genre with reference to her own professional and gender identity as well as the broader cultural context. Crime fiction was one of several kinds of crime (particularly murder) stories, both fictional and ‘real life’, which circulated between the official discourses of the law and middle-class culture. This discussion explores Allingham's treatment of masculinities and of sexuality. It argues that narrative techniques that used the Gothic problematized the interrelationships of morality, modernity and history, and also inflected the pleasures of leisure reading with wider ‘middlebrow’ concerns about the gendered status of the modern citizen and more diffuse cultures of punishment and social responsibility.  相似文献

Semantic profiles of the Japanese manager were obtained from a questionnaire study of Japanese and Singaporean managers in the Singapore subsidiaries of Japanese companies, to establish an autostereotype and a high-contact heterostereotype. Questionnaires were also administered to Singaporean, British and American managers in the Singapore subsidiaries of British and American companies, to establish low-contact heterostereotypes of the Japanese manager. Discriminant analysis was used to map the stereotypes in perceptual space. No significant differences were found between the low-contact heterostereotypes of the Japanese manager held by the British, American and Singaporeans, but very significant (α < 0.1%) and interpretable differences were found between the low-contact and high-contact heterostereotypes, and between each of these and the autostereotype. The differences between the stereotypes are discussed, and the implications for multinational organizations are considered.  相似文献

Scholarship on the relationship between China and Russia has largely focused on the political and ideological realms, neglecting cultural and social factors. Beginning with some general points about the role of ‘the cultural’ in interstate politics, this article assesses the cultural dynamics of Chinese–Russian relations during the first half of the twentieth century, primarily during the republican period and the first decade of the PRC. The final section of the article then reconsiders the legacy of emigration movements, which brought Chinese workers to the Russian Far East and Siberia, and Russian settlers and refugees to Manchuria and Shanghai.  相似文献

This paper addresses the issue of how ethnic groups cognitively represent some of the societal forces impinging upon them and relevant outgroups before and after a naturally-occurring event. By utilizing the concept of “vitality” and its attending measurement instrument (the SVQ), Chinese Hong Kong students were required to rate the perceived vitalities of Chinese and Western groups in the Colony as well as their respective languages before and after the Sino-British Treaty. Results showed that the status of the English language was perceived lower in a number of situations after the international agreement. This was complemented by a decrease in the perceived level of immigration and emigration patterns of Westerners, by an increase in their perceived political power locally, and by an increase in the status of the English language internationally. The findings, many of which manifest judgemental reversals from before to after the Treaty, are discussed in terms of the psychological acceptance of the agreement by the Hong Chinese and in the context of maintaining a positive ethnic identity.  相似文献

This article concerns the making of bourgeois cultural identity by way of analysing and comparing the ethos and organization of Leipzig's Gewandhaus and Birmingham's Triennial Festival during the nineteenth century. Whilst the origins of Leipzig's music culture are placed firmly within the emergent tradition of Kantian and Romantic idealism and the eighteenth-century revival of classicism which informed the cultural and educational ethos of the German Bürgertum, the beginnings of Birmingham's music culture are placed within the context of British empiricism. Both are then substantiated through an empirical analysis of concert repertoires, journals, newspapers and attitudes towards conductors and artists.  相似文献

In the written accounts detailing the ‘scandals of 1753’, the Jewish Naturalization Bill and the Elizabeth Canning case, and in the images produced in their wake, Jews and Gypsies are depicted as both utterly different and terrifyingly similar to the English, their proximity and apparent indistinguishability from the English the source of their threat, the mutual imprinting or syncretic combination the source of the greatest anxiety. While the pamphlets warn of the assimilability of each group and their mutual dependence, the images emerge as the medium in which difference could be marked on the bodies, facial features and clothing of all the groups in question in an attempt to reassert and reinscribe the distinctions between them.  相似文献

The Holy Land was described, not just in the accounts of the pilgrims who visited the most sacred land of Christianity, but also in several compilations and collections of texts conceived as guidebooks for clerics and pilgrims. From the fourteenth century onwards, many of these collections are clearly linked to the Franciscan Convent of Mount Sion. These assemblages often include texts on customs and religious beliefs of the peoples of the Near East and on the history of the Holy Land. One of the aims of the compilers seems to have been to prepare the reader to meet unorthodox practices and beliefs, emphasising the contrast between Latin Christianity and Eastern Christianity or Islam.  相似文献

ABSTRACT

What new styles of selfhood and self-presentation, forms of social status, and arbiters of “authenticity” are being authorized and propagated in the wake of big data and affective capitalism? How are they functioning, for whom, and to what end? This article takes up these questions via an examination of a sought-after user identity badge, the Twitter verification checkmark, figuring it as both an affective lure that incentivizes specific styles of self-presentation and a disciplinary means through which capitalist logics work to condition and subsume the significance of the millions of forms of self-presentation generated daily. Beneath the promise of democratized access to social status and fame, the business practices of the social platforms in and through which we self-present draw us into privatized strategies of social sorting, identity management, and control. To conclude, the article will posit a new “ideal type” of selfhood for the big data age.  相似文献

This article uses the wide dispersal of ostrich eggs and peacock feathers among the different cultural contexts of the Mediterranean – and beyond into the Indian Ocean world – to explore the nature and limits of cultural inheritance and exchange between Christianity and Islam. These avian materials previously possessed symbolic meaning and material value as early as the pre-dynastic period in Egypt, as well as amid the early cultures of Mesopotamia and Crete. The main early cultural associations of the eggs and feathers were with death/resurrection and kingship respectively, a symbolism that was passed on into early Christian and Muslim usage. Mercantile, religious and political links across the premodern Mediterranean meant that these items found parallel employment all around the Mediterranean littoral, and beyond it, in Arabia, South Asia and Africa. As an essay in the uses of material culture in mapping cultural exchange and charting the eclectic qualities of popular religiosity, the article provides a wide-ranging survey of the presence of these objects, from their visual appearance in Renaissance paintings to their hanging in the shrines of Indo-Muslim saints. A final section draws conclusions on the relationship between shared objects, cultural boundaries and the writing of history.  相似文献
