The purpose of this paper is to outline recent changes to higher education in Australia and assess the implications of those changes for teaching and learning in universities. Three main changes have been identified:
1. The meta-policy context that has transformed a binary system of higher education into a unified national system of universities. This has given rise to the concept of the comprehensive university accompanied by an economic rationalist approach to the funding of higher education. Issues identified are the relativities to be accorded to teaching and research in the new universities and the push for more efficient modes of teaching.
2. Institutional changes that have influenced the traditional character of universities. These changes include the politicisation of Vice-Chancellors whose peak body is now recognised by the government as the single voice of the university sector, the changing student composition of universities as a result of government policies relating to overseas students and students who have been traditionally underpresented in universities and the introduction of academic staff appraisal. An assessment is made of this broad range of changes on teaching and learning.
3. Changing conceptions of teaching are discussed with a particular emphasis on the work of Shulman and its implications for teaching in the university.  相似文献

The context of Macedonian higher education has changed dramatically in the last fifteen years. A rapid increase in the number of public and private institutions and a greater diversity of higher education degrees have not been associated with improvements in quality. The research output of academic staff is modest; academics contribute little to the society's development. Academia in North Macedonia is under pressure due to chronic underfinancing of higher education and research, and an underdeveloped system of quality assurance, as well as growing expectations for relevance and internationalisation. This article presents an original empirical study on academic staff. It examines how 388 faculty at higher education institutions in North Macedonia perceived changes in the environment of the academic profession, and how changes in their working conditions potentially influence their academic identity and wellbeing. The results are compared to European data. Findings show that about half of research participants believed that the overall conditions for work and the quality of teaching, learning and research have deteriorated in recent years. This contributes to a perception of the academic profession as stressful and unattractive which results in lower levels of overall academic wellbeing which constitutes a threat to academic identity amongst the staff. Consequently, we expect further decreases in motivation, work ethic and productivity in the academic profession, as well as an increase in the desire of academics to leave Macedonia.  相似文献

This paper demonstrates that while ideals of close linkages between research and teaching are widely embraced in research-oriented universities, a practice of division of labour between teaching-oriented and research-oriented staff persists. In an investigation of how the research–teaching nexus is managed at three Swedish universities, we identify a perceived misalignment between institutional incentives for individual academic staff and the needs of teaching. Under pressure from such tensions, managers are forced to deploy pragmatic strategies for the staffing of undergraduate education tasks. This includes allowing research needs and agendas to take priority over teaching needs. While managers seek to secure the participation of senior researchers in education, they often actively prefer to delegate the bulk of teaching activities to less research-active staff. Such strategies seem to reinforce existing patterns of division of labour among academic staff.  相似文献

Teaching is the major professional activity of academic staff in Australian universities. Much disquiet about the quality of this teaching has been expressed by governments, committees of enquiry, students and by academics. There have been several attempts to improve the quality of university teaching, all of which have been considerable acts of faith. The persistence of disquiet, however, suggests that past efforts to improve the quality of university teaching have not been completely successful. An analysis of universities as organizations, of the characteristics of academic staff, and of the change process in universities leads to a number of conclusions about why past attempts to improve teaching may not have been as successful as hoped. First, the problem of improving teaching is extraordinarily complex. Complexity is inherent in the organizational character of universities and in the characteristics of academic staff and their work. Second, the attempts made to deal with the teaching problem are novel: the major responses to improving teaching did not come until the early-mid 1970s. Third, there was - and still is - a weak theoretical and knowledge base for action and, finally, the focus on developing individuals may not have been the best focus for teaching improvement strategies.  相似文献

In developing graduates for the knowledge society lecturers in higher education may seek to strengthen links between research and teaching. Much of the previous work on the research-teaching nexus is within traditional universities and subject disciplines. In aiming to deepen understanding of the research and teaching nexus this paper focuses on the academic identities of higher education lecturers working in newer higher education institutions and in the professional fields of nursing and of teacher education. A qualitative study, informed by professional identity construction as an ecological concept, was conducted. The findings align with previous studies concerning similarities between lecturers in nurse and teacher education, but they contrast with previous studies concerning differences between these two groups of lecturers. Similarities include the priority given by professional educators to their responsibility for preparing new clinical practitioners; the research-led model as the lecturers’ main approach to the research-teaching nexus; and their difficulties in coping with current demands in academic work. Differences between the two groups of lecturers include the way that ‘practitioner identity’ is positioned within their current academic identities and the way that they position initial education within the wider professional field. These differences indicate different kinds of connections between teaching and research. The paper proposes an ecological approach to understanding the research-teaching nexus.  相似文献

Abstract

Recent studies of academic work have identified increasing pressures on universities and academics throughout the world. These pressures relate to such factors as diminishing resources available to the higher education sector, widening diversity of the student clientele, moves for increased accountability and tensions between the research and teaching goals of academic work. Among the pressures being placed on the teaching component of academic work are the need for increased accountability of teaching performance and the need to update professional competence related to teaching. This paper reports a study of a selected group of academics — relatively junior staff who have participated in significant professional development activities related to their teaching. The data provided by the interviews with these academics allow a glimpse at their academic lives and how they fit teaching and professional development related to teaching into their working lives. The study highlights how these academics structure their work around their teaching commitments and how, although they make time available for professional development related to their teaching, this is done in response to the activities offered rather than as a proactive component of their career planning.  相似文献

In the changing higher education environment, universities increasingly engage in areas outside the traditional teaching and research missions. The new missions extend over wide yet specialized areas, such as technological advancement, internationalization, entrepreneurship, and enhancement of teaching and learning. To effectively handle these areas, universities require specific talents that may not be found in conventional academic and administrative cadres. The transformation highlights blurred boundaries between academic and non-academic spheres of the university. Situated in the University of Hong Kong (HKU), this paper explores how the university utilizes new professionals and administrative staff in new missions. Qualitative interviews with university staff reveal their profiles and perceptions in evolving organizational structures. By examining understudied subjects in Hong Kong, it discusses implications of changing university staff and how universities may optimize their new talent.  相似文献

This paper discusses the use of organisational theory in a research and development project at the University of Queensland. It focuses on the introduction of a student evaluation of teaching scheme for feedback purpose and for use in annual appraisals, as well as for tenure and promotion decisions. It is a case study of planned change introduced into a traditional university within the framework of the literature on change, university systems and the academic profession. The paper demonstrates that organisational theory helps (a) to clarify the context and the conditions which facilitate introduction of change in a traditional university, and (b) to evaluate strategies to initiate and implement change. When the student evaluation of teaching system was developed and first promoted in Semester 2, 1982, 37 staff members had their teaching evaluated. Since then it has grown to a regular evaluation of teaching in over 300 class sessions, with 150–200 staff members participating each semester, and about 15,000 students returning questionnaires. This makes it a unique scheme in Australian universities.  相似文献

This paper reports some data of an ARC funded study of academic staff in a number of disciplines in colleges of advanced education and universities. Generally, more university than college academics scored high on academic motivation, on teaching‐research synergy and promotion of student independence, with college academics scoring higher on good teaching practice. There are disciplinary differences, too.

Slightly more than an average proportion of staff in the Social Sciences report good teaching practices. They are highly committed to promoting student independence, experience a fairly high level of teaching‐research synergy and have high intrinsic academic motivation. There is large‐scale consensus among Arts staff with university Arts academics scoring highest on promoting student independence, academic motivation, and teaching‐research synergy, and academics in CAE Arts departments scoring highest of all on good teaching practices.

Science staff seem to have different academic values and practices. Their academic motivation is about “average”, and fewer science academics report good teaching practices or practices that promote student independence. In their own work they also experience less teaching‐research synergy. Engineering staff show the lowest academic motivation, least commitment to student independence, experience least teaching‐research synergy, and report below average good teaching practices.

Health Science staff are akin to staff in Arts and Social Sciences in areas concerned with students, e.g. good teaching practices and promotion of student independence. In the areas which tap into their values as academics, e.g. academic motivation and teaching‐research synergy, they seem to be more like science and engineering staff.

Commerce/Law staff were on all aspects somewhere in the middle.  相似文献

This paper examines the institutionalisation of educational development in universities in Australia, Britain, USA, West Germany and Sweden. Centres for staff, instructional, educational or academic development were established in these countries in the sixties and seventies, following expansion of the higher education systems. But the triggers for the establishment in each country were different, as are the institutional integration of centres and provisions in general. The institutional reward systems in all of these countries favour research performance over excellence in teaching, regardless of whether the universities see themselves as research or teaching centred.In Australia, educational development has been institutionalised to the highest degree; most of the universities have centres with permanent staff, some of whom are tenured faculty with a research and development function. In Britain there has been strong national support for training of university teachers and individual universities are providing this in a larger variety of settings. In the USA institutionalisation has taken many forms. But educational development is also funded on a short term basis, and due to the ample availability of grants there is continuous experimentation and influx of new people. In Germany the original connection between university reforms and educational development centres and the strong research orientation of universities has put these centres into a vulnerable position and limits their effectiveness. In Sweden central legislation provides for compulsory teacher training in the universities, but much of the general educational development work is organised centrally. The importance of educational development is generally acknowledged in these countries, its effectiveness largely accepted in faith.  相似文献

The purpose of this study was to ascertain the attitudes of academic staff towards their own work as well as towards external evaluations. The study was based on (1) an analysis of assessment reports of institutional accreditations conducted by the Estonian Quality Agency for Higher and Vocational Education and (2) self-determination theory on intrinsic and extrinsic motivation. The satisfaction of academic staff with their own teaching and research competencies was measured and links among the following attitudes were analysed: sense of competence, intrinsic motivation for research, attitudes towards assessment of students and towards external evaluations. The results indicate that a correlation between attitudes towards work and towards external evaluation exists and that the attitudes of academic staff at universities and professional higher education institutions differ. The study involved 252 academic staff members and showed that competent and intrinsically motivated people perceive external evaluation more positively, thus supporting self-determination theory.  相似文献

To many teaching in universities in this country, the whole idea of developing staff seems slightly absurd. After all, did we not choose to work in a university because we had already reached a position of some academic standing in our own specialisation; and surely is not the essential function of an academic to extend the boundaries of knowledge through scholarship and research? Perhaps this is too narrow a view of staff aims, but certainly it is still the widely held belief that promotion comes more readily this way. It is only recently that interest has been shown in the nature of teaching in universities. Doubts have been expressed by Bligh (1972) and others about the effectiveness of the traditionally accepted lecture approach; and attention has recently been given to small group teaching, individualised instruction, the Keller plan and other alternative methods. The emphasis placed on such methods could suggest that staff development is concerned largely with teaching‐‐yet is this not an absurdity in an environment which values mainly scholarship and research? This conflict is one of the major problems facing staff development, and solving it may‐‐to some extent‐be at the heart of the problem of responsibility

The paper explores academic staff and departmental research and teaching cultures in the Education Departments of five universities in Scotland and England, countries with increasingly diverging public policies in respect of education. The relationship between research and teaching, how the purposes of universities are defined and the status of research in Education are current UK higher education policy preoccupations. Data is drawn from interviews with 40 academics, observation of department settings, documentation and websites. The analysis draws on the work of Bourdieu, considering the changing habitus of individual academics, their departmental and academic subject context and the forms of symbolic capital now required in Scottish and English Education departments in response to new policies affecting their academic field. The paper also utilises recent literature on the research–teaching relationship. The career trajectories of respondents, their habitus and the forms of symbolic capital that they bring to academic life are examined, as are the extent to which the teaching and research cultures in each of the five departments studied mirror each other and whether these also reflect the two different policy contexts. The themes how academic cultures are shaped and research/teaching connections viewed have international as UK relevance.  相似文献

Research-intensive universities, such as the Russell Group in the UK, the Ivy League Colleges in the USA and the Sandstone Universities in Australia, enjoy particular status in the higher education landscape. They are, however, also often associated with social elitism and selectivity, and this has led to critique as higher education systems seek to widen access. This article looks at how academic staff are discursively constructed in five such institutions in South Africa through an analysis of documentation submitted as part of a national review. Three interrelated discourses are identified: a discourse of ‘staff as scholars’ whereby research is privileged over teaching, a discourse of ‘academic argumentation’ whereby a critical disposition is valued and is called upon by academics to resist development initiatives and a discourse of ‘trust’ whereby it is assumed that academics share a value system and should thus be trusted to undertake quality teaching without interference.  相似文献

ABSTRACT

Digital education, now common in higher education, is particularly evident in the expansion of blended and fully online offerings at universities. Central to this expansion are educational developers, staff who support teaching and learning improvement in courses they do not themselves teach. Working closely with staff, students, and the curriculum, educational developers see first-hand how the digital learning agenda is both implemented and experienced. This article reports on findings from a national study of three educational development groups: academic developers, academic language and learning developers, and online educational designers, from 14 Australian universities. Although their institutional settings, roles, and work practices varied considerably, a central theme was the tension arising from a perceived shift in institutional priorities from ‘people development’ to ‘product development’: that is, from building human (educator) capacity towards curriculum resource development, particularly for the online environment. Participants reported a decline in autonomy, with institutional strategy and targeted projects increasingly directing both the work that gets done, and the skill sets required to do it. Their observations have implications for how universities conceptualise the development and support of the educational process.  相似文献

This article describes the ramifications that recent organisational changes in the Spanish higher education sector have had on levels of job satisfaction among teaching staff. The research gathered their opinions on recent changes affecting their teaching duties, using job satisfaction scales in different areas of their academic work. The results point to a large number who claim to have seen their job satisfaction diminish over the period in which the organisational changes have taken hold. This sense of loss of job satisfaction is positively and significantly related to growing standardisation and to the erosion of the principles of collegiality, but negatively to the initiatives for improving the coordination between teaching staff and the assessment of the quality of their work.  相似文献

Two central features of Australian universities are a strong research base and a structural organisation which reflects a close relationship between teaching and research. Current policy deliberations have produced recommendations in the national interest for the future development of Australian university research which are incompatible with these two central features. The recommendations consolidate the recent trend towards greater centralisation, co-ordination, selectivity and concentration of university research and its funding. Although certain sectors of Australian university research will benefit from the changes, the recommendations reflect neither a longer term view of the total higher education system, nor a sufficient concern with preserving the excellent and productive qualities of the current system. Their implementation will mean the adoption of research goals inimical to the fundamental purposes of universities; a less flexible and more conservative research system; a re-orientation of the research role of universities so that it is less harmonious with their teaching role; and a potentially harmful differentiation of academic staff, subject areas and institutions. In responding to the new demands of government, universities face a challenge in preserving their current strengths and core functions.  相似文献
