Many developing countries across the world are allocating a significant share of their budgets for e-government initiatives. Common service centers (CSCs) are e-government initiatives that aim to increase access to public services and promote easy and direct interaction with the government. These e-government initiatives are largely underutilised, especially in rural areas in developing countries. This study attempts to identify the key challenges facing CSCs and determine their hierarchical relationships in the context of rural India. A set of 15 challenges was identified through a rigorous literature review and by surveying experts and CSC owners. Data were collected on the identified challenges and were analysed using interpretive structural modeling (ISM)-MICMAC-fuzzy MICMAC analysis. Subsequently, we developed a hierarchical model of challenges. The findings revealed that “longer travel time and transaction cost”, “low digital literacy”, and “low awareness” of e-government services are among the key challenges CSCs face in rural India. This study suggests several recommendations to all the stakeholders involved in the management of CSCs to improve the delivery of e-government services in rural India.  相似文献

Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society.  相似文献

Public service availability and quality remain relatively low in the rural areas, particularly in developing countries. Microblog has been employed in the rural areas to enhance public services. We propose that by facilitating collaboration among public employees and enabling supervision of their services, microblog can help enhance the public service climate and improve public service performance in the rural areas. A research model is developed to evaluate the importance of microblog affordance and public service capabilities based on the service climate theory. Through surveying the grassroots public employees in 382 villages, we find that the collaboration and supervision affordances of microblog are important in leading to better public service climate. While the collaboration affordance of microblog has both direct and indirect effects, its supervision affordance effect is indirect through enhancing the content delivery and service fulfillment capacities. Furthermore, our additional analysis shows that public service climate can raise the service satisfaction of the rural citizens. The findings show that microblog adoption enhances public service climate in the rural areas where less attention is given. A set of important recommendations are provided to public administrators on how they can more effectively leverage on the emerging microblog technology in the rural context.  相似文献

This article reports the results of a survey conducted in 2015 of librarians who work for small town and rural public libraries throughout the United States. Questions were asked about personnel statistics, budget, community involvement, programs, technology, managerial challenges, and how to solve the organization’s problems. The purpose of this research was to ascertain if conditions have improved for libraries in areas of low population and what managerial challenges these librarians faced. The survey found that financial conditions had improved or will improve in the future and that the most challenging managerial issue was staffing.  相似文献

There are many community libraries in Ghana. Most of these libraries are established by non-governmental agencies, district assemblies, affluent or well-to-do individuals, and individuals with higher educational credentials hailing from these rural areas as memorial. There are many benefits that can be derived from the establishment of these libraries. Notwithstanding the numerous potential benefits of community libraries, many of these community libraries in Ghana have collapsed. The ones which are operating are fighting a battle of survival, struggling with numerous challenges. This article shines more light on the problems and challenges facing community libraries in Ghana and makes recommendations based on review of literature on the various challenges facing rural or community libraries elsewhere, and their proposed solutions.  相似文献

The application of ICT solutions for the development of rural India and other developing countries opens up a vast range of possibilities. Giving an opportunity to the vast majority of the population living in rural areas, to cross the digital divide to obtain access to information resources and services provided by ICT is the next revolution waiting to happen. Although this is a development issue, it is just not the government, non-government organizations or the rural masses that have a role to play. Private profit-making institutions can develop solutions to capture the hitherto unrecognized markets, make profits and at the same time aid the rural societies. The new technologies being developed can help surmount barriers present in providing information resources at a low cost and make applications feasible and profitable. This paper presents some cases where ICT has been effectively used for the benefit of the rural societies and analyzes the opportunities that lie in this sphere. The cases range from successful use of ICT in governance, to ICT solutions for improved profits to ICT in microfinance. A case of an initiative by a large mainstream corporation to reach out to the rural sector, help in development and realize profits mutually is also presented. The projects discussed should generate more interest and facilitate private investment in the hitherto virgin territory. A large number of hurdles still remain but creative ideas, breakthrough ICT technologies and committed organizations can usher in the next revolution in the developing world.  相似文献

The National Biomedical Communications Network has evolved both from a set of conceptual recommendations over the last twelve years and an accumulation of needs manifesting themselves in the requests of members of the medical community. With a short history of three years this network and its developing structure have exhibited most of the stresses of technology interfacing with customer groups, and of a structure attempting to build itself upon many existing fragmentary unconnected segments of a potentially viable resourcesharing capability.In addition to addressing these topics, the paper treats a design appropriate to any network devoted to information transfer in a special interest user community. It discusses fundamentals of network design, highlighting that network structure most appropriate to a national information network. Examples are given of cost analyses of information services and certain conjectures are offered concerning the roles of national networks.  相似文献

This paper identifies the sources and channels of information in the rural areas of Bangladesh and highlights the information flow and access patterns at the village level of Comilla and Chittagong districts in Bangladesh. It proposes some suggestions for effective information services in rural area, as well as a specific model for a Bangladesh Integrated Rural Information System (BD-IRIS) to improve the information system of villagers. This study uses structured interviews through a pilot survey of 20% of the households from each village and information gathered by personal observations and other secondary sources, as well as appropriate statistical methods. A total of 155 responses is included in the study.

Existing conditions of information flow and access in this case study indicate that there are problems in access in spite of interpersonal sources and channels of information. Of course, it is important to remember that the low literacy rate in the villages studied and in many similar communities presents many serious barriers. The author recommends establishing a Village Information Center (VIC) to provide integrated and concerted information services, along with an integrated rural information system for the purpose in the villages studies, and more widely, to meet the requirements of all people in villages in Bangladesh. The case study is one of very few studies focusing on the flow and access of information for rural areas of Bangladesh, particularly as regards information sources and channels, system and services. The approach can be replicated in other communities, and the proposed model for future direction to improve information system of village level people of Bangladesh could be modified for use in other countries.  相似文献

Although radio is used principally for entertainment in many countries, it also plays a vital role in providing information to rural and farm populations. It is a lifeline to many groups and individuals in developing countries. Early experiments with radio in the U.S. were directed in large part to farm listeners. Subsequently, the U.S. Department of Agriculture developed significant radio services for farmers. Radio has made dramatic contributions to agriculture and farming, including the recognition and support of women in managing and operating farms, and currently includes network services that aid farmers and rural populations all over the world.  相似文献

While the topic of community engagement in public libraries has been researched in urban public library systems, little research explores community engagement in rural library systems. The Canadian province of Nova Scotia is largely rural and sparsely populated, with a dwindling and aging rural population. This report examines how community engagement can connect Nova Scotia’s rural public libraries with their communities. Librarians from eight predominantly rural library systems across the province were interviewed regarding the community engagement practices currently being used within their libraries and how their patrons (particularly youth) were reacting and responding to these practices. This article synthesizes the information derived from these interviews and provides a summary of the community engagement efforts being made throughout Nova Scotia. This study ultimately determines that while librarians in rural communities face a number of challenges when attempting to implement community engagement (e.g., small budgets and low staffing numbers), they remain extremely passionate about the topic and dedicated to serving their communities in the most meaningful and relevant way possible.  相似文献

ABSTRACT

Outreach services provided by rural public libraries are crucial to fulfilling their mission to provide information access to the widest array of user groups. Particular socioeconomic and geographic factors in rural areas present challenges of access to information resources, yet there exists only a limited amount of published scholarly work examining outreach services provided specifically by rural public libraries. This case study of outreach services to elder users offers contextual evidence for the centrality of social equity and access to the larger work of rural public libraries. Primary data were collected through four semi-structured focus group meetings conducted with elder users of the agency’s outreach services as well as through narrative interviews with six agency staff members. Principal findings showed that elder users had particular information needs related to entertainment and intellectual stimulation, challenges of transportation, and a limited access to technology and internet service. WCPL outreach services were found to positively impact the lives and general well-being of elder users by providing vital social and community connections and serving as a key link for elder users to an institution understood to be central to the life of the community in general.  相似文献

Providing library and reference services within a biomedical research community presents special challenges for librarians, especially those in historically lower-funded states. These challenges can include understanding needs, defining and communicating the library's role, building relationships, and developing and maintaining general and subject specific knowledge. This article describes a biomedical research network and the work of health sciences librarians at the lead intensive research institution with librarians from primarily undergraduate institutions and tribal colleges. Applying the concept of a community of practice to a collaborative effort suggests how librarians can work together to provide effective reference services to researchers in biomedicine.  相似文献

Community radio is a form of noncommercial broadcasting designed to serve audiences in a specific geographic area. In recent years, community radio has become a viable alternative to both commercial and public radio, which produce nationally oriented programming designed to attract mass audiences.
