There is sufficient evidence, drawn from surveys of innovation in the public sector and cognitive testing interviews with public sector managers, to develop a framework for measuring public sector innovation. Although many questions that are covered in the Oslo Manual guidelines for measuring innovation in the private sector can be applied with some modifications to the public sector, public sector innovation surveys need to meet policy needs that require collecting additional types of data. Policy to support public sector innovation requires data on how public sector organizations innovate and how a strategic management approach to innovation can influence the types of innovations that are developed. Both issues require innovations surveys to delve deeply into the innovation processes and strategies that are used by public sector managers. Implementation of the measurement framework proposed in this paper would open up opportunities for a new, policy-relevant research program on public sector innovation.  相似文献

The standard empirical framework for analysing the R&D-patents relationship is widened both by examining the different role of in-house and contracted R&D in the innovative performance of firms, and by considering patents and utility models counts as measures of innovation output. Patents and utility models are considered to approximate for significant and incremental innovations, respectively. Applying count data econometrics to a panel data set of Spanish manufacturing firms surveyed in the period 1990-1996, a transcendental production function is estimated, which allows for non-constant elasticities of the R&D inputs. The results indicate that significant innovations are mainly gestated in-house, whereas contracted R&D seems more orientated towards innovations of incremental nature.  相似文献

The objective of this study is to amplify the scarce empirical evidence about the effect of technological management on innovation. At the same time, the investigation is intended to examine whether the scale of production by itself stimulates technological activity and/or it acts as a proxy of other determinants of innovation. The estimation of an innovation production function with a panel of Spanish manufacturing firms shows that the planning and monitoring of the innovation process and the hiring of personnel with special skills for technological activities are significant sources of innovation, although with important differences regarding the type of innovation (process versus product). In addition, the evidence suggests that large firms’ advantages for the generation of product innovations are related to a different use and effectiveness of technological management mechanisms.  相似文献

Following the methodology employed in studies for industrialized countries and using panel data from innovation surveys in Argentina with information for 1992-2001, this paper contributes to the nascent literature that analyzes the determinants of innovative inputs and outputs and their impacts on manufacturing firms’ productivity in developing countries. The econometric results show that in house R&D and technology acquisition expenditures have positive payoffs in terms of enhanced probability of introducing new products and/or processes to the market. In turn, innovators attain higher productivity levels than non-innovators. The results also show that large firms have a higher probability of engaging in innovation activities and of becoming innovators.  相似文献

Although innovation is essential to build a competitive advantage and survive in the long run, some firms choose to exit, through mergers and acquisitions (M&As), or radically change their business portfolio and identity. This paper examines how innovative capabilities influence the decision of a firm to exit, among business closure, M&A, and radical restructuring. Using an analysis of a large and rich panel of Dutch manufacturing firms, we find that product and process innovation are equally important to lower the probability to close down activities, and this effect is stronger when product and process innovations are pursed in combination. We also find that process innovation reduces the probability of exit by radical restructuring, while product innovation, when not supported by process innovation, especially increases the probability of exit by M&As. Our findings suggest that exit strategies are intimately bound to the nature and synergies of innovative efforts.  相似文献

Innovation activities in the German business sector showed two opposing trends over the past two decades: While total innovation expenditures grew substantially, the number of firms conducting innovation activities fell sharply. In this paper, we explore the mechanisms behind the declining trend in the share of innovation active firms. Considering both input (R&D activities) and output (introduction of innovations), we model innovation decisions as a multi-stage process using continuous-time Markov chain analysis. We base our analyses on a 14-year panel from the German part of the Community Innovation Survey. Our results show that smaller firms and firms in sectors with less innovation competition are more likely to stop innovating. We also show that better financial situation and public funding can mitigate the trend towards a falling share of innovating and R&D-performing firms.  相似文献

本文利用中国1997-2007年29个省(直辖市、自治区)的面板数据实证分析了环境规制对中国三类技术创新能力的影响,结果表明,环境规制对我国技术创新没有显著的正影响。环境规制必须要与一定的人力资本相结合才对技术创新有一定的推动作用,其中,对东部、中部技术创新能力的提升有显著的促进作用、对西部区域几乎没有影响。本文详细分析了环境规制对中国技术创新能力提升作用存在区域差异的原因,并就如何扩大环境规制对区域技术创新能力提升的促进作用提出了相应的对策建议。  相似文献

This paper analyses empirically the relationship between environmental innovations, environmental management and patenting. In particular it tests a number of propositions on how environmental management systems and the interaction with environmentally more or less concerned stakeholders are associated with the probability of firms to pursue innovation in general (measured as patenting behaviour) and specifically environmental innovation (measured based on firm self-assessment and through patent data). In applying a negative binomial as well as binary discrete choice models the relationship is studied using data on German manufacturing firms. As a novel and important insight, the study finds that environmental innovation can be meaningfully identified using patent data and that environmental innovation defined this way is less ubiquitous than self-reported environmental innovation. It also reveals that the implementation level of environmental management systems has a positive effect exclusively on environmental process innovation, whereas it is negatively associated with the level of a firms’ general patenting activities. For environmental product innovation and patented environmental innovations a positive relationship with environmentally concerned and a negative link with environmentally neutral stakeholders is found.  相似文献

Research and Technology Organizations (RTOs) and universities are important elements of countries’ innovation systems. As they are both halfway between science and industry, they are often considered to be the same thing. However, recent studies have stressed the differences between the two. In this paper, we analyze the innovative characteristics (impacts and types of innovation and internal R&D investments) of firms that collaborate with RTOs versus universities. Our study is based on statistical analysis of Community Innovation Survey micro-data (CIS 2012). Our results suggest that firms that see RTOs as more important sources of knowledge than universities have a higher probability of developing service innovation, invest less in internal R&D but are less likely to introduce new, groundbreaking innovations into the market. These results have significant policy and management implications, especially regarding the different but complementary contributions offered respectively by RTOs and universities.  相似文献

This study deepens our knowledge of critical success factors in the innovation process of low- and medium-technology (LMT) industries. To accomplish this, it explores how the innovation process in LMT firms may depend on non-formal R&D activities and the use of external sources. The empirical analysis is based on a representative panel of Spanish manufacturing firms. The results strongly support the view that non-R&D activities such as design, the use of advanced machinery and training are crucial to understanding the innovation process of any firm. The study finds, however, that the impact of these activities is especially important in LMT industries, particularly for the achievement of product innovations. The empirical evidence also reveals the importance of external sources such as the use of consultants, the hiring of personnel, collaboration agreements and external R&D, with the greatest differences between LMT and high-technology (HT) firms being observed in process innovations.  相似文献

从中国省域面临着FDI、环境保护及创新驱动发展的经济转型问题,以2004—2015年中国30个省域的面板数据为样本,利用空间杜宾模型进行的经验研究表明:在R&D人员流动权重W1和R&D资本流动权重W2下,本省域及其周围省域的FDI对该省域创新效率均产生了显著的挤出效应,尤其在R&D资本流动权重W2下此挤出效应更为明显;本省域及其周围省域的环境规制对该省域创新效率均产生了明显的杠杆效应,尤其在W2下此杠杆效应更为显著;加入FDI和环境规制的交互项后,本省域及其周围省域环境规制与创新效率呈现倒U型动态变化关系。  相似文献

Innovation has become a key interest in sub-Saharan Africa (SSA), as it is argued to be pervasive, and plays an eminent role in generating employment. There is, however, a dearth of empirical evidence assessing the impact of innovation on firm employment for SSA. This paper investigates the impact of product innovations on job creation using data from the recent waves of the Enterprise Survey merged with Innovation Follow-Up Survey for SSA countries for which both surveys are available. We apply the Dose Response Model under continuous and heterogeneous responses to treatment. The results reveal a positive impact of product innovations on total employment. This result is, however, found to hold only at specific intervals of product innovation intensities. Our analyses also show that product innovations tend to create both temporary and permanent jobs as well as skilled and unskilled jobs. However, the positive impact of product innovations on temporary and unskilled employment tends to outweigh that of permanent and skilled employment, raising questions about the security and quality of the new jobs generated by product innovations.  相似文献

Recent studies in the tradition of Schmookler have re-emphasised the potential role of demand in stimulating innovation. Here, we reconsider the role of ‘home’ and ‘export’ market demand in stimulating manufacturing innovation using comparable panel data for two small open economies - Ireland and Switzerland. Our analysis is based on the estimation of reduced form innovation production functions using panel data estimators over the sample period 1994-2005. For a range of innovation indicators, however, we find little evidence of any significant market demand effects, with innovation performance instead determined largely by firm-level capability effects and characteristics. In policy and strategy terms this suggests the continued value of measures to improve innovation capability regardless of market demand conditions. In more methodological terms our results suggest the validity of the usual assumption implicit in modelling innovation outputs that supply-side factors predominate.  相似文献

草根创新是我国经济增长的新动力。本文通过最大变异抽样,选取了中国10个农民草根创新案例,在扎根理论的基础上,采用质性研究严格归纳法,分析在资源限制条件下创新是怎样产生并且对社会产生影响的效用机制。研究结果表明草根农民“创客”在进行创新的过程中,追求三重底线,不仅能创造经济价值和社会效益,还带来了环境收益,草根农民也能成为创新的重要力量,促进社会的可持续发展。本研究对于政策制定以及创新模式的探索有着重要的借鉴意义。  相似文献

This paper investigates the relevant factors behind the almost unexplored realm of environmental innovation in services, using a dataset of 8161 Italian service firms. Specifically, we test whether manufacturing-services integration matters for environmental innovations. In addition, taking account for the heterogeneity of the service industries, we analyse whether environmental policies for manufacturing transmit ‘induced innovation’ effects to services. Our findings show that: (i) the drivers of environmental innovations related to carbon abatement and energy efficiency differ across industries, and (ii) cooperation, training, environmental management systems and public funding play key roles in these processes. The integration of services and manufacturing through push and pull-effects, and the environmental policy transmission effect from manufacturing to services, generally do not seem to have a positive impact on the diffusion of environmental innovations.  相似文献

Recent research has demonstrated that employees can develop novel solutions to work-process-related problems that they experience directly, but in order for organizations to benefit from this form of user innovation (“employee-user innovation”), employee-developed innovations need to diffuse within the innovator's organization. This paper challenges the prevalent assumption in studies of employee-user innovation that employee-users readily reveal and diffuse their innovations. Based on a grounded analysis of 117 innovations developed by rank-and-file workers that we identified during 32 months of ethnographic fieldwork in two police units and two military units in Denmark, we show that employee-users frequently invest considerable effort in actively hiding their innovations. We (i) identify four distinct hiding practices that employee-user innovators enact, (ii) demonstrate how decisions about whether and how to hide are based on interpretations of a range of material and organizational conditions, and (iii) show how these decisions negatively impact the employee-user innovation process by impeding not just use and diffusion, but also the development of innovations. Our findings carry implications for user innovation research, as well as for how we understand both covert innovation processes in organization and the relationship between bureaucratic organization and innovation.  相似文献

Literature on the economics of science and technology (S&T) suggests not only that technological innovation demands the expansion of the institutional borders between universities, research institutes, industrial companies and the financial system, but also that science leads as well as follows technology. Medical innovation in particular is very dependent on scientific research, which represents a source of information that impels the productive sector. The latter introduces a series of questions that motivate the researchers in their attempt to understand how the human body reacts to certain products and therapies. This paper analyses the pattern of S&T interaction for both the national system of innovation (NSI) and the health innovation system. The panel data and simultaneous equations models analyze the interaction between S&T. The theory about the existence of a mutual dependence between them has been confirmed, which means that science moves technology and technology also influences scientific development. The estimated models, which use data from scientific papers and patents as proxies of science and technology, represent just the tip of the iceberg called NSI, known as a multifaceted and complex institutional arrangement.  相似文献

While the role played by the state in stimulating innovation in the private sector has been a prevalent interest in innovation research, studies analysing the impacts of public interventions have usually focused on individual policies, programs or projects. Public stimulation is hence often studied from a relatively restricted and temporarily confined perspective, leaving a macro-level and longer-term perspective unrecognized. This article provides further evidence on the matter by examining how many innovations in Finland and Sweden have been publicly stimulated through funding or research collaboration, over a period of more than four decades (1970–2013). Our main source is a new innovation database constructed following the Literature Based Innovation Output (LBIO) method, which gathers the most significant innovations of both countries for the study period, totalling approximately 4100 Swedish and 2600 Finnish innovations. Our results indicate that the public sector has played a very prominent role in stimulating private innovation in both countries, and with an increasing trend. This is especially true for Finland, where 35–55% of the innovations of the period have been stimulated by public funding and 25–65% by collaboration with public research. In Sweden, the share of publicly stimulated innovations has been somewhat lower and erratic, but has increased over time.  相似文献

研究环境税与研发补贴的政策组合对绿色生产技术的创新诱导效应,分析政策组合对于环境和经济双重福利的影响。我们发现环境税在一定条件下可发挥创新诱导效应,即企业治污成本在总边际成本中所占的比例小于边际收益对总产量的弹性。研发补贴在任何情况下都能发挥创新诱导效应,但其诱导效果随绿色生产技术的普及而降低。在专利授权制度和古诺寡头竞争市场的条件下,存在使社会福利最优的环境税和研发补贴组合,且最优的环境税率小于边际环境损失,最优的研发补贴为正值。环境税和研发补贴的政策组合不仅能够最大限度的提升技术创新企业研发投入,从而更好地发挥绿色技术创新诱导效应,还能促进环境与社会双重福利的增长。  相似文献
