There is a widely held view that learning to play a musical instrument is a valuable experience for all children in terms of their personal growth and development. Although there is no statutory obligation for instrumental music provision in Scottish primary schools, there are well-established Instrumental Music Services in Local Education Authorities that have been developed to provide this facility for pupils. This article presents the findings of a study that was aimed at investigating the extent to which the opportunity to undertake instrumental instruction in Scottish primary schools is equitable. The study employed a mixed-methods approach. Data were gathered from 21 Scottish primary schools, a total pupil population of 5122 pupils of whom 323 pupils were receiving instrumental instruction. The analysis involved an investigation of the academic profile of this group, the representation of children with additional support needs (ASN) and the nature of their ASN. A qualitative analysis of policy and guideline documents and interviews with Heads of Instrumental Services, headteachers and instrumental instructors served to explain and illuminate the quantitative data. The findings showed that particular groups of children with ASN were significantly under-represented and offer explanations of the processes by which this occurs.  相似文献

Abstract

This article shows how the Scottish Government’s (SG) political management of the Global Financial Crisis (GFC) has reinforced the economic goals of lifelong learning (LLL) under the skills for work agenda. Youth unemployment has been prioritized as the main social problem to be addressed, and most of the limited public resources for LLL have been targeted towards youth at risk of unemployment at the expense of the rest of the adult population. The article adopts a Cultural Political Economy perspective to examine LLL policy discourses contained in 12 policy documents published by the SG during the period between the Scottish National Party’s arrival in power and the Independence Referendum (2007–2014). The analysis draws attention to the fact that the GFC has been used by the SG to legitimize selective cuts to the further education sector as well as a stronger labour market orientation within LLL provision.  相似文献

Over half of Scottish higher education entrants in 2000/01 began their studies in further education. This reflects the growing diversity of higher education in Scotland as a result of institutional change and trends in policy and practice. While these changes have been constructed positively as contributing to the accessibility of Scottish higher education, clear differences between HE provision in the two sectors and sectoral differentiation in patterns of participation have given rise to two relatively disconnected systems of higher education. The emergence of parallel systems may conceal new patterns of inequality, giving rise to a new learning divide.  相似文献

The educational case for overseas students has been put back on the agenda by present financial difficulties of higher education. Alternative and sometimes conflicting rhetorics of 'interntationalism' and 'Third World modemisation' now have to be re-examined. The general case for overseas students stemming from liberal education principle can be supplemented by specification of a range of benefits they may bring. One condition of realising these benefits is systematic thinking and positive action in the institution; another, even more fundamental, is the integration of overseas student provision into an international education policy, and of that policy in the overall policy of the institution .  相似文献

Quality school-based sexuality education is important for all children and adolescents. The global trend towards students’ earlier, longer, and technologically connected pubertal experience makes the timely provision of such education particularly significant. Quality international sexuality education documents are available for teachers developing curriculum-based frameworks and pastoral care programmes, and these variously include policy and structural guidance, equity standards, comprehensive content and pedagogical strategies. This paper aims to compare three such documents for their relevance in meeting the educational needs of students, and their usefulness for teachers and educators. The results show that these three documents, produced by global organisations for multi-national application, provide highly professional and sustainable responses to the dire need for improved sexuality education for all children and adolescents, in formats accessible to any curriculum planner or teacher. Inclusive and timely provision of any of these document frameworks would help enhance sexuality teaching and learning in contemporary primary and secondary schools, and they are highly recommended for use by teachers around the world.  相似文献

Although there are over 68,000 disabled students in higher education programmes in the UK, a laissez-faire policy has been adapted regarding the provision of assessment services for these students, with a result that there have been no statutory duties for these programmes not to discriminate against them. With the introduction of the Special Educational Needs and Disability Act (2001) amending Part IV of the Disability Discrimination Act (1995), it would be timely to consider assessment related issues and benefits from the experiences of the US higher education programmes and educational testing agencies in this area since the mid-1970s. This paper argues that it is the academic achievement of disabled students that should be measured by the assessment services, not their disabilities. Without the provision of reasonable assessment adjustments, as the research shows, it is inevitable that disabilities of disabled students would be measured not their academic achievements, contrary to the main argument put forward by Sharp and Earle (2000) among others. The paper argues for a historical role for the educators and administrators of higher education programmes in eliminating discrimination against disabled students in provision of assessment services at every stage of their studies in the long run.  相似文献

Background: Teacher education in Scotland has developed its own trajectory for many years and this distinctiveness appears to have increased since the creation of the Scottish Parliament in 1999. Teachers' pay and conditions were addressed in 2001 by the agreement A teaching profession for the 21st century. This agreement led to a number of innovations in teacher education and development. More recently, there has been a report of the Review of Teacher Education in Scotland by Graham Donaldson and a committee is currently reviewing teachers' pay and conditions.

Purpose: This article examines the extent to which the development of teacher education in Scotland has been affected by the global financial crisis and its impact on the provision of public services. Three policy contexts are explored in turn, those of politics and economics, education and teacher education, so that the analysis moves from the wider societal perspective towards the specifics of teacher education.

Sources of evidence: The article draws on a close analysis of relevant policy documents, including those produced by the Organisation for Economic Cooperation and Development, the Scottish Government and the General Teaching Council for Scotland. Additionally reference is made where appropriate to a wide range of published research and to reports such as the Review of Teacher Education in Scotland.

Main argument: The ways in which teacher education policy in Scotland is developing is a result of the interaction between history, culture and politics played out at a national level under the wider influence of UK, European and global affairs, both economic and political. There are real tensions in the current conjunction of policies and trends, which create major challenges for all those involved. The promotion of career-long professional learning and enhanced school autonomy proceed alongside the review of teachers' professional conditions (McCormac Review), high levels of intermittent employment among new teachers, fluctuations in student numbers and staffing in university Schools of Education, and contracting resource to support school-level curriculum development and continuing professional development. The social partnership achieved between employers and practitioners is under increasing strain; and relations of partnership between universities and schools are subject to increasing critical scrutiny. Teaching in a time of crisis creates new challenges, and the need for innovative approaches to enduring challenges, in the short and longer term.

Conclusions: The longstanding commitment to explicit values in Scottish culture and education is all the more important in a context where pressures for accountability and efficiency are greater than ever.  相似文献

Trends in Higher Education Participation in Scotland   总被引:1,自引:0,他引:1  
Scottish higher education has expanded and diversified in the last two decades. Most notably, compared to the early 1980s, participation in the mid-1990s has risen disproportionately among people aged over 21, people from socially disadvantaged backgrounds, women, and (probably) minority ethnic groups. Students are more likely to move away from their home region on entering undergraduate courses, although they are not much more likely than before to leave Scotland altogether. Although participation from Scotland generally has risen more rapidly than participation from elsewhere in the UK generally, at some Scottish institutions the proportion of undergraduates coming from outside Scotland is growing. The system as a whole is not becoming markedly more part-time, although there has been a rise in the very small proportion of people who are studying for first degrees part-time (as opposed to HNDs etc). The share of higher education taking place in further education colleges has grown sharply, but nearly all of that has been for HNDs etc rather than degrees. The expansion has been driven partly by general social change (including the intergenerational effects of previous educational expansion), partly by special entrance schemes to encourage students from social backgrounds that have not in the past been strongly associated with entering higher education, and partly by government policy. These pressures will continue, and will probably be reinforced by the imminent reform of post-16 assessment and curriculum in Scotland, producing for the educational stage immediately preceding higher education for most students a unified framework embracing both academic and vocational courses.  相似文献

Post‐compulsory education in the UK is growing in complexity. A little explored feature of this complexity is the development of collaborative arrangements between higher education institutions and providers of sixth form education under which students can study university modules whilst pursuing their sixth form studies. This article reports the findings of a recent project designed to explore the feasibility of such arrangements. A range of existing provision is identified focusing on both academic high achievers and students from socio‐economic groups that are currently under‐represented in higher education. The article reviews such arrangements in the context of government policy, the changing nature of sixth form and higher education, and the boundaries that have been drawn between what have traditionally been viewed as separate elements of the English and Welsh education systems. It considers the impact of such provision on the two main groups of students studied and highlights some of the issues arising out of these partnerships between higher education and sixth form institutions.  相似文献

Abstract

Commitment to a single, inclusive education system has been the aspiration of reform in education in a democratic South Africa as articulated in White Paper 6: Special needs education: Building an inclusive education and training system (Department of Education 2001). This article reports findings from a qualitative study which took place in KwaZulu-Natal (KZN), which ascertained participants’ evaluation of the extent to which the policy ideals of inclusive education, as articulated in White Paper 6 were being achieved. Findings revealed that there was evidence of inclusive education beginning to be implemented in KZN in that barriers to learning for many students were being addressed and removed. The specific provision in policy documents directed towards children with disabilities was behind schedule, however, and there was little evidence of full inclusion of students with disabilities in regular education. One component that was furthest behind in the milestones was the implementation of the information and advocacy programme. Implications and further consequences of this are discussed.  相似文献

There is a cross‐national trend towards unified curriculum and qualifications frameworks in upper secondary education, but such reforms face epistemological, political and institutional barriers and ‘unification’ remains a contested issue in many countries, including England. This article examines the experience of the Scottish Higher Still reform, one of the most systematic examples of this trend. It presents data from an Economic and Social Research Council‐funded study which included case studies of schools and colleges, surveys of all secondary schools and colleges in Scotland, analyses of Scottish Qualifications Authority (SQA) data and interviews with key informants. Higher Still's climbing frame model of provision provided better learning opportunities for different types and levels of students, but its impact on attainment and parity of esteem were more limited. The article concludes that institutional barriers formed the biggest obstacles in the implementation phase, reflected in the contrasting ‘institutional logics’ of schools and colleges.  相似文献

Abstract:  This paper traces the origins of the concept of personalisation in public sector services, and applies it to school education. The original conceptualisation stressed the need for 'deep' rather than shallow, personalisation, if radical transformation of services were to be achieved. It is argued that as the concept has been disseminated and implemented through policy documents, notably the 2005 White Paper, it has lost its original emphasis on deep personalisation. The focus in this article is particularly upon gifted and talented students whose education provides the best case example of how the theory of personalisation might work in practice. Two examples of the lessons in a sixth form college are used to illustrate the character of personalised pedagogy in practice. The implications for theory and practice are discussed.  相似文献

Plagiarism is a concept that is difficult to define. Although most higher education institutions have policies aimed at minimising and addressing student plagiarism, little research has examined the ways in which plagiarism is discursively constructed in university policy documents, or the connections and disconnections between institutional and student understandings of plagiarism in higher education. This article reports on a study that explored students’ understandings of plagiarism in relation to institutional plagiarism discourses at a New Zealand university. The qualitative study involved interviews with 21 undergraduate students, and analysis of University plagiarism policy documents. The University policy documents revealed moral and regulatory discourses. In the interviews, students predominantly drew on ethico-legal discourses, which reflected the discourses in the policy documents. However, the students also drew on (un)fairness discourses, confusion discourses, and, to a lesser extent, learning discourses. Notably, learning discourses were absent in the University policy. Our findings revealed tensions between the ways plagiarism was framed in institutional policy documents, and students’ understandings of plagiarism and academic writing. We suggest that, in order to support students’ acquisition of academic writing skills, plagiarism should be framed in relation to ‘learning to write’, rather than as a moral issue.  相似文献

This paper explores a range of policy frameworks in play in the field of special educational needs and their relationship with procedural fairness and substantive justice. Drawing on analysis of post-1993 English and Scottish policy documents, dominant motifs in special educational needs policy are identified. It is argued that in both England and Scotland, there is a shift away from a policy framework based on professional control. Legal and bureaucratic policy frameworks are of growing importance in both countries, but change has been more rapid in England. Finally, the implications of comparative research for special educational needs policy and wider education policy are discussed.  相似文献

From a tourism perspective Scotland's greatest natural resource is it's scenery. Recent studies have indicated that the contribution of outdoor recreation (which depend on this asset) to the Scottish economy have traditionally been underestimated. Published work from a range of sources are reviewed together with case studies of the additional contribution of Outdoor Education Centres, and other forms of provision. The main findings are as follows:

Outdoor recreation generates perhaps at least £600 - £800m of Scotland's tourist income, much of which is in rural areas and also extends the traditional tourist season; Outdoor Education Centres are significant employers in certain rural areas; Evidence from one area of Scotland (Lothian Region) suggests that the pattern of outdoor education provision has changed significantly in recent years; 'Therapeutic' outdoor activity programmes seem effective in reducing youth crime and the cost-saving to the tax-payer is substantial.  相似文献

ABSTRACT

This paper considers some possible pitfalls in recent legislation in Scotland that has enhanced agency rights for older children with additional support needs (ASN). It does so with particular reference to philosophical literature on children’s rights. Though the UNCRC increasingly animates education law, policy and practice in Scotland and elsewhere, some philosophers, including O’Neill and MacIntyre, have raised pertinent questions about whether or not a rights-based approach is the best way of ensuring that all children receive the care, support and education they need to flourish. Discussion concentrates on four possible objections to the human rights tradition generally and the new legislation concerning the rights of older children with ASN in Scotland specifically. It is concluded that: (1) future policy, practice, law and research on child well-being should prioritise capabilities over rights and; (2) the concept of capability might be a helpful one through which to analyse the extent to which children with ASN in Scotland really do have enhanced agency rights in practice.  相似文献

Widening participation initiatives led by the government encourage non‐traditional students to enrol in higher education courses usually offered through a franchising arrangement between a Higher Education Institution (HEI) and a local Further Education Institution (FEI). The focus has been on the development of foundation degrees with most collaborative agreements concentrating predominantly on offering these qualifications on the proviso that students must attend the host HEI to complete the final full degree year. This review focuses on an FEI in South Wales which has successfully obtained a franchise to offer BSc provision at honours level in care studies and childhood studies. Delivery of honours provision is a new concept for the FEI in question; issues considered revolved initially around the establishment of an HE ethos and environment within the college together with the additional requirement for implementing guidelines for dissertation supervision and scholarly activity which are not normally a remit of FEIs. A model for the delivery of HE in an FEI had already been established previously but it soon became apparent that provision of honours level required some modification and expansion of this model looking at flexibility of delivery within the traditional inflexibility of an FE teaching contract. The issues surrounding this and their subsequent resolution are discussed in terms of both practice and policy development. The first year of honours provision was outstandingly successful and it is hoped to develop an established model of HE provision in an FEI that encompasses the total progression pathway from sub‐degree to full degree for students who are described as non‐traditional students within the widening participation culture. The outcomes of this review will become the baseline for the development of a comprehensive policy for delivering HE provision in a FEI.  相似文献

ABSTRACT

When the Salamanca Statement called upon States to recognise the ‘necessity and urgency’ of providing students with a disability access to the regular education system (UNESCO 1994, viii), both Australia and the United States of America had existing legislative and policy documents articulating the rights of students with a disability to access regular education. Since that time both countries have clarified and amended their respective laws and policies, and signed the Convention on the Rights of Persons with Disabilities (UN 2006) which urges States to reallocate resourcing to inclusive education, and to reduce segregation. In this article, I examine the policy reforms in each country and analyse aggregated and disaggregated student placement data within each context to consider the impact of these reforms for different groups of students. Results show that the different reform journeys in each context produced different outcomes for students in each country, with segregation increasing in Australia and decreasing in the USA. The results also suggest that the impact of these policies has not been proportionate across categories as students on the Autism Spectrum are more likely to experience educational segregation or exclusion in both countries.  相似文献

Curriculum, while often narrowly defined, is a contested space that stimulates continuing international debate, yet the importance of curriculum studies is frequently overlooked across the continuum of teacher education. Within the Irish context a technicist interpretation of curriculum studies, focusing primarily of subject knowledge and development, has historically been adopted. More recent Teaching Council of Ireland policy documents have espoused a broader macro understanding of curriculum studies as a foundation discipline within initial teacher education. However, concerns have been raised regarding student teachers’ ability to fully engage with such material so early in their professional development. With the recently embraced continuum of teacher education in Ireland, this paper examines how curriculum studies is currently defined by Irish policy and problematises how it is addressed in practice. The paper proceeds to explore emerging opportunities to expand this area of study across the continuum. A case for the place of curriculum studies as central to the advancement of the profession through the promotion of teachers as change agents is presented.  相似文献

ABSTRACT

Inspired by the ‘advanced’ Western experience, China has implemented the New Curriculum Reform promoting learner-centred education since 2001. The OECD has identified this reform as a key feature contributing to Shanghai’s ‘PISA success’, worthy in turn of re-imitation by the West. Drawing upon official documents and interview data, this article shows that learner-centred education has been well accepted in rhetoric, which has led to more time being given to pupil activities. However, in reality, teaching and learning practices have continued to reflect what Confucian scholars have persistently advocated. Moreover, this article illustrates that the ‘round trip’ of learner-centred education between the East and the West has only taken place on the surface. The Chinese government has relied on the transformed Western concept for policy legitimacy, while international policy agencies have nevertheless deployed the case of China as an ideal exemplar to justify this Western concept as a global ‘best practice’.  相似文献
