This paper begins with a review of literature and an historical account of the development of alternative women's community radio in the UK. It describes how UK women's radio stations were developed from feminist radio activity in the 70s and 80s. The two short case studies are based on qualitative research in women's community radio stations that have developed in the 90s: Fem FM in Bristol in the southwest and Radio Venus in Bradford in the north of England. Finally it develops a model of alternative women's radio for those who wish to forge a gendered space in a radio environment dominated by male broadcasters.  相似文献

Student-run radio stations at colleges and universities have thrived for nearly a century, yet their stories have been largely excluded from broadcast histories outside the commonly cited and overly simplified “college radio” era in the 1980s. Offering a more accurate definition of college radio, this article demonstrates the need for broader methodologies to contextualize its history, and advocates for the preservation of unique materials containing the voices of generations of young broadcasters. Audiovisual archivists, scholars, and members of the college radio community must engage in collaborative, interdisciplinary efforts in order to save these materials and make them accessible for research.  相似文献

In 2009, Congressional subcommittees approved a bill which would impose a performance fee on radio stations playing music over the air, known as the Performance Rights Act (PRA). Passage of the PRA could historically alter the relationship between the radio broadcast industry and the music industry. Terrestrial broadcast radio stations have paid music licensing agencies fees to songwriters and composers but never to the artists. This study examines the acrimonious relationship radio broadcasters have had with the music licensing agencies over the past eight decades, and the potential impact of the PRA on the future of terrestrial radio.  相似文献

The history of French noncommercial, community radio is traced in this article, and its current status in relationship to state‐owned and commercial radio is described. The author concludes that community stations have been put at a disadvantage through regulatory policy, especially in the relatively low power that has been assigned them, but that they play an important role by offering an alternative to the rationalized and bureau‐cratized services of Radio France and the commercial stations.  相似文献

This article explores how Ireland’s first LGBT radio station, Open FM, attempted to offer LGBT radio in a heteronormative media landscape. It uses semi-structured interviews with two of the stations founders as well as posts from online LGBT message bulletin boards to argue how Open FM ultimately became ambivalent about its LGBT status and adopted a dualcasting strategy. Despite its ambitions to be a community-led radio station for Ireland's LGBT community, the dualcasting strategy of the station framed many of its endeavors between the mainstream standards of radio broadcasting and the community of interest that their licence claimed to serve.  相似文献

This work intends to provoke and enlarge the debate about the subject of community radio stations in Brazil. Although it is a subject quite often commented on in the present time, it is still rarely studied with its deserved importance in scientific communication. This study brings forth new information about how the legalized community radio stations in Brazil have been operating since their creation in 1998. The data presented in this study were catalogued during the development of a doctoral thesis, the focus of which was the functioning of community radio stations in Brazil.  相似文献

This paper evaluates the evolution of community radio in postapartheid South Africa where a three-tier broadcasting system—public, commercial, and community—has replaced the monopoly of a state-run behemoth, the South African Broadcasting Corporation. The paper commences with an overview of South Africa's institutionalized culture of exclusion in the broadcasting sector and in other social spheres. A conceptual review of participatory communication precedes and provides foundation for the examination of the operations of two community radio stations located in two of South Africa's previously marginalized and disenfranchised communities. Although South Africa's adoption of community radio answers perpetual questions about the sustenance of community radio, the ongoing experience poses a few challenges.  相似文献

This study investigated the impact of using community radio stations to extend information and communication technology (ICT) benefits to poor communities in South Africa. Six community radio stations in six rural South African communities were studied, using face-to-face interviews, community conversations, and observation method. The study found these radio stations have ICT presence, but because of a lack of resources they are only able to allow their stakeholder communities' indirect access to these technologies. It concludes that for these stations to realize their full development potential of extending ICTs to poor rural communities in South Africa, collaborative innovative strategies will have to be instituted.  相似文献

Just over half of the noncommercial radio stations in the United States contributed in some way to the lobbying campaign that led to the inclusion of radio in the Public Broadcasting Act of 1967. Most of these stations were associated with educational institutions, and were uniformly represented to federal authorities as “educational radio,” though the universe of noncommercial stations in the late 1960s was more nuanced and diverse. When federal financial assistance was finally achieved, the programs proved to be too exclusive or too expensive for some of the parties who had helped to move the Act from conception to reality. In the decades following enactment, activists for community, low power, and part time stations endeavored to correct the problems that grew out of the original legislation. For audiences, the primary consequence has been a public radio system that is less inclusive and diverse than it could have been.  相似文献

During the 1930s and 40s, dozens of newspapers and broadcasters experimented with the technology of “radio facsimile.” This form of broadcasting transmitted condensed, tabloid-like newspapers over the airwaves to specially designed facsimile printers. Radio stations operated by newspapers were the most enthusiastic proponents of the technology, though some publishers worried that the emerging medium represented an economic threat. This study examines FCC files on the subject, and outlines the rise and fall of radio-faxpapers as a precursor to later electronic methods for delivering news.  相似文献

This article examines the distinctiveness of the public broadcaster offer in the roll-out of digital terrestrial radio across 25 European markets. Distinctiveness was measured through the number of services and the diversity of genres provided by the same broadcaster on analogue-only, simulcast and digital-only stations. The results illustrate which public broadcasters have made an effort to provide exclusive digital services and which genres are being preferred in digital. As a whole, the research provides useful insights into the role of public media as drivers of digital radio and technological innovation.  相似文献

Radio stations were organized in Europe during the 1920s as state‐regulated public service institutions. Contrary to the model in the U.S., radio thus was embedded in the cultural and political spheres and accordingly kept outside of the market forces, although some countries allowed limited advertising. Radio's role as a national service faced increasing legitimation problems, and in most Western European countries, local radio was introduced as a divergence measure to balance political and cultural convergence of national radio. Generally, local radio activities were initially an attempt to revitalize a vivid public sphere. This article describes the development in the Scandinavian countries, where local radio developed in different ways with a rather strong commercial component that filled the “commercial deficit”; resulting from public service policies and a rather fragile component of noncommercial community stations. Although the structural development in many ways showed a different pattern than expected and wanted, local radio will have an ever greater role to play in a globalized media and information society.  相似文献

This paper provides a historical perspective on the intersection of media, popular culture, and nationalism through a study of the broadcasting policies and programs of one of Mexico's earliest government radio stations. This study analyzes the musical programs that formed the centerpiece of government radio programming in order to evaluate the racial and class ideologies imbedded in the nationalist discourse of state broadcasters. By viewing these government programs through the lens of a broader literature on nationalism in the Third World and among diasporic communities, it is possible to identify a fundamental tension in Mexico's official nationalism between a search for the roots of an “authentic”; ethnic identity, and a need to position Mexican culture within the constellation of Western “civilization.”; Finally, this paper investigates audience reactions to state broadcasts in order to explore the meaning of early broadcast nationalism for Mexico's radio listeners.  相似文献

Radio has been regulated in the United States by the Federal Communications Commission, and previously the Federal Radio Commission, since the 1920s. Now, community radio operators and producers find themselves operating within a range of regulatory frameworks, depending on the platforms (over-the-air or online) on which they place their content. This article reviews how the impact of copyright regulation on community radio is changing as that sector expands into internet distribution. The article draws on a number of case studies of U.S.-based community radio stations, and forms part of a larger study of the changing structure of that sector. A significant lesson from this case study is a better understanding of the manner in which community stations are not only negotiating the platforms on which they distribute their content, based in large part on regulatory constraints on different platforms, but also are often fringe actors in policy debates dominated by larger economic groupings, such as corporate broadcasters and recording industry lobby groups.  相似文献

This narrative case study examines the news and information role played by WWL Radio and the United Radio Broadcasters of New Orleans during the real life drama of Hurricane Katrina. The performance of United demonstrates that media consolidation, deregulation and the threat of emerging technologies do not justify abandoning the idea that broadcasters still have a moral and ethical responsibility to serve the public interests of audiences; that traditional radio should stop looking over its shoulder at threats posed by other media, and instead should make use of the medium's greatest strength—taking care of the communities it serves on the local level. This study provides further proof that traditional radio is still vital, especially in times of disaster and catastrophe; that radio's attention to the local community, and its ability to collaborate among other broadcast outlets in that community, may be two of many distinct factors that keep the public tuned in to the medium.  相似文献

Decision making could be described using 2 steps: (a) understanding the effects of a particular course of action and (b) selecting an action given this knowledge of effects. It is my contention that businesses wanting to advertise in radio have only partial information about the marketplace. There are approximately 500 commercial and community radio stations in Australia. However, only commercial radio stations, which make up 47% of the total radio stations in the country, systematically conduct radio surveys. In this article, I profile radio audiences in North Queensland, Australia using the list of values measure (LOV; Kahle & Kennedy, 1989). Also, I present the combinations of commercial and community radio stations that could deliver the maximum possible impact on the pertinent target market.  相似文献

Educational, state, cultural, and university radio stations have already developed over more than 70 years of history in Brazilian radio broadcasting. Currently, there are hundreds of stations transmitting across the country, from the North to the South. Some of them—that in the 1990s included 100 broadcasting stations and among these, the oldest and nationally referenced—up to this decade operated and were referenced as a component of the educational radio system. Mainly from this period on, most of these stations began to call themselves public. And, especially due to their programming, they have been attempting to define themselves within the profile of public radio stations. The purpose of this article is to uncover the historical construction of this group of radio broadcasting stations, by means of a timeframe, from the advent of the non-commercial segment in the 1930s until today. It reconstructs referential models and presents main threads and features of the programming of these stations throughout these seven decades. In this way, it will also evince how Brazil is constructing its model of public radio.  相似文献

Based on a survey of 419 industry professionals responsible for maintaining radio station Web sites and a content analysis of 900 radio station Web sites, this study provides an overview of the state of Web radio in the late 1990s. This study investigates the extent of Web radio, the range of content offered on radio station Web sites, the benefits realized as a result of having a Web site, and the problems encountered with Web sites, and makes recommendations based on the findings. A general conclusion of this study is that although the Web presents a wealth of exciting possibilities, most radio broadcasters are currently underutilizing the Web and their Web sites.  相似文献

This paper examines the language and practices of regulation that have constructed the idea of British commercial radio. It concludes that the regulator's definitions of its purpose and practice are characterized by variability because of the attempt to draw simultaneously from repertoires of definition established in Britain's public service, commercial, and community traditions. In turn, it is noted that this discourse of regulation does not seem to be shared by those who run commercial radio stations. The paper explores the way that the dominance of a particular public service ideal is negotiated with the increasing influence of commercial orders of discourse, and the marginalization of concepts of community broadcasting.  相似文献
