The Telecommunications Act of 1996 changed the nature of radio markets. Recent policy recommendations from the Federal Communications Commission and the U.S. Congress have led to questions about localism in local radio markets. This study analyzes station ownership, the number of clusters, radio programming, and audience data from 32 radio markets and compares the information for the years 2000, 2004, 2007, and 2010. The results suggested a degree of stability for the types and size of radio owners, the market power of local radio clusters, and the number and type of formats.  相似文献

The loss of localism has been a common trend in most radio markets in Europe and the United States. Deregulation of ownership led to a concentration phenomenon that has affected local radios in several western democracies. New forms of regulation have been considered as possible ways to stop the erosion of localism by applying rules to markets in the defense of diversity, pluralism, and the local dimension. This article analyses the local radio market in Portugal, by assessing the changes in the legislation and by examining the regulatory action that can, according to its remit, act preventively to avoid market forces to harm these principles.  相似文献

As was the case with the FCC task force initiative on localism between 2004 and 2006, members of Congress are again taking an interest in the effects of localism in broadcasting. Broadcast radio, the last vestige of “free” broadcasting, has done well in maintaining local service even in the era of consolidation and the competition of satellite delivered radio. This study focused on the ownership, programming, and competition patterns of Spanish-language radio stations in the top 50 Hispanic metropolitan areas. Data were collected from industry resources and measured a variety of variables, including ownership type, concentration, and format diversity in these Hispanic radio markets. Overall, the results indicated moderate levels of ownership concentration in these markets, a degree of format differentiation within the local Spanish-language radio industry, and some degree of competition among Spanish-language radio stations.  相似文献

Radio listening in the United States fell by more than 10% between 1998 and 2003. During this time, broadcast radio faced new competition from satellite radio and the Internet while the industry was also undergoing significant changes due to increased radio ownership caps. This article quantifies the effects of these factors on audience sizes and explores the implications for audience composition and programming content. The results show that industry consolidation played a larger role in decreasing overall listening than new technology. New technology did have a role in altering the distribution of listeners among programming formats.  相似文献

This narrative case study examines the news and information role played by WWL Radio and the United Radio Broadcasters of New Orleans during the real life drama of Hurricane Katrina. The performance of United demonstrates that media consolidation, deregulation and the threat of emerging technologies do not justify abandoning the idea that broadcasters still have a moral and ethical responsibility to serve the public interests of audiences; that traditional radio should stop looking over its shoulder at threats posed by other media, and instead should make use of the medium's greatest strength—taking care of the communities it serves on the local level. This study provides further proof that traditional radio is still vital, especially in times of disaster and catastrophe; that radio's attention to the local community, and its ability to collaborate among other broadcast outlets in that community, may be two of many distinct factors that keep the public tuned in to the medium.  相似文献

Although no news of the FCC task force initiative on localism came forth between 2004 and 2006, members of Congress have taken an interest in the effects of localism in radio broadcasting. This interest can be attributed to the view that radio consolidation has minimized local radio service. As well, satellite-delivered radio has begun to encroach on local radio as it now provides traffic and weather updates in selected metropolitan markets. On January 20,2000, the Federal Communications Commission created two new classes of low-powered radio broadcasting licenses. This controversial initiative is studied within the landscape of current and past deregulatory policies. These stations are now on the air and broadcasting to their local communities. A survey was conducted of the first 239 licensed stations to ascertain programming goals, budgets, policies and other baseline information. The study concludes that Low-Power FM has significantly increased ownership diversity and content. Current FCC localism initiatives could bode well for the introduction of more LPFM stations in the United States.  相似文献

Educational, state, cultural, and university radio stations have already developed over more than 70 years of history in Brazilian radio broadcasting. Currently, there are hundreds of stations transmitting across the country, from the North to the South. Some of them—that in the 1990s included 100 broadcasting stations and among these, the oldest and nationally referenced—up to this decade operated and were referenced as a component of the educational radio system. Mainly from this period on, most of these stations began to call themselves public. And, especially due to their programming, they have been attempting to define themselves within the profile of public radio stations. The purpose of this article is to uncover the historical construction of this group of radio broadcasting stations, by means of a timeframe, from the advent of the non-commercial segment in the 1930s until today. It reconstructs referential models and presents main threads and features of the programming of these stations throughout these seven decades. In this way, it will also evince how Brazil is constructing its model of public radio.  相似文献

This study examines the relation between local news content and ownership structure in 17 television markets in the United States. It is an extension of the localism research that was conducted by the Federal Communications Commission (FCC) in 2004 and the Local Television News Media Project at the University of Delaware in 2007 (see FCC, 2007). The findings point to the need to consider television markets as the appropriate unit of analysis when examining the effect of ownership on local content. Ownership does matter in the production of news on local broadcasts. When examining only station-level factors, independent stations broadcast more local content on their newscasts than those stations that were either (a) owned-and-operated (O&O) and part of a duopoly, (b) O&O-only, or (c) part of a duopoly-only. However, when examining station-level and market-level factors of television markets, the station-level ownership profiles positively affected local content. Market-level factors that indicated more consolidation negatively affected the proportion of local news presented in the entire designated market area.  相似文献

There has been a dramatic shift in the philosophy of broadcast regulation. After decades of managing the local radio market structure with policies of ownership regulation, Congress and the FCC have mandated policies of ownership deregulation. This study examines the effect of deregulation policies on the small market radio industry. Recent research has explored issues of radio market structure and performance in larger markets; however, few studies have examined the impact of policy in smaller markets. This study analyzed 52 metropolitan statistical areas with populations less than 125,000. The study used regression analysis to identify the effect of deregulation on the number and type of radio owners in the small markets. Overall, the results revealed that the Telecommunications Act of 1996 had a dramatic impact on the number of local radio owners in the small markets.  相似文献

The development of Latino USA, a news and information public radio program about Latino issues, is the focus of this paper. From a Gramscian theoretical framework three primary factors-economics, demographics and technology-are examined which may have contributed to the creation of Latino USA. The need for public radio, at both the network and local level, to increase its funding in the 1980s led to more diverse programming. Simultaneously, a redistribution of income within the Latino community in the U.S. created a segment of the Latino population attractive to public radio managers. Finally, changes in communication technologies made possible the production of a magazine format program at lower costs.  相似文献

Across the radio spectrum, there are relatively few stations in the United States that concentrate on community building and sustainability. One of the country's early community radio stations, KBOO-FM in Portland, Oregon, has been on the air since 1968 and has significantly expanded its signal reach and audience during that time. Preceding National Public Radio, KBOO is the outcome of a Portland grassroots activist movement that initially sought to restore classical music on the local airwaves and eventually concurred on a more radical mission to serve the underserved and to cater to communities at the margins in the metropolitan listening area and beyond. KBOO transmits a potpourri of musical and artistic styles, foreign language programs, and critical news, public affairs, and commentaries—all with a largely volunteer-based governance structure. It also devotes its attention to promoting community-based initiatives. This article focuses on four major community functions served by KBOO community radio: public transmission, radio training, political education and mobilization, and community building and outreach. We conclude with observations about the uses and potential of community radio in developing a rich democratic civil society.  相似文献

In the 1930s, the residents of upstate South Carolina constructed a homemade media system—wired radio—which lasted in some areas for almost 10 years. Wires were strung across miles of countryside to connect thousands of nonelectrified rural houses to a central receiver located at the end of the power line so that residents could partake in the radio revolution being experienced in other parts of the nation. This essay describes the development and construction of these wired radio systems and looks at local programming and resident reactions to the medium. Information for this essay comes from interviews with and the writings of system operators and subscribers. Initial research indicates that such homemade media system; were unique to that area of the country and that they served different purposes and needs than the wired radio systems that developed in the large cities during the 1930s. Also, previous scholarly work on this topic has maintained that such systems in the United States died out after experimentation in the 1920s, contrary to the findings covered in this paper.  相似文献

Ewin Lamar Davis is frequently cited as an influential lawmaker known for promoting antimonopolistic practices during the development of radio broadcasting through the 1920s. He believed monopolistic practices threatened fair business practices, program diversity, localism, and noncommercial radio. His work helped shape early radio legislation, including the Davis Amendment, which attempted to equalize the distribution of radio stations throughout the US. However, little research has been done to clearly articulate his role in the development of radio legislation. This paper uses Congressional records to trace Davis' involvement in legislation leading to the Radio Act of 1927 and the subsequent Davis Amendment.  相似文献

Community radio is a form of noncommercial broadcasting designed to serve audiences in a specific geographic area. In recent years, community radio has become a viable alternative to both commercial and public radio, which produce nationally oriented programming designed to attract mass audiences. This essay examines the attempts by many writers to steer the burgeoning U.S. radio industry towards educational uses and programming in the 1920s. At the same time that commercial radio began to take shape, several competing and seemingly incompatible visions of the airwaves emerged—one of which privileged the use of radio for educational purposes. Using discourse from trade journals, general interest magazines, and newspapers, this article explores the calls for educational programming amid the rapidly expanding and consolidating commercial radio industry.  相似文献

This historical account examines the Federal Communications Commission's investigation and hearings into newspaper ownership of radio stations. The hearing, which lasted from 1941 to 1944, were the opening round in what has proved to be a long‐term concern of the commission—cross‐media ownership in local markets. In the years since the newspaper hearings, the FCC has held to its decision to police cross‐media ownership case‐by‐case with the goal to avoid local monopolies. FCC ridings blocking cross ownership have been argued repeatedly, but the commission's authority has been upheld. Thus the hearings had an important result: The FCC reasserted its responsibility to ensure ownership diversification of broadcast stations. The hearings set the stage for future action by the FCC to police cross ownership, action that has been upheld by the U.S. Supreme Court.  相似文献
