The World Bank was the first cooperation agency seriously to explore the implications for itself and its clients of the heightened role of knowledge in economic and institutional development that had become increasingly evident in OECD countries. Beginning with its president's decision in 1996 to become 'the Knowledge Bank', different elements within the Bank went on to elaborate a knowledge discourse, most notably within the World Development Report on Knowledge for Development (1998), as well as a whole series of 'knowledge projects' and 'knowledge-based initiatives'. The article examines some of the tensions and debates that are at the very heart of the Bank's desire to become a knowledge agency. Amongst these, some of the more salient are the implications of the new knowledge discourse for the Bank's changing priorities towards education; the trade-off between knowledge sharing for the improved efficiency of Bank operations versus knowledge development by the Bank's clients; and the use of information and communications technology to create a global knowledge hypermarket, called the Development Gateway.  相似文献

Based on the author's over two decades of association with the World Bank, this paper reviews the institution's policies and practice on education. It describes why education policy, as revealed by operations, shifted dramatically since the early Bank projects on education and identifies the reasons for such a shift. The paper argues that the multi-agency Education for All initiative is unrealistic and unlikely to be reached in this century. Also, the paper discusses the Bank's lack of concrete policies and priorities, especially regarding the trade-off between primary and tertiary education.  相似文献

The International Finance Corporation (IFC), the private sector financing arm of the World Bank Group, is currently the largest multilateral investor in private education in developing countries. Drawing from staff interviews and programmatic data, this paper provides a brief overview of the IFC and its mandate; examines the stated purposes of the IFC's work in education; reviews the IFC's portfolio of investments in education; and looks at the linkages between the IFC and the World Bank's lending arms. The paper concludes by questioning the IFC's contribution to the World Bank Group's poverty alleviation mandate.  相似文献

This study provides a discursive analysis of World Bank policy documents in order to reveal the stark omission of a rights-based approach to education, while highlighting instead the support of an economic-instrumentalist approach. Plausible explanations are provided to shed light on this exclusion, including the feasibility critique of education as a right, and the Bank's limited institutional mandate. However, the rationales are presented as unsound and unacceptable justifications for the omission. By drawing on Amartya Sen's theoretical work on human rights and development policy frameworks, this study concludes by arguing for the Bank to integrate into their mandate a conception of education as a human right.  相似文献

This paper explores the nature and quality of the participation that characterises the Bank's consultations with external actors and examines the extent to which the Bank is responsive to such feedback when it comes to defining its policy preferences and strategies in the education domain. It draws on a case study of the participatory process that was organised around the definition of the last World Bank Education Strategy (WBES2020) and focuses on the participation of three European aid agencies, the Ministry of Foreign Affairs of the Netherlands, Germany's Federal Ministry for Economic Cooperation and Development and the Department for International Development of the UK. This paper acknowledges that a significant effort was made to promote the inclusiveness and transparency of the participatory process, yet it concludes that the conditions for promoting quality participation and substantive policy change were not provided. Furthermore, the way international aid agencies produce and use knowledge limits their role and influence in the context of the Bank's consultations. Hence, by not contesting the Bank's policy ideas substantially, the agencies contribute inadvertently to reproducing the Bank's predominance in the education for development field.  相似文献

In a recent issue ofProspects we published a review of the World Bank's recent publication,Education Sector Working Paper. This publication represents a major policy statement by the Bank on the subject of education and significant (not to say radical) departure from previous policies. It is a document all the more important in view of the enormous funding power of the World Bank and the undeniable influence of its policies on national governments and even on international organizations. TheEducation Sector Working Paper, which has been generally welcomed in international circles, is certainly not without its critics both in the developing countries and in the industrialized world. We feel that at a time when there is a push for examining educational policies and concepts on an international level, we can contribute to the debate by publishing some criticism and rejoinder centring around the World Bank publication, much as we did in 1973 and 1974 on the subject ofLearning to Be, the report of the International Commission on the Development of Education. In this issue, therefore, we open the discussion with an article by Peter Williams, originally written for a one-day review meeting to consider the World Bank publication, held on 19 May 1975, at the University of London Institute of Education, and which he revised forProspects. The institute hopes to publish a report of its meeting, together with the papers, before the end of this year. Peter Williams' critique seems to us to be particularly interesting because it is based on the author's disagreement with the prevailing pessimism in the world, reflected by the World Bank, on the state of education in the developing nations. As always, our readers are warmly invited to contribute their reactions in any form they choose.  相似文献

This article looks at globalisation as a process of replacement of the global political order of nation states with the global economic order of transnational corporations. It is argued that this process carries far-reaching consequences, in which a growing number of spheres, including education, are subjected to the interests of the global economic order. Under the disguise of global economic development activities the new world system strives towards maximising the short-term profits of the transnational capitalist class. Following Sklair's global systems theory, this article looks at the World Bank as a transnational organisation. Based on recent World Bank higher education reform loan projects in Eastern Europe, it is argued that the primary outcome of the World Bank loan projects is the redistribution of the resources of the so-called 'recipient countries' to the transnational capitalist class.  相似文献

This review essay looks at three recent publications in the emerging field of ‘education and conflict’ and explores an apparent gap between theory and practice in the field. Recent works by educationalists Lynn Davies, ‘Education and conflict: complexity and chaos’ (2004) and Tony Gallagher, ‘Education in divided societies (2004)’ are contrasted with the World Bank's 2005 ‘Reshaping the future: education and postconflict reconstruction’, and similarities between the publications are highlighted. Davies’ work uses complexity theory to illuminate the relationships between education and conflict and to establish an argument for ‘complex-adaptive schools’, which would use conflict positively to engage students in the creation of peaceful communities. Gallagher, using a number of well-developed case studies, examines the way education systems have been structured to respond to and operate in divided societies, concluding that classroom agency and flexibility are crucial. The calls, by Davies and Gallagher, for educational re-creation are explored in contrast to the World Bank's publication, which offers best practice lessons to support post-conflict educational reconstruction. The article probes these differences and points to areas where the practitioner-directed Bank publication and the more academic works do and do not intersect, attempting to indicate areas where bridges may be built.  相似文献

The current director of the Institute of Higher Education of Peking University is a forty-three-year-old professor, Min Weifang. After receiving a double masters degree in studies in higher education and organizational management, Professor Min was sent abroad by the state and received a doctoral degree from Stanford University in educational management and policy making. He then further undertook postdoctoral studies in the areas of educational economics and educational finance. After returning to China, he has been invited to undertake research work in the headquarters of the World Bank in the areas of educational investment and educational effectiveness. He is a national-level young expert who has made outstanding contributions in his fields of endeavor. At the moment, in addition to serving as an assistant to the president of Peking University, as the director of the Institute of Higher Education at Peking University, and as a faculty adviser to doctoral students, he also serves on the editorial board of the international journal Higher Education and holds the positions of Higher Education Investment Consultant for the World Bank and Group Leader of the Chinese Experts Group for the World Bank's loan program to educational development projects in the impoverished provinces and regions in China.  相似文献

Education is receiving ever-increasing priority in the post-Washington consensus era, which views education as both a means to and end of development. However, justification for the attention given to education continues to be centrally focused on the notion of human capital. By consequence, marketisation and privatisation of education are becoming increasingly significant. With the World Bank and WTO joining forces to create a vision for a 'global education industry', emphasis is placed on free trade in educational goods and services. The paper examines critically the implications of this international education agenda for developing countries, focusing on the experience of Malawi.  相似文献

Jingshi News Agency: It has been brought to light that Faqin Middle School, a private school, has engaged in speculation and profiteering with the production loans for the school. The Beijing branch of the People's Bank provides schools with low-interest loans as investment in production. In March, Faqin Middle School received an annual production loan of 3,000,240 yuan from the People's Bank at a monthly interest rate of 7.5 percent. On April 7 the school deposited 1.5 million yuan in Jincheng Bank at an interest rate of 12 percent to be used as capital for usury, engaging in speculation and profiteering in violation of the People's Bank's stipulation that funds could only be used for the specified purpose. The school authorities did not report this to the students or the Municipal Production Steering Committee. After learning about this, the People's Bank Beijing Branch and the Beijing Municipal School Production Committee investigated and exposed the school at an enlarged meeting of the Municipal School Production Committee. This article examines shifts in educational and social governance taking place in Queensland, Australia, through Education Queensland's Industry School Engagement Strategy and Gateway Schools program. This significant educational initiative is set within the context of Queensland's social investment agenda first articulated in its education policy framework, Queensland State Education‐2010. The article traces the historic extension of this overarching governmental strategy through establishment of the Gateway Schools concept, brokering state‐wide industry‐school partnerships with key global players in the Queensland economy. Industry sectors that have formed partnerships in Gateway projects include Minerals and Energy, Aerospace, Wine Tourism, Agribusiness, Manufacturing and Engineering, Building and Construction and ICT, with more industries and schools forecast to join the program. It is argued that this ‘post‐bureaucratic’ model of schooling represents a new social settlement of neoliberal governance, which seeks to align educational outcomes with economic objectives, thereby framing the conditions for community self‐governance in Queensland.  相似文献

This article argues that in the 1960s-1970s, two international organisations, namely OECD and the World Bank, influenced educational policy in Greece: higher technical education was expected to contribute to economic development and modernisation. This process took place within the framework of the 'semi-peripherality' of Greece during that period: the so-called 'internationalisation' process, which included foreign investment and technological transfer. By the end of the 1970s, there was a dramatic expansion of the education system. Nevertheless, particular emphasis was attached to higher technical education to promote economic development and modernisation, in view of Greece's accession to the European Economic Community (EEC). In the 1980s-1990s, the major actor influencing higher technological education policy in Greece was the EEC. Within the context of an expansion of the higher education system, higher technological education was upgraded also to promote modernisation and a 'self-reliant' economic development, for the full adaptation of Greece to the EEC. However, the respective reforms were incompatible with the state of the Greek economy and the nature of the Greek State, which was one of the main reasons for Greece's difficulty in adapting to the EU on equal terms.  相似文献

This article contrasts the official, largely silent, role of the World Bank as an agent of global markets with its professed role as agent of the poor. The failure to make explicit its role as global market advocate creates a policy environment that can be destructive of both global markets and the long-term survival of the world’s poor. The article examines the World Bank’s Education Sector Strategy in this light. The article begins by outlining the institutional, policy and education frameworks that emerge from the conflicts of the World Bank’s dual role in markets and poverty. It then shows that the implementation and outcome analyses in The Strategy grow out of these frameworks and are, therefore, limited in scope and effectiveness. An approach that explicitly acknowledges the market roles of the World Bank would have led to a more effective policy document.  相似文献

The article presents findings of a research project which analysed statements pertaining to education's contribution to development as justifications for external assistance to education in developing countries, both at a general level and for particular priorities within the education sector. Material used in the study includes (i) publications of UNESCO and the World Bank from the late 1960s to the mid‐1990s, representing international thinking about education and development, and (ii) diverse materials produced during this period for discussing and planning Finnish development cooperation (both bilateral and non‐governmental). The focus is on the parallels and differences found between the international discourse and the Finnish materials.  相似文献

The Parent Support Adviser (PSA) role, piloted in 2006–2008 in 20 local authorities (LAs) in England, offered preventative and early intervention support to families where there were concerns about children's school attendance or behaviour. Overall, this was a highly successful initiative in terms of supporting parental engagement with their children's schools. However, this article presents evidence drawn from 162 interviews (with PSAs, their line managers and coordinators in 12 case study LAs) showing that there was one key area in the PSA pilot that was less successful—the engagement of fathers. The article examines views about how to engage fathers and of the barriers explaining the overall absence of fathers from the PSA project. It highlights the dissonance between policy and practitioner guidance, on the one hand, and practice, on the other, with regard to the relative failure to engage fathers with this important initiative.  相似文献

The World Bank's 1995 Education Sector Review relies very heavily on conventional rates of return to education (RORE) analysis in support of three (out of a total of six) key recommendations. This paper (i) critically examines how the Review draws on RORE research, (ii) shows that none of the alleged global RORE patterns exist; and (iii) more generally, questions the role of RORE analysis as an economic tool for education policy makers.  相似文献
