In a videotape analysis of five National Issues Forums, I investigate the nature of deliberative talk in small group deliberative settings. I show that deliberative talk in these forums mostly takes the form of storytelling. I argue that storytelling helps participants overcome barriers to deliberation, such as lack of knowledge and the need to manage one's public face in a context that privileges open conflict. Moreover, I show that storytelling also plays an important collective function for groups, allowing them to build a sense of moral community around issues without much explicit conflict or argument. I conclude that greater understanding of storytelling's role in small group deliberation is of benefit both to practitioners who initiate such forums and to the growing number of researchers who study the practice of deliberative democracy.  相似文献

Research has neglected a critical factor in promoting successful citizen deliberation: the public forum facilitator. The facilitators create the discursive framework needed to make deliberation happen while setting the tone and the tenor for how and what participants discuss. This essay brings facilitators more clearly into the discussions about deliberative practice by offering an expanded and nuanced notion of facilitation in action. I modify D. Ryfe's continuum of involvement concept to outline three distinct types of facilitators: passive, moderate, and involved. Using this continuum, I investigate how the various moves, types of talk, and discursive strategies used by each of these facilitators differ during six National Issues Forums style deliberations. Results demonstrate that facilitators are not neutral, inactive participants in deliberative forums. The analysis indicates that the pedagogical choices made by facilitators about their involvement in forums affect deliberative talk and trajectories. Scholars evaluating deliberation should take into account facilitation and its different dimensions.  相似文献

As deliberative forums proliferate, scholars and practitioners need to establish a shared evaluative framework grounded in a theoretical definition of deliberation, applicable across contexts, and capable of yielding results comprehensible to public officials and key stakeholders. We present such a framework and illustrate its utility by evaluating the Oregon Citizens' Initiative Review (CIR), a public event that serves as both a critical case study and an important practical innovation in its own right. Our analysis shows that the CIR met a reasonable standard for democratic deliberation, and we pinpoint CIR features that both aided and detracted from its overall quality. We also show how we summarized these results to communicate our evaluation efficiently to the Oregon State Legislature. We conclude by making recommendations for future applications of our theoretical model and evaluative framework and offer practical suggestions for future deliberative forums.  相似文献

Experts play important roles in supporting public deliberation. These roles include developing and vetting background materials, participating in question-and-answer sessions with citizens, and giving pubic presentations. Rarely, though, are experts asked to be on hand during deliberative forums, whereby they have the opportunity to interact with deliberating groups. The inclusion of experts during forums presents a tension because, although they can elevate the quality of the conversation by correcting factual errors, they can also, perhaps unknowingly, crowd out and silence citizen, or “nonexpert,” participation. Careful consideration of communication design can help public deliberation practitioners manage this tension so that experts, when involved in forums, enhance rather than undermine the deliberative process. Taking communication as design, we analyze the interaction of an invited expert at a water scarcity forum in Northern Colorado who derailed discussion and hindered dialogue by “going rogue.” We then turn to stasis theory to conceptualize the effective inclusion of technical experts in public deliberations. Through forum design and training practices, we propose that experts can help resolve issues of conjecture and definition in a manner that frees deliberating groups to discuss substantive and subjective issues of quality and policy.  相似文献

This research analyzes a peace-media initiative in Kenya designed to promote conflict resolution and reconciliation in the months following the 2007 post-election violence. This multifaceted intervention featured a 19-episode television talk show that aired in Kenya for six months; a series of open-air screenings of the show; and workshops held in eight areas heavily affected by the violence. Using criteria for evaluating “media for peace,” I evaluate the effectiveness of the program strategy and provide recommendations for practitioners and researchers. Based on interview data, and analysis of internal documents and the talk show, I assess the program's effectiveness and offer suggestions, which can be used by both practitioners and academics interested in peace media. In addition, the findings suggest that recognition of the other was an important part of the conflict resolution process as workshop members recognized their “enemies” and Kenyans from disparate parts of the country as similar to themselves in their experience of the violence. This research contributes to our understanding of the implementation of media-for-peace initiatives using a systemic evaluation process that academics and practitioners can use when designing, implementing, and researching these types of programs.  相似文献

Normative and practical accounts of deliberative democracy cite open-mindedness as a key feature of good deliberation. Yet scholars have often focused on attitude change or self-report measures to empirically demonstrate openness. This paper draws on grounded practical theory to understand openness as a discursive stance in public deliberation. Openness is used to address four practical problems encountered in deliberation: disagreement, opinion formation, dysfunctional community problem-solving, and deliberative sense making. Indicating openness and expressing attitude change are different discursive practices. Expecting participants to refrain from forming opinions before deliberation may be naïve. Instead, participants’ eagerness to make sense of deliberation by invoking shared understanding and openness should be used to develop meta-consensus.  相似文献

This article applies a network metaphor to an examination of the mediated public sphere. The analysis focuses on the deliberative spaces afforded by traditional and alternative media technologies, concluding that participatory digital technologies best support interactive and adaptable networks for deliberation. These networks sustain enclave and shared nodes where multiple publics can engage in deliberation within and across public boundaries. This argument informs decisions regarding broadband policy by focusing attention on values of openness, access, and freedom.  相似文献

Coherent development of theories of ethnopolitical conflict has been slow and scattered. Moreover, the role of communication has been seriously neglected. I theorize ethnopolitical conflict along two dimensions: the level in which the conflict is entered (macro state-level, mid civil society level, and individual level) and the type of communication most characteristic of the level (bargaining and negotiation, intergroup relations and intercultural communication, identity theories and deliberative processes). Additionally, the article makes the case for a social constructionist perspective on ethnicity, and develops a relationship between communication and ethnopolitical conflict. Finally, theories of communication are posed as mediators of social systems that couple the communication systems of two conflictive groups in order for them to increase commensurability.  相似文献

This paper seeks to understand how journalists deal with storytelling and truth-seeking in their daily news practice. While storytelling is usually studied through texts, we approached it from a practice perspective, combining data from three ethnographic studies in which 36 beat reporters and 13 journalistic storytelling experts were extensively interviewed. Because of the emphasis journalists place on “finding out the truth” in public discourses, it is tempting for academics to present them as naive truth-seekers. However, by means of an interpretative repertoire analysis of their “practice” discourses, we seek to enlarge the discursive space to talk about the supposed tension between story and reality. Although departing from the idea that all news making is storytelling, the interviewed journalists consider news making and storytelling as distinct—and sometimes opposing—practices. These professional practices serve as the framework around which five storytelling repertoires are organized.  相似文献

Scholars have long debated the role of media and discussion in encouraging tolerance and engagement in politics and community. Theories range from the dismissal of effects to the assertion of powerful influences, and from claims of "media malaise" to the promise of "virtuous circles." Of course, results from research exploring these issues vary by context and methods of study. Yet most past research is plagued by at least 1 of 2 methodological weaknesses: the difficulty of assessing causality in cross-sectional survey designs and/or of attributing the observed effects to information gains rather than to the deliberative process itself. Acknowledging these weaknesses, we rely on data from a quasi-experimental study examining a media dialogue effort. In this study, randomly selected public television members and partners were recruited into various forms of "real world" exposure and discussion about the documentary film Two Towns of Jasper. This documentary highlights the divisions in Jasper, Texas following the racial killing of James Byrd, Jr., who was dragged to his death behind a pickup truck by 3 White men. Controlling for a wide range of preexisting differences, including past political discussion and participation, we compared individuals who had different experiences of the intervention. Results reveal that media consumption was positively related with willingness to discuss the issue of race and participate politically around this issue. Above and beyond media consumption, participation in a heterogeneous citizen's forum that discussed the documentary contributed to awareness of racism, as well as increased willingness to further discuss and participate on this issue. This article highlights the importance of citizen dialogue in combination with media consumption for engagement, and suggests an alterative to forums such as citizen juries, study circles, and deliberative polls.  相似文献

The primary goal of this study was to examine patterns or groupings of adolescents’ hypothalamic-pituitary-adrenal axis (HPA) (measured through cortisol) and sympathetic nervous system (SNS) (measured through salivary alpha amylase or sAA) responses as a function of their parents’ communication skills. A related goal was to decipher whether adolescents who demonstrate different patterns of physiological reactivity vary in their personal and relational health. The sample consisted of 118 parent–adolescent dyads who were asked to talk about something stressful related to the parents’ relationship. The results revealed that adolescents’ perceptions of their parent's communication skills predicted the likelihood that the adolescents would overreact, show no reaction, or down regulate in response to such a discussion, but only for sAA. All of the communication skills in question—social support, communication competence, feeling caught between the parents’ conflict, and inappropriate disclosures—supported the hypothesis that adolescents with parents who they think are more communicatively skilled are better able to recover from a stressful interaction than adolescents whose parents are less skilled. Adolescents who were considered “overreactors” in sAA also had more negative health indices, somewhat lower psychological well-being, and poorer quality relationships with their parents.  相似文献

By interviewing and thus gathering data from 10 prominent public radio talk show hosts as to how they perceive their tasks and actions during conflict-related debates and discussions, the authors were able to categorize these self-reflections in terms of the hosts' overall communicative, directive, and procedural strategies. This article reflects on the degree to which these activities define the overall roles of public radio talk show hosts and especially on whether these social actors perceive their moderating roles as a form of third party intervention similar to the work of facilitators or mediators of social conflict.  相似文献

A deliberative democracy calls for citizens who are well informed about a diverse range of public issues and a media system that shapes the public agenda for deliberation and consensus building. However, with the current proliferation of a high-choice media environment, citizens can engage in partisan selective exposure by only consuming news that matches their own political attitudes and dispositions. This study examines two under-researched effects of partisan selective exposure: (1) the reduction in the number of societal issues that individuals consider important (i.e., nominal agenda diversity) and (2) the reduction in the variety of issues (i.e., thematic agenda diversity). A national survey was conducted in Hong Kong, a transitional democracy with a highly partisan media environment. The results showed that although reading more newspapers is positively related to nominal agenda diversity and thematic agenda diversity, citizens who receive their news only from partisan newspapers are less likely to be interested in a range of public issues and are less able to name pressing societal issues. Moreover, both nominal and thematic diversities predicted political participation, though not political discussion. The findings provide supporting evidence that partisan selective exposure can lead to a fragmented public agenda.  相似文献

The issues of application of knowledge-management technologies in modern economic conditions are stated. The aspects of digitalization of the economy, including those at the corporate level, are considered. The concept of “knowledge management” is analyzed from the point of view of foreign researchers; it is noted that knowledge has become an important intangible asset and a factor of competitiveness. The main results of knowledge customization (knowledge maps, knowledge packages, resource catalogs, forums and chats, practice communities, storytelling, corporate blogs, and a bank of ideas) are distinguished. Application of ontological models and gamification in order to involve staff in the dissemination and exchange of knowledge is shown. Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups.  相似文献

Participatory budgeting (PB) has emerged as a tool for empowering marginalized communities and advancing social justice through public deliberation and advocacy. However, public deliberation scholars have contested the appropriate roles of social justice, activism, and equity. PB bridges deliberation, advocacy, and equity, as it strives to accomplish social change. We detail how the first cycle of Greensboro PB navigated tensions between residents who sought social change and government officials who wished to maintain the status quo. We argue PB is an example of public deliberation that fosters social justice sensibilities among participants and conclude with applied recommendations for design improvements.  相似文献

In recent years, no television genre has generated more discussion and public outcry in the United States than talk shows. The talk show genre also creates strong feelings in the academic world. The academic literature shows polarization between scholars who believe that the shows are damaging and those who argue that talk shows can be empowering for underrepresented societal sectors. These discussions, however, have not included talk shows broadcast on the Spanish-speaking networks Telemundo and Univision. Drawing on Foucault's conceptualizations of regimes of truth and confession, this paper analyzes Cambia Tu Vida (Change Your Life), a Telemundo show whose host is Catholic priest Father Alberto Cutie-Padre Alberto. Cambia Tu Vida evidences the workings of the confession as a truth-producing mode that supports and underpins particular power relationships and regimes of truth.  相似文献

This research argues that documents can become intermediaries which affect the relationships between disparate groups. Through a critical analysis of materials distributed during an online protest, the author traces the life of a single technical document, simultaneously describing how it was described during deliberation between several groups. Marcusean critical theory and rhetorical criticism framed the analysis. It is suggested that certain documents act as a locus between otherwise unaffiliated groups and that those documents become agents who can mediate deliberation. Further, it is suggested that document analysis can become an important aspect for interpreting group relationships. Future research examining the agency of documents is suggested.  相似文献

Participation in discussions about the public interest can be enhanced by technology, but can also create an environment in which participants are overwhelmed by the quantity, quality, and diversity of information and arguments. Political participation is at a greater disadvantage than non-political activities in that participants from different parties already start out with established differences, which requires them to reach some form of common ground before progress can be made. Those seeking authentic deliberation are discouraged to participate when confronted with uncivil and inflammatory rhetoric. These issues are often exacerbated in online discussions, where lack of identity cues and low barriers to entry can lead to heightened incivility between participants, often labeled as “flaming” and “trolling”. This paper explores the extent to which moderator systems, tools online discussion forums use to manage contributions, can reduce information overload and encourage civil conversations in virtual discussion spaces. Using the popular website Slashdot as an example of sound moderation in a public discourse setting, we found that users move toward consensus about which and how comments deserve to be moderated. Using these findings, we explore how transferable these systems are for participation in public matters specifically to the unique attributes of political discussion. Slashdot's political forum provides a comparison group that allowed us to find quantitative and qualitative differences in political posting, comments, and moderation. Our results show that large scale, civil participation is possible with a distributed moderation system that enables regularly lively debates to be conducted positively because the system provides tools for people to enforce norms of civility.  相似文献
