Raising aspirations has been identified as a key strategy for widening educational participation in lifelong learning policy. This article deconstructs the hegemonic discourse of raising aspirations through Economic and Social Research Council‐funded research on men, masculinities and higher educational access and participation. The article examines the ways that men students on access and foundation programmes talk about their aspirations and considers the multiple influences and practices that shape their decisions to participate in education. It is argued that a range of interlinked, and contradictory, masculine identifications are central to understanding the formation of aspirations, which are not fixed but shifting through different kinds of life and learning experiences, orientations and relations. The article suggests that widening participation policy and practice is too narrowly focused on simplistic notions of ‘raising aspirations’, leaving hidden intricate operations of power, privilege and inequality.  相似文献

Many ‘alternative primary education’ programmes operating in the developing parts of the world use children’s first language as the medium of instruction. Programme sponsors often base their vernacular language policy on literature that highlights the cognitive and other benefits that accrue from using children’s first languages as the medium of instruction during their early stages in school. Working within a postcolonial discursive framework the paper examines the attitudes of community members, parents, school authorities and schoolchildren toward the use of the vernacular as a medium of instruction in the Shepherd School Programme, an alternative primary education programme, that has been implemented to provide improved educational access for schoolchildren in seven rural northern Ghanaian agri‐pastoral communities.  相似文献

The revitalization of Ethiopian higher education (HE) has been underway since the early 2000s. As well as the economic optimism evident in the ‘knowledge-driven poverty reduction’ discourse, social equity goals underscore the reform and expansion of the system. Notwithstanding the widening participation and the equity policy provisions put in place, the problem of inequality has persisted along the lines of ethnicity, gender, rurality and socio-economic background. This paper reviews major equity policy instruments and highlights the enduring inequalities in Ethiopian HE. It argues that this persistence is related in part to the ways in which the problem is represented in policy, and that redressing the problem necessitates framing inequality as capability deprivation rather than as issues of access and disparities in enrolment.  相似文献

This paper summarises some of the key characteristics of access to and participation in higher education. In particular, it focuses on the key social characteristics of participation and the interaction with migration to study outside Northern Ireland. Key policy areas relating to student finance and widening access are also considered. The paper also reports on qualitative research conducted with Protestant and Catholic pupils from less well‐off backgrounds about attitudes to further and higher education. The paper concludes by suggesting higher education policy issues for a newly restored devolved administration.  相似文献

In this article, I explore men’s educational experiences and aspirations in the context of UK policy discourses of widening participation and migration. Critiquing discourses that oversimplify gendered access to higher education, I develop an analysis of the impact of masculine subjectivities on processes of subjective construction in relation to be(com)ing a university student. Neoliberalism and self‐regulation emerge as significant themes by which the men make sense of their educational experiences and aspirations. Widening participation policy discursively constructs the subject as ‘disadvantaged’, ‘with potential’ and responsible for self‐improvement through participation in (alternative forms of) higher education (HE). The concept of diaspora illuminates the complex ways the men reconstruct their traumatic experiences in terms of hope and possibility, across different cultural spaces and expectations. A key question is how do the men construct and make sense of their masculine subjectivities in relation to diasporic experiences and aspirations to become HE students?  相似文献

This paper examines the democratisation of education in South Africa within the context of the policy of educational decentralisation with regards to key policy texts, namely, the South African Schools Act (SASA) and the National Norms and Standards for School Funding (NNSSF). It begins by exploring the concept of decentralisation with specific reference to the notions of democratisation and participation. This leads to an examination of these concepts within the South African context. The final section examines the policy impact of participation and democratisation in relation to the powers and functions of School Governing Bodies (SGBs) by considering four illustrative examples, namely, religion, language, admissions and teacher employment. The paper concludes by considering the policy gap between policy rhetoric and practice in relation to attempts to entrench democracy and participation, and enhance participation at the school level.  相似文献

This paper examines the evolution of government policy in England on widening participation. It traces government policy on widening participation in relation to social class from Robbins (1963 ) through Dearing (1997 ) to ‘The Future of Higher Education’ (2003 ) and the passing of the Higher Education Act (2004). The paper concludes that there is a lack of participation in policy formulation by certain key groups, particularly those directly affected by widening participation policy. In addition, although the government's widening participation policy has generally progressed, it has done so within an overly bureaucratic system of control that fails to give higher education institutions the autonomy they need. There are also occasions when aspects of policy seem to be taking backward steps. Moreover, while the government adopts a rhetoric of strategic rationality, policy on widening participation often appears to be ad hoc, piecemeal and lacking a cohesive, evidence‐based rationale. Finally, there are times when New Labour appears to lack the political will to implement radical policies.  相似文献

The democratization of education in Malaysia has come a long way since the early 1960s. In the early 1990s, the government decided to democratize secondary education in order to widen formal access to secondary education, especially at the upper secondary level. It is the contention of this paper that the widening of formal access to education may not lead to real access to education if effective measures are not put in place. It is also the contention of this paper that the democratization of education that leads to the massification of education or mass education should not be at the expense of educational quality and excellence if it wants to have a more significant impact on the actual outcomes of schooling. This paper is divided into two parts. The first part provides the background information on educational expansion that stems from the democratization of secondary education such as enrolment rates, number of schools and teachers as well as organizational adjustments. The second part examines the problems and challenges of the democratization of secondary education in relation to issues such as diverse needs of students, disciplinary problems, school dropouts, urban and rural disparity, preferential policy and educational quality and excellence. All these issues have an impact on the desirable outcomes of the democratization of secondary education as far as real access to education as well as equality and quality of education are concerned.  相似文献

This paper is a response to an article by Winnifred Hall which appeared in Volume 42:1, 17‐31 of this journal. Hall raised a number of significant issues in the education of Deaf students, and called for greater recognition of educational programs which take into account cultural factors relevant to the Deaf community, and which utilise native sign languages in programs aimed at developing language proficiency. Hall recognises the importance of effective written language skills for Deaf people if they are to function in the wider community, skills which have not been well developed in the past, and she calls for new approaches to teaching written language to Deaf children. The authors of this paper, while supporting the views of Hall, do not believe she takes sufficient account of the difficulties associated with affording both English and native sign languages equal prominence in a classroom, nor does she recognise the importance of beginning instruction in English before the secondary school years. This paper develops further some of the notions put forward by Hall, and highlights current efforts to implement culturally sympathetic programs for young Deaf children, with particular reference to the Thomas Pattison School in New South Wales, Australia.  相似文献

The drive to widen access and participation in higher education is rapidly transforming the sector. Despite this, through an interplay of social, cultural and gender-related factors, students from ‘widening participation’ backgrounds can all too frequently become, within their own institutions, ‘outcasts on the inside’: formally accepted by the university without ever acquiring, still less embodying, the traditional social and cultural advantages bestowed by HE. Thus, the irony of widening participation would seem to be that by entering higher education an already disadvantaged educational habitus should be reinforced not transformed. Based on a three-year ethnographic study, this paper explores the factors motivating widening participation students to enrol in higher education, the nature of their experiences, and the extent to which higher education represents an attempt at social repositioning.  相似文献

Learning is high on the political agenda for post-compulsory education and training in England. Official discourses about learning assume a predominantly individualist stance, despite the development of theoretical models that stress the contextual and situated nature of learning. In a study following 50 young people through further education over 4 years, it became apparent that the institutional culture of the colleges had a significant impact upon students' dispositions towards their learning. In this paper, we explore the nature and significance of this impact in a case-study sixth form college: an under-researched sector of educational provision. This is followed by a brief discussion of the implications of our analysis for issues of access, widening participation and inequality in relation to current proposals to reform age 16-19 educational provision in England. We conclude by identifying some of the questions about the fine-grained nature of that college culture that our data does not permit us to address directly.  相似文献

This paper explores constructions of the ‘new’ university student in the context of UK government policy to widen participation in higher education. New Labour discourse stresses the benefits of widening participation for both individuals and society, although increasing the levels of participation of students from groups who have not traditionally entered university has been accompanied by a discourse of ‘dumbing down’ and lowering standards. The paper draws on an ongoing longitudinal study of undergraduate students in a post–1992 inner‐city university in the UK to examine students' constructions of their experiences and identities in the context of public discourses of the ‘new’ higher education student. Many of the participants in this study would be regarded as ‘non‐traditional’ students, i.e. those students who are the focus of widening participation policy initiatives. As Reay et al. (2002) discovered, for many ‘non‐traditional’ students studying in higher education is characterized by ‘struggle’, something that also emerged as an important theme in this research. The paper examines the ways in which these new student identities both echo the New Labour dream of widening participation and yet continue to reflect and re‐construct classed and other identities and inequalities.  相似文献

Widening participation programmes aim to increase the progression of students from low socio‐economic status (SES) groups to higher education. This research proposes that the human capabilities approach is a good justice‐based framework within which to consider the social and cultural capital processes that impact upon the educational capabilities of young people from low SES groups. It presents a case study which examines the developing capability set of Irish students from a representative sample of schools participating in a university‐based widening participation outreach programme aimed at increasing social and cultural capital constructs. Qualitative analysis is presented from four schools; four student focus groups with 22 student participants, and 15 individual student interviews. Findings focus on the developing capabilities of autonomy, hope, voice and identity, as well as on the relationship between specific widening participation activities and the developing capability set. The findings highlight the development of college‐focused knowledge and how this impacts upon students’ aspiration to participate in higher education. The idea of ‘widening capability’ is discussed in relation to the potential of the capability approach to contribute an additional dimension to a mainly neoliberal policy rhetoric, which emphasises the market value of higher‐education participation. In doing so, it explores how widening participation activities can influence the widening capability set of low SES students, and its relationship with what the students deem to be ‘a life of value’.  相似文献

The notion of lifelong learning has become a mantra within educational policies. However these have been strongly critiqued for reflecting an understanding of learning that privileges the economic benefits of participation in formal education. In UK contexts, the importance attached to widening participation in higher education is one manifestation of these policy discourses, which can be interrogated as a form of governmentality. This paper draws upon a recent small‐scale mixed‐method study of different vocational learners’ transition from Level 3 courses to consider how these policy discourses are being mediated by ‘learners’ who were qualified to enter higher education, but decided instead on alternative life courses. The analysis suggests that policy constructions of participation in higher education sit at a disjuncture with respondents’ longer‐term experiences of institutionalised education processes. In other ways, lifelong learning seemed to be willingly embraced in respondents’ different commitments to learning and self‐development, although higher education institutions were not often seen as a source of this learning. The article aims all the same to allow this interpretation of respondents’ voices to speak back and disrupt policy mantras.  相似文献

Abstract

This paper examines the proposition that the outcomes of employment‐related initiatives depend on ways in which they relate to the broader context of provision and to patterns of occupational and educational selection. Using data from the 16‐19 Initiative and linked studies, institutional arrangements for the education of 16‐19 year olds in contrasting local education authorities are compared. Relationships between the structures of provision and patterns of educational and training participation and progression will be explored. Finally, comparisons between the ‘mixed’ model of 16‐19 provision as it operates in the UK and the ‘schooling’ models of North America are discussed, with reference to future policy options.  相似文献

20世纪90年代以来,各国都在竞相提高外语教育水平。作为超级大国的美国对中小学外语教育前所未有的重视,并进行了收效颇丰的外语课程改革,其改革具有如下特点:外语教育观念的转变颇大,对课程的重视度提高;开设的外语语种较以前更加丰富,并且随着形势而变化;课程内容综合化;教学方法生动活泼,重视培养学生交际能力;课程评价科学化;重视外语教师的培养和发展;广泛应用现代化教学手段。对比我国英语教育现状,可以从中得出以下启示:科学定位外语课程的价值;出台积极的外语教育政策;建立完整的外语课程指导框架;实施有效的外语教学和学习策略;营造良好的外语学习氛围;综合运用现代教育技术,拓宽学生学习外语的渠道;重视外语教师教育,提升外语教师的综合能力;完善外语课程评价体系。  相似文献

Among the more relevant questions in educational research is how the governments and policy‐makers in transition countries address the high educational inequality inherited from the past and what policies they develop in order to reduce the strong effects of the background family and the type of school on students' achievements, their aspirations and their chances of succeeding in the most important educational transitions. This paper addresses one of the most topical issues in this area, namely the social selectivity of Czech basic and secondary education. Special attention is paid to the role of ‘multi‐year’ gymnasia. The results of analyses carried out on data from the Programme for International Student Assessment 2000 study corroborate the initial hypothesis according to which multi‐year gymnasia, introduced into the Czech educational system after 1989, represent one of the main sources of the variation in students' achievements at the end of compulsory education. However, this variation can be almost entirely accounted for by the specific socio‐economic background of the students. The same holds true for their future aspirations. The results of the analysis support the conclusions of the OECD Review of National Policies for Education from 1996.  相似文献
