The aim of this paper is to contribute to a long‐standing critical tradition in the educational leadership literature through an analytical examination of the idiosyncrasies of leadership in Higher Education institutions (based on the UK example). It applies a postmodern way of thinking to the educational leadership phenomenon to problematise and challenge the traditional views on the trajectories of power in Higher Education institutions, utilising Foucault’s key theoretical units of discipline, governmentality and biopolitics as a toolbox for dissecting the implications of neoliberal ideology on the leadership praxes. Significantly, the paper demonstrates how the engagement with Foucault’s three modes of objectification—dividing practices, scientific classification and self‐subjection—can expose the ways, in which the roles of educational leaders become re‐configured into economic‐rational individuals or subjects, who are compliant with the imposed requisites of the government’s neoliberal agendas. The paper concludes that Foucault’s theoretical perspectives could be used as a methodological template for a deeper critical analysis of leadership practices, equipping academics with additional tools for critiquing the existing boundaries of neoliberalism and intervening in the transformation of the social order by undertaking an investigation into the practices of governmentality, as suggested by Foucault.  相似文献

Abstract

Discussions charting the changing role of local government in education have often focused extensively on ‘concrete’ policy changes over time, but have provided less detail on the contribution to changing power relations of less tangible shifts. Drawing on Foucauldian notions of discourse and governmentality, in this paper, detailed rationalities of local third-sector and other ‘arm’s length’ actors in English education are explored, with a focus on their relationship to local authority (LA) school admissions teams. The paper aims to provide deeper understanding of tactical struggles for authority which happen within competitive local sociopolitical spaces. Data is utilised from a study of ‘Choice Advice’ (CA) in 10 LAs, within a background context where arm’s length agents deployed to deliver CA have been co-opted into central government marketisation regimes, but local state planning of schooling is arguably more equitable for vulnerable families than are logics advancing a marketisation of education. The research reveals: (1) discourses valourising ‘independence’ and ‘distance’ from local state ‘agendas’; (2) discourses separating the interests of ‘parents’ and ‘schools’, with LAs positioned as representing the latter; (3) dehumanising representations of LA officers as ‘faceless’, obstructive and requiring regulation from ‘critical friends’.  相似文献

Abstract

The introduction of new accountabilities and techniques of government for the purposes of educational reform have created new complexities and tensions for school leadership. Policies such as the publishing of league tables in the UK, high stakes testing in the US and the introduction of the My School website in Australia are particularly significant for school principals. In this article I appeal to the work of Foucault and Deleuze to provide an alternate approach to understanding how principals are constituted as subjects through a range of practices and discourses associated with the introduction of the My School website. I specifically draw upon Foucault’s notion of governmentality and Deleuze’s notion of societies of control to provoke new lines of thought into these government practices. I argue that it is through the performative in the education system that school principals are becoming perpetually assessable subjects.  相似文献

This article invokes a neoliberal and disciplinary governmentality lens in a political ecology of education framework to analyze educational programming at Long Beach, California’s Aquarium of the Pacific. I begin by briefly describing governmentality as Foucault and neo-Foucauldian scholars have theorized the concept, followed by a discussion of the emergence of green governmentality and environmentality in political ecology. Next, I invoke a political ecology of education framework informed by neoliberal and disciplinary environmentality to analyze institutional and teaching practice at the Aquarium. In this analysis, I demonstrate how the institution’s funding structure, placement within the entertainment markets of the southern California area, and commitment to ocean conservation education all influence how the Aquarium conceptualizes itself and its work. I focus on the case of the Blue Cavern Show and the Seafood for the Future program, which work in tandem to define a problem (declining fish stocks; possible seafood shortages) and then structure a neoliberal solution through the market (sustainable seafood consumption). I conclude by discussing the implications of this research for environmental education, which include unpacking how neoliberalism impacts teaching practice, especially as it relates to notions of framing environmentally responsible action.  相似文献

ABSTRACT

The present study provides an analysis of John Amos Comenius’s thoughts on moral and pious education, educational governance and school discipline as expressed in Didactica Magna. This is examined from the background of his view of education as a societal phenomenon, the purposes of different categories of knowledge for individual formation and the role of pedagogy in the upbringing of children. Theoretically, this paper expands on Michel Foucault’s ideas about governmentality and discipline, as well as on Henri Lefebvre’s spatial theories. The article argues that Comenius can be viewed as a significant contributor to the early modern shift towards new administrative techniques for school governance, transmitting the mode of disciplinary power into pedogogised and didactic forms. The article contributes to achieving more systematic knowledge for understanding the focused areas of schooling, the concept of discipline and the pedagogic premises of disciplinary practice in an early-modern European educational context.  相似文献

This paper extends the author’s previous enquiries and discussions of governmentality and neoliberal policy technologies in a number of ways. The paper explores the specificity and generality of performativity as a particular contemporary mode of power relations. It addresses our own imbrication in the politics of performative truths, through our ordinary everyday life and work. The paper is about the here and now, us, you and me, and who we are in neoliberal education. It draws upon and considers a set of ongoing email exchanges with a small group of teachers who are struggling with performativity. It enters the ‘theoretical silence’ of governmentality studies around the issues of resistance and contestation. Above all, the paper attempts to articulate the risks of refusal through Foucault’s notion of fearless speech or truth-telling (parrhesia).  相似文献

This paper presents an overview of the elements which characterize a research attitude and approach introduced by Michel Foucault and further developed as ‘studies of governmentality’ into a sub‐discipline of the humanities during the past decade, including also applications in the field of education. The paper recalls Foucault's introduction of the notion of ‘governmentality’ and its relation to the ‘mapping of the present’ and sketches briefly the way in which the studies of governmentality have been elaborated in general and in the context of research in education more particularly. It indicates how the studies of governmentality can be related to a cartography of the learning society, a cartography which helps us to get lost and to liberate our view.  相似文献

This paper uses poststructuralist theories of governmentality, agency, consumption and Barry’s (2001) concept of Technological Societies, as a heuristic framework to trace the role of online education technologies in the instantiation of subjectification processes within contemporary Australian universities. This case study of the unintended effects of the adoption and usage of an online educational technology (WebFreedom) for online examinations in an Australian university setting is analysed using poststructuralist theories of governmentality, agency and consumption. The analysis demonstrates how techniques of governing the learning practices of students via online educational technologies intersect with the agentive capacity of students who are relocated as consumers in the higher education marketplace. In particular the paper focuses on the production of unintended localized online examination behaviours resulting in a form of ‘subterranean ethics’ or cheating in online exams. The results from this case study raise critical questions concerning the ways in which both students and tertiary educators are constituted within neoliberal governmental thought, as well as the ways in which students produce themselves in practice as autonomous agents and educational consumers within tertiary education. Suggestions on the focus of future research in the area are discussed.  相似文献

ABSTRACT

Current social policy discourse defines educational and career guidance as a key tool to enhance individual self-realisation while pursuing collective social objectives (economic growth, reduction of drop-out rate, social inclusion). Relying on Foucault’s concept of governmentality, critical research has long destabilised this mainstream narrative by stressing that guidance polices constitute a technology of government through which the political ambition to govern is realised by shaping citizens’ desires and ambitions. This article aims to provide an in-depth empirical analysis of how governing practices unfold within a concrete guidance setting. Based on ethnographic data, the essay focuses on guidance practices addressing 13–14-year-old students in Italy moving from comprehensive education to a tracked educational level. Particular emphasis is given to the role played by guidance forms, questionnaires and exercises. These materials, it is argued, enable particular technologies of the self that are key to involving individual in practices of self-government.  相似文献

While debates over standardized testing are ubiquitous, there has been relatively little consideration of how today's standardized testing practices have arisen. The current study provides a chronology of standardized testing within Alberta, Canada. Starting from prior work by Foucault and others on ‘governmentality’, we propose that the movement to standardized testing be viewed as part of a larger societal movement toward techniques of government that operate indirectly and at a distance. These techniques of government seek to ‘manage’ populations through the use of measurement tools and numerical calculations. We suggest that, although these techniques are directed toward populations, they also have specific effects on individual students, parents, teachers, and other participants in the education system. In particular, we contend that standardized testing programmes, by rendering the participants visible and subjecting them to public scrutiny, contribute to the construction of governable persons.  相似文献

Neoliberal higher education reforms in relation to quality assurance, managerialist practices, accountability and performativity are receiving increasing attention and criticism. In this article, I will address student assessment as part of the technologies that increasingly govern academics and their work in universities. I will draw on Foucault’s theories of governmentality and subjectification, and discourse analysis that have framed the research conducted with 16 academics in one university in the UK. While academics in the study expressed frustration with neoliberal reforms in general, and assessment policies in particular, they tended not to demonstrate overt resistance within their university systems. The reasons for this will be questioned and analysed in relation to a neoliberal mode of government where power relations shaping academic subjectivities are diffuse and pervasive. I will discuss the ways in which academics understand and act within these power relations, and I will also demonstrate a variety of covert practices that academics tend to apply when coping with the neoliberal technologies of government such as assessment.  相似文献

Recent integration discourses in Europe locate problems of equality, gender, and sexuality among migrant youth. Educating and testing the values of future citizens is supposed to guarantee their conformity with ‘western’ and ‘modern’ values. By analyzing educational reform discourses in multicultural Luxembourg, the paper aims to challenge these contemporary narratives in two ways: (1) In a historical analysis, the paper traces conservative reform resistance in the case of sex education which is often overlooked due to the focus on migrants; (2) In placing sex education’s reform legitimation and resistance within (a) broader educational reform discourses of inequality and citizenship and (b) contemporary narrations of the reforms and their taboos, the paper reconstructs how liberals and conservatives join an alliance over sexuality education of ‘the Other’. The sociological–historical discourse analysis critically questions the ethnicization of sexuality by disclosing its homogenizing use to cover conservative resistance within the citizen’s community.  相似文献

面对教育改革面临的诸多社会挑战,包括新冠疫情对美国教师队伍的冲击以及美国中小学教师队伍离职率高、缺乏多样性等问题,美国联邦政府将教师教育改革纳入其“重建更好”一揽子改革计划的重要组成部分。“公平”价值转向、从“缺陷”到“优势”的政策话语转变和弗雷泽三维社会公正理论构成了美国联邦政府教师改革政策的重要理论基础。美国联邦政府采取的教师教育改革措施主要包括:修改大学和高等教育的教师教育援助计划;实施“培植你自己”教师教育项目;完善一年制教师驻校培养模式;加大对少数族裔学校的资助力度;提高教师工资与专业发展水平。美国联邦政府的教师教育改革凸显了社会公平与多元种族和谐相处的政策价值导向,其政策机制体现了联邦政府协调角色的不断增强和市场化教师教育改革方式的适度消退。  相似文献

ABSTRACT

Neoliberalism as a concept, ideology, or theoretical lens has emerged in the last couple of decades as a monolithic presence in education research, and the social sciences more broadly. We bring two aims to this Special Issue: to critique the rigour of neoliberalism as a theoretical framework utilised within education research; and second, to explore and propose an alternative to neoliberalism as a critical frame of analysis. This paper will postulate three-waves of neoliberalism, specifically ordo-liberalism, radical liberalism, and post-neoliberalism. We challenge ‘big-N’ neoliberalism; conceptualisations of neoliberalism as homogenous and monolithic; and, demonstrate how neoliberalism interacts with particular milieus of time and space. In reflection of Williams but also Foucault’s tracing of ‘discursive formations’, neoliberalism as a keyword points to a genealogy of power which requires further excavation. The notion of an assemblage, enabling mutations and contra configurations, may offer a way forward.  相似文献

以福柯新自由主义治理术为理论视角,采取质性研究取向的个案研究方法,本研究通过对一名违约进入补习行业的男性学前教育公费师范生进行半结构式访谈,并借助文件资料分析,探讨公费师范生选择成为补习讲师的原因、过程及其身份认同,结果发现在结构性限制条件下,对于违约的学前教育公费师范生而言,进入补习机构既是次优选择也是更优选择;公费师范生系统的学前教育学习经历使其产生了补习讲师也是教师的身份认同,不存在补习讲师身份和主流学校教师身份之间的对立冲突。政府应加强监管,补习行业应加强自律,并通过与师范院校合作,以订单式培养、在职培训等方式提高补习机构的师资水准,以引导补习机构更好地发挥其吸纳就业的积极社会作用,在为公费师范生提供更多的职业选择机会的同时,助力其对自身教师身份的认同。  相似文献
