This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

The American Library Association Government Documents Round Table in the early 1980s prepared statistics guidelines for government documents collections. These guidelines suggested that a collection's federal publications be counted and reported in the same manner as similar materials that are nongovernmental. This paper demonstrates how statistics might be maintained on federal publications acquisitions and holdings to describe trends in GPO depository distribution. Such data included in annual reports may be graphically displayed for comparison over a number of years to show how trends in GPO depository distribution have affected budget and space needs.  相似文献

ABSTRACT

Over the past year and a half, Colorado State University Libraries has used the Program in Cooperative Cataloging's (PCC) core record standard when cataloging non-depository and pre-1976 federal documents. Although the Libraries is not a PCC member, and so not involved in its Bibliographic Record Cooperative Program (BIBCO) it began experimenting with this standard as a means to facilitate a more efficient way of cataloging federal documents. This paper provides background to the Libraries' decision to use the core standard; describes the core cataloging standard, noting especially PCC's emphasis on the importance of the cataloger's judgement in applying the standard; and comments on the Libraries' use and assessment of core cataloging.  相似文献

One hundred fifty years ago, Joel Palmer, as Superintendent of Indian Affairs for the Oregon Territory, and Isaac I. Stevens, as Governor and Superintendent of Indian Affairs of the Washington Territory, negotiated a series of treaties with tribes of the Pacific Northwest. These 10 instruments have affected the gathering rights of tribes and of others in this area and throughout the United States and have generated a substantial amount of litigation. This article reports on the 512 citations to these specific documents in 354 opinions, between the years 1874 and 2005, in various jurisdictions ranging from territorial courts to the U.S. Supreme Court.  相似文献

A survey of 273 children in grades 3, 6, and 9, and their parents investigated parental mediation effects on a child's message interpretation process both from a child's and from a parent's perspective. The study found that children's reports of positive mediation (parental reinforcement of media messages) were significantly higher than parents' reports. Parents and children agreed more closely on reports of negative mediation (counter-reinforcement of media messages). Only the children's reports predicted variables influencing their decision-making for drinking alcohol. The results suggest that children's reports are probably more useful than parents' reports for predicting a child's cognition and behavior.  相似文献

In June 1996, the Government Printing Office (GPO) published a plan for its transition to a more electronic Federal Depository Library Program (FDLP). This plan assumes that federal information policy requires that the FDLP provide permanent public access to remotely-accessible electronic government information products and indicates that such access will be provided through a network of partnerships comprised of the GPO, the National Archives and Records Administration (NARA), federal agencies, and FDLP libraries. GPO has established its first library partnership in this FDLP network with the University of Chicago at Illinois' Richard J. Daley Library and the Department of State (DOS) to ensure that DOS materials will be available for permanent public access through the FDLP. To extend the partnership network to publishing agencies, a partnership has been arranged with the Department of Energy (DOE) to ensure direct FDLP access to technical reports maintained on a DOE World Wide Web site.  相似文献

Federal Indian policy in the United States historically reflects both the hard-headed pragmatism of the nation and its quixotic romanticism. Researchers can identify roughly drawn policy epochs and policy motivations, but there were no clean slates as policy shifted. The legal history of a tribe reflects the accumulated—and often contradictory—impact of changing federal policy. Complexity was added to the government's approach by the application of single-minded policies to the exceedingly diverse native groups within the nation's borders. An understanding of evolving federal policy offers useful insights and a basis for creative legal theories.  相似文献

After years of gradual erosion, the federal government's commitment to statistical coordination appears to have been at least temporarily abandoned. The Office of Statistical Policy and Standards has been disbanded. Its remaining staff have been placed within the Office of Management and Budget's Office of Information and Regulatory Affairs. Data on library fines imposed at Eastern Illinois University and the University of Hawaii at Manoa was extracted and compared to determine whether fines had an impact on the patron's return behavior. This article addresses the assertion, advanced by the Depository Library Council (DLC) to the Public Printer, that James Madison's political writings serve as the ideological underpinning for the Federal Depository Library Program. In ascertaining the validity of the DLC's claim, this article reviews the evolution of Anglo-American thought regarding the concept of an informed citizenry, and concludes by suggesting persons who may rightfully be considered the harbingers of a federal depository library program.  相似文献

Role negotiation in stepfamilies is an important process that involves and affects all family members. Although researchers have focused on stepparent role development and the influence of stepparents' behaviors, less attention has been given to the influence and experience of stepchildren in role development. This investigation examined the contribution of stepchildren to the type of stepparent roles developed in stepfamilies, as well as stepchildren's experience of role ambiguity and the impact of stepchildren's role content and clarity on relational quality. Fifty-two stepchildren completed questionnaires about their relationships and interaction with their stepparent during adolescence. Findings indicate that stepchildren's autonomy and connection-seeking behaviors predict stepchildren's reports of stepparent role types, stepchildren's reports of stepparents' warmth displays predict stepchildren's role ambiguity, and stepchildren's behavior and role ambiguity relate to their relational satisfaction. Suggestions for future research in this area are proposed.  相似文献

Prior telecommuting research has focused both on teleworkers without comparison to other employee groups and on pragmatic implications of this work arrangement across organizations. In contrast, this investigation situated telecommuting as a socially constructed process and practice within the context of a specific hybrid (federal agency and private sector) organizational culture. We used Martin's (1992) three cultural lenses as a framework for analyzing in-house and telecommuting employees' discourses. These three cultural lenses illuminated how and why telecommuting functions paradoxically in organizations. In the integration lens, members framed FEDSIM as a coherent, innovative, and “employee-centric” utopian culture. Differentiation subcultures diverged from the telecommuter and in-house distinctions that we anticipated based on previous research. Instead, differentiation discourses revealed complex divisions between promotable and non-promotable employees who adhered to different spatio-temporal orientations toward and definitions of work. Through the fragmentation lens, members' talk coalesced around several mysterious processes of the ways things are supposed to and actually do operate. These findings suggest interventions that can assist leaders and members in capitalizing on telecommuting's unique advantages.  相似文献

Since 1994, the National Library of Russia has accepted electronic media according to the federal law On the Obligatory Copy of Documents, which established the system of legal deposit in Russia. The Scientific-Technical Center “Informregistr” is responsible for collecting legal deposits of electronic media and provides regular analysis of the National Library's collection of electronic editions. The results of these analyses are given in this article. Bibliographic records of deposited electronic media are available online in the electronic catalog Russian Electronic Editions. Catalog data are used to evaluate the characteristics of electronic editions and publishers. Acquisitions librarians use this catalog as a national bibliographic resource for adding electronic editions to their collections.  相似文献

The 1995 movie Panther depicted the Black Panther Party for Self-Defense as a vibrant but ultimately doomed social movement for racial and economic justice during the late 1960s. Panther's narrative indicted the white-operated police for perpetuating violence against African-Americans and for undermining movements for black empowerment. As such, this film represented a rare source of filmic counter-memory that challenged hegemonic memories of U.S. race relations. Newspaper reports and reviews of Panther, however, questioned the film's veracity as a source of historical information. An analysis of these reviews and reports indicates the challenges counter-memories confront in popular culture.  相似文献

Using a sample of 99 political advertisements from 1990 statewide and federal elections, a content analysis was employed to test whether negative political advertisements exhibited a normative style. Results indicated that negative political advertisements were remarkably similar in substance and style, indicating a normative advertising form. The authors suggest that negative advertisements are used more to “blunt” an opponent's chance of winning the election than to promote the sponsoring candidate's own images or characteristics with their constituency.  相似文献

Part I of this article traces the legislative origins of United States (US) federal agencies having primary responsibility for regulating the current US banking industry. These agencies include: Office of the Comptroller of the Currency (OCC), the Federal Reserve Board (FRB), the Farm Credit Administration (FCA), the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration (NCUA), the Office of Thrift Supervision (OTS), and the Federal Housing Finance Board (FHFB). Each agency's publications are listed (including whether these items are presently distributed through the Federal Depository Library System), along with corresponding telephone numbers and mailing addresses. It further lists each agency's Internet site with brief outlines of the contents of each site. Increasingly, museums are seeking to incorporate indigenous perspectives into their exhibits, programs, and collections management policies. Despite its history and close proximity to Hawaiians, Bishop Museum has neither a long nor an unblemished record of consulting the indigenous community. Within the last three years, there has been a theft/removal of sacred objects, a lawsuit involving repatriation of Hawaiian remains, demonstrations and state government hearings concerning the Bishop's interpretation of archaeological sites, as well as more positive activity; e.g., a renewed interest in exhibiting Hawaiian culture. While factionalism within the indigenous community complicates matters, many of the museum's problems are an outgrowth of its own decisions: lucrative contracts have not been without cost, and internal dissension has resulted in such high staff turnover that the museum's professional capability has been publicly called into question by Hawaiians (and others). As Hawaiians assume a more active role, their 106-year relationship with Bishop Museum is being redefined. This study analyzes the state library job application forms of the 50 state libraries for compliance with the federal government Equal Employment Opportunity Commission's guidelines for pre-employment inquiries. The analysis revealed a small number of discrepancies compared to the total number of items checked, but over one-half of the states did not meet all the items on the checklist. Library administrators should periodically review their job application forms for compliance with federal and state laws with local equal employment opportunity specialists or their state civil rights commission.  相似文献

This article presents a comprehensive survey of the U.S. federal government's documentation of the single most important American military action of the second half of the twentieth century. Included is an essay on resources and an accompanying bibliography pertaining to U.S. government documents related to the Vietnam conflict. Most of the materials noted are derived from archival sources. Major historical works published by federal government historical agencies are also included.
