Current educational policies rely on educational assessments. However, the technical aspects of assessments are often unknown to policy makers, which is dangerous because sound assessment policy requires knowledge of the strengths and limitations of educational tests. In this article, we discuss the importance of informing policy makers of important psychometric issues that should be considered whenever tests are proposed for specific purposes. We discuss the types of information that are important to communicate to policy makers, how to best convey this information in a manner in which it can be understood, and how to be seen as a valuable source of information to education policy makers. We end with some specific steps organizations such as NCME can take to inform policy makers and advocate for valid educational assessment policies.  相似文献

In this study we investigate how federal and state policy makers, and school principals are working to improve science teacher quality. Interviews, focused discussions, and policy documents serve as the primary data source. Findings suggest that both policy makers and principals prioritize increasing incentives for teachers entering the science teaching profession, providing professional development for new teachers, and using students’ data to evaluate and improve instruction. Differences between the two leadership groups emerged in terms of the grain size and practicality of their concerns. Our findings indicate that the complexity of educational challenges to improve science teacher quality call for the co-construction of policy by multiple constituent groups including school principals, federal and state policy makers, and science education researchers.  相似文献

This paper argues for an increase in the application of empirical evidence to the task of improving the quality and impact of environmental education. Whilst the global scene in environmental education appears to portray optimism and great endeavour, there remain key issues to resolve. Such issues include the apparent lack of impact of formal educational programmes on individual's environmental awareness and concern. The paper argues that an empirical research base can illuminate significant findings relating to human motivation and cognition which may help to resolve such issues. It provides an overview and discussion of some of the findings of one particular substantial international research project in order to illustrate the underpinning case for using research to inform both policy and practice and gives some examples of how the evidence generated from this research programme is being used to shape educational policy and practice.  相似文献

Abstract The “paradox of indoctrination” has proven to be a persistent problem in discussions of the cultivation of autonomy through education. In short, if indoctrination means instilling beliefs without reasons, and if children lack the rational capacity to evaluate reasons, how can that capacity be cultivated without indoctrination? Some educational theorists have relied on a transcendental justification of rational autonomy that avoids indoctrination, while others have accepted that some indoctrination is inevitable, focusing instead on defending acceptable forms of indoctrination. In this essay, Chris Hanks draws on a conception of rationality, mind, and nature developed by John McDowell to suggest an alternative understanding of the relation between indoctrination and autonomy. He argues that McDowell’s notion of the “space of reasons” defuses standard debates about indoctrination. Here, rationality is understood in both a naturalistic sense, whereby the development of autonomy is the process of being awakened to the space of reasons, and in a sui generis sense, whereby reason cannot be reduced to mechanistic principles or relations. The implications of this view for education point us to the notion of Bildung as the process that cultivates rational autonomy.  相似文献

Discussion about values education has begun to dominate the educational policy agenda in a number of countries over the last 5 years. Of particular relevance are questions on what to teach, how and why. This discussion seems to be more prominent among those countries undergoing vigorous political, economic and social change. In the last few years, Mexico has intensified its active search for democracy and invigorated its march toward modernisation. Both of these intentions have proven to have important influences on the values the Mexican state and educational policy makers see as necessary to be transmitted via education. Simultaneously, Mexican identity, which has evolved relatively consonant with the aims of a centralised and hierarchical state and in line with the principles of the 1910 Revolution, is being continuously challenged by internal as well as external forces. In this article we describe a study designed to understand the approaches to Mexico's values education as a particular instance of a larger comparative project to explore values education in a globally dynamic context. After describing Mexico's political economy, we present the current policy and approaches to values education in general and in the regions included in the Mexican study in particular. We present the findings from a survey to policy makers and educational élites and show regional differences and similarities. We discuss findings from other country contexts to contrast them with the Mexican findings in selected areas. We conclude with a discussion on how this study may help initiate a policy dialogue on values education in Mexico.  相似文献

We live in difficult times—socially, economically and politically—and it is right that learned societies, such as the British Educational Research Association, reflect on their purpose and direction. We cannot take for granted the social contract that supports the funding of social science and educational research. This paper reflects on enduring themes and new pressures and argues for special attention to: collaboration within and beyond the community of university‐based educational researchers; support for, and recognition of, the importance of reviews of research; the development of accessible forms of communication of findings and their implications, to guide sound decision making; more direct engagement with practitioners, policy makers and the public. It argues that it is time for communities of educational researchers to have confidence to become outward looking and strengthen alliances with other groups of researchers at home and abroad, across disciplines, with different types of research institutions and also with practitioners and policy makers. What drives this should be our principal aim to pursue educational research and its application for the improvement of education and the public benefit.  相似文献

The German education system does not traditionally rely on standardized testing. However, when the Programme for International Student Assessment (PISA) study revealed an average performance of German students compared to other participating countries, a particular proportion of low-performing students, and remarkable disparities between the federal states, German policy makers decided for a major reform of the education system. A core piece of this reform was the introduction of National Education Standards. For science education, these standards were heavily influenced by the PISA results and its underlying framework. That is, with the standards, a paradigm shift took place from the German notion of Bildung towards the Anglo-American notion of literacy. With the introduction of these standards, a new field of empirical educational research was created: research on models of scientific literacy or competency models as a basis of benchmarking the standards. This article describes the German education system before PISA, summarizes the major findings from PISA, and describes how these findings informed the formulation of the performance standards for science education. It also details the measures undertaken to benchmark these standards. Finally, it provides insight into the issues with developing and benchmarking performance standards and points out future areas of research on evidence-based decision making in educational policy.  相似文献

IEA studies hold the promise of meeting governments’ needs to obtain information on how their educational system operates relative to other systems, which may help to identify deficiencies and strengths. In this paper, ways in which this information might influence policy and decision‐making are described and examples are provided of cases in which the findings of IEA studies have been reported to have influenced policy. Problems in interpreting and applying IEA findings are considered. Finally, nine conditions are outlined which international studies should meet if their findings are to satisfy the currently expressed needs of educational policy‐makers and decision‐makers.  相似文献

This article traces three features of contemporary educational thought that at first sight appear to be quite different and distinct, but are, it is argued, linked in a discursive formation that constitutes a regime of truth in educational thinking and policy. Using Foucauldian categories, it argues that a discursive formation connects the identity of the 'autonomous learner' with the 'evidence-based' movement, via the powerful scientific discourse of cognitive psychology—in particular through the notion of 'metacognition'. Despite the rhetoric of personal empowerment and science that seems to legitimate each of these three elements, the regime of truth that results from their combination confirms us as prisoners in Plato's Cave—manacled so that all we can see is the shadow-play on the walls of our prison.  相似文献

This paper argues that direct control of the early years literacy curriculum recently exercised by politicians in England has made the boundaries between research, policy and practice increasingly fragile. It describes how policy came to focus most effort on the use of synthetic phonics programmes in the early years. It examines why the Clackmannanshire phonics intervention became the study most frequently cited to justify government policy and suggests a phonics research agenda that could more usefully inform teaching. It argues that, whilst academics cannot control how their research is eventually used by policy‐makers, learned societies can strengthen their ethics policies to set out clearer ground rules for academic researchers working across knowledge domains and with policy‐makers. A stronger framework to guide the ethical interpretation of research evidence in complex education investigations would allow more meaningful conversations to take place within and across research communities, and with research users. This paper is concerned with the definition of the field of educational research and the changing and developing role of the Australian Association for Research in Education (AARE) in representing and constituting this field. The evidence for the argument is derived from AARE Presidential Addresses across its 40-year history. The paper documents the enhanced complexity and diversity of the field over these 40 years, including the emergence of a global educational policy field, theoretical and methodological developments in the social sciences and new research accountabilities such as the Excellence in Research for Australia (ERA) measure. Specifically, the paper suggests that the evidence-based movement in public management and education policy, and the introduction of the ERA, potentially limit and redefine the field of educational research, reducing the usefulness and relevance of educational research to policy makers and practitioners. This arises from a failure to recognise thatEducation is both a field of research and a field of policy and practice. Located against both developments, the paper argues for a principled eclecticism framed by a reassessment of quality, which can be applied to the huge variety of methodologies, theories, epistemologies and topics legitimately utilised and addressed within the field of educational research. At the same time, the paper argues the need to globalise the educational research imagination and deparochialise educational research. This call is located within a broader argument suggesting the need for a new social imaginary (in a post-neoliberal context of the global financial crisis) to frame educational policy and practice and the contribution that educational theory and research might make to its constitution. In relation to this, the paper considers the difficulties that political representations of such a new imaginary might entail for the President and the Association, given the variety of its membership and huge diversity of its research interests.  相似文献

This article draws on the notion of communal constructivism to explore its potential to frame and facilitate the development of evidence-informed practice. The explicit aspiration to nurture a research-informed workforce is prominent in discourse across policy makers, educational researchers and teacher professional groups in England; however, research evidence indicating how and why teachers might actually use research to inform their practice is limited. Furthermore, the vision for research engagement of itself is not necessarily shared between researchers and practitioners. This study examines the relationships between research and practice when academics and professionals work together. Drawing on data from the co-construction of an online research-informed guide for the teaching of English as an Additional Language (EAL), analysis highlights the complexities inherent in translating research into practice for different stakeholders. Discussion argues for the recognition of communal constructivism as a pedagogy of learning that can build understanding between researchers and practitioners for how practice might become research-informed.  相似文献

The Nobel Prize in Economics was awarded in 2002 for work on judgment and decision-making tasks that are the operational measures of rational thought in cognitive science. Because assessments of intelligence (and similar tests of cognitive ability) are taken to be the quintessence of good thinking, it might be thought that such measures would serve as proxies for the assessment of rational thought. It is important to understand why such an assumption would be misplaced. It is often not recognized that rationality and intelligence (as traditionally defined) are two different things conceptually and empirically. Distinguishing between rationality and intelligence helps explain how people can be, at the same time, intelligent and irrational. Thus, individual differences in the cognitive skills that underlie rational thinking must be studied in their own right because intelligence tests do not explicitly assess rational thinking. In this article, I describe how my research group has worked to develop the first prototype of a comprehensive test of rational thought (the Comprehensive Assessment of Rational Thinking).  相似文献

This article examines the ethnographic case study in education in the context of policy making with particular emphasis on the practice of research and policy making. The central claim of the article is that it is impossible to establish a transcendental epistemology of the case study on instrumental rationality. Instead it argues for the notion of situated judgement that needs to be made by practitioners in context, practitioners being both researchers and policy makers. In other words, questions about the level of confidence or warrant that can be placed in different sorts of research evidence and findings cannot be answered independently of forming a view about the appropriateness of the policy culture that shapes political decision‐making. The article draws a distinction between the general, which is internal to the data as construed by a particular discipline, and the universal, which is the result of embedded human deliberation. This applies to all research findings and not only to case study, although since case study has long had to defend itself against accusations of the lack of generality, it can be a useful starting point for the discussion. This article is not meant to be yet another defence of the case study research genre, although a summary of other defences is offered. Rather it focuses on how use of the case study points to the limits of epistemology as rationality and offers a view of epistemology as ethics.  相似文献

In this review essay, Clarence Joldersma argues for a novel role for science in developing an affirmative answer to his title question, “How can science help us care for nature?” He does so in dialogue with Clare Palmer's edited volume, Teaching Environmental Ethics, Dirk Postma's Why Care for Nature? and Michael Bonnett's Retrieving Nature. Joldersma suggests that although each book can help address the issue of how to teach students to care for nature, he parts company with their stance that we must go beyond science to develop a metaphysics of nature adequate to the task. Relying on the same Heideggerian framework as Postma and Bonnett, Joldersma comes to a different assessment of the role of science. He does so by arguing for a hermeneutic understanding of science as social practice and by claiming that science so construed can disclose the planet as earth (in the later Heidegger's sense), for which we owe thanks. This disclosure reveals earth as that which is fragile and for which we are responsible.  相似文献

Policy‐makers in the 1980s sought to restructure education on the basis of market principles, and in particular to effect site‐based or devolved school management. The reform of ‘management’, therefore, has become of central importance for policy makers. This paper explores two influences on the contemporary management of education: first, intellectual ideas drawn from postmodernist theory and chaos theory; and second, the culture of postmodernism. It argues that they disrupt and undermine traditional assumptions in educational administration and management. In response, modernist management theorists and policy makers may attempt to refine their legitimatory rhetorics by appealing in a superficial way to these cultural and intellectual changes, thereby seeking to neutralize their disruptive potential. In sum, a modernist makeover may be in the making.

The concepts of virtualization for facilitating learning have become the focus of attention in several countries. Yet, the limited understanding of how technologies such as augmented reality (AR) and virtual reality (VR) can be used to improve the learning and teaching of science makes it difficult for educational policy makers to apply additional measures in order to ensure the availability of equipment and trained staff. A semi-structured interview was used to gather data from primary school teachers about the challenges and prospects of utilizing VR and AR technologies in teaching science subjects. A set of evidence and recommendations on AR and VR utilization for teaching science were provided based on an interview of 29 science teachers. It was determined that lack of competency, limited instructional design, lack of focused attention, lack of time, and limited environmental resources were common challenges in VR and AR utilization. In addition, we found that both technologies can be used to promote exploratory behavior and perceived usefulness and develop a positive attitude. Other findings related to these aspects were identified and described. The outcomes from this study can provide insights for administrators and policy makers to set priorities for using VR and AR in school practice to carry out various reflective and exploration tasks.  相似文献

Abstract

The purpose of this paper is to outline some new developments in a mature research program that sees administrative theory as cohering with natural science and uses a coherence theory of epistemic justification to shape the content and structure of administrative theory. Three main developments are discussed. First, the paper shows how to deal with the evaluation of theories (of, say, leadership) where there is a demand that a theory needs to be context relevant, but also comprehensive. The solution is to allow context to determine the scope of comprehensiveness. Second, the paper develops an argument structure employing a coherentist epistemology for how ethical claims can be incorporated into administrative theories. Finally, the paper, drawing on research in neuroscience, argues for the relevance of emotion in rational decision-making. Contrary to the belief that emotion compromises rationality, the paper argues that it is essential for rationality.  相似文献
