Two disparate trends have influenced Canada's long history of examining and developing government information policy. First, various publishing policies of the 1960s and 1970s recognized the public's right to government information. This trend culminated in freedom of information legislation in 1983. Following a transitional period in the mid-1980s, the advent of a corporate resource approach to government information resulted in information policies that emphasized information resources management, cost recovery, and commoditization. Recent attempts to merge the inherent contradictions between the concepts of the public's right to government information and information as a commodity have resulted in policy that leaves much to individual interpretation.  相似文献

Major changes are pressuring the Canadian Broadcasting Corporation (CBC). Its cultural centrality has been questioned as a result of these changes. The CBC was set up as a public, rather than a state, broadcaster with some arm's length characteristics. Recently, its mandate has focused more on increasing Canadian content as reflected in its own policy actions, the Broadcasting Act of 1991 and the Canadian Radio-Television and Telecommunications Commission. Despite the CBC's problems, federal appropriations have been held constant in real terms over the last decade, with most of this being devoted to television. Recent changes in programming include more Canadian content, more regional production, and more independent programming. The major threat to CBC's role is technological change, especially new delivery systems that will increase the number of television channels (i.e., channel capacity), increase the number of distribution systems, and change the location of some of the broadcasting signals reaching Canada. These changes alter both normative conclusions about ownership and regulation of broadcasting as well as the positive analysis of how public sector broadcasting is likely to fare in the new environment. The implications for Canada are that distribution is likely to become a competitive industry with reduced or zero excess profits and with greater programming diversity. Several rationales for the CBC will have been seriously undermined. The CBC's future will depend on its ability to meet Canadian content needs that will not be met by the private sector and yet generate sufficient audiences to justify major government support.  相似文献

The development of radio news broadcasting in Canada, as in the United States, was delayed by bitter conflict between newspaper and radio interests. This paper looks at news broadcasting in Canada between 1932 and 1936, during the era of the Canadian Radio Broadcasting Commission (CRBC), Canada's first public broadcasting body. It focuses mainly on authority, advertisers, and audiences with respect to the news broadcasting policy and practices of the CRBC itself, but it places these issues in the context of the mixed public/ private and Canadian/American environment in which the Commission operated and raises questions about the narrow margins of maneuver available to the public broadcaster then and now.  相似文献

The sustainability of public health practices requires collaboration between the government and its citizens. On the government's side, social media can provide a conduit for communicating health risk information in an effective and timely fashion, while also engaging citizens in informed decision-making. On the citizen's side, information communication technology (ICT)-based practices cannot function unless citizens recognize and act on their responsibility to actively engage with government social media platforms. Despite an increasing interest in understanding the adoption of ICT practices and e-government services for health risk communication, there remains a crucial need for a comprehensive framework to explain which factors determine citizen use of digital government resources. The purpose of this study is to investigate how to increase government accountability for motivating citizens to engage in ICT-based health risk communication, thereby attaining sustainable public health practices through collaborative governance.By integrating trust and health risk information into the e-government adoption model (GAM), this research examines factors that influence citizens' likelihood of using government social media resources. Survey data from 700 Korean citizens were analyzed using structural equation modeling. The results indicated that individuals with higher social media competency are more likely to (a) seek risk information through social media and (b) perceive the government's social media sites as easy to use. Consistent with the GAM, intentions to use the government's social media sites for information and interactions appear to increase as citizens perceive more value in using them regarding information quality, ease of use, functional benefit, and security. Furthermore, perceived trust in the government's social media resources appears to function as a mediator of this process. Initial trust in the government is an important determinant of perceptions of its digital resources. Citizens who trust the government tend to evaluate new initiatives positively and are more likely to accept and make use of them.The results of this study can inform policy design and implementation by elucidating the mechanisms that determine citizens' adoption and usage of digital government services. Theoretically, this work expands the GAM to include health risk communication and adds empirical evidence to the small yet growing body of knowledge of e-government initiatives. These findings also highlight the importance of public trust in the government, as this encourages citizens to seek health risk information and assistance from the government. Overall, the data and model generated in this investigation represent an important step toward the successful and sustainable modernization of public services.  相似文献

Social media is being adopted at a rapid pace by governments around world and across different levels of government. In Canada, federal, provincial and municipal governments created social media accounts in 2000s and are now using them to interact with the public. Studies to date, however, focus primarily on social media strategies and practices of government agencies while government social media users' behaviors and perspectives remain understudied. This study analyzes experiences of government social media users and how they interact on Twitter and Facebook accounts maintained by a Canadian federal government agency – Immigration, Refugees and Citizenship Canada (IRCC). It also explores why users chose to interact on social media as well as their perspectives. The findings suggest that Canadian immigration agencies are using social media as a customer services tool, and migrant social media users are turning to government social media to hear directly from the government agencies and are expecting personalized answers.  相似文献

The CKO Radio Network was the only privately owned English language news and information radio network in Canada. CKO held a one‐of‐a‐kind package of licenses to build, own, and operate 12 stations in the largest Canadian markets but built only nine of them. The network launched in 1977 and survived until 1989 when it was shut down by its owners under a staggering $55‐million debt. This paper chronicles Canada's largest broadcast failure and examines the broadcast regulatory agency's role in CKO's demise. Canada's national science library, the National Research Council Canada Institute for Scientific and Technical Information, is in the process of transforming its traditional document delivery services to meet the emerging needs of users. As such, the Canada Institute for Scientific and Technical Information has developed a suite of Web-based services, partnerships, and collaborations to better serve its users. These components have been brought together to create new service offerings such as Discover, and the National Research Council Canada Institute for Scientific and Technical Information Standards Store. Quicker, more flexible and convenient access to the world's scientific, technical, and medical information from the Canada Institute for Scientific and Technical Information and from sites where users congregate across the Web is the goal of Canada Institute for Scientific and Technical Information's new breed of information delivery services.  相似文献

Government social media has been integrated as part of the government administrative tools to improve public service and promote public goals. However, the current government information literature is limited to understanding government social media adoption and its purpose for political marketing. The present study seeks to understand the role of government social media in promoting government digital initiatives (i.e., government-backed digital currency). The study validated the inter-relationships between government social media effort, privacy concerns, trust in technology, reachability, and citizens' participation in government-initiated digital innovations. A total of 505 responses from Chinese citizens were collected through an online self-administered questionnaire survey, and the data was submitted to a two-stage Partial Least Squares Structural Equation Modelling-Artificial Neural Network analysis. The analytic results revealed that privacy concerns, trust in technology, and reachability positively influence digital participation. In addition, the information quality and perception of trust in government social media have significant positive influences on government social media engagement. The study provides strategic practical suggestions to government agencies in effectively utilizing social media as a communication platform to foster citizens' participation in government's digital initiatives.  相似文献

This article examines, in detail, the history and process of formulation and implementation of information policy in Canada during the period of 1970 through 1994. The sometimes tenuous working relationship of the Canadian federal government and the electronic information industry is discussed. Particular attention is paid to the dynamics and consequences of Crown copyright. The financial environment in which the industry operates is viewed in the context of government policy and suggestions are made as to how those policies might be changed to favor the industry. This article reports on a national survey of information literacy (IL) instruction in urban and rural public libraries in Canada and public librarians' attitudes towards these services. The survey is the first phase of a study exploring the actual and potential role of Canadian public libraries in developing the public's IL skills. Despite an urgent need to develop such skills, and expectations that public libraries fulfill that role (specifically articulated by the federal government through its “Connecting Canadians” initiative), the real experiences of public librarians and of public library customers may not bear out this expectation. The survey analyzes the role of the public library, as a non-profit institution and primary stakeholder, in advancing federal government information policy. In addition, the study gives voice to a community of professionals expected to fulfill an important federal policy function, but provided with few resources with which to do so.  相似文献

In Canada during the pre-television era, the perception of radio as an intimate medium profoundly affected the way people ordered their listening, production, performance and discussion of programming. With evidence drawn primarily from Canadian archival sources, this paper contends that radio's perceived intimacy deeply troubled those who considered themselves responsible for the physical and cultural welfare of listeners, and that Canada's early broadcasting experience provided a particularly good example of how worry could become action. Though thinking about intimacy had helped broadcasters before the mid-1930s to understand the function of radio in relation to other media, it also led the Canadian Broadcasting Corporation (CBC) after its formation in 1936 to scrutinize and control commercial and unsponsored programming, advertising and public service messages alike. The CBC's self-assigned stewardship role – a reaction to plentiful and popular American programming and an emulation of the British Broadcasting Corporation and European services – pushed it toward protecting children and other listeners thought to be gullible or sensitive from programmes that abused the intimate relationship by stepping beyond established boundaries of taste or threatening the Corporation's ‘civilizing’ role.  相似文献

Canada was the first country challenged by the massive inflow of American popular culture. The Canadian Radio Broadcasting Commission (CRBC), Canada's first national public broadcaster, was created to provide an alternative to U.S. network and Canadian commercial radio. After analyzing the CRBC's programs, this article concludes that even the public network imitated or incorporated much American programming, but recontextualized it to Canadian locations, both real and imaginative, and supplemented it with more nationally oriented serious and symbolic content as well. The case study fits within the framework of the international literature emphasizing the hybridity and resiliency of national cultural identities.  相似文献

The recent initiatives from the Clinton administration and Congress to “reinvent government,” to “develop electronic information services,” to “better manage information technology” (IT), and to “improve access to electronic government information,” certainly is welcome. But policymakers need to go beyond the proposals and develop specific program initiatives and implementation strategies if such goals are to be realized. The realization of these goals will require a range of new educational program initiatives to retrain and retool government officials, especially those engaged in information resources management (IRM).If these initiatives to reinvent government are to occur successfully, the administration and Congress must create a major program initiative—with adequate financial support—to revamp the educational programs that support IRM. Simply put, the changes occurring in both information technology and in managing that technology are outpacing many government officials' ability to respond in a planned and coherent fashion. Moreover, the existing infrastructure to develop Federal IRM education and training is fragmented and poorly supported, lacks clear policy direction, and desperately needs updating and reconceptualization.  相似文献

Government publications have long been considered authoritative sources of information regardless of the format [electronic via the World Wide Web (WWW) or paper] they are published in and with little consideration as to how they are researched, written, and published. Given the greater accessibility that the WWW provides the public to this very important source of information on a wide variety of subjects, assessing authoritativeness becomes a bigger and more difficult issue. This preliminary study applies informetric methods, specifically citation analysis, to assess whether the blind trust afforded government publications is appropriate in an important area of public policy that, particularly in Canada, is seen almost as a natural right of citizenship, public health care. The results of this study show that this trust is not misplaced as these publications are well researched and, with or without references, are used without discrimination.  相似文献

Abstract

The impact of financial markets on media management practices is apparent in Canada, where public trading in newspaper company shares has contributed significantly to concentrated press ownership. Fluctuations in newspaper share values have often shaped firm strategies as a result. This paper presents the Southam newspaper chain as a case study of the impact of financial markets on newspaper management practices. Historical analysis is used to show how Canada's oldest and largest newspaper chain, which was known for its commitment to quality journalism and for allowing its local publishers editorial independence, made a fateful decision when it went “public”; with a share issue in 1945. The increasingly widespread ownership of its stock led to Southam's gradual takeover in 1996 by Hollinger Inc., which cut costs and reduced staff chain‐wide. Sale of the Southam newspapers in 2000 to CanWest Global Communications has seen editorial control centralized at company headquarters and partisan support shown for the ruling federal Liberal party, contrary to Southam's founding principles. As a result, the Canadian Senate began hearings into the media in 2003, bringing the possibility of government regulation to reverse the impact of financial markets on the management of media firms there.  相似文献

Despite congressional initiatives and the Clinton administration's increased attention to information technology (IT) management policy, as part of its reinventing government and National Information Infrastructure (NII) initiatives, it is not evident that current IT policy initiatives will effectively address IT management problems. Nor is it evident that these efforts will result in the IT management improvements required to improve significantly Federal agency performance. This may be true because the government fails to recognize fundamental conflicts in the conceptualization of Federal IT management—conflicts perhaps best exemplified by the National Performance Review's (NPR) simultaneous call for reductions in bureaucratic red tape, reductions in the Federal workforce, limited support for IT education and training, and improved integration and oversight of IT management. After identifying some representative issues related to these program initiatives, the authors offer recommendations to improve Federal management of IT.  相似文献

This paper presents an in-depth research investigation of the role information quality plays in the use of community municipal portals. These portals are a new type of website spearheaded by local governments and community agencies in response to citizen calls for a more user-friendly, comprehensive, and convenient way of accessing community-based and local government information via a single entry point. Prior empirical evidence on electronic government adoption and use shapes the study's theoretical model. The model was tested via a survey completed by 1279 respondents across five community municipal portal sites in the province of Ontario, Canada. The survey polled respondents' uptake and perceptions of these portals. Cross-validation using structural equation modeling analysis indicates that information quality plays a critical but indirect role in influencing a person's use of a community municipal portal. In addition, other end-user factors, namely perceived ease of use and compatibility, also affect usage. Importantly, the need to pay attention to the information quality of community municipal portals is raised as a means of rallying citizen response to this new type of website specifically, as well as to local government websites more generally.  相似文献
