ABSTRACT

With the rise of the shadow banking system, a new form of state–market hybridity has emerged, challenging existing monetary approaches to financial stability. A stable financial system today has essentially come to depend on a stable shadow banking system. Central banks are in the process of adapting to this new development. To secure the logic of laissez-faire market liberalism, the sovereign must resort to unprecedented measures and radically intervene in the financial markets. This new form of state–market hybridity forces central banks to provide ample reserves, to act as a dealer of last resort, and to give shadow banking actors access to their balance sheets. Such policies, however, produce new contradictions and fragilities. Based on Foucault's concepts of sovereignty and security, this paper argues that in today's world, the rationality of the laissez-faire security dispositif has become flanked by the rationality of sovereignty to a much greater extent than previously. Without losing its dominant status, the security dispositif is currently adapting so as to operate in crisis mode based on a post-laissez-faire rationality. The repo crisis of 2019 has demonstrated that central banks are still in the process of searching for ways to handle this new constellation.  相似文献

Abstract

Based on the theoretical concepts of imagined communities (Anderson, 2006), public sphere (Habermas, 1962/1991), and muted groups (Kramarae, 1981), this essay looks at issues of identity and identity formation of the largest European minority—the Roma, or Gypsies. The essay argues that, similarly to the European identity project, the Roma are actively building a transnational identity without abandoning national identities. Although this model can be a valuable blueprint for increasingly globalizing societies, it is neglected as a possibility because of Roma's marginal social status. Further exploration of self-organized Roma identity-construction is advised.  相似文献

The informal financial practices of financially ‘excluded’ groups in the United States are being enrolled in a regulatory project to make new markets and produce financially self-sufficient subjects on the edges of the financial system. Drawing on mixed-methods qualitative research working with nonprofits in the San Francisco Bay Area, this paper explores how informal rotating savings and credit associations (ROSCAs) are being repurposed and formalized to make the risks of financially excluded groups legible, tractable and priceable for ‘mainstream’ financial service providers. In so doing, the paper explores how the credit score orders practices and relations that are ‘outside’ of the ‘financial mainstream’. While others have documented how the efforts of NGOs to marketize and commodify the social networks and cultural practices of the poor result in forms of dispossession, this is not what my research finds. Instead, I show how formalized ROSCAs are redistributing calculative agency, and enabling financially underserved groups to exert strategic control over the calculation of their credit scores.  相似文献

The Fukushima accident was a crisis in Japan, and a crisis elsewhere. In Europe, the aftermath of Fukushima was a period of intense questioning, about how to ensure the safety of nuclear reactors, and how, at the same time, ensure the ability of the European Union to act as a consistent political actor in the face of potentially catastrophic risks. Using empirical material related to the post-Fukushima stress tests and the subsequent discussions about the European regulatory framework for nuclear safety, this paper shows that stress tests have provided a peculiar form of European intervention, restabilizing regulatory boundaries while extending the European gaze. It describes the overall operation thereby performed as the “normalization of the crisis” whereby the exceptional situation enters the realm of the normal functioning of the public administrations, and where the actions undertaken take the form of the legal norm.

Medicines regulators have generally adopted a scientistic view of medicines evaluation, which they present as an exercise that should—and indeed can—be purely “objective,” based only on knowledge produced through validated research protocols. The growing body of social science literature analyzing the regulation of medicines has questioned this pretense of objectivity and underlined the socio-political construction of evidence on the risks and benefits of medicines. But while the European Medicines Agency has become the dominant regulatory body in Europe and a key player at world level, very few studies have investigated its actual practices. Based on interviews with European regulators, but also on direct observations of several meetings of the European Medicines Agency’s main expert committee, this article aims to analyze how regulatory knowledge is defined and then transformed into regulatory decisions. First, it describes the main characteristics of European medicines regulation and the historical definition of what can count as “objective” evidence on the safety and efficacy of medicines. Second, it demonstrates that experts use many different types of knowledge in building their opinions: the results of studies, but also knowledge about firms’ past and present strategies, about patients’ needs and future behavior, about the state of research and clinical practices, and about legal and policy-making issues. Third, it explains why, in spite of the various forms of knowledge involved, experts manage to produce consensual opinions on medicines and why these opinions are considered genuine decisions in the sector.  相似文献

Coming from a critical animal studies perspective, this essay develops an urgent challenge to what Zipporah Weisberg describes as the ‘largely depoliticized approach within animal studies’ (2009: 5), with a focus on the work of Donna Haraway. Drawing on grassroots activist literature and practice, the essay analyses some productive tensions between animal rights perspectives and the work of Haraway, which centre on their different strategies for challenging the symbolic and material role of animals within biocapitalism. This approach reinstates the value of activist praxis to animal studies, arguing that it has the capacity to unsettle the positioning of animals as biocapital more successfully than Haraway's own ethical project. Due to being at the heart of debates between Haraway and theorists from within critical animal studies, vegan activism illustrates an animal rights practice that can work to undermine the structures that render animals ‘legitimately’ exploitable: despite Haraway's arguments to the contrary. The work of activists involved in the Hori-zone, a temporary eco-village established as a protest camp near the 2005 G8 summit at Gleneagles, is used to explore how veganism can be used as a micro-sociological tactic to challenge the exploitation that pervades everyday life.  相似文献

Publics and policymakers increasingly have to contend with the risks of complex, safety-critical technologies, such as airframes and reactors. As such, ‘technological risk’ has become an important object of modern governance, with state regulators as core agents, and ‘reliability assessment’ as the most essential metric. The Science and Technology Studies (STS) literature casts doubt on whether or not we should place our faith in these assessments because predictively calculating the ultra-high reliability required of such systems poses seemingly insurmountable epistemological problems. This paper argues that these misgivings are warranted in the nuclear sphere, despite evidence from the aviation sphere suggesting that such calculations can be accurate. It explains why regulatory calculations that predict the reliability of new airframes cannot work in principle, and then it explains why those calculations work in practice. It then builds on this explanation to argue that the means by which engineers manage reliability in aviation is highly domain-specific, and to suggest how a more nuanced understanding of jetliners could inform debates about nuclear energy.  相似文献

WAGES OF SIN?     
The ‘global credit crunch’ is only the latest and most virulent among a series of financial crises stretching back to the 1970s and beyond. Yet, more than any of its predecessors, the current crisis is being presented in apocalyptical libidinal terms. Accounts of the crisis and its aftermath tend to be predicated on a sharp contrast drawn between prudent, conservative, risk averse, sober financial practice and a more exuberant, greedy, hedonistic, risky counterpart.

This kind psychosexual analysis is neither new, nor does it represent an accurate depiction of the dilemmas and challenges posed by modern finance. It tacitly suggests, for example, that a return to ‘traditional financial values’ (akin to repeated calls for returns to ‘family values’) would restore calm and normality to a system undermined by the excesses of the perverse few.

This paper argues that although a return to ‘traditional values’ is unlikely to solve any of the current problems, the representation of the crisis and its aftermath is significant. The crisis and its aftermath are embroiled in a wider fundamentalist and puritanical backlash against ‘hedonistic’ capitalism. It represents not a crisis of capitalism as a whole, but a schism within (predominantly) financial communities over the morality and acceptability of ‘risk’. As such, a strongly libidinal language already common within the markets is being adapted and redeployed to create new divisions and exceptions in the context of crisis.  相似文献

The model of cultural work undertaken by the Amber Film and Photography Collective represents a radical challenge to the insecure and de-politicised world of cultural work that has long been the norm within the arts. Our paper, which explores the collective's diverse forms of cultural work, including paid labour, collective labour, gift labour and creative labour, argues that cultural work can be imbued with moral commitments and egalitarian ideals. The Amber collective functioned as much like a social movement organisation or a social economy enterprise as a cultural group: it was dedicated to creating alternative cultural networks and a new material foundation for cultural work. We emphasise how these shifting forms and strategies of cultural work underpinned substantial transformations within the Amber group itself.  相似文献

ABSTRACT

This essay focuses on the relationship between culture and governance, exploring how the practice of government has invoked conflicts and crises in the Korean culture industries. The Park Geun-Hye regime used culture as a central engine to boost Korea's national economy by adopting the new slogan, ‘Creative Korea’, to embody the country's national values within the international community. However, the regime's constant emphasis on creative economies came under attack when it was discovered that the Ministry of Culture and Tourism abused its authority by censuring 9,473 artists who were critical of the regime. Through an analysis of journalistic interviews with artists, critics and cultural practitioners, this paper examines how the relationships of governmentality, culture and creativity have been negotiated in the process of regime change. In addition, this paper explores how the Korean Wave phenomenon – the transnational expansion of Korean popular culture – during the past two decades has reshaped the society's perception of the governor–governed relationship within the cultural sphere.  相似文献

This paper explores the ways in which postdoctoral life scientists engage in supervision work in academic institutions in Austria. Reward systems and career conditions in academic institutions in most European and other OECD countries have changed significantly during the last two decades. While an increasing focus is put on evaluating research performances, little reward is attached to excellent performances in mentoring and advising students. Postdoctoral scientists mostly inhabit fragile institutional positions and experience harsh competition, as the number of available senior positions is small compared to that of young scientists striving for an academic career. To prevail in this competition, publications and mobility are key. Educational work is rarely rewarded. Nevertheless, postdocs play a key role in educating PhD students, as overburdened senior scientists often pass on practical supervision duties to their postdoctoral fellows. This paper shows how under these conditions, postdocs reframe the students they supervise as potential resources for co-authored publications. What might look like a mutually beneficial solution at a first glance, in practice implies the subordination of the values of education to the logic of production, which marginalizes spaces primarily devoted to education. The author argues that conflicts like this are indicative of broader changes in the cultural norms of science and academic citizenship, rendering community-oriented tasks such as education work less attractive to academic scientists. Since education and supervision work are central cornerstones of any functioning higher education and research system, this could have negative repercussions for the long-term development of academic institutions.  相似文献

This article focuses upon a crucial aspect of Max Weber's work, one that has been largely neglected by scholars of organization, in cultural economy as much as in economic sociology more generally. That is Lebensführung, the conduct of life. The article argues that Weber's approach to questions of Lebensführung locates him as a late but prodigious practitioner in a tradition of the ethics of office, particularly as the latter becomes a defensive doctrine. In making this case, the vocabulary of office in Weber's work is explored and its importance for an understanding of the ethico-cultural constitution of a variety of instituted personae is highlighted. The article concludes by briefly suggesting why and how a Weberian ethics of office remains a key resource for scholars of organizational life, including those operating in the emergent field of ‘cultural economy’.  相似文献

Analysing the work of Spanish composer Francisco López and the Belgian film maker Thierry Knauff's 2000 production, Wild Blue: notes à quelques voix, this paper aims to go beyond the Deleuzean methodology that it employs. Deleuze argues, in Difference and Repetition, that artistic production deploys an active form of repetition that creates difference in itself and not a banal Platonic form of repetition based on an originary identity. Finding this process at work in the texts studied, we argue that of vital importance in these works and (although it is not explicitly stated) in Deleuze's own theory here is a reflection on the concept of texture. In deploying an artistic form of repetition that is infused with a deep sense of texture, both López and Knauff distance their works from the documentary realm in which they appear to be grounded. This, however, only increases their potential political efficacy which, rather than working according to extensive and limited, therefore, principles, is transmitted via an intensive mode.  相似文献

Section 1 introduces the hypothesis that competition among neighboring states may favor cultural innovation, and it surveys the available quantitative evidence. Section 2 starts from the assumption that European instrumental music had its breakthrough during the Baroque era and that the most famous composers came from the two countries characterized by the highest degree of political fragmentation: Italy and Germany. It suggests that political fragmentation has promoted musical composition and performance in several ways. The average duration of employment is proposed as a proxy for competition on the demand side. Section 3 shows that the most famous Italian and German composers of the Baroque period changed their employers significantly more often than their French and British counterparts did. Moreover, the Reformation led to musical competition between the Catholic and Protestant churches. Section 4 argues that competition for composers has also been important in other periods of European history – including competition between the Church and the courts. It shows that composers moved no less in the Renaissance than in the Baroque. Section 5 raises the question whether European music may also be said to express a competitive spirit. Abstract

The purpose of our study was to understand how self-construals affect the intensity of perceived face threats and the subsequent deployment of coping strategies within compliance-seeking situations involving three different influence goals (giving advice, asking favors, or enforcing unfulfilled obligations). Five-hundred and seventy-six students from four different ethnic backgrounds (African American, Asian American, Latino, and European American) at six universities in the U.S.A. indicated their levels of independence and interdependence. Then they wrote what they would say to a same-sex friend in a hypothetical advice, favor, or obligation scenario, and whether they would persist in the face of initial resistance from their friend. They also evaluated the degree to which seeking compliance would threaten the target's negative face, the target's positive face, their own negative face, and their own positive face. Written messages were coded for how many reasons participants provided for seeking compliance. As levels of interdependence increased and independence decreased, participants perceived a larger total threat to both the target's face as well as one's own face when pursuing influence goals. Furthermore, people provided more reasons for compliance as well as persisted more after initial refusal as the level of independence increased. Implications for future research on culture, influence goals, and face are discussed.  相似文献

ABSTRACT

This paper proposes a novel approach for understanding money users’ relation to monetary governance institutions. It first describes the stakes involved in monetary governance from a neo-chartalist/MMT perspective. In a second step, it discusses existing contributions on the relation between money issuer and money users, highlighting the literatures on central bank legitimacy and the social construction of money. It argues that neither allows for an analysis of the relation between monetary institutions and money users that takes the latter’s knowledge seriously. It then argues that the concept of moral economy can enrich scholarly analysis. Moral economies of money are defined as collective practices in which money users articulate demands as part of an understanding of money as a public good. Finally, the paper deploys the moral economy of money perspective to reconstruct the changing relation between institutions of monetary governance and money users since the Great Depression in the U.S. It shows how New Dealers silenced a moral economy of money, discusses fragmented moral economies after World War II, and the partial reemergence of such moral economies after the Great Financial Crisis. The paper concludes by discussing political implications and suggestions for further research.  相似文献

Since some years back a number of scholars have argued that the analysis in social science, including the analysis of economic life, needs to take materiality into account. In this article, the author suggests that one way to do push the debate about materiality one step further would be to look at the role of the senses in mediating between outside materiality and the inside reality of the actor. Drawing on Georg Simmel's essay The Sociology of the Senses the author suggests how we may look at the senses from a sociological perspective; this article also discusses what an economic sociology of the senses might look like. In order to show the mechanism by which the senses operate when they mediate between outside materiality and inside reality, the author draws on the sign theory of philosopher Charles Peirce. The signs, and what they refer to, come together in the mind of the subject, Peirce argues. They also impact the subject, rather than the other way around.  相似文献

This article examines the politics of calculative devices in one of the most successful areas of finance, the life insurance business. By empirically tracing an insurance applicant's risk trajectory, it analyses how calculative devices perform insurance underwriting through acting on insurance risk decisions. This allows one to document what calculative devices exactly do, and to point out the political effects of what they do. First, it highlights the fact that, contrary to thinking in terms of ‘the insurance logic’, there are multiple ways of calcuting life insurance risks. Second, it underscores the crucial role of calculative devices in that process by demonstrating how they align considerations as divergent as economics and medicine to perform a life insurance market. It then demonstrates the political effects of these calculative devices by making explicit how the latter contribute to the production of inequalities in calculative power in life insurance. In this way, the article links up insights from the performativity approach in the sociology of markets with the broader question of governing economic life. Such an approach, it is argued, provides the opportunity to open up the organization of economic markets and to put classic questions of justice and power struggles in economic markets on the agenda again.  相似文献

Money is an ‘instrument of collective memory’ before it is a means of exchange, a unit of account or a store of value. Money's status as a memory technology is particularly significant in light of the role that information and communication technologies now play in economic transactions. Many of the new channels and infrastructures for payments, such as magnetic cards, mobile phones, the wired Internet, social media platforms, and RFID technologies, record detailed transactional data alongside a range of other identifying data. We now have extremely detailed records of the many ways that money circulates, is transferred and is spent. This paper concerns this previously latent transactional data and how it is currently recorded, monetised, and used to inform action. What has been recorded in and about money at different moments in time and how are these categories breaking down? Who has access to and ownership over this collectively produced record and how is it driving new data practices and business models based on the monetisation and application of monetary records? And how might re-engaging with money's mnemonic status help to foreground a politics and ethics of transactional data?  相似文献
