Abstract

This paper examines the justification for a culturally responsive educational initiative to raise the educational underachievement of Māori students in New Zealand. The initiative is justified by claims that the recognition in the classroom of a student’s cultural identity will lead to the student’s educational achievement. Using an account of a small study of teachers and their beliefs regarding New Zealand’s culturally responsive educational policy Kia Eke Panuku, we argue that such a claim is not established and it is the development of an epistemic identity which is more likely to be the means for Māori to attain educational success.  相似文献

Through the 1990s the secondary sector was a site of considerable change as the Government sought to ensure that the curriculum and associated assessment practices were designed to meet student needs and the long-term goals of New Zealand society. The new regime aimed to promote student achievement and in particular to attain more equitable educational outcomes for all New Zealand students. These were policy rather than practice driven initiatives that linked somewhat tenuously to research based evidence. This paper begins by giving an overview of the secondary sector in New Zealand and these educational reforms. The overview sets the context for the following section that describes links between educational research, policy and practice during this time. Key issues within the sector are highlighted and some of the ways research has been used to monitor changes and inform policy are identified. It is argued that much of the research over the past decade has been small scale and short term and while this has served the immediate policy agenda it has provided only fragmentary evidence to inform longer term goals such as improving student performance. The paper concludes by discussing some of the current initiatives that might contribute to improving the interface between research and policy/practice in secondary education. Teacher conceptions of assessment are influential mediators of how assessment policy initiatives are implemented in schools. Four hierarchical, intercorrelated factors (i.e., assessment for improvement, school accountability, and student accountability, and assessment as irrelevant) of how teachers' conceive of assessment have been reported. However, most studies have been conducted only in English in jurisdictions with policies of low-stakes testing. This paper extends the research by surveying 249 Greek-Cypriot teachers with a Greek translation of the Teachers' Conceptions of Assessment inventory. Cyprus has a relatively low-stakes assessment policy during the compulsory school years, suggesting, under the assumption of ecological rationality, that conceptions would be similar to previous English-language studies. Exploratory factor analysis of the Cyprus data led to a five-factor solution with 24 items within two inversely correlated second-order factors (i.e., assessment is positive and negative; r = −0.49). A multigroup nested invariance confirmatory factor analysis found statistical invariance between the Cyprus and the New Zealand data. Mean score differences were small for two improvement-oriented conceptions, moderate for assessment that is bad, and large for school accountability and ignoring assessment factors. Similarities and differences in conceptions appear to reflect commonalities and discrepancies in educational system policies and practices.  相似文献

ABSTRACT

Assessment is a major component of education, significant in directing what is identified as valued student learning. This paper is framed within an understanding of imperative and exhortative policy. Two paradigmatically different, and potentially contesting, assessment policy directions in Australian education – educational accountability to monitor school and teacher performance, and teacher assessment practices to improve learning (assessment for learning [AfL] or formative assessment) – are examined for their impact on teacher professionalism. Both approaches have official endorsement in Australian policy. Mandated participation in national tests is indicative of educational accountability assessments under national direction. While also endorsed nationally, AfL implementation is reliant on state and territory direction. Our examination reveals tensions in the alignment of both policies. This is evident in the impact of accountability assessment on AfL implementation, in particular, teachers’ understandings of valued assessment evidence. We conclude that a paradigmatic shift to support student learning in Australian schools is a policy imperative that includes the need for professional development and learning support for teachers.  相似文献

Teachers' conceptions of assessment can be understood in terms of their agreement or disagreement with four purposes to which assessment may be put, specifically, (a) improvement of teaching and learning, (b) school accountability, (c) student accountability, or (d) treating assessment as irrelevant. A 50‐item Teachers' Conceptions of Assessment (COA‐III) questionnaire was completed by New Zealand primary school teachers and managers (n=525). The COA‐III, based on the four main purpose‐defined conceptions of assessment, was analysed with structural equation modelling and showed a close fit of the data to a hierarchical, multi‐dimensional model (χ2=3217.68; df=1162; RMSEA=.058; TLI=.967). On average, participants agreed with the improvement conceptions and the school accountability conception, while rejecting the view that assessment was irrelevant. However, respondents disagreed that assessment was for student accountability. Improvement, school, and student accountability conceptions were positively correlated. The irrelevance conception was inversely related to the improvement conception and not related to the system accountability conception. Surprisingly, no statistically significant differences were found in mean scale scores for each conception regardless of teacher (age, gender, role, assessment training, or assessment practices) or school (size, location, or socio‐economic status) variables. Implications for the use of the COA‐III for policy implementation and teacher professional development are discussed.  相似文献

This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, ‘self‐managed’ schools were promoted ostensibly to allow parents more say in their children’s education and local school administration. The Tomorrow’s Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of ‘parental choice’ of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of ‘steerage’ from the centre. To explain this shift, we examine selected policy text pre‐cursors to the reforms and identify how contrasting forms of ‘principal’ and ‘teacher’ identity emerged within social democratic, neo‐liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.  相似文献

This paper raises questions regarding the ability of new qualifications frameworks and assessment systems to promote innovation and social inclusion. Of interest in this paper is the centrality of tacit skill in promoting innovation. Tacit skill is central to innovation, although its positional character is not well understood by policy‐makers. It is argued that the relationship between tacit skill and innovation throws doubt on the relationship between assessment led change, and on the social and economic objectives of New Labour (in the UK) and the Labour‐led Coalition (in New Zealand). This paper also reviews recent changes in the funding of higher education in New Zealand and in the UK, and explores the impact of economic change on the competition for advancement through education. This paper concludes by arguing that innovation and social inclusion are not compatible.  相似文献

Abstract

Drawing on a Levinasian ethical perspective, the argument driving this paper is that the technical accountability movement currently dominating the educational system in England is less than adequate because it overlooks educators’ responsibility for ethical relations in responding to difference in respect of the other. Curriculum policy makes a significant contribution to the technical accountability culture through complicity in performativity, high-stakes testing and datafication, at the same time as constituting student and teacher subjectivities. I present two different conceptualizations of subjectivity and education, before engaging these in the analysis of data arising from an empirical study which investigated teachers’ and stakeholders’ experiences of curriculum policy reform in ‘disadvantaged’ English schools. The study’s findings demonstrate how a prescribed programme of technical curriculum regulation attempts to ‘fix’ or mend educational problems by ‘fixing’ or prescribing educational solutions. This not only denies ethical professional relations between students, teachers and parents, but also deflects responsibility for educational success from government to teachers and hastens the move from public to private educational provision. Complying with prescribed curriculum policy requirements shifts attention from broad philosophical and ethical questions about educational purpose as well as conferring a violence by assuming control over student and teacher subjectivities.  相似文献

ABSTRACT

New Zealand's radical education reforms (1987‐1990) provide a valuable case study for the examination of the politics, ideology and process of educational change. This paper examines the strategy of New Right agencies in attacking the established education settlement which embodies principles of Welfare Labourism. The crucial role of the New Zealand Treasury and of other agencies in bringing this settlement to crisis in the 1980s is analysed and discussed as is the response of the Labour Government. Many of the elements of struggle between Welfare Labourism and New Right market doctrines in education show similar features to struggles in other contexts such as the United Kingdom. However, the struggle in New Zealand makes visible and explicit the political and ideological features in a distinctive way. It also makes visible the significance of both race relations and of gender relations in the formation of education policy.  相似文献

Following the Learning for Life (Ministry of Education 1989) reforms in New Zealand, enacted in the Education Amendment Act 1990, and the development of an equivalent full‐time student (EFTS) funding system and student loan scheme, a taskforce was established to investigate the feasibility of a capital charge scheme for tertiary institutions, with responsibility also for examining the issue of governance. In late 1995 the New Zealand Vice‐Chancellors’ Committee in 1995 ‘became concerned that there were proposals for change in the relationship of universities to Government being developed at the officials level’, decided to be proactive in reviewing proposals on governance and commissioned Graham Scott, former Secretary to the Treasury, to write a paper on the ownership and governance of New Zealand universities. In essence, Scott in association with his colleague Simon Smelt (Scott and Smelt 1995) argue that the Crown is actively seeking ways to contain or reduce its financial risk. On this basis they argue for a private ‘not‐for‐profit’ trust model which, they maintain, would reduce the risk and performance concerns of the Crown while at the same time increase the commercial freedom of universities. This paper reviews current debates on governance and ownership of New Zealand universities, commenting upon the trust model and recent attempts to develop a model of ownership monitoring for TEIs (tertiary education institutions). It begins by contextualizing the discussion in terms of both structural adjustment policy and New Zealand's model of public management, before focusing on two opposing models of devolution. The paper then proceeds to review the governance of higher education in New Zealand against the background of the shift from so‐called ‘state control’ to ‘state supervision’, focusing on public sector reform, the contitutional consequences of privatization, and the issue of ‘representation versus technocracy’ arising out of the consideration of the ‘not‐for‐profit’ model of governance.  相似文献

ABSTRACT

In this paper, we report on our investigation of news coverage of accountability reform in The New York Times and The Wall Street Journal during the implementation and assessment of New York’s Race to the Top-inspired teacher evaluation system. In systemically analyzing how these prominent media outlets narrated this contentious moment in educational history, this study seeks to identify major narrative features pertinent to the ideological and representational dimensions of teachers in the era of consequential accountability. Specifically, we examine character prevalence, the characterization of prevalent characters, and the valuations ascribed to prevalent characters. This analysis, thus, aims to account for the mediatization of accountability reform. Our findings suggest that both periodicals constructed a one-dimensional conflict between education reformers and resisters of the newly implemented accountability policies while narrating those most affected by the policies as passive bystanders to the ideological conflict being waged by those with more power and influence. This reductionist narrative gives voice to reformers’ audit-based notion of accountability while omitting the relational responsibility of educators – the form of accountability long associated with teachers’ work. In accounting for ideological and representational features of journalists’ narrative construction, we illuminate how prominent media outlets mediatize accountability policy.  相似文献

SUMMARY

This paper explores the influence of two government departments, the Department of Employment and the Department of Education and Science (now the Department for Education), on post‐16 provision during the last decade. In acknowledging the underlying move to vocationalizing the post‐16 curriculum and processes, two new concepts are introduced for distinguishing those policies intended for the short‐term control of entry to the labour market, regulatory vocationalism, and those longer‐term policies of anticipatory vocationalism intended to raise the skill and knowledge base of the workforce for an uncertain and highly competitive economic and employment future. The paper examines the main instruments of policy from A New Training Initiative: A Programme for Action (DE/DES, 1981) to Education and Training for the 21st Century (DES/DE, 1991), arguing that over the decade it has been the immediate social and political contexts which have largely determined policy towards post‐16 provision and therefore led to a period of superficially episodic initiatives. However, it is further argued that whereas the rhetoric of policy is shifting towards a longer‐term vision, the changes in education and training infrastructure are only compatible with short‐term concerns.  相似文献

International student assessments have become the ‘lifeblood’ of the accountability movement in educational policy contexts. Drawing upon Stuart Hall’s concept of representation, I critically examined who comprises epistemic communities responsible for developing the Organization for Economic Co-operation and Development’s Assessment of Higher Education Learning Outcomes economics strand. Through my analysis, I identify homogeneity among test-makers, missing voices, and western concepts as represented ideas that become fixed and circulated through policy channels. In an era of accountability and comparison, comparative international student assessments are becoming increasingly normative in educational settings. As scholars, policymakers, and educators use these test results, we must critically examine who is responsible for producing these tests.  相似文献

ABSTRACT

With the rise of accountability policies since the early nineties, the daily operation of English schools has profoundly changed. Through the in-depth analysis of ability grouping practices in one English secondary school, this paper aims to explore how the accountability shift and datafication impacted the practice of student grouping and students’ experience of education. The paper documents how an English secondary school which had fully endorsed the comprehensive ideal gradually shifted from mixed ability teaching to a rigid system of hierarchically arranged attainment-based grouping structure over a period of decades, and explores the pedagogical dilemmas that data-driven governance generates. The paper concludes that the school’s data-driven practice creates an environment of competition and an experience of incessant insecurities for the students which unsettlingly echo the culture of the late neoliberal labour market.  相似文献

Disabled students' entry to the (compulsory) education system in New Zealand is often conditional upon the presence of untrained teacher aides, who are frequently regarded as the ‘solution to inclusion’. This widespread practice has occurred within a research and policy void, despite the growing body of international research literature that contests its efficacy and equity. Drawing from the findings of a qualitative study, the purpose of this paper is to develop an understanding of the school experiences of disabled students, from their and teacher aides' perspectives. Interpreted within a framework of current disability, social justice and sociology of childhood theorising, the findings are presented as a continuum of educational contexts, in which students (and aides) were (1) fully included in all aspects of school, (2) partly included/assimilated in aspects of school life, and (3) excluded from regular school. The findings are consistent with those of international research in illuminating the pivotal, complex and ambiguous role that aides play in both helping and hindering disabled students' educational presence, participation and achievement. The paper concludes with an outline of changes that may be instrumental in bringing about a more inclusive education system for all students.  相似文献

Abstract

In recent years, the largely punitive accountability measures imposed by the 2001 No Child Left Behind Act have given way to an emphasis on financial incentives. Although most policy interventions have focused primarily on linking teacher compensation to student test scores, several recent studies have examined the prospects for the use of financial incentives for students to improve student outcomes. This study builds on the existing literature by comparing student responses to monetary and nonmonetary (certificates of recognition) incentives to increase participation in federally funded supplemental educational services (SEdS). Approximately 300 eligible middle grade students who had signed up for SEdS were randomly selected and then assigned to either a control condition that received no incentive, a monetary reward group that could earn up to $100 for regular attendance, or a nonmonetary group that could receive a certificate of recognition signed by the district superintendent. Although the benefits of the monetary incentives were negligible, the students in the certificate group attended 42.5% more of their allotted tutoring hours than those assigned to control. The effect of the certificate was particularly strong for female students, who attended 26% more of their allocated tutoring hours compared to males who were also offered certificates. These results suggest the need for further research into the role of nonmonetary incentives in motivating student behaviors. Also, the findings could be useful to policymakers at the state or district level seeking cost-effective mechanisms to increase uptake of underutilized student supports.  相似文献

Abstract

Research has shown that academic integrity education programs can have a positive impact on student attitudes and reduce breaches of academic integrity. Although programs vary across institutions, there is relatively little research on their comparative efficacy. Accordingly, this study examines how higher education institutions in Australia and New Zealand approach academic integrity education in order to identify particular features that are considered to be most effective. Forty-four institutions are represented in this research, with data collected via a survey and semi-structured interviews with selected participants. The findings reveal that, in many cases, current academic integrity education programs appear to lack comprehensive information on values, the potential risks to integrity and the pitfalls of assessment outsourcing. Instead, curricula tended to focus on plagiarism, student responsibilities and referencing. Institutions employ a range of different communication and administration strategies to encourage uptake, and it was found that centrally administered programs that employed sanctions for non-completion appeared to be the most effective method for achieving compliance. Whilst the use of sanctions may support completion, it is argued that future academic integrity programs should also be collaboratively designed, drawing on a timely educational approach for skill development that incorporates learner feedback into the process with a greater emphasis on underpinning values.  相似文献

Early childhood education has become a focus of government policy across the world. Part of the present increased interest in early childhood education has been a focus on curriculum frameworks and socio/cultural methods of assessment. Currently, New Zealand has emerged as a world leader in early childhood education, and observation and assessment techniques, developed in New Zealand, have become an international focus of research and pedagogic practice. One exemplar practice to have emerged from research in New Zealand is the assessment of children's learning. An assessment project, conducted at the instigation of the New Zealand Ministry of Education, was designed to recognise key outcomes from the New Zealand curriculum, Te Whāriki, and to provide practitioners with a tool that would assist in the development of assessment ideas and procedures. The result was Learning Stories. This present research explored the introduction of Learning Stories into Australia and investigated the potential of Learning Stories as an assessment tool for early childhood practitioners in the context of Saudi Arabia.  相似文献

Abstract:

This paper challenges the assumptions underpinning James Tooley's earlier critique in this edition of the Journal of the author's negative assessment of market‐led forms of educational provision. In particular, the paper highlights Tooley's failure to acknowledge that the pursuit of self‐interest within the market place can be self‐defeating. The paper concludes by arguing that deliberative public action is a necessary condition for addressing the major predicaments of our time, including those facing education.  相似文献

Partnership and parental participation are terms which have featured frequently in discussions of educational matters in recent years. Their exact meaning and implications, however, are problematic. This paper seeks to move towards a strategic understanding of parental participation and in doing this addresses several themes: the concept of participation; contrasting perspectives on parental participation; the development of ‘welfare state’ rationality; the growth and significance of collective consumption and with this the development of the consumer‐citizen; and strategies towards consumer weakness. Tackling consumer weakness, it is argued, requires radically changing (or re‐casting) the relationship between consumer‐citizens and producers. It is suggested that education is a sphere which is particularly fruitful for the investigation and development of such a policy.

The themes discussed in the paper suggest an alternative approach or framework for education and participation is required and this is briefly outlined. The paper concludes with proposals for promoting collective parental involvement and influence; in particular, a scheme for a national representative body for parents, which is both government‐funded and accountable to local associations of parents, is put forward.  相似文献
